Article 1: If one nation of the undersigned comes under attack, the other undersigned nations shall be compelled to assist the beseiged nation with a full military response

Article 2: If two of the undersigned nations disagree over an issue, a comission of nations shall be formed to hear out the complaints of the two nations and reach an objective compromise to better avoid war between charter members

Article 3: Upon signature of this document, all the undersigned nations shall become full members of the Irathrian Defence Force, or IDF.

Welcome to all, thank you for participating, please continue to wheigh in on this, and if there is a dispute, just post it here, and a council will be called to help negotiate a settlement that will be agreeable to both sides.

If it is between you and ICCD, then we can use this to broker a compromise between you and him.

I have a feud with ICCCD you might say.

As for the area: I'll allow dockage to all, unless you're an enemy, in which case I'll let you through the strait but not let you enter a zone extending 50km from my coast there. (If you're a big enemy, don't even bother trying to enter the straight)

I'm willing to make compromises on border crossings, I'm willing to allow foreign investments, I'm even willing to allow passportless transportation to the NE mainland from Valoria if the border crossing regulations established for the whole area are acceptable.

That is it, it is more than enough. I'm not going to let go of the territory. ICCCD, write a pact, or accept the fact that you're the one who caused this standoff. I've made my offers, you're on deck to accept and write up the official agreement.

No Endorse would like to emphasize its devotion to peace and prosperity. War tends to cut profits, we want trade just as much as the next nation. However, we also wish to politely re-iterate our refusal to surrender sole dominance to the area.

We're a tinpot dictatorship. However, we have the wierd quirk of being 100% faithful to treaties and such (to the letter... so make sure it means exactly what you mean it to. Otherwise, we'll twist it every which way) We won't voilate anything we've signed so long as the other signers hold true.

Message from the Office of the Logothe of the Drome:

We take these matters very sincerly and seriously and are considering how we may best broker and foster a working relationship among proposed members of the IDF.

First we should state that a cease fire between each of our respective state has been ongoing and we have no desire for the situation to result in any property destruction or injuries in general or loss of life on the part of our forces.

As you call for us to issue another recommendation on how we may proceed we will attempt to do so.

Where as No Endorse is to be an ally within the IDF ICCD sees that a greater level of trust may be followed.

Where as No Endorse has allowed safe passage of allied vesels, in mind that allies are IDF members and ICCD is an IDF member.

Knowing now that ICCD is fullfilled in the basic principles of assure safe passage ICCD transmutes its previous concerns over passage of shipping. EXCEPT where as that shipping is shipping of an ally of ICCD.

In mind of this ICCD would like to reserve the right to allow ICCD allied shipping to fly the flag of ICCD for purpose of equal and safe passage through No Endorse secured areas of the aqeuous straight.

ICCD with previous maritime rescue members approval would move that the Martime rescue force be integrated as a standing navy general of the IDF for use of joint members of both the IDF and the Irathian rescue force, where as command of individual ships shall remain the discretion of the captains of the ships to best serve the safety and well being of their respective constitutions in mind of treaties especially those treaties in respect to protecting shipping from piracy and saving the lives of sailors general in times of emergency.

In mind that any member of the IDF and the Irathrian Rescue force be allowed pre organized safe harbour in times of crisis, or in times of general Irathrian war in the No Endorse secured harbours around the straight area ICCD transmutes any previous concerns over the exercise of security in the straight area.

ICCD shall supply a list of all Dian ships operating in the straight area with notice of the usge of those ships prior to entering the area, only transmission shall be required to uphold the Dian requirement of advanced notice of entry and no fault shall be assumed for lack of reception if the presribed method.

No Endorse may hail any Dian ship with inquirely and only if no response or a non listed vesel appear may No Endorse coastal security take further steps to verify the vesel. No listed vessel being confirmed movement may be impaired nor boarded. Any unlisted vesel may be boarded in an emergency situation, however where posible there should be a notice sent to one of the Dian Maritime Officers, ICCD State Exterior Division, a member of the Imperial Senate or an The Emperor's Imperial House Cheifs of Staff

In regards to the land area.
The Northern Area of the landmass of the straight where the Original ceasefireline existed can be seen until either party disputes such boundry as to require diplomacy to mitigate any needed changes shall be see as a divider between our respective occupational areas and in mind that each of our state is set to secure the area in best interest of our worldveiw for all.

Divisional Line Arrangements in way of airspace or ground travel shall be the responsibility to set civl arrangements for movement across the divisional line.

Where as mutual security is of importance to both parties any materials or persons crossing the line shall be open to search or blockage from entry into the others occupational area.
A list of items shall be made available by each party that are not allowed entry to the area and the reason for such.

All Dian citizens shall be assumed to be allowed crossing of the divisional line in person unless good reason is given for nonentry. A list of individuals that our respective state has warrents of detainment shall be made available to the respective occupational forces and the otherside will extend such orders of warrent of detainment in the manner in which they will consider it an order of their own court. Individuals held as such will be transfered as long as there is not violation in regards to the holdings in respect to general Irathrian Law or another member of the IDF protests the handover. In which case the individual will have appeal to an IDF commitee.

It is reasonable to confirm identity of an individual and a mutual 'travellers' database be established by divisional security forces. Intelligence breifs on individuals that are potentially in question will be provided on a as per request basis.

Any individual that attacks Occupational Security Forces will not have a right to appeal and may be killed for security reasons immediately and at any time after in case of capture.

ICCD states that all previous members of the Dian and Irathrian Occupational area be allowed perpetual continuance of previous arangements in regard to land use. All new uses of land of non prior members of the zone will require clearnace from the oversight body of the previous occupational forces unanimously. Any appeals of individuals not a citizen of one of these states likewise requires unanimous decision. In regard member status will from this point only continue if the member is a member of the IDF.

There is room for more agreement. All in all I do not see a reason why as allies we need to be tense with one another. We can proceed uni or multilaterally at this point.

As long as we have safe passage and rights to safety and rescue in times of emergency. It would be much easier if there was a union of our intentions for the area. ICCD feels it would be easier to work together for planning for the area. We are generally confident that the area will remain secure. ICCD feels it would be best if you gave the same consideration to other IDF members, we can not fully speak for all interests thus collaboratively working on how integreated the IDF shall become.

ICCD does recommend the creation and maitence of the two original northern bases for IDF and irathian search and rescue operations.

This agreement will be questionable in the event that No Endorse were to leave the IDF, obviously.

ICCD feels it is vital we take actions against K-r-a-v-e-n corp if it expands into Koryan, and that we should be consderned about their activities in Whyatica. Raven although mostly silent in the area is another potential question mark on ongoing security. Y-u-r-k-a if they can be wooed to the alliance I feel would be a valuable ally to insure that any conflict with corpsac can be averted. Then it is just a matter of getting corpsac onboard the alliance. After this Ramissle and other parties may more easily be negotiated with.

We can put the hatchets behind us at this point though. We have graver concerns and as long as we have open access and movement ICCD doesn't see a reason why we should feel threatened of a bloodbath occuring to us, of cause of our own.


Unless this treaty be contested then it can be assumed that No Endorse and ICCD be in a state of peace.

No Endorse is gladdened to see ICCD step up to the plate, and we wish to stregnthen relations with them in the near future. However, there are a few points we would like to clarify.

We are not claiming any soverignty over the area of the strait fifty kilometers away from our shoreline and extending to the limit of the waters of Wolfe Island, except in extraordinary circumstances where military intervention is necessary. Under such circimstances, we invite any and all members of the IDF to proceed to the strait area to ensure its open use for the IDF.

Within fifty kilometers of our shoreline, we claim sole and exclusive right to govern as we see fit, as would generally be accepted through our ownership of the area. This is non-negotiable. Routes will be opened for travel to and from port cities, and charts will be clearly marked to show channels. It is requested that all civilian ships entering No Endorse waters register their vessel ahead of time, but radio transmissions will suffice at any time.

Emergency personel will transmit their location, vector, and purpose for being in the area to No Endorse operators apon entering our waters, especially if they are not in a shipping lane. This is non-negotiable, and intended merely to prevent a No Endorse destroyer from entering the area and compounding a situation by agressively requesting that any and all rescue parties leave at once. Apon reception of such transmissions, No Endorse units may be scrambled depending on the scale of the emergency, and emergency vessels may be directed to nearby ports to offload victims. The situation will be monitored and all necessary measures shall be taken in excess, ensuring safe conclusion of the incident and care for all victims. Safe harbor will be arranged if and when circumstances arise. When the incident has been concluded, the vessels will be escourted out of No Endorse waters.

No Endorse will create a dedicated Valorian Search and Rescue Service. (hereafter referred to as VSRS) The VSRS will work in close conjunction with the IDF navy if and when one is created, as well as the Irathian Search and Rescue forces to ensure local security. VSRS officials will have the authority to authorize the entry into No Endorse waters of any vessel in an emergency, and shall operate throughout the entirety of the strait area, excluding the waters of Wolfe Island.

Failure to contact No Endorse before entering its territorial waters (extending fifty kilometers from the shoreline) will result in appropriate actions being taken, regardless of the vessel's affiliation. Vessels in violation who refuse to identify or chage course may be boarded, impounded, and/or fired apon. Standard warnings shall be issued in several languages, as well as via radio and signal light before action is taken, and all shots will be intended to primarity disable, not sink. If it turns out that there is simply a miscommunication, then the situation shall be rightened on scene and buisness shall continue as usual.

No Endorse will not send warning to ICCD every time we apprehend ships in violation of the IDF charter or other local, national, and international laws. Those transmissions will be sent if and when it is convenient, and sent to the entirety of the Irathrian Defense Force. If the ship is confirmed to be of Dian origin, we will make every effort to inform ICCD of the nature of the situation as rapidly as possible, as we would with any nation's vessels, and will try to find a workable solution. No vessel shall be arbitrarily impounded.

Pertaining to travel in and out of Valoria:
All persons entering Valoria are subject to No Endorse law unless the rest of the straight area is willing to integrate immigration services and customs. We maintain our right to deny entry to Valoria of any persons. However, we shall not interfere with the right to leave Valoria at any time unless the person is known to be a danger to Irathria, No Endorse, and or other parties, and their exit would bring about problems.

We look forward to further collaboration with ICCD and the IDF in the future, especially endeavoring against this "K-r-a-v-e-n corporation." Fortionatly, it would so appear that Lord Damien Dreadfire is about to make our action in such matters irrelevant, but one can never be too careful. We are also looking at Raven Corps, and watching the actions of The Beltway up North.



ooc: I'd like to note that the strait in question is far larger than 50km across... it's about 200 miles, or 320 km. When you remove 50km waters, it's still 270km to Wolfe Islands.

Seems like the NorthWest just got a huge scepter of war lifted off of it.. this is good news for Irathria.

ICCD proposes a celebration on Coacosa Island we willl fly in 100 people for a three day stay from among all IDF member states, free of charge accomodations and food provided in celebration and perhaps politics.

The Union of common interest between No Endorse and ICCD et al is a second cause for celebration. ICCD presents No Endorse with a portrait of the north straight from high atop the summit of Taltaka Peak at sunrise. Along with it we send the datacode to our east coast straight and enterian shipping manifests with all merchant and other ships registered in ICCD and operating in that area.

This week shall be a week of celebration. We it seems have been given a great level of security. Minus the Civil War in Niall Noiglach which by the end of the month we hope to be brought to a state of peace.
