The mining facility will mine about thirty tons of uranium each day to be shipped over to you once every ten days, whilst still mining about 10 tons per day to be used by the Zanx government. if you dont agree to this its not too late to sell.
That is alright with me, I guess. For $10 billion, you'd think you get the exclusive rights to the mine, though.

We are aware of your agreement with Pythogria. 6000 is a far cry from "billions of missiles" and though we are under rule of a Czar, he is no maniac and has never provoked a war.
Perhaps Pythogria could give consent?
