The Grand National Reich of Xharn was now in serious trouble. The national economy was finally starting to feeling the full impact and strain of rebuilding it's cities and military under the Reich Patron's new economic policy. The Grand National Reich was seriously in debt and had almost overnight became a huge welfare state looking for a way to pay off its many creditors.
The ruling Reich Patron Choi Song debated this problem with the Reich's National High Command, which is the current ruling council of military leaders that run the Grand National Reich of Xharn. The Reich's military was about to suffer massive desertion if someone did not pay the Reich's Legionaries soon. The Death Korps was still loyal and could be used to keep the rest of the military intimidated for a while but the fact remained the Reich's National Treasury was almost completely empty and the National taxes were already raised to highly inflated proportions. The economy was going to suffer a massive depression soon if the government could not pay of the national debt that it had accumlated. The military leaders of the Grand National Reich of Xharn finally had enough and decided to call out to one nation that could most likely save them from collapsing economically. The only cost to Xharn and its people was an even more oppressive government. A much larger and stronger military lording over them and huge swallowing of national pride…
The Reich Patron Choi Song and the Reich's National High Command in unanimous decision agreed to send a coded message to Kraven asking to be incorporated as a slave state in exchange for help rebuilding the Fatherland and financial aid to avoid the coming depression.

The Grand National Reich of Xharn would like to request the Kraven Corporation's assistance with certain internal matters that have plagued the Grand National Reich ever since our tragic defeat against Novacom. If the Kraven Corporation agrees to assist the Grand National Reich with said problems. The Grand National Reich will submit as a Slave State in exchange for this service to our great fatherland. The Grand National Reich would also would like to request that an ambassador be sent from the Kraven Corporation to discuss the matter privately within the Reich to avoid the possibility of other nations finding out our little secret.
