Broadcast around the world, a man in a gask mask sitting behind a desk addressed the world.
"Hello, I am the new leader of the Horde of Doom, Da Supreme Commander. (http://www.putlearningfirst.com/plague/grape/soldier(gasmask).jpg) El General, leader of the Defenders of the People, died in Sovjetstan. As such my advisors and I have drafted a constituion and will take this time to explain it."

An image appears on the screen (http://img272.imageshack.us/img272/8551/prop19ob.png) for 30 seonds, and fades back to DSC.

"A purpose to everything, and everything to it's purpose. That is our slogan. Every citizen will be used, no man, woman, or child we starve due to lack of work. The government will find jobs for you, and provide you with lifetime contracts. No citizen is un-useful. Carrying on with this theme, I present the constitution."

PART I - GENERAL PROVISIONS
Article 1

This Constitution shall establish the Stratocracy of The Horde of Doom(STHD).

Article 2

1. The Horde of Doom is a sovereign military state.
2. This Constitution is the supreme law of the land; it is directly binding on all State authority.


Article 3

The power to grant citizenship belongs to the Chief of the General Staff. The power to revoke citizenships may only be done so by a two-thirds majority vote in the General Staff, which may be overruled by the Chief of the General Staff.

Article 4

1. The Horde of Doom possesses the National Colours of Blue.
2. The Horde of Doom possesses the National Flag of dimensions 3x2, with a crescent moon in the left corner with the word Liberty surronded by blue.

PART II - Executive

Article 5

1. The Chief of the General Staff is Head of State.
2. The Chief of the General Staff is Head of Government.
3. The Chief of the General Staff is the Commander-in-Chief of the Military.
4. The Chief of the General Staff must approve all bills or laws passed by the Legislative Committee.
5. The Chief of the General Staff has the power to create military units.
6. The Chief of the General Staff commissions officers and confers honours and awards.
7. The Chief of the General Staff has the power to declare war, to make peace, to sign treaties and to all other representative functions of the State.
8. The Chief of the General Staff has the power to issue Executive Orders.
9. The Chief of the General Staff has power over all military appointments, but may delegate parts of these powers to others as he sees fit, with the ability to rescind the delegation at any time.
10. The Chief of the General Staff has power over all promotions, but may delegate parts of these powers to others as he sees fit, with the ability to rescind the delegation at any time.
11. The Chief of the General Staff also possesses the title of Supreme Commander of the Stratocracy of The Horde of Doom, which may be shortened to "Supreme Commander of The Horde of Doom" or "Supreme Commander".
12. The Chief of the General Staff must be an officer of the rank of General.
13. When the Chief of the General Staff steps down, the General Staff will elect a successor from those of the Rank of General.
14. Executive Orders shall be promulgated in the Hansard, and stored in the Public Record Office.


Article 6

1. The General Staff shall consist of all officers of rank Lieutenant General and higher.
2. The General Staff has the power to advise the Chief of the General Staff.
3. The General Staff have the power to issue regulations, and to pardon citizens.
4. All decisions made by the general staff must be done by majority vote, with vote weighting allocated as follows:
a. Chief of the General Staff - 5 and power of veto
b. General - 3
c. Lieutenant General - 1
5. Regulations shall be promulgated in the Hansard, and stored in the Regulation Office.

PART III - Legislature

Article 7

1. Legislative power shall be vested in the Legislative Command Council.
2. The General Staff shall decide the number of seats on the Legislative Command Council at the beginning of the year.
3. The members of the Legislative Command Council shall be randomly selected by serial number to serve for a six-month term.
4. Those eligible for service in the Legislative Command Council must have passed the Military Legislation Course.
5. The Legislative Command Council shall draw up its rules of procedure.
6. A General, who shall not vote, shall chair the Legislative Command Council.
7. Members of the Legislative Command Council shall have their votes weighted by rank, as follows:
a. General - 16
b. Lieutenant General - 15
c. Major General - 14
d. Brigadier General - 13
e. Colonel - 12
f. Lieutenant Colonel - 11
g. Major - 10
h. Captain - 9
i. Lieutenant - 8
j. 2nd Lieutenant - 7
k. Sergeant Major - 6
l. Master Sergeant - 5
m. Staff Sergeant - 4
n. Corporal - 3
o. Lance-Corporal - 2
p. Private - 1
8. Decisions of the Legislative Command Council require a majority of the votes cast (simple majority) unless this Constitution provides otherwise.

Article 8

1. Only members of the Legislative Command Council or the General Staff can introduce bills.
2. Laws altering this Constitution require two thirds of the votes cast and at least the votes of a majority of the members of the Legislative Command Council. The Chief of the General Staff must approve them.
3. Laws have to specify their effective date.
4. All acts passed by the Legislative Command Council must be approved by the Chief of the General Staff; those not approved are returned to the Legislative Command Council to be revised, and if still not approved the legislation is failed.
5. All laws shall be promulgated in the Hansard, and stored in the Public Record office.

PART IV - Judiciary

Article 9

1. All cases shall be heard before a military tribunal, consisting of a judge and two lawyers, one acting for the prosecution, the other for the defence.
2. All judges and lawyers are members of the Judicial Corps.
3. Any officer in the Judicial corps with a rank of Major or higher may serve as a judge.
4. The Judicial Corps shall have irregular organization.
5. The Judge in a case shall decide whether or not the defendant is guilty, and shall sentence the defendant.
6. Sentences for crimes shall be determined by statute.
7. Decisions by tribunals may be appealed to senior judges. With two judges of the same rank, seniority may be determined by experience.
8. The Chief of the General Staff may overturn convictions.

PART V - Ranks

Article 10

1. The Military shall possess the following ranks, in order of most senior to least, with official abbreviations in brackets.
a. General [GEN]
b. Lieutenant General [LTG]
c. Major General [MJG]
d. Brigadier General
e. Colonel [COL]
f. Lieutenant Colonel [LTC]
g. Major [MAJ]
h. Captain [CPT]
i. Lieutenant [LFT]
j. 2nd Lieutenant [2LT]
k. Sergeant Major [SGM]
l. Master Sergeant [MSG]
m. Staff Sergeant [SSG]
n. Sergeant [SGT]
o. Corporal [CPL]
p. Lance-Corporal [LCP]
q. Private [PVT]
2. The Chief of the General Staff is the highest rank available.
3. The Ranks in Article 10, clause 1, subsections a-j of this Constitution shall be known as Commissioned Ranks, and those possessing them shall be known as Commissioned Officers.
4. Commissioned Officers receive their commission from the Chief of the General Staff.
5. The Ranks in Article 10, clause 1, subsections k-q of this Constitution shall be known as Enlisted Ranks.
6. Those possessing the ranks in Article 10, clause 1, subsections k-p of this Constitution shall be known as Non-Commissioned Officers.
7. Military Regulations shall determine rank insignia.

PART VI - Military Structure

Article 11

1. The Chief of the General Staff is Commander-in-Chief of the Military.
2. Below the Chief of the General Staff is the General Staff in the Chain of Command. Collective decisions made by the General Staff are binding on all levels below them.
3. Below the General Staff are Divisions, which shall serve broad purposes, with officers of the Rank of Lieutenant General as the Commanding Officer of a Division.
4. Within Divisions there shall be Corps, answerable to the division above them, serving a specific purpose, and with a Major General as Commanding Officer.
5. Within Corps shall be Brigades, commanded by either a Colonel or a Brigadier General, and answerable to the Corps commander. A Brigade shall consist of between two to five Battalions.
6. Battalions shall have a Lieutenant Colonel as the Commanding Officer, and a Major as the Executive Officer. A Battalion shall consist of between three to five companies.
7. Companies shall have a Captain as the Commanding Officer, supported by a Sergeant Major. Companies shall consist between two to five Platoons.
8. Platoons shall have either a Lieutenant or 2nd Lieutenant as Commanding Officer, supported by a Master Sergeant. A platoon shall consist of between two to four Sections.
9. Sections shall have a Sergeant as their Commanding Officer, supported by a Staff Sergeant, and shall consist of two squads.
10. The two squads shall consist of four soldiers. The first squad shall be commanded by the Section Commanding Officer, the second squad by a Corporal. The second squad shall be subordinate to the orders of the Section Commanding Officer.
11. The staff of each level of the chain of command shall consist of the Commanding Officer of that unit, and a board of the Commanding Officers of the units directly below them.
12. Divisions may have Irregular Organisation. This shall be declared when the division is created, and a new system of organization shall be declared for the Corps concerned.
13. A Corps may have Irregular Organisation. This shall be declared when the division is commissioned, and a new system of organisation shall be declared for the Corps concerned.
14. All matters of Irregular Organisation must receive the explicit consent of the Chief of the General Staff."

He paused to allow the new order to sink in. "The constitution will be avaliable at any government building for free. What the constituion means is that to be apart of the government, one must be part of the military. It is only right that those who put their lives on the line decide the policy regarding the state in general. You do not have to join, but to have any voice...you must."

"My first order as Supreme Commander is the immidiate clean up of all nuclear areas. Toxic waste is to be converted to weapons, and radiation must be eliminated by any means neccesary. Cities must be rebuilt, and it's inhabitants will be conscripted to repair them. They will be payed."

"Leaders of the UDF and KH will be held for trial, and if found guilty will be turned over to the populace. The military must be made anew, and to do this will must seek foreign help. Thus we are announcing a deal: [B]The Horde of Doom is willing to have a life time contract with a weapons supplier. Any nation wanting to fufill this role will contact me."

"That is all for now."

DSC peered out his window, looking upon the state. Cranes were a common sight now, rebuilding as best they could. People, or what was left of the civillian population, now walked the streets. Airships were a common sight, now loaded with passengers instead of bombs. It seemed as if the Horde was repairing itself quite nicely.

And yet everyone still wore a gas mask.

The huge amount of pollution had rendered the air almost unbreathable. New community homes with air tight seals were becoming the only way to live. But how to combat this? Sprawled upon his desk were clean up plans, each threatining to start a depression.

But what to do....?

He gazed at an illustration (http://www.fallout3.phx.pl/biblia/galeria/Vault.jpeg) on his desk, and knew he had his answer.

The plan was working. The entire population was being moved into the new homes, the vaults. Inside each city could survive, and any member who disobeyed would be kicked into the wastes. To make sure noone ever wanted to leave, he ordered 20 waste bombs to be dropped on the country.

Every citizen was allowed to go, and each extended faimily was given a card showing where to go. Children cried, and a few people argued over "their land," but they did as they were told.

The Vaults were a strange contrast to the enviroment outside. Some communities refused to leave, and he told them they could stay. He knew they would turn into bandits, or die.

The Vault Connection Line(VCL) had been finished in record time, allowing for much celebration. Each Vault was connected by the VCL, allowing a huge underground monorail system to transport the people from Vault to Vault.

However he already had ideas on what to do with the surface...

Imagine a nuclear missle. Imagine it is not only filled with the materials for anuke, but tons upon tons of toxic waste, radioactive materials, and highly ionized metal. It effectivly renders an enviroment unlivable for hundreds of years.
