Plans have been set into motion for the building of 700 water or ground launched cruise missles.
Total cost: $1,000,000,000
Development schedule:
6 months: Schematics ready to make a prototype
1 year: production of prototype finished
1 year 6 months: testing is finished
2 years: produced 200 cruise missiles
3 years: completion of 700 cruise missiles
Accuracy: to 10 meters
Range: 1100 km
Warhead: W-80 nuclear device
Speed: 900 km/h

Also, there was a remote detenator installed. I can make them explode at any moment. Top scientists were the only ones that knew about the plan. They were eliminated. The detenator is very well hidden. Rotten Bacon's checks on the missiles will get him no where close to finding the detenator. If he does manage to find it any tampering done to the missiles will detonate them.

Only 1 billion?

for development? and production? and the warheads?

It is resonable. The tactical tomahawk cost $575,000 to produce. 700 * $575,000 = $402,500,000 that leaves $597,500,000 for plans and testing. I think 600 million would be a resonable amount for plans and testing. the 900 km/h is diffently resonable the tomahawk today goes 880 km/h. The range is the same as a tomahawk. I think that my costs would be resonable. Everything is based on actually cruise missile facts.

what about the nuclear warheads?

Well the $575,000 is based on a tomahawk that has a 1,000 pound explosive device so I would assume since the cruise missile is designed to hold W-80s also that it would be around the same cost.
