Encrypted Communique to the Head of State of Kaymirl

Your Majesty,

As you are fully aware, Kaymiril and The Greater Prussian Empire have shared a great diplomatic relationship for many years past. I believe it is time for us to close this chapter and start a new one, where Kaymiril enjoys the full benefits of a Prussian relationship.

I believe that Kaymiril as a Prussian state would do great things for the Empire. First off, it will allow us knowledge of your culture, which is foreign for the most part to us, and could shatter the image of Prussians being xenophobic. Also, your advanced technology would serve the Empire in ways that would promote not only cleaner but more efficient technology that would send the Empire and its members into a new age of Gloury. Finally, the stablity of the people, government, and culture would allow the GPE to possibily stabilize itself in their troubled times.

But like all things, relationships must be mutual. The Greater Prussian Empire, due to its diverse spanning of the globe and the galaxy, has a nearly infinite supply of natural and artificial resources. Due to the proximity of the nations, both the friendship between people and leaders, and their physical proximity, allows a fast response to requested and needed aid, be it military or humanitarian. And, of course, trade: The GPE, within itself, has a Free Trade Agreement with all nations in the GPE, which is always a benefit no matter where you go.

Kaymiril can do great things for the Empire, and as such, can go far with the Empire. With our nations' closeness already formed, to take such a positive step is so obvious that it's impossible not to do.

Czar Andropov,

We are already familiar with the advantages you seek to offer Us. Kaymirilian trade with the Greater Prussian Empire is already inexpensive at most due to the agreements signed with your late father on behalf of the Empire several years ago. Other agreements and projects with other nations allied with Us provide already such other benefits as You have detailed.

Yet we are familiar with your plight, and not entirely unsympathetic. A move such as this in Your alliance can severely upset power and perhaps even weaken Your region to the point where it crumbles. In Your own Christian canon, a house against itself must fall.

We realize the benefits Our nation can bring to Your region. We are a fresh perspective as well as race, and Our heads of government have experience in both mediation and the skill of keeping a balance in power during trying times.

Perhaps we can work something out between us. Of the nations in Our region, most of them have chosen to retain their isolationistic stances...stances we agreed upon taking toward all nations outside of ourselves at the founding of our nations.

Kaymiril alone has moved on and opened up to the international community, and perhaps it would behoove Us to leave Our ancient and traditionalistic friends for the time being, and see how life is outside of Our Ancient Pact.

Kaymiril will join your region on one condition.

Kaymiril will retain Her sovreignty. This means that while part of Your region, and while responsible in part for it, We are free to persue Our own course as has been Our wont since I was crowned Valsharess. Any trouble we find ourselves in shall be to Us and Our Allies if the Empire should find that Kaymiril's troubles have been brought upon Herself completely independant of it.
