Stella and Longview

It had been two long years after the fall of the Armed Republic of Elizabethshire by an Alliance of Nations determined to destroy the 4th General Republic.
In the two years since, the once great bustling Captiol of Elizabeth's Town (North Elizabethshire), formerly the seat of government, had fallen into Anarchy, the City had been divided into 4 quarters, a Army quarter, a Civil Guard (paramilitary national police), a communist centre and a gangster run division of the city all battling trying to claim the scraps of the city for themselves.
The Northern Cities of Rachel's town and Polk didn't fair much better, Polk had been massively damaged in the Invasion because of it's headquartering the 1st Army. Polk is also where the National government fled after the fall of Elizabeth's town. Although the Provisional government still didn't control anything out of the City of Polk. Rachel's town had been sized by the Remaints of the 1st Army and was said to be considering declaring indepedence. For the most part the Northern Region was in the midst of bloody civil war.
However, The Southern Region of Elizabethshire fared a little better. The Stella City Civil Guard, Longview Civil Guard, and Army of the South were lead by Competant commanders. When the Provisional government fled the city after the Elizabeth's Town Army Garrison attempted to overthrow the government, the Trio of Commanders ordered the soldiers from all services to stay in their barracks, Allowing the Civil Authorities to use Civilian Police to hold control.
On April 12th, the General Assemblies of the Cities of Longview (2 Million) and City of Stella and the districts surrounding them declared the Indepedence of the Allied States of Stella & Longview, forming a New Government composed of a State Council to rule over Foriegn and Military Affairs, and to approve legislation from the other branches, a Senate and a General Assembly. A Stated intention of the New Government was to eventually assume all the land of the old Republic and to bring peace and stability back to the country.
