Moantha is willing to open it's capital to embassies as of this moment. Restrictions on the embassies are as follows.

No more than one hundred staff, not counting bodyguards.
No more than fifty bodyguards.
Two unarmed but armored cars will be supplied. Up to three more can be brought in at your discretion.
No more than two helicopters, which must be unarmed.
