The 19th Cabinet Meeting of the fiscal year was held last Saturday, 11th April, at Marcantium Pyramid Hall at Arkapola. The national Arkapolis media had been building up this meeting for several weeks now: it is the same media that predicted actress Christie Robinson's wedding with popstar Harold Yatski (we all know what happened after that) and speculated that it was indeed aliens from Prokstarna Dipsti Galaxy that build our nation's pride (the ruins at Al-Chamizia) 3000 years ago. ABC would have further enhanced its reputation by predicting the results and conclusions drawn at the meeting were no short of remarkable. After four hours of intense and heated discussion between Minister of Planning and Finance, Marshal Zia, Minister of Telecommunications, Leon Vlitorovski, and Minister of National Resources, Ali Hassan, the government of Arkapolis have come to the follwing conclusion:

That the IT capability and potential of Arkapolis is very high, and that provided satisfactory infrastructure, the IT industry, dominated by Arkedia Tech, would double GDP over the next 5-7 years. However the government also recognizes that due to recent floods and series of 'freak' disasters that the nation had to endure in its recent past, it is beyond the capability of the government to provide the necessary funds.

The Cabinet therefore welcomes all foreign nations to submit bids for the following:

1)To fully connect and maintain a comprehensive network of fibreglass (or higher quality) wires for the purpose of communications between commercial zones A, B, C and industrial sectors alpha3, alpha 6 and tau9 located in Arkapola for the coming 5 years. The company will finalize the construction requirements with the individual firms in the zones mentioned above.

2)To install and maintain a similar network in the four divisional cities of Arkapolis. It shall be noted that volume of business generated is not so significant in the divisional capitals, hence, only the top-most important (as per volume of business generated) commercial and industrial zones should be provided with the service.

3)Upgrade the "Inter-city" telecommunications network in Arkapolis. Long distance calls between the cities have always been a problem and the Cabinet believes that an upgrade is required urgently. Lines are already installed, but the fibreglass lines are to be upgraded to semi-liquid plasticide wires.

Conditions: as mentioned earlier, the government of Arkapolis is going through a financial crunch. The company to be awarded must accept that the variable cost for the maintenance (see note 1) is to be collected from the private firms being served. The initial bill (for the fixed cost incurred initially) will be paid by the government over the next 7 years at an interest which will be half the growth rate of the IT industry during the next 5 years. The initial figures must not exceed a total of 70Billion taka. Also, atleast 70% of the workforce required for the job must be citizens of Arkapolis, and the construction work is subject to Arkapolis Environmental laws.

The Prime Minister is very pleased that Geneticon has voluntarily shown interest. We believe in quality and latest technology. However, your last telegram does not contain enough information:

The Prime Minister would like to know about the satellite's ownership status: i.e, would they be sold to Arkapolis, or be under your control/supervision while at our service during the contract years. Also, the Prime Minister would like to state that Arkapolis has high military ambitions, and that the satellites should be capable of taking in missile-guidance and spying equipments in future. Most importantly, the government of Arkapolis is working on a limited budget, and currently can afford a total of 3 satellites (depending on quality and military requirements mentioned above) at no more than $35B a piece, payable over next ten (game time) years. The primary requirements, offcourse, are civilian based needs.
