Straight from the state of the art PRA research facility at Hephaestus Arcology comes the newest in designer drugs:

Frost

Originally intended as a medical treatment (much like quite a few other PRA chemicals), the designer drug Frost is engineered to lower the subject's body temperature. This was originally used to combat high fevers, but the effects of an overdose were too useful to pass up.

Frost works by reacting with iron in the blood stream. When the iron in the blood comes into contact with Frost, an endothermic reaction occurs, chilling the body. Under normal dosages, this drop ranges from one to eight degrees farenheit, but an overdose can lower the body's internal temperature by a large margin, as low as 60 degrees, causing hypothermia and death.

Frost is normally applied via DMSO or injection, although an aerosol version is available for use by both civilian medical organizations (with the proper license) and the military. Depending on the circumstances, carcerands may be used to either delay the effects of the drug or to ensure that it reaches the proper sections of the body.

As Frost is a tactical weapon, it can hardly be compared to something such as Ebola, which is quite clearly a strategic-scale weapon, as well as near impossible to use with any accuracy. Frost, on the other hand, is highy accurate, and target discrimination is simple.

1) The chemical affects any organism with haemoglobin based oxygen carriers in its bloodstream. This includes the aerosol version.
2) Frost will react with iron, although to a lesser degree than with haemoglobin.
3) Effectiveness against biohazard suits and/or NBC protection is minimal, although when used in conjunction with other PRA products, such as Corromis (which is designed specifically to render NBC protection useless), it can retain 100% effectiveness.

Two final questions:
1. Is the iron/hemoglobin corroded or otherwise altered by the application of FROST?
2. What is the effectiveness of FROST as a chemical coolent?

1) The haemoglobin and/or iron are not altered, although oxygen carrying efficiency may be degraded due to Frost molecules blocking receptor sites for the oxygen molecule. However, this is relatively minimal, resulting in decreased energy unless the dose is massive (enough to decrease body temperature to approx. 40 degrees farenheit).
2) Frost is untenable as a chemical coolant, as it is reliant on haemoglobin to reach its maximum efficiency.
