Billions. And laser will do you no good defending against RVs, it would have to be orbital and targeting during boost, which makes it vulnerable to ASATs.

We have two things which are not satellite systems which could take care of your interests at a cheap price. High altitutde airships around 60,000 feet. One is an air defense platform. Basically a floating high altitude airship with a mix of Anti-satellite rockets, Anti-Ballistic Missiles, and SAMs. Cheap and expendable. We also have a clear radar invisible material airship, it uses a nylon fabric and carries a small package of sensors. It is solar powered and uses carbon fiber propellers to move it around. The thing is far cheaper than a satellite. It does have to come down once a week for maintenance and changing of film and equipment. This could be done.

However, unless the nation was future tech, and could make satellites for a hundred thousand each it wouldn't work.

The treaties may be maintained of course or extended.
We also are willing to go into a mutual defence relationship with you and immediately offer a company level exchange. We would also be willing to create a small air base in your territory and an establish a consulate, we would also be willing to construct a shipyard and port in your territory. We will fullfill any orders you have on half of the capacity of the year ~at cost, of various Dian Ship designs or other applicable models.
