Operation: Saving Grace
This thread is for Operation: Saving Grace (least what I call it) to protect the natives of Arterus from cruel and unusual punishment and violation of Human Rights.

"Bartr, you're being sent to Insula."
"Aye aye, sir." said JNN reporter Bartr Petrov as he was relaxing in an Aesonic spa. He got up and got on the first plane to Insula, armed with his passport and reporter's visa. As he got off the plane he found he was to be escorted by two Jaredcohenian Assault Veterans (what we call our higher ranked soldiers, not people retired from service) as they walked around Insula. Erriklandish people stared at him as he walked through the city to have residence in the Jaredcohenian camp. "Is this all neccessary?"
"There's a possible chance of war, kid. You might make it to the camp alive," the tall soldier told Bartr. They finally reached a coastal town where the Jaredcohenian military battalion had been making camp.
Colonel Sparks had ordered Blaglugian fighters F/A-565 Vexes to establish Air supreamcy over the territory.
It had been completed with, so far, no resistance.
As the Jaredcohenian press official was escourted to the Jaredcohenian base, he looked up and saw a squadron of Vexes. A few seconds later, after they had disappeard, he heard them.

"This is Bartr Petrov, reporting live on Errikland. We recently landed here, right at the Jaredcohenian Camp. We recently found out that two more Battlestations and ten Hermanator tanks will be deployed, as well as one hundred more infantry, including Assault Veterans, Mortar Veterans, and Flame Veterans. Three Duey gunships landed here, as well...but the reason is still unclear. We're not sure if friendly or foe flew over us, but we bring you this tape." It shows the Vexes flying over head. "Like I said, Jaredcohenian officials have yet to determine friend or fo...wait, what's this? It seems like a lander with two Promethius anti-air missles on it. There also is a Preacher artillery...more news when we get it. For JNN, this is Bartr Petrov."
Commander Sparks was listening to the report through satelitte manipulations.
"Oh Damnit. Inform General Cornerius Polizn that those are our planes, they have established Air supreamcy over the territory to help control Errikland operations."

It is clear that there are many bad misunderstandings that are clouding the situations in this region, and getting in the way of peace. As peace is my goal, I would like to fix such circumstances. However, it has become increasingly obvious that any form of indirect communication will only add to the problems, so the leaders of all of the nations in the region are invited to stay in the imperial palace in Urbs Insula to meet personally to correct the misunderstandings and establish peace.

I'm afraid that I will not send anyone to a conference in Errikland or anywhere in Arterus. The Kraven situation is escalating to a point of fear. "It is not a misunderstanding when a 14 year old is killed. Ee are not starting a war, we are making sure they stop killing natives."
"As I have said many, many times, are not killing natives. We fought the battles in question, and have not killed a single native since. Also, the fourteen year old in question (we are not sure how old he was, but at youngest fourteen) was one of fifty thousand soldiers attacking a position held by our men. We did not discover his presence until long after he was dead, and there is no way our men, even if they had seen him previously and wanted to avoid killing him despite the fact that he was clearly trying to kill them, could have avoided killing him without seriously comprimising our position, as he was killed in the initial charge on our postion."

We now request that you do not fly over or around our cities, as they need to maintain their drills without threat of accidentally starting a war. A Jaredcohenian Stratodestroyer flew over Insula, it was guarded by 5 Jaredcohenian fighters. Three Battlestations guarded by Hermanators soon got into the city. They all were protecting one thing. One Battlestation. The Dictator's personal transport. The tanks all drove up to the palacial building.

The Dictator screamed out. "In case you were wondering, I'm responding to your request right now."

"A pleasure," the Emperor smiled. He sat in his chair and signaled his guards. They opened the door, and a short butler entered. He brought with him some of the Emperor's finest wine. He poured the wine from the same bottle into both glasses and held them out.
"I realize that we are both gentlemen here, but I imagine that you may still be suspicious. So, in order to make you absolutely sure that we are not poisoning you, I shall allow you to pick the glass. Besides," he added, "I wish to be a gracious host."

"Ah, right to the point," Christian selected the other glass and sipped it, "To tell you the truth, I know that you are here because I said that I would like to talk and you saw some chance for some possible gain to come of it. The question is, what?
"I personally want the removal of all foreign militiary from my territory, as well as the end of the blockade of my least important ports (as, for some reason, those are the only ones your alliance is blockading). I would like for order to be restored, and for the great enterprises of peace to continue as if nothing had ever happened.
"Now, what do you want? Perhaps you too desire peace. Perhaps you wanted to see me face to face, hear my side of all of this. Perhaps there are a great many reasons.
"Of course, I shall get around to explaining my view soon enough. However, I would first like to know," he leaned back and sipped his wine once more, "What is it that you want out of this?"

Did we kill them? No. Did they kill some of my people? Two or three soldiers were injured. Did I decide take our Stratodestroyers and bomb then to next Thursday? No, I didn't. We met with the tribesman, face to face, and arranged a deal. Our people didn't hurt them, they didn't hurt us. We gave them their own land instead of annexing more. Simply, you could've done that. But you resorted to plain old violence. I'll give you the benefit that you're a small nation and mines almost three billion. When my nation was your size, under my ancestors, I don't think we had even a tank."

"Quite well laid out thought," Christian responded after a moment, "But you must know that I was not in direct command at the moment. However, according to the reports I have recieved, they did quite a bit more than injure a couple soldiers.
"These tribes raided and pillaged our border regions, killing several dozen Errikan citizens and carrying off the property of many more. They also encoraged insurrection amongst the tribes in the regions that we already controlled: some of our analysists asserted that, if we had not acted fast, some of the tribes would have risen up against us. What do you soppose that could have led to?
"Also, there was no solid leadership that we knew of. Who would we meet with? If we had managed to find some leadership, which probably didn't exist, how would we meet with them? Even if we were to meet with them, the negotiation process, assuming they allowed it, would take some time. And all the while, from us searching for them, to us arranging meetings, to us negotiating, their tribesmen are killing our taxpayers."
He leaned forward once more, never losing eye contact with the Dictator.
"Our taxpayers spend a large portion of their money on the government. What do they get in return? Death?
"No. Our commanders knew that we could not betray our people like that. Negotiations are preferred, of course, but in this case the odds of finding the leadership and negotiating with them were slim to none, and every day we pissed away was the blood of our people."

The Dictator's 8 foot tall bodyguard walked over, with a lap top. "Thank you." He walked back to his position. "I have this all written somewhere...your budget is around 60 billion. Divided by approx. 16 million people...around 4000 dollars a person. Do the math. Four million dollars you would've lost, and land that isn't rightfully yours. Not even a dent in your budget. Every good tribe has a leader, name one group that didn't have a leader that thrived. There was no way a group of 50,000 natives would have been able to orchestrate this with no leader."

"Very good," Christian responded, "However, there is no need to be so accusatory. I shall try to adress your issues one at a time. First off, the insult in the beginning was unnessissary. When I noted that I wasn't in direct control at the moment, I wasn't trying to shift the blame. I was merely noting that to make my point of view clearer to you, so that you would be able to understand me better.
"As for taxes, there are more forms of tax than income tax. How would I fund any government actions with no taxes at all? Surely that isn't logical.
"The reason for my desire to have more land? My nation is developing, and I saw this chance to gain territory. Not for bragging rights, mind you. But the resources and the area to populate, for when my nation grows large. I realized that these chances don't come along often, so it would be wise for me to take it.
"I am no expert on tribal structures, but many of the natives would have some "council of elders" or something along those lines, which would change each time it was formed. Also, the problem of finding said council and convincing them to negotiate still remained. And the problem of them killing my people durning that time still remained.
"Now, you seem to make a fine point with your comparison of your occupation to mine. However, you missed one crucial point: the natives that were killing my people were not the ones whose territory I had annexed. They were ones from outside of my territory, in land that my officers clearly had no desire to take.
"Concerning the movement of out citizens into the region, I shall admit that that was a mistake. Of course, they poured in long before there was any indication that there were any hostile tibes in the region (all of the tribes we had encountered had been very peaceful), which softens the blow.
"As for the budget statistics," the pleasant expression left his face, "I am deeply insulted that you would think that all I value about my people is their capacity to generate funds for my government! When I said that we had to protect them because they were paying for the government, I didn't mean that we had to protect them so that they could continue paying us! I meant that they were paying us to do a job, and we had damn well better do it! To do anything else would be theft and treason!
His expression of anger quickly disappeared into his previous expression of suave pleasantness.
"How they got 50,000 troops mobilized against my forces? I am not sure. It seems however, that, upon my troops entering their territory, they were able to get all of the surrounding tribes to come out and fight us. How? I am not sure, but there are a multitude of possibilites."
He drained the remainder of the wine and held it over to the butler, who quickly refilled it.
"This really is good stuff."

Christian sipped his wine. It had seemed impolite to him that Cohenius had left so abruptly, and his final comments made it clear that he had not listened to Christian's last statements.
It seemed that any hopes of friendly relations between the two nations was lost for now. Oh, well. At least there were no more enemy troops in his territory.
Still, something was troubling him.
The man had said that he should have had his military "stabablize the region." Isn't that just what his troops had been doing that offended these people so?
"Leave that," he motioned to the butler, who was taking the wine bottle away. He set it on the end table next to the Emperor and walked off to do other duties. Christian had intended to give Cohenius several bottles of his finest wine as a parting gift and celebration of peace, but the man had left so abruptly, and the peace seemed shakey.
