Project: Extradition (Xontaro, Kyistan, Shinrita, etc.)
Ambassador to the People's Republic of Kayistan Jan Vemmer, waited patiently. Having been a Member of Parliament, he'd learned patience the hard way, especially coming from such a small Village. Very few of the more experienced Members thought him worth their while, until he'd dropped his first bombshell, a proposal to develop a Space Agency. Everybody wanted it, nobody wanted in their area, so his Village had begun to develop nicely as a result of construction contracts and scientists and administrators moving towards the Center.
By the end of his third term in Parliament, he'd become the senior Member of Parliament for his Village, out of about 8.
He felt lucky that he had not been an MP at the time of the disastrous satellite launch. It didn't make him feel better about it, but at least his hands were clean in that affair.
However, the new Ambassador had, less than a day after arriving in the People's Republic of Kayistan, been requested to meet with the Minister of Justice, a woman by the name of Katrina Nerakov, on a matter of some importance.
Due to the long flight, the long tours afterward, and then a long night of a ceremonial dinner reception, Ambassador Vemmer could hardly remember what the Minister looked like. This fact bothered him a great deal, because he considered himself very good at remembering details.
He caught the Minister's personal secretary glancing at him again, and he wondered what she saw, or what she had expected.
He'd seen himself enough times to know that he wasn't very impressive, unless he was in action. When there was work to be done he went from being a short, bald headed man to a short, bullheaded man. He'd go around what he could, crash through what he couldn't, all in the service of his duty to his nation. he liked to say that while he wasn't physically imposing, he was kinetically imposing.
He saw the inner door to the Minister's office open, and he stood to greet the Minister properly.

Karina dressed in olive green uniform walked up to the door and saluted Minister and said:Please come in. She took a seat next to him and just took out her notebooks. Matter of importance to the Revolution, needed to take care now but she wonder why the Ambassador in Xontaro couldnt taken care of this. But she wouldnt question, the revolutionary motives the great leader Yurik Kitov had asked her to do this, her first duty was to serve the Revolution.
Her secretary brought in a folder and closed the door as she exited. Katrina looked at the Ambassador and said:
"Ambassador Vemmer, in your country one of the former Generals of the former regime has taken refuge. Brigadier General Vraik Ruyanov former member of the National Monarch Guard, he is been accused of treason and crimes against Fatherland. He is accused of being head of torture of the Political Camps of the Monarchy while revolution of the M-20-5 movement was taking place. Brigadier General Ruyanov has committed treason and crimes against Fatherland by torturing and ordering the killing of thousand Kayikistanians. And she handed him a folder and said:
"This evidence against Brigadier General and the case outlined against him. The state seeking the Death Penalty by Firing Squad for the General."
Vemmer felt the blood drain from his face.
"Minister Nerakov, these are truly terrible crimes," he told her slowly, not opening the folder. "And I don't need to see the evidence, to do so would be a violation of the General's privacy. It is not the policy, nor wish, I might add, of my people's government to interfere in what is an internal matter. Understand, the death penalty is not something that my country would allow, but it is not our place to tell your country how to run itself. However, in the interests of Justice, I will certainly forward what you have told me, as well as photographs of the General and his description, to our Ministry of Justice and to the Secretary of Law Enforcement. If he is in our country, we will ensure he is returned here."
"But I would like to suggest that, so that there can be no claims of impropriety, that you find a neutral nation where the trial can be held," he added. "Both of our nations are considered newly-come, and therefore backwards and full of idiots. If your country were to conduct the trial in this way, other countries might take more notice of you. And as well, they will see the evidence as presented, and realize that your country made a difficult decision, in the face of righteous outrage, and respect your wisdom and restraint."
Ambassador Vemmer handed her back the folder and waited for her response, his most artfully saddened look upon his face.

Karina though for couple minutes, a middle country she wasnt authorize to make those decisions. Thats was up to the Commander in Chief and Head of Revolutionary Armed Forces. She got up from where she was seated and picked up the phone and dialed a number. Katrina spoke for couple minutes in Kayikistanian in phone and then hanged up.
She took seat back and down and said:
"I been authorize by our Commander in Chief to move the trial of the General to Astoria, Shinrita; he will still be judged by Revolutionary Tribunal. But we will appoint him a revolutionary lawyer to defend him. Mr. Ambassador, I know Xontaro does not believe in death penalty but in Kayikistan we pursue death penalty for terrorist, traitors and dissidents of the Fatherland. There is no crime higher in Kayikistan than betrayal of the Fatherland. Fatherland comes before anything. So how long will it be before his transfer here?If you would like, you can be present during interrogations process. He will be held in Fort Drukiy. And then he will transfer to Fort Thomas, 25 minutes from Astoria. And he will be tried in Fort Thomas Military Tribunal by Kayikistanian Revolutionary Tribunal."
"We have to find him and catch him first, Minister," the Ambassador reminded her, standing up. "Let me have a description of him, and a few photographs, and I will transmit them to the Minister of Justice. However, our Secretary of Law Enforcement is quite capable, I am sure it will not take long. It is difficult to hide in our country. One of the advantages of living in very tall trees, you see."

Katrina got up and went to a closed cabinet punched in a combination and took out heavy file on the Brigadier General. It was first priority of the Revolutionary Government to catch the General.
She took out a couple photos of the General and said:
"General stands at 6'3 with short military cut blonde hair and blonde mustache, he has scar on the palm of his left hand and a tatoo on his right."
She hoped, he would be cut so she could announced in front of National Assembly of the People Power. Katrina would be held as National Hero, given raise and new benefits.
Vemmer accepted the photos from her and placed them in his briefcase.
"If I know Piotr van Miors, and I flatter myself that I do, he is as good as caught," Vemmer told her. "I will transmit these and keep you posted. I believe you left your number with my secretary? Good. Is there anything else, Minister?"

Katrina though for couple minutes and said:
"No, there not matter in the table now. But I will tell you this that General will be shown to the Kayikistanian people on TV. Thank you for coming,Minister."
She shook his hand.
Vemmer left the office and nodded to the two guards who were waiting for him. As he strode through the Ministry of Justice towards the entrance, he had a few misgivings.
He shrugged them off. The Free Land of Xontaro could not meddle in an internal affair. Neither could they allow a foreign criminal (an accused foreign criminal) climb free in their country. The General would be caught, extradited, and stand trial. The Ambassador had done what he could to ensure a fair trial, and only by advising the Minister, not by making demands.
He settled into the back seat of his car, his two guards on either side, and closed his eyes. With any luck, he'd be able to catch a nap on the way back to the Embassy.
In the Free Land of Xontaro, it was night-time. There'd be no news until much later, almost dinner time.

Katrina sat back down in her desk and organized her files and signed a few papers. She though and knew she had done the best to get the General extradicted back to Kayikistan even if that meant tried him in another country.
She received a phone call, she picked up the phone and answer and hanged up. Katrina quickly got up and pick up the group of files and headed out of the door. Katrina walked down with a hurry paced down Halls of the Ministry of Justice. She got into a waiting Lavra parked in Victory Avenue. Katrina sat down in the back seat, accompanied by her body guards. Her Lavra was followed by a black car and guided by black car in front of it, those cars belong to the Minister of Internal Security. She had meeting of the Politburo to discuss the situation with the General.
Katrina got to the National Palace and quickly walked in and sat down and hoped to catch sleep before meeting began.
“I’ve already informed the President of the situation,” Chancellor Spen, of the Home Office, noted. “He agrees with the the assessment presented by Ambassador Vemmer. We have no right to interfere, and we don’t want this man in our country.”
“Neither do we want a conflict with the People’s Republic of Kayikistan,” Chancellor Oberno replied dryly. “So now the nut is in your Village, Minister.”
Minister Saria Teller, of the Ministry of Justice sighed and exchanged looks with the Secretary for Law Enforcement and the Secretary for Rehabilitation.
“I hope that the Minister of Information is going to handle the publicity appropriately,” she said. “Otherwise, we may be facing a vote of no-confidence.”
“Saria, can you name anyone in the Cabinet who is serving willingly?” Oberno asked. “I think we would all welcome a vote of no-confidence. It would mean we could all go home.”
Minister Teller smirked and acknowledged the Chancellor with a slight nod. “Jamal, it looks to me like you can sit this one out. Piotr, this one is all yours.”
“I appreciate your faith in me,” Piotr complained. “And we’ve already found him.”
“How?” Chancellor Spen demanded, astonished. “We only got the transmission from Ambassador Vemmer a couple hours ago.”
Piotr grinned at her. “Simple. I took the time to read the morning papers.” He tossed one of the morning newspapers on the table in front of her and Chancellor Oberno. On the front page was an article covering the recent protests regarding naturalization. Even the media was surprised how the protests were not dying down after the public swearing in of Provost Chiapermann. Chancellor Spen stared at the picture, of a tall blonde man speaking to a crowd of supporters.
“I take it that my people have permission to find and detain this man, who has been proselytizing a political ideology, and therefore violating the civil rights of our citizens?”
“If he’s proselytizing, he should be given over to Rehabilitation,” Jamal diDassa, Secretary of Rehabilitation, mentioned hesitantly.
Chancellor Spen looked to the woman seated to her left, who had yet to speak.
High Court Justice Jinis Aberta smiled slowly, and steepled her fingers in front of her. “That’s an interesting point,” she said slowly, in the gravelly voice many observers of the High Court had come to know very well. “Under our judicial system, precedence of one crime over another is moot, since we rehabilitate our criminals. However, the People’s Republic has a different system of criminal justice. Considering that his alleged previous offenses were committed in the People’s Republic, my colleagues and I would agree that those crimes take precedence.”
“You’re certain of that?” Chancellor Oberno asked her.
Justice Aberta quirked a smile and turned her head, allowing the Chancellor to see the earpiece she wore. “We’ve already voted on it, Chancellor.”
“Pick him up, Piotr,” Minister Teller instructed. “The sooner he’s out of this country, the sooner the damage he’s done can be fixed.”

Inside a hall full of mirrors, top members of the Kayikistanian Politburo sat down to discuss the situation with the General. They didnt want this to turn into nasty international incident.
Karina stood up and said:
"Fellow Comrades,we cant let this incident turn into national shame for Kayikistan. We must handle it with the most up care, we want to judge the General with Revolutionary Tribunal but we must do it in middle country. Were it wouldnt be consider that we doing a puppet trial."
The Commander in Chief Kitov stood up and said:
"It doesnt matter, where is he is tried as long as he is tried for his crimes. I will be please if he is tried in second country as long as he is condemned for war criminal he is. Now Comrade Nerakov, when will the General be extradicted?"
Karina looked at Kitov and said:
"Commander, as soon as the Xontaro police forces capture him. Their Ambassador Mr.Vemmer will let me know."
Kitov adressed the rest of the Politburo and said:
"Very well,meeting adjourned."
<six hours later>
Piotr van Miors watched proudly as the team of law enforcement officers and Militia officers escorted the prisoner aboard the waiting helo-jet.
He dialed the Foreign Office from his cell-phone. “Please inform the Chancellor that the prisoner is on his way to the People’s Republic of Kayikistan. The flight should be about ten hours.”
In Kayikistan, Ambassador Vemmer received the telex almost immediately there after, and called Minister Nerakov to inform her of the expected arrival time of the helo-jet.

As the helo-jet touchdown in Yikitiv Military Airport, a group military jeeps and two armed military trucks were waiting for the Jet. As the jet opened up the bay door, the Xontaro Military Officers accompanied the General down the ramp. The General was handcuffed and shackled, two members of the Internal Security Office carrying two Automatic Rifles grabbed him and transported him to black unmarked van, they pushed him inside and took seat next to him.
The caravan left the Yikitiv Military Airport and headed down military boulevard to Fort Druiky. Few minutes later, the caravan stopped in front of Fort Druiky and iron gates were opened. The Caravan drove up and stopped near the main stockade. The Security Agents took out General and present him in front of the National Kayikistanian TV that were waiting for him. After present him and showed him off to the Cameras, they took him inside and they order him out of his military uniform and gave him dark blue military prison uniform with the number 53210 on the back. They took him to small dark lighten room and sat him down. A Revolutionary lawyer was next to the General. One of the Internal Security Officers opened the file and said:
"General, you are being accused of treason, genocide and betrayal of the Fatherland. Under Military Code 3.56 you will be tried in Revolutionary Tribunal and the maximum penalty impose on you could be Death by Firing Squad. Do you understand?"
The General said:
"Yes, Sir."
Security Officer looked at the General and said:
"First off all,we want know where are the mass graves and the people you ordered to be disappear and buried. We have records of it so you can not deny it but we want know where are the graves."
The room became defying quiet as the General though of his answer. He still was sitting in his chair shackle from hands to feet.
The General looked up and said:
"In the General Ore Mine."
The Security Officer said:
"Why did you decide to betray the Fatherland?"
"Because I didnt agree with Revolution"The General responded.
The room became quiet once again as the other Security Officer was looking through a group of questions to ask.
Ambassador Vemmer sat quietly in the corner, observing the process. While he did not approve of the previous rough handling of the General, that too was an internal matter.
He had already been notified by the Foreign Office that he would most likely be called back to the Capitol to testify on the matter.

Four internal Security Guards came in and grabbed the General and took him away. They opened a small solitary cell and shoved him in, little light penetrated in the room. It was dark and moisty. They locked the door and left two soldiers in charge of the room.
The Guards came back and said:
"Ambassador Vemmer, President Kitov would like to see you in the Presidential Palace as soon as possible."
“Thank you, it would be my pleasure,” Ambassador Vemmer replied, putting away his notes. “Would you be so kind as to escort me to the President?”

The two internal guards accompanied the Ambassador to the waiting Caravan that would take him to the National Palace.
Minutes later, the Caravan stopped in front of the National Palace. The Guards escorted Mr.Vemmer into a white room with mirrors. Yurik Kitov dressed in blue suit, shaked the Ambassador hand and said:
"Take seat,please."
"I invite you here to talk to you about pressing issue. You see under Kayikistanian Law, the General has to be torture in public before being brought upon Revolutionary Tribunal. But I know your country opposses any kind of torture, is there any way we can please your country with public display of the General to the people of Kayikistan?"

The United Republic of Shinrita will hold the trial, if Kayikistan wishes to send the General to our colony to have him tried.
