The Prime Minister Jonathan Leone sits typing restlessly at a computer. The office around him is dark and papers are strewn about the desk and fall onto the floor. He looks weary as the light shines upon dark black hair and a sweat-glinting forehead.
To: Nations willing to help a crime-torn country
Comrades, we have a most dire situation on our hands in the Free Land of Acqua Pacifica. Until now, our nation has not needed any type of police force or judicial system, and the crime rate was so low that jails were not even necessary. However, an untimely resurgance in immigration, the abuse of civil liberties and the misuse of rights has resulted in a crime rate never before seen by our people. Terrorist cells have emerged from seemingly nowhere, representing fringe groups and forcing extremist beliefs on people under penalty of death. As a result, crime has skyrocketed to an uncontrollable level. Communities even in major cities are subject to a quite unrestful anarchy. Comrades, our message has been misunderstood.
The Acqua Pacifican government, devoid of any equipment suitable for a police force, is at a dead end regarding national security. There are no powers of authority capable of supressing these criminals. For the good of peace and democracy, comrades, I personally plea to you for help!
What our nation needs, is a plan:
Objective one, to effectively train and establish a well-equipped, non-oppressive, predominately non-lethal police force to quell terrorist and criminal threats in major metropolitan areas, cities, towns, as well as the countryside,
Objective two, to build and make practical use of areas of reasonable criminal detention and rehabilitation,
Objective three, to secure and maintain a safe, peaceful, free, and democratic environment in the Free Land of Acqua Pacifica.
