Several years had elapsed since El Caudillo had been a player, however trivial, on the global stage. Indeed, it had been several years since E.C. had had any contact, of any sort, with the outside world. In many cases, all memories of E.C. faded from the minds of the world's people. Both steadfast friends and diehard foes soon all but forgot the controversial fundamentalist dictatorship that had aroused such heated controversy so long ago. This was exactly how El Caudillo wanted it.
As the world turned its attention to more pressing problems, E.C. faded from the limelight, wisely refrained from taking any actions that would invoke the ire of the globe, and instead focused on building itself into a military power. While not the largest, strongest, or best trained military, E.C.'s armed forces were nothing to be ashamed of. They meticulously planned every last detail of every strategem, and carried out their assignments with zeal and scrupulous efficiency. Each soldier was well-disciplined, unfalteringly loyal, deeply patriotic, and of high morale. They fought with the tenacity of cornered beasts and the zeal of revolutionaries of crusaders.
Having been threatened countless times in the past, outnumbered and outgunned by hostile powers, the government realized it would have to adapt, or be destroyed. So, for over a decade, they had been expending as much money, resources, time, and effort as they could on building a security apparatus capable of snuffing out almost any threat, internal or external. Funding for defense and law enforcement increased exponentially. Anyone or anything posing even the remotest threat was ruthlessly destroyed without hesitation or remorse. A potent combination of total onslaught and total strategy ensured that E.C. would reign supreme.
