This nation is a nation of Constantinople as a city state but that it owns some lands as well, I guess. Still planning things out.

In Constantinople, Empress Helena XI was ruling the lands of Constantinople. Despite being 14 (still thinking on age) years old, she ruled benevolently, having good relations with the Church and other groups. After going for a tour of Hagia Sophia, she decided that relations would be needed, diplomatic relations. She wrote in the Greek tongue, of course her letter would be translated.

4. Tanks, fighter jets, etc.

5. All types of drugs, alchohol, tobacco, etc.

She looked around while he eyed the souronding land. In her biefcase was a treaty. Next to her was a large case holding the twin claymoors to be presented to the leader of this land. She grins and lights her cigar.

An offical came up to the Colorado and Texas diplomatic general and said ''Welcome to Constantinople. I hope diplomatic relations flourish.'' He led them in a limo and they went to the Imperial Palace. When they got there, they went to a round table, where the Empress and other officals were. ''Shall we begin our talks?'' one offical said.
