That just isn't true.
A NS Month is whatever you determine it to be. It can pass by in thirty RL seconds or two RL years. It is whatever you need it to be.

Anyway, you can change NS time. if nothings going on, you can accelerate it if you want, if your having a war it will most likely be a 1:1 ratio.

The concept of Fluid Time, which pervades NS, says that 1 NS month can be how long in RL as the NSer needs it to be.
The standard rate, anyways, is 1 RL day = 1 NS year.
