Tiboula - Overview

The island nation of Tiboula was originally settled circa 300 BC by sailors of unknown origins. By 1300 AD the island had split into seven principalities, each with their own feudal government and all hostile to the others. This precepititated several centuries of warfare on the island, ending circa 1700 AD after making contact with other nations. This sparked many major changes to the socio-political structure of the island. By 1728 the seperate states had joined together as the Allied States of Tiboula. The Tiboulian Representitive Council was established as the primary ruling body, and the governments of all principalities was converted to a system of elected representitives.

Transport

Tiboula has an extensive, state of the art transportation network connecting the entire nation. The public sector transport services consist of road, rail, monoral, maglev and shipping assets. Private sector transport consists primarily of road and air assets, with some maglev services between high population and commercial centres.

The road system in Tiboula is extensive, criss-crossing the entire island. 6 lane highways connect the capital cities of the states, with 4 lane highways going to large regional cities. A combination of 4 and 2 lane streets are used for inner-city use, with 2 lane roads for most residential areas.

Standard rail services connect the ports of Tiboula with the ware housing districts. These all use diesel trains due to the power required to transport cargo, and are the only railways in Tiboula that are not electrified.

The large population centre in Tiboula all use underground maglev services to provide extremely rapid public transport between the CBD and it's surrounding residential districts. These maglev subways are located approximately 20m underground in large tunnels with between 4 and 8 seperate lines. Average travelling speeds are reported to be 196 km/h for the system as a whole, with the longer lines capiable of an average speed in excess of 300 km/h. Government subsidisation has also allowed these services to offer low cost tickets, making them a very viable alternative to cars and other personal transport.

Large mono-maglev stations are located on the outskirts of the major population centres and are used as a rapid passenger service between these cities. Capiable of holding over 300 passengers and travelling at speeds in excess of 500km/h, this system has become the primary national passenger service and has all but eliminated the need for a national airline service for the general public.

Tiboula - Military

Overview

Although Tiboula has no official military force, the Tiboulian Defense Force is responsible for the defense of Tiboula for both domestic and international threats, as well as internal policing efforts. It employs 3 million personnel, with approximately 80% of these acting in support roles. It is currently under the command of Commander-in-Chief Aroha Maata, who was a member of the Naval Division before assuming this role.

The first year of military service is compulsory for all Tiboulian citizens. It is roughly comparable to the last year of schooling in most other countries, with the addition of some basic military training. As well as the standard choice of school subjects, citizens are also required to complete a set amount of units in the domains of Civil Responsibility, Weapons Usage, Military Tactics and Guerilla Warfare.

All military service beyond that is on a voluntary basis. Training after the first year is usually geared to a specific role, and can take anywhere between 9 months and 10 years. Depending on role, this training can include undergraduate and postgraduate degrees as well as specific training. Personnel undergoing military training outside the military are excused from active duty, but are listed in the reserve units.

The largest branch of the defense force is the navy, which is roughly half of the total force available to Tiboula. It is comprised primarily of large carrier groups, submarine groups and patrol groups, a well as various support ships. The navy is capable of deploying to any part of the world if required, and is frequently sent of peacekeeping and aid missions.

The air force and army both comprise about 25% of the total defense force each, and are designed to defend Tiboula. The air force consists primarily of air superiority fighters, with attackers and bombers in anti-ship configurations. It also has a large number of electronic warfare craft. The military is split between costal defense emplacements, anti-aircraft emplacements and mechanized infantry trained for urban warfare. As Tiboula is almost entirely urbanized, armor assets are non-existent, and artillery is focused on anti-ship efforts.

Part of the original charter of the Defense Force prohibits pre-emptive strikes and other agressive actions. Tiboula can not officially support a country militarily. This means that altough highly trained and with access to excellent equipment, the bulk of the forces have no combat experience.

Navy

The Tiboula Navy is sentered around its massive Super Dreadnaught fleets, with supporting carrier, submarine and logistics fleets. Its lighter vessels are centered around hydrofoil technology and hovercraft, with the larger cruisers and above having a more traditional design. This allows it to rapidly respond to threats with Frigates and Destroyers while the larger ships move in.

The fleet itself in based around Super Dreadnaught groups, each under the command of a Grand Admiral, are comprised of 144 ships total. These all have a massive Super Dreadnaught and three Super Carriers as their core vessels, with mixed vessels of other classes providing escorts. As Tiboula is a peaceful nation, it has very few of these; however it has recognised that fleets of this type are essential for defense.

The navy also has carrier, submarine, hydrofoil and logistices groups. Carrier groups have 24 ships total, with two carriers at the centre. Submarine groups are comprised of three squadrens of 12 subs each, for a total of 36 ships. Hydrofoil groups are also 36 vessels in size and consist of 12 destroyers and 24 frigates. Logistics groups do not have any set size, but contain warships, escort vessels and transports is roughly a 1:4:3 ratio.

Azure Falcons Mercenary Company

The Azure Falcons Mercenary Company was originally founded in 1976 by Adlai Goodwin, a former Captain of the TDF-N. After being dismissed from active service due to a minor violation of the non-agression clause he convinced the Inner Council of the need for a small, highly trained force capiable of agressive action. They were willing to loan the newly formed company funds, and from there it has grown into the highly capiable strike force it is today.

Altough originally funded by the Tiboulian government, the AFMC has since evolved into a fully independent group. It's members are recruited from ex-military personnel that had completed training beyond the compulsory service period. It has also established a payback policy for any recruits that have an outstanding service debt with the TDF, allowing it to recruit from the brightest cadets and active servicemen as well as retirees.

Despite this, the TDF supplies almost all the work the AFMC undertakes. This gives the TDF some small offensive capability whilst allowing the politicians and senior staff a level of plausiable deniability.

The AFMC today comprises of approximately 60 000 personnel, roughly split between it's Naval, Ground, Air and SpecOps divisions. It uses state-of-the-art equipment from the best manufacturers in the world and is capiable of rapid deployment to any point in the world.
