This is a conference for all colonial nations for establishing ground rules for Claiming Protectorates, Colonies and other such entities to prevent future conflicts over claims of areas.

OOC: Already? The Berlin Conference wasn't until '84, and the Scramble didn't really begin until '78 when Henry Morton Stanley returned from the Congo and Leopold sent him back.

The US delegate, Secretary of State Hamilton Fish, arrives with the American proposal drafted and printed, with several copies for each delegation.

United States of America's Proposal on Codes of Conduct Becomming of Civilized Cultures of the World and Their Just and Lawful Right to Promulgate Said Cultures on Those Peoples of Barbaric or Savage Nature.

(Greatly simplified below)

1: Every Nation should feel morally obligated to aid any savage, and morally permitted to aid any barbaric, land in attaining the level of Civilized.

2: No nation should be permitted to impose upon any Civilized Nation that is attempting to civilize any savage or barbaric land.

3: Attempt shall be defined as:
A) Filing an official claim to the land through the embassies of the worlds other nations. Attempt will last for 180 days after (A) is met, after which the following must be met.
B) Garrisoning the land with no less than 1 garrison of 50 uniformed military men aged 16-45 - belonging to the land army branch of the countries military - per 1000 local peoples or 100 square miles. For areas of land under 100 square miles or 1000 local peoples, only 50 uniformed men is required.
C) Possessing the means to resupply and reinforce these garrisons if needed.
D) Utilizing the resources of the land in accordance with the expectations of a Civilized Nation.
E) Flying the official flag of the Nation over each garrison.
F) Offer some means of intigrating and training the local peoples into the culture of the Civilized Nation.

4: Civilized Nations are defined as the following:
A) Utilizing the resources of their Nation efficiently.
B) Possessing a Culture that decerns, in a rational manner, Morality.
C) Remains in good standing with the Body of Civilized Nations.
D) Is supported and controlled by the vested interests of the people.*

5: A Barbarous Land shall be defined as any of the following:
A) Utilizing some of the resources of their land.
B) Possessing a Culture that has some claim to Morality.
C) Does not fulfull the requirements of a Civilized Nation

6: A Savage Land shall be defined as the following:
A) Does not fulfill the requirements of a Civilized Nation.
B) Does not utilize the resources of their land in an efficient manner.
C) Possesses no Culture or a culture deprived of Morality.

*This clause is open to a wide number of interpratations. As long as the country claims that they are serving the people's interest then they can be acceptable under D.

Various other clauses are included. ((But do not affect the gameplay enough))

The British Minister at the meeting smirks when reading the Proposal and thanks the Colonials for their input but reminds them that this conference was for real Colonial powers, not young upstarts. "You should go back to actually taking care of the savages that still reside in your nation and leave the rest of the world to those that deserve it"

Mr. Fish's eyes grow large as the British delegate delivers his remarks.

"How dare you, sir?" He began. "If you reject our proposal, then you may say it without resorting to ad hominum attacks against my nation. I'd be interested to see what sort of biased proposal you will be able to strong arm the other European nations to agree to."

Danish Executive Procurment Minister, a new post created by Frederick VII, Balduin Harron watched calmly as general hatred grew between the American and Bristish ministers. He knew he was only there because Denmark wouldn't even consider not being there when the world was divided. But now he looked nervously around and decide to interject before the delegates began to throw half bricks at one another.

"If a may your Excellencies." He rubbed his chin as he planned what was to follow, "Perhaps we aren't meant to wander into the Godless jungles. To destroy the very culture and hapiness of the people we claim to be governing. It is to late now though...Denmark believes as a "Outside Observer" that all these matters could be solved through one simple option...Mindless bloody war. As it seems it matters not that the empires of the Europe now control the world, perhaps only one nation should be granted any say anywhere. No one in this room really wants war unless it can be won easily with little problem. For this purpose I suggest we cut out the middle man, the European enemy. Here, I now suggest that a united security front between the nations here at this council be charged with the protection of all Europes lands in Africa, at first." Still no one shouted, although Balduin slightly inched his body togeather to prevent from attacks.

"Now Greaet streches of useless African waste are being fought over simply because the protagonists don't own them. If we reduce the size of all colonies in Africa to smaller, more usefull sectors they may be better exploited for the better good. War can hopefully then be avoided as we proclaim these new sectors a commonwealth. Not a commonwealth of just one nation but of all of Europe. The land space assigned to each sector, shall be based on how many armed men, or supplies can be brought to in protection of these new sectors." He sat nearly crushing his plush chair in his passionate rant. He now waited to what outrage would greet this statement.

OOC I know it won't work England would never give up it's colonies, not until we have really violent wars at least, but It's nice to have something on the table.
