The Allied State of Blakhole happily announces that a vast source of uranium has been found in gattaca forest in the north east of State IVY, the fourth ally to sign up in the Great Blakhole Charter. The scientists and researchers of Blakhole have carried out tests and predicts that the sources could solve Blakholes power problems for the next 50 years. The government of Blakhole, with the benefit of hindsight of the tragic Kimbuma Nucleur Disaster of the last century, does not wish to pursue construction of nucleur plants. However, the combination of cash injection from uranium export, a power shortage, and a military ambition, the government of Blakhole invites capable foreign nations to send in tender for the following:
1)4 brand new power plants, capable of producing a combined 700gigawatts of energy, to be constructed in the allied state capitals of Blakhole. The power production center at New IVY is to have a capacity of 230gigawatts. It is very important that these four power plants use renewable energy sources, and is compatible with the Bansumia Environmental protocol that the Allied States signed three years back. THe existing power plant at national capital of HyppoWarp, is to have its peak production raised by 30% to 340gigawatts for the newly built industrial region. The total for these constructions is not to exceed a $100B, which will be payable in next 10 years. Because we are very concerned about our environment issues, we insist that all interested parties must include a brief description of what type of technology or fuel (renewable) they plan to use and the extent of effect on the environment.
2) The government is willing to sell/export weapons grade classIV radioactive materials to ANY interested parties. The government, due to certain reasons, shall not discriminate buyers, and names of buyers will remain undisclosed. However, because we willing to sell to ANYONE, regardless of their past history of war or terorsim related crimes, the prices are likely to be above market average. The material maybe shipped privately to any locations.
3)Traces of plutonium and highly dense radium-H was also found with the sources. The Allied State of Blakhole would like interested nations to submit 'Missile Defense System Package', capable of tracking and shooting down ICBM, IBM, and other missile WMDs available in the market now, alongside an offensive nucleur missile systems. The government, at this time may not spend on defense, and does not guarantee purchase on the most reasonable offers, but would like to do a market evaluation. Contacting parties would be in a favorable position with any defense contracts (highly likely) the government issues in future.

Although I am bemused that you would want 'weapons grade Uranium' for nucleur 'research', it is none of our business, and would be happy to serve our customer. We sell 50% above market price, but would give you a discount since you are our first customer, hence the total is $500000 for the three tons. However, we discourage such small orders, and may not sell retail quantities in future.

However, the government will be more than happy to invite your scientists to carry out any desired tests or researches on U-X-301 INSIDE Gattaca Forest Labs. That is just fine. Our nation can see how closely you hold soviernty. Also, we will pay more than any other bidder by 5% on these nuclear supplies. Thirdly, we will gladly enter negotiations for the contract and will math any othher price and add 5%.

OCC: Blakhole are you MT or FT? Because their is no modern power plant that will be able to get even close to the 230 gigawatts of power you stated. The closest is a Hydroelectric powerplant that produces only up to 12 to 18 gigawatts of power.

Please congratulate Professor Teila Chovek on receiving Chair on the Royal Guild of Modern Scientist: I being a scientist myself am in awe of his work, his last paper on quantum mechanics was a gem. It all looks good, except that, could you please explain where do you plan to place the camera, and why is it required. Gattaca Forest Lab is located near some sensitive sights, and unless there is a very rational explanation for this, it is highly unlikely that permission for that particular piece of equipment will be granted.
We understand that the scientists are human beings with families, and we feel insulted that you feel there are reasons to worry about their safety. We encourage that their family shall move into Blakhole on a temporary basis, and would be happy to provide for their residential expenses. We also want to state that any form of communication shall be screen-checked by BIN (Blakhole Intelligence Network), and that there is strong anti-espionage laws in Blakhole

Some minor sales had already been made, and we expect a team of scientists to arrive from Dal Gesh to assist our research on some new material we found on the mines. However, your offer of 5% above the highest bidder, is accepted, and the supplies shall start arriving once the bidding process is over.
Also, we feel that you send a team of engineers to review the geography of the region before you accept the power plants contract: our engineers believe that setting up power lines may be difficult. Also, as mentioned in the contract, please provide us with a brief description of what type of renewable source you wish to use, and the environmental effects.
Lastly, we are not yet sure about handing out the missile defense project. Please be patient.

A engineering team is being sent. However, power transfer will be no problem. They should arrive in a day. We plan to use non-dammed omni-directional turbines in all rivers and many caosts. These provide similar or greater levels of power than traditional hydroelectric.

To correct your mistake, Professor Teila Chovek is a woman.
Her brother Tom Shovek recently changed the field in our technology to give us better use of devices in place at this time and indeed change the first letter of his last name due from a family conflict.
Though in my personal view she is trying to resolve the issue which may delay some progress as a heads up to you.
In the condition of the long range communication device will have to be placed indoors somewhere if you don't wish things to be compromised but when the team arrives she will be able to tell you more than I can through transmissions about the project we are working in some detail.
Also on the matter of bringing families with us has been prohibited because of the nature of this work.
Also I cannot remember which engineer is the trouble maker but have a watchful eye when that one is around exposable gases as he seems to be a hazard.

You shall land on the civilian airport at HyppoWarp, Blakhole. From there, an attache of military personnel shall escort your team to the Gattaca forest lab, if the team wants to start work immediately. On the other hand, the Board of Tourism offers that the team shall be hosted by the Board for a week: the theme park in the outskirts of HyppoWarp, and the Gattaca Safari are good places to be.
The fission materials does not blow up through accidents, the whole process of starting a chain reaction requires high activation energy, so I am sure we are not looking at a nucleur disaster. Although the fuel tanks located near the labs will, in case of an accident, may cause several casualties as it is close to the infantry barracks. If Teila insists, so be it.
(ok, seriously, dont come up with a nucleur accident, uranium just doesnt blow up, trust me, google it if u want... and hmm... barracks, for low ranked soldiers, i can liv with that!!!)

The team of engineers began staking out areas. Tidal areas, fast runnning rivers,
even some only seasonal areas were scouted. Many of these were close to cities, so power transmission was not an issue. The engineers sent their proposed sites to Blakhole and waited.
