A new golden dawn for the empire of the Inca

OOC: Okay, sort of a re-start for Tahuantinsuyu (that's the Inca Empire, for those who don't live within it). I was finding it hard to do things the way I wanted: the Quechuan peoples defeated the Conquistadores when they had the chance, and shut the empire off to preserve its mythology and independence. It was just too hard to interact with other nations, and then often difficult to make people understand what the nation was about.

So now I've slightly tweaked the history in my factbook, linked in my signature, so that it's half way between an outright native victory and the historical and modern reality. It would be helpful to read the history, but I'll try to sum it up in this, so that nobody assumes things to be exactly the same as in reality.

Western South America, today

It is almost five centuries since the four corners of the Incan Empire were stretched to their extremes, covering territory known now as Peru, Ecuador, Bolivia, Chile, Paraguay, northwestern Argentina, and southwestern Colombia, and since then there had sprung-up these and other nation states. The Spaniards, though Pizarro met a bloody end after the reversal of Huáscar's fortunes in a war of succession with his half-brother Atahualpa, had, eventually, infested the quarters, spreading like their diseases to dominate, first with fire and steel and then with the forces of law and market.

In a true headcount one would have found the many Quechuan peoples, united by the dominance of the Sapa Inkas, superior to the descendants of the Spanish colonials, but in every other respect they were subdued, hidden from the world and, typically, uncounted. Their customs were a threat to the Catholic order- their predictions, even in defeat, had been correct, despite coming not from the Christian God but from the stars and the honoured dead; their way of life a threat to the new economy- labour in their world had been for the state, not for the market; their numbers, skill as warriors, and bloody resistance in centuries past was a threat to everything else. And so they worked in mines for a pittance, or did not work at all, and some continued to farm but it was only to subsist for the sake of it and not for anything grander.

Tahuantinsuyu had brought-out so much energy and displayed the potential of the Andean people and those on the rim of the Amazon basin, and now all of it was wasting, sucking-up drugs and booze while the European elite made-up ridiculous lies to suggest that the Quechuan people had been found hooked on cocaine and saved by Christianity and capitalism, only to prove incabable and to retreat back into narcotics and filth.

The Incan Empire, having beaten Pizarro, survived for long enough and with respect enough that it was never fully beaten on the field of battle, but, much as the Inca had absorbed the Antis without besting them in combat, so the Spanish and their off-spring had worn-down and cracked the Incas without really beating them.

Cusco created a new imperial language and imposed it upon subject peoples, and then uprooted millions and scattered them across the empire, moving them by a famous system of roads, tunnels, and bridges, so as to destroy pre-Incan identities, and now all of these Andean people were proud to call themselves the children of the Inca. The Spanish looked-down on all these peoples as inferior Indians and did not integrate them but rejected them and marked them as different.

Well, so be it!

A rallying cry to all those who are different, the children of Tahuantinsuyu.

Guacamaya Inka Tupac, the eccentric parrot emperor, essentially the lame bird through whom the Latin American states related with the Indian community, was dead. His son, Pachacutec, was now Sapan Intiq Churin, the only son of the sun, the Sapa Inka, king of a people in need.

Pachacutec was made Sapa Inka in a grand ceremony at Cusco. Tens of thousands of Quechuan people fell upon the city, walking the ancient Inca trail, sometimes hundreds of miles through the mountains, without ever engaging the systems of the states, at several points forcing the borders between nations and flooding across in gross disregard of the authority of Lima, Quito, Santiago, La Paz, Asuncion, Buenos Aires, and Bogota.

Even with the ceremony-proper complete, people continued to come on a pilgrimage to the holy capital, precipitating border incidents and crises of governmental control, to meet and to feel as sons and daughters of the empire...

Pachacutec pounced upon the communiqué from Commonalitarianism, brandishing a piece of paper said to contain a copy of it as he spoke to the massed crowds of Indians who pushed against lines of white and Meztiso police in Cusco.

"You see! We are recognised abroad, by the world, but not here, in our home! Our achievements generate interest even though we are almost invisible!"

A fantastic sound arose from the masses, strange cheers, droning, an Andean substitute for the clapping and whistling of western societies, more usually experienced at the Inti Raymi.

"I will invite this Amara Cruon to Tahuantinsuyu, invite this nation to recognise the children of the sun as masters of the four quarters!"

Pachacutec's reference to Tahuantinsuyu made him instantly an enemy of seven national governments, but he was quite prepared to face them with his Quechuan masses. He soon brought-out the Willaq Uma -the high priest- who expressed his support of Pachacutec as Sapa Inka, effectively making the native campaign to re-establish the Inca Empire a holy quest binding all Amerindian residents over an area of above four million square kilometres.

Next, the Sapa Inka introduced his supporters to four further men: the Apus. These were traditionally the governors of the Empire's quarters, Chinchaysuyu in the northwest, Antisuyu in the northeast, Qontisuyu in the southwest, and Qollasuyu in the southeast. They had names like Guaritito, and Sinchi Yupanqui. One, Chalcuchima, named as Apu of Antisuyu, was a jungleman from the Amazon basin, others were miners and farmers, but Chalcuchima was the stuff of nightmares for the establishment.

Pachacutec was setting-up a government across multiple nations in opposition to the sitting authorities there, and chaos was the order of the day for capitals across South America. What to do? Who to stop him? He was trying already to build foreign alliances, offering trade and cultural exchange to new partners.

Amara Cruon gathered her belongings. She carried a simple black bioplastic suitcase. She was wearing the business garb of the Commonalitarianism, a blue high collared quilted jacket, a tricorn hat, blue all cotton slacks, and blue leather slip ons. She fingered the silver tortoise collar tabs.

With her were two senior scientists from the Ecotechnic institute and two of her bodyguards. The bodyguards were tall heavyset Ming men in dark suits and sunglasses. They followed her closely watching for anything out of the ordinary. One of the scientists was a botanist and ecologist, and the other was a specialist in integrated organic farming, hydroponics, and biospheric technology.

They boarded the 120 ton transport submarine to head for their destination. They would enter a port city and from there take transport to their destination.

Callao, Peru

This was the next town visited in force by Pachacutec's supporters, who arrived apparently to demonstrate for the reconstruction of Tahuantinsuyu as a native kingdom and were met accordingly with a police presence. They were in fact descending upon the port because Pachacutec had arranged for Amara Cruon to be met here, and he did not wish for the Peruvian authorities to intercept the delegate from the Commonalitarianism.

It was likely that Cruon did not yet understand into what she was adventuring, and she would be in for quite the show. Several hundred Indians had arrived in traditional dress, and would greet the foreigner with whistles and drums. Many had been armed, though Pachacutec's movement had little or no access to modern weapons, and were brandishing spears, bows, slings, maces, and axes enough to discourage the police after one failed attempt at dispersing the crowd.

Cruon would be greeted openly by a man named Rumiñavi, whom Pachacutec had just hours earlier appointed Apu of Chinchaysuyu, the northwestern quarter of Tahuantinsuyu, corresponding to parts of Peru, Ecuador, and Colombia, making this a wanted man in the eyes of those governments and essentially the state governor for quarter of the resurgent Inca Empire. The authorities found that they could not act, for not only were the supporters many and armed, but they had set-up explosives around parts of the harbour and in the approaching streets of Callao, apparently bringing them down from the mines and having a good working knowledge of how to use them. The city was at a standstill because Pachacutec ordered it, and the Peruvian authorities were in uproar once again, but Amara Cruron would get a smiling, colourful, and musical reception from the Inca's people.

Amara Cruon walked briskly towards the crowds. She was not a large woman but she had a strong presence. Her perfect teeth smiled at the crowds. She waved at them as she walked forward. The scientists and bodyguards followed closely behind her. She stopped for a brief moment looking at the faces in the crowd. The many faces of the crowd held her rapt for a moment. Then she moved forward.

The bright music and colors pleased her. She liked the multicolored capes and the tall strong warriors presence. It was appropriate for a dignitary to see the people in their traditional garb. It would make a nice presentation for when she got home. It was good for the people know her. She was focused and ready to meet Ruminavi.

She stopped in front of Ruminavi and bowed slightly. She reached to clasp his hands. She was ready to discuss future trade and cultural exchange. Her briefcase contained a variety of materials to discuss the exchange of traditional Inca surgery, and floating horticulture.

OOC: Glad you're back, then, ANL! In answer to your question: not really, but sort of to some degree. The Quechua nation sort of exists parallel to the European-dominated nation states of Peru, Chile, et cetera, and the Indian peoples are largely secluded through the mountains and jungles as a disengaged underclass. They have their Sapa Inca, but he is treated as a liason between the various governments and the Indian communities, which is turning out to be a problem as the peoples of the old empire remain united through him even while national borders divide their villages.

The neglected communities persist largely with the technologies and traditions of their ancestors: only a minority have found employment, especially since the collapse of nationalised primary industries in most nations, and so crafts and Incan agriculture provide subsistence. Lately, those few that do work in the cities or in remaining mines are tending to pay large remittances to Tahuantinsuyu nationalist projects while receiving free food from the Aylus.

The history leading to this starts with a different result in the war of succession fought between half-brothers Atahualpa and Huáscar after the premature death of their father Huayna Capac. In our world, Atahualpa is stricken with a sickness that may have been brought by the first Spanish and Portuguese explorers and Conquistadors, and his reputedly insane brother Huáscar sweeps pro-Atahualpa generals from the battlefield only days before the arrival of Pizarro.

Like Atahualpa in reality, Huáscar is tricked and captured by the Spaniards at Cajamarca after refusing to accept Catholicism, but the inbred nutcase orders a full-scale assault on the city in any case, bribing several of his mercenary captors with their own weight (armour inclusive) in Inca gold to ensure that he is hidden during the attack and can not be used effectively as a hostage. Pizarro's men are outnumbered by thousands of percent, pinned inside a city by fast-moving warriors with deadly slings and poison darts. After the battle, Pizarro is tortured and thrown off a cliff, and the men Huáscar bribed are disappointed to find that, far from being paid, they are to have their spines crushed by rocks.

Having beaten Atahualpa and Pizarro in such quick and bloody fashion, Huáscar, helped by his obvious madness, attains a reputation as an invincible warrior who stands even while thousands fall to sickness, and the Spanish are actually afraid of confronting him again. When some adventurers do try, they find an elite guard mobile on the Inca Trail now armed with the steel and horses looted from Pizarro's expedition, supported by thousands of traditional warriors.

This allows the empire breathing space, in which it recovers form the civil war and endures the worst of the European plagues. When the Spanish come back in serious force, Tahuantinsuyu is not a fractured and war-weary place as they found in reality, but an empire with a sense of unity and endurance, and military progress is harder and more costly to the Europeans. Every time they lose one small skirmish, more mythology is attached to the Inca warriors, who play up to it by massing ever greater numbers in ever more elaborate battledress and by committing ever greater atrocities such as the Aztecs would have regarded proudly, not to mention capturing more weapons and horses.

Eventually, of course, the Indians can't defeat the Europeans, who just keep coming. The Spanish never achieve a decisive victory, and are never in a position to capture or kill the Sapa Inka, since any possibility of trusting Europeans has been destroyed by this different history, but likewise Tahuantinsuyu has no chance of advancing against the other colonies that have sprung up across the Americas, let alone of going to Spain, and so the Spanish eventually become a feature in the Andes. Their influence becomes rooted gradually, and, in time, fortified cities spring up, mostly on the coast and major rivers where they can be supplied and relieved by ship: the Incans never fully understand the seas, and are frequently thwarted by amphibious operations that, to them, seem to come from nowhere.

In the last couple of centuries, then, the real nations of Peru, Chile, Ecuador, and so on have been characterised as modern cities full of relatively worldly European types, surrounded by rural communities of Indians virtually independent but with their own state broken by these new national borders.

Pachacutec intends to restart a war that never officially ended, and regards all the, "new American nations" as illegitimate and as peopled by, "Spaniards", the heirs to Pizarro and Cortez.


Callo, Peru

Rumiñavi greeted Amara Cruon warmly, and had priestly fellows bring out a small chest in which was contained a large golden trinket apparently representing the sun god, Inti. The item was presented as a diplomatic gift. It was well made, and appeared to be solid gold, but, thanks to local alchemy, was more like half gold with a rather impressive finish, such as had greatly upset the Conquistadors in the past.

The Apu then invited his guests to walk with him to a place just outside the city, in what he called native territory.

He... thought but did not yet say, since the Sapa Inca was keen for foreign recognition, that perhaps these foreigners had mistaken his people for the ancestors of those to the north, in the Aztec National League. That was judging by their interest in what he supposed must be chinampas...

Not to worry, he was sure that his people had enough to compensate in the Commonalitarianism's interest.

Amara Cruon thanks Ruminavi. She brings out a case with several bolts of what looks like very fine silk. When pulled it does not tear, when pushed it does not shred. This is spider silk made from genetically engineered silkworms as strong as steel and light as a feather. It is dyed a deep blue.

She will go to talk with Ruminavi. She thanks him for the gold and says it is very beautiful. They will keep it in Embassy City next to the statue of the First Mother of the Commonalitarianism, Deena Brown.

She mentions the chinampas briefly and finds that they are part of the Aztec culture. She is still intrigued with what they may have to offer.

She enjoys walking in the open spaces. It reminds her of the terraced public gardens of the Commonalitarianism. The scientists from the Ecotechnic institute are talking behind her in soft whispers.

They will sit down to discuss trade and scientific exchange. The first questions Amara Cruon asks in trade is if they have a special herbal liquid used to melt and shape stone, and if they could show her how the Khipu works, she is interested if the language of knots is a language of more than an accounting system.

Edoniakistanbabweagua, maybe it would be good to meet with both of you in a scientific summit, we are interested in your chinampas and medical science.
We would like to send scientists to Xochimilco.

OOC: Sounds interesting, to say in the least. Uh…regarding Edoniakistanbabweagua (You don’t mind if I call you Ed?) Yeah, it appears that we are both based in Mexico. I’m not going to stop you from RPing as such; I’ve had that done to me when I first started NS years ago. I guess we can “mirror world”, in which we both occupy the same land, but differently. Similarly, I could “cede” a small portion of my territory to you (not too much, though, can’t cut my arm off. Whatever you agree to, I’m cool.

The flag of the Aztec National League waved proudly in the warm, dry mountain air of Tenochitilán. Off in the distance, the industrial factories that fueled the economy of the socialist superpower could be seen, pumping out steam from the smokestacks. Hidden behind the factories were vast amounts of farmland. While no longer the staple of the economy, the nation’s agricultural sector was booming after nearly a hundred year’s decline. The centrally planned economy made conditions ripe for industrial and agricultural growth. Even commerce, something rare in socialist nations was booming from the nation’s policy of simulated competition. The Aztec people have seen much history during the many years of their being. From superpower to subjugate, to the revolution in the 1990’s to being the vanguard of the socialist movement, they have been through it all in 700 years of history.

However, this could not alleviant the tensions on the Premier’s mind. Quetzalcoatl Notchli had seen much in his twenty six years. His time in the revolution had led him to being the Premier of the Aztec National League. However, despite being in the establishment, the desire to fight in a revolution and stand up against injustice still resided in his heart.

It was no secret that the lands to the south of the ANL were still under imperial subjugation. The native cousins of the Aztecs, the Inka were under a similar iron fist Quetzalcoatl and his people were under only ten years ago. This fact weighed heavily down upon him, his nation had the power to simply invade and set things right. Only the order had to be signed. Furthermore, the majority of people in the ANL supported liberation of fellow Native people. However, the potential blowback from this action could be disastrous.

He looked outside the window of his office and saw the large city around him. Much of the buildings there didn’t exist before the revolution. During the revolution, blood flowed from the battle sites into the very soul of the people, both the subjugators and the suppressed. He didn’t want to see these people go through the same revolution that he had seen. But was subjugation any better?

The Premier sat down, looking at the files regarding the situation in South America. Although feeling trepidation, he pushed a button on his telephone.

‘Crossing the Rubicon’, Quetzalcoatl thought.

Within two hours, six people had gathered in his office. Three of them were men, obviously affiliated with the Aztec military. Although the battle dress of long ago had been opted out for more modern flack jackets and fatigues, the ethnicity of the three men could be clearly identified. The one other man was wearing a suit and was much lighter skinned than the troops. Although European in ancestry, he came from England and was instrumental in the revolution and respected by all. There are also two women that joined them; one was an anthropologist while the other was a translator and Aztlán Intelligence Agency (AIA) operative.

Quetzalcoatl Notchtli sat back, “Dr.Wellington, good to see you again.”

Dr. Darius Wellington, the man in a suit, was the Minister of Foreign Affairs (MFA) for the ANL. In his Cockney accent, Dr. Wellington said “Premier, the MFA has a diplomat selected for this mission. He currently is on assignment in the state of Panama, so this group will meet up with him there. Furthermore, our contact in Peru is trying to notify the people of our intentions.”

The Premier turned to the group of five; “Alright, you know of your mission. You are to assess the situation in the Inkan lands. Once we determine that they need help and want our assistance, you three (pointing to the soldiers) will help strategize until our troops can reach the area. Once we are ready, our troop will help the Inkans in liberation. Meanwhile, our anthropologist will determine the how far advanced the people are to see what sort of assistance will be needed. We have a plane ready to send you to Panama. Once you meet up with your ambassador, you will arrive in the Inkan territory by stealth helicopter.”

With that, they filed out of the office, each hoping that this mission was a success.

In Callo...

Xochitl Cuetlachtli leaned back on a street light pole. It had been a long while since the AIA had given her any tasks. After all, the ANL never had much to do with South America. However, now that had all changed. Now, she had to deliever a most urgent messenge to Pachacutec. Obviously, she couldn’t merely walk up to him, that would be awkward to say in the least. Hell, even being intercepted by Inkan soldiers would be a possible chance for delievery. Regardless, she had to get this telegram to him.

Quickly, she walked into the massive crowd, trying to push her way through to where the Inkans were meeting some other foreign delegates. But, passage through the dense crowd was impossible. Quickly, she looked around, trying to find some other way to meet the Inkan leaders. This wouldn’t be easy...

Giving up on a direct approach she simply watched, trying to find her chance to deliever the telegram in her pocket. Nervous, she was unaware that she was clutching the jacket pocket that held the telegram. She was so used to holding a gun from her AIA training, it came to her naturally.

In Panama...

Unlike the dry moutainous air of the capital, the ANL’s southern most state, Panama, was much different. Even though the team had only been outside of the plane for less than an hour, the humidity was already starting to weigh down upon them. A few hundred feet away from them, a black transport helicopter stood silent and still, waiting to be used.

Xihuitl Iztacín stood silently seperated from the others. He had spent much time in the military, from the Rebellion in 2003 to the various wars that was pressed upon the ANL and many, many other missions. Although only twenty-three, he, like his friend the Premier, had seen much in a few short years. It was an accepted condition of being in the Obsidian Blade division of the Jaguar Warriors. The community prestige was enormous, but so was the responsibility. Physical and weapons training alone is enough to scare most soldiers in the Aztec military.

However, despite all his experiences, he was rather quiet. Maybe it was psychological trauma of some sorts, but he prefered to keep to himself. However, he couldn’t maintain his silience any longer. If he was going to be part of this group, he should at least know their names.

One of the women, the translator saw him coming towards the group. She turned towards him and smiled, “Hi, I’m Tletica Itlan, the translator for the group. I’m a Quichan specialist from the University of Cuernavaca.” Still smiling, she asked “You are?”

Xihtuitl felt somewhat uncomfortable. She was pretty attractive and seemed intelligent. Fighting the urge to flirt, he kept his professional demeanor and said “Commander Xihuitl Iztacín, JWI.”

He soon got to know all the names – the anthropoligst’s name was Yocoxca Tamuzin – an older woman who was a professor from the University of Veracruz. The other soldiers were Luitenant Texohtic Iztacín (no relationship to Xihuitl) of the Aztec Red Guard and Corporal Atlauhtli Rojas of the Red Air Core. His role was simply to control the communications devices that they had. He could fight if needed to, but wasn’t trained in either the hand-to-hand combat that the JWI’s learned in addition to modern warfare or the stratigic planning of the Red Guard. He also found out that they would be meeting up with their contact in Peru.

Finally, a black car pulled into the airstrip tarmac. The familiar whine of the wankle engine died down once the car had pulled up to them. The door opened out of the unremarkable government car and out came a man wearing sunglasses and a suit. In his hand was a bag, probably clothing and other things.

“Sorry about being late, the canal permit agreement I was negotiating was more difficult than expected. I’m Ambassador Tlanextic Hueya, ANL Foriegn Ministry.”

After meeting and greeting each other, the six filed into the helicopter. Xihuitl was glad to get out of the humidity. The heat was no problem, something all people in the ANL were used to. However, the humidity still bugged him, despite growing up in the tropics of the Chiapas area. The helicopter’s rotors started turning, generating more and more noise. Digital LCD screens powered on and displayed a plethora of information, probably only 1 % of which was useful at any one time.

The pilot’s voice came over the intercom system – “Alright, we are going to land in an relativly quiet part of Peru. Radar shouldn’t detect us, and we’ll have protection by two AZ-21s (similar to appearance to MiG-21s, but much more advanced) until we enter Peru’s airspace. Once we are there, the heavy cruiser SAS Challenger will be stationed in international water and dispatch this helicopter whenever needed.”

The helicopter lurched upwards and then forwards, toward’s it’s destination. Xihuitl leaned back against the hard metal seat. Soon, they would be trying to build something that would change the power structure of Latin America forever.

Rey Eduardo walked into his office. Meeting him there was his trusted friend and leader of the National and Foreign Affairs Department, Picardo.

"So, it seems as though we have ourselves other nations who are descendants of the Aztec," said Picardo to Rey Eduardo.

"Yes. It feels pretty good knowing we have brothers out there in the world that have survived as we have. They may not be as technoloically advanced as we are, but they are brothers nonetheless. They are still oppressed by the Spainards in there country. We need to show them that we fully support our Incan brothers," said Eduardo. "What of the Aztec National League?"

"They are based in the Americas. They seem to be friendly towards our culture and nation. I suggest meeting with them and creating a brotherhood between us and them," replied Picardo.

"Do you think they would accept us?" asked Eduardo "I mean, we are a mixture of the Aztec and Arawak, as well as Spanish. They are purebloods while we are merely mezclado. Quetzalcoatl walked into his home. It was a simple adobe structure on the outside. The inside was well furnished, but by no means was a grand as some of the estates of other heads of state in more capitalist countries. This was a life for the executive and judicial leaders of the ANL, only the legislatures had any sort of extravagance as they had time to own their own law practices (the economy in the ANL is a very bizarre duck…I’m going to update my fact book to better explain it.)

“Hello Quetzal.” His wife Angelica stepped out from the patio garden.

“Hey, Angie. How’s things been going?”


She replied, “Ah, good. The boy’s doing alright. Funny now, he’s a typical two year old.”

Quetzalcoatl sighed and said in a joking manner, “Oh great.”

A telephone rung loudly from behind the closed doors of his office. It’s distinctive electronic tone indicated it was a government issue.

Quetzalcoatl said “Three years into the game of politics and this is the most quiet the phone’s been.” He walked over to his office, opened the door and left it open.

“Nochtili here, code 55-2-1.”

“Hello, this is Dr. Wellington, we have received a message from a previously quiet island nation. We’ve only known about its existence, but never had previous contact. I am transmitting the letter via facsimile now.”

“Why can’t you just say fax?” Quetzalcoatl retorted jokingly.

“Regardless, I believe it would be better if you sent a personal response than having me send one. I need to meet with an ambassador from another country anyways, so I’m going to be rather busy.”

“Alright, take care then.”

Two minutes passed before the “facsimile” printed out. The Premier picked it up and read over the short but succinct letter.

Around the capital of Edoniakistanbabweagua, preperations for La Venida de Jurakán began. Tents went up at the town square and at the doorstep of every home were empty pots to quell Jurakán and bring the rains to the country. Chefs around the country would be coming to make hundreds of fine Edoniakistanbabweaguan seafood and spicey foods for the party. Shopkeepers were selling repellant from the xmulzencabs (bee gods) to protect tourists and natives alike from their stinging. Courts were set up for Batey, a game similar to soccer but with slightly different rules, and Tlachtli. Even rodas were forming early for the Capoeira shows.

Eduardo waited in his office for the reply from Nochtili. He was also preparing for the speech that the ruler had to make every year during the ceremony. But this ceremony would be different if he could get the rulers of ANL and the Tahuantinsuyu Empire to come to the Dominion of Edoniakistanbabweagua and join in the festivities.

Six Hours Later…

Some would recognize the ANL’s government plane as a McDonnell-Douglas MD-195, or later known as the Boeing 717. However, most things in the ANL were based of off other designs. However, they weren’t mere copies, but highly tuned and upgraded versions of their baseline counterparts. The MD-195A (OOC: A protest to Boeing for terminating the model, along others and thousands of jobs in my home city Long Beach) began to fly towards the airspace of Edoniakistanbabweagua. In the cabin of the plane, Premier Nochtili sat next to Angelica.

“Nervous?” Angelica asked.

“Maybe, it’s been a while since I’ve gone to another nation. The reforms in our country have been very occupying.” Quetzalcoatl looked over his shoulder looking for his guards, in a small bit of paranoia.

“Relax, this will go over well.” Angelica said with a smile.

“You know what’s on my mind.”

The smile from Angelica’s face disappeared as she looked on the barely visible scar on across his neck. He continued, “Sorry, just, since the assassination attempt, public events have made me nervous.”

“Understandable. Well, unlike before, I have no worries about this meeting or event. I sense this will be a major step for our country, actually. She was smiling again.

The Premier sighed, “I guess I can trust your judgement…”

The pilot’s voice came over the intercom. “Premier, we are just outside of their airspace. We are transmitting our transponder signal now to their air traffic control.”

Quetzalcoatl Nochtili pushed the intercom button and said, “Tell our escorts to pull back a little and reduce speed, we don’t want to scare these people.”

The intercom was cut off and the pilot transmitted the code…

“AZSF 002 requesting permission to land at assigned landing strip; code 00-122-221.”

2 BF-165 Xmulzencab jets approached the plane slowly.

"Do not be alarmed. For your safety and security, we will escort you to La Base Aérea de la Ciudad de Azure ," the jets radioed to the jet. The jet was guided to the base and landed at the base. There to meet him was Datijao Eduardo del San Acero in a formal outfit surrounded by some guards.

"Taiguey!" Eduardo smiled and said to the ruler. "I am sorry about the escort. We are at Cold War with the Gaurian Republic and we had to be careful to protect you from them in case they brought their aircraft through again." Eduardo extended his arm and shook the hand of Quetzalcoatl.

"Come my friend, we have much to show you!" said Eduardo as they walked away from the airport to the motorcade provided by Eduardo. "We have also prepared a motorcade for Pachacutec if he accepts our invitation."

The motorcade left for the Palacio de Datijao, passing by the beautiful decorations being set up for La Venida de Jurakán. It was a beautiful mixture of Aztec and Taino influences.

"So my friend, what would you like to know about us?" asked Eduardo.

Apu Rumiñavi appears genuinely pleased with the diplomatic gift from Commonalitarianism, and indicates that it will be sent to the Sapa Inka himself and, who knows, it may become a feature in the dress of the royal family, and if it does not meet with Pachacutec's approval, Rumiñavi says that, speaking as an Apu, he would be pleased to use such material. It is a wise gift, for the Incan people value fine fabrics above precious metals, hence their historical preparedness to offer-up vast quantities of gold and silver in payments and bribes to those who show more interest in such things.

The issue of agricultural science in Tahuantinsuyu is an important one even though it does not feature the floating gardens of Aztlan. 53km northwest of Cusco, in the Valley of the Incas, Moray's experimental farm is a site of likely interest. In a natural depression, terraces cut in gigantic concentric rings rise like a coliseum to achieve 150 metres in height difference and provide a veritable arena for horticultural experimentation. With the ability to isolate different crops and strains from the same origin in different weather conditions with different exposure, and to control complicated irrigation, farmers have, over centuries, created an amazing array of potatoes and maize suited to living in varied conditions and possessed of different tastes and properties as foods. That more than two hundred potato types are in use is a perfect example of diversity in Tahuantinsuyu.

It was likely that the Incan people had no great secrets left to reveal that would revolutionise a modern society such as the Commonalitarianism, but if they wanted to introduce new vegetables and grains to thrive at different temperatures or altitudes, or simply to provide a few new tastes and textures, there was at least something that could be offered.

The quipu is demonstrated before they reach the village, for the party pass a way station on a five hundred year old road that seems a natural contour until seen from a certain angle. A small building, partly cut from rock and finished with little stones, is found to be hosting a hand-over between two chasqui -Incan postmen- of an armfull of coloured and knotted ropes. A priest with Rumiñavi is called forth to translate the data, and reveals that it is data on the state of imperial army elements in Antisuyu, the jungle quarter on the lip of the Amazon basin. It would, however, be a stretch to imagine writing a novel in this fashion.

As the fresh chasqui sprints away, mouth full of energising coca leaves, Rumiñavi explains that the message has travelled two hundred and fifty miles since it was dispatched this time yesterday, and that it will be removed by two hundred and fifty more by tomorrow, "faster than Spanish horses, in these mountains" he adds, saying also that it's a method of communication which can not be shut-down or intercepted by electronic means or destruction of a powergrid, and one that is not understood by hostile forces that might try to capture the runners or their quipu. He himself does not read the cords, and only a lifetime as a holyman can impart the knowledge.

Having reached the village, which is found protected by quite impressive stone walls made to take advantage of natural contours, the party sits down to be offered a sort of potato-based bread, plus a little meat, "it is only guineapig" the Apu says, suggesting that the food, including meat but not the finest of it, is halfway between the mundane and the grand.

"The coca leaves that you saw our messenger take into his mouth, that, I must explain, is done to give him energy so that he may run the mile or so of mountain terrain, often at extreme altitude, in little time as possible, and return back to his station before any further messages arrive. No matter what the invaders may have claimed and the capitalists maintained, my people are not dependent upon narcotics" though he took a large swig of potato-based alcohol after saying this, and continued as if it were nothing, "We do use the coca leaf as required to lessen hunger, as I'm sure that our warriors may during the likely difficult campaign to liberate our people and recover our lands. But they also serve to offer relief from pain.

"Since most of us are neglected and unable to pay for modern healthcare, or given substandard treatment, we continue to practice our own medicine. I doubt that your hospitals have much use for our ancient methods of cranial surgery or the use of coca and bark, though perhaps we can offer... advice in bush medicine for, I don't know, perhaps your soldiers, eh?"

Food was already being prepared around the Centre Plaza of the city. Everything from fried eel and tostones to countless seafoods and maize. Xocolatlblanca (White Chocolate) was served as the nation's desert in this time and is always a tourist favorite.

The Dioyoquetzios Stadium was open and ready for intense games of Batey between the national team, Coyotls, and the international team, Manati's. It had always been a huge rivalry and sometime violence can spread amongst fans. These fans were the Tontos de Batey. They were preparing for the begining of Batey season, where countless people will place great debts on the sport. This becomes very popular during the winter when Xochiyaoyotl (The Flower War which in this term is like the Superbowl) begins.

The Capoeira Group, Capoeira Renascido, would be at the celebration momentarily after their return from Independant Utah. Until then, other schools had already began with little rodas for practice. Berimbaus were being strung and played for the special occasion of the huge roda that would begin the celebration of Jurakán.

Masses were held all day in the Catholic community. After these masses the church would help with the celebration setup. There was still two days before the actual celebration would comence and the arrival of Jurakán the hurricane god and his wife Monzón the wind goddess would be here.

In the Observatorio de Jurakán, the scientists were watching closely at a tropical storm system that was a couple hundred miles away. The path was erratic but it seemed that the hurricane would probably not hit the island nation.

Amara Cruon is very pleased with the answer. She mentions that she would like to work on a special code pattern using the Quipu which can be woven into small objects and patterned into ordinary objects for special uses. She says that if they would be interested, Malthus Cruonis, Minister of Special Services would like to talk to them. Maybe they can develop a fuller pattern that would include some language for special work. She mentions that in one of the great wars, the Novojo in the Republican Representative States, used their langugage to form a communication system in warfare that was unbreakable.

She is also very interested in the maize and potatoes which will grow in extreme conditions. They would be ideal for the space program where crops grown inside small closed ecologies are used to maintain longer duration stays.

She is willing to offer a few things in exchange. The Ecotechnic institute offers to help them develop a number of things. First more integrated organic farming with higher crop densities, small windmills to generate power, pvc solar cells, solar powered plastex sheets-- a thin layer of clear solar cells between two layers of clear bioplastic or glass that can be used in place of windows, river turbines-- these are small hydroelectric units that can provide power but not interfere with fish life, and specialty training in long term tree forestry management.

The final thing we offer to help with is medicine. We have acupuncture and herbology which could be blended with your traditional medicine as well as scientifically tested integrative medicine-- a mix of traditional and alternative medicine designed to be cheaper than heavy hospital medicine. We will help you test and improve your traditional methods if you wish. So although your medicine may appear to not be advanced, we can use some of it. We are also interested in any botanicals which you can discuss with our pharmaceutical and beauty companies about. Natural beauty products are popular in the Commonalitarianism.

Peruvian authorities had not been able to regain control in the sacred city of the Incas since it was innundated by hundreds of thousands of Quechua people come to celebrate. There was no serious violence, but still the city had been taken into Inca administration. Many people were resettling in the town and in surrounding country, sick of living in isolated poverty around mines abandoned by states and corporations. The Sapa Inca had ordered a massive round of building, the likes of which was virtually unseen in centuries. In typical Inca style, whole settlements were being built at once. Scholars and those few who retained necessary practical skills were seen leading massive work gangs in the shaping and moving of giant rocks, and a cottage industry was established in fashioning simple tools, often simply by gathering suitable iron-rich rocks with which boulders could be banged into shape.

The Inca ordered his deputies to begin organisation of new aylus around Cusco and the dividing of land for farming by the newly arrived families. While three-quarters of the able-bodied Indians worked on his projects, the remainder were hurried to the planting of grains and vegetables, much as others already were already doing with increased enthusiasm in the rest of historic Tahuantinsuyu where, in the mountains and jungles, non-perishable stockpiles were growing.

Pachacutec then made a more personal decision. He would go to Edoniakistanbabweagua and try to win real committed support from they and the Aztecs... and be out of the region when the authorities tried to react to the restoration.

Rumiñavi remained co-operative. He hoped to elevate his own position and the significance of his quarter of the empire by being largely responsible for gains that may be made in concert with the Commonalitarianism.

The quipu could probably not be shared with outsiders, exactly, because they may leak the knowledge eventually to enemies, but the idea may be used. Perhaps the two nations could devise code combining some structures used in the knot system with one of the empire's many dead languages: the mountains and jungles birthed scores of dialects before Quechua was enforced upon the subjects of Tahuantinsuyu, and knowledge of some remained amongst the wisemen, while they often had been heard by no outsiders in all history and were unrelated to any surviving language.

The Apu is also keen to get so-called alternative energy programmes tested in his lands, as he hopes to be able to demonstrate to the Sapa Inca the possibility of dedicating the vast majority of Tahuantinsuyu's oil and gas potential to export, earning large currency reserves for contingency use. If petrochemicals can be exported in sufficient quantity from Ecuador and Boliva amongst other places, the empire can make money without having to throw its whole economy into the world market, which is something contrary to Pachacutec's plan to restore the Mita obligation in stead of tax and currency within the empire. He even asks about wave and tidal power potential along the west coast of South America, as the ocean is something about which his people really are deeply ignorant, disinterested, and even fearful.

The idea of enhancing traditional medical knowledge is also appealing, as it seems likely that most citizens will ultimately be reliant upon small community health centres in their villages. At this point, while Cruon is talking about natural products, the Apu -after saying, "Yes, yes, we use many natural products as make-up, body-paint, and in the styling of hair, often to indicate rank and origin in society"- realises that there is something else in which the modern world may be interested.

"It is not in my domain, but, in Antisuyu, to the east, wisemen and reformed jungle savages are skilled in the creation and use of poisons that we have known many outsiders to pursue in countless failed expeditions to the Amazon. Some are used in hunting, and may be used in war, to kill men and beats in mere seconds from no more than a grazed hand or cheek. Others cause different results, from the deeply spiritual as a conduit to other times and places, to the total relief of pain or to temporary paralysis. It is my understanding that western medicine would benefit from being able to render a surgery patient immobile and without sensation by use of a single drug, rather than a complicated and not always perfect combination of relaxant and pain relief? We can do this every time and with no complication, it is something that was learned over many thousands of years without the distraction of modern ways.

"Perhaps you will help us to draw powers from the rivers that flow from my land to the Antis, I will give power to the jungle quarter, they will give drugs to me, and I will give them to you for helping me to generate the power."

We will also provide solar glass, small wind energy generators, and solar panels for local usage in villages if this is satisfactory."

She further says " These drugs will greatly improve our own medicine. We are willing to accept sending over a thousand doctors to train your medical doctors in integrative medicine. They will help you set up small clinics."

"The lost language idea is very satisfactory. This will make it very hard to break our ciphers. This is more than adequate."

"So our integrative medicine and alternative energy generation for your Khipu, natural cosmetics, and pharmaceutical products."

Background: The Commonalitarianism has some extreme environmentalists. For her political future, Amara Cruon is being very generous with alternative energy. There is a slight fanatical tinge to her voice when she speaks about certain environmental issues. If Rumanavi reads the international news, he may have spotted an article about the Commonalitarianism building the first completely renewable city.

Preliminary analysis indicates that the ANL is preparing to intercede in the unstable situation in South America; the information provided to them by Ambassador Desila is the most likely catalyst for this movement.

While the intent of such intercession is currently unknown, it is likely to be indirectly beneficial to the Greater Empire (see p. 2-5). SIS recommends that we provide discreet support to the ANL in accordance with previous measures(see pp. 5-9).

The actions of a small island nation, named Edoniakistanbabweaqua, are reckoned to have minimal impact on the events, unless they should influence ANL actions. The Edoni are not considered a threat to Imperial interests (see p.13).

Several nations, including our embassy partner the Ottoman Khaif, have recognised this Inca Nation (see p. 14 for a complete list).

Suggested courses of action include requesting that Ambassador Desila be kept appraised of the situation by the ANL government (see pp.15-17)

In any case, we have no reason to believe that the ANL's actions will prove anything but beneficial to the Greater Empire.

The city was indeed an intriguing place; must of it was familiar in design – geometrical, precice and dramatic, yet, much of it was different. The language, the color schemes, the people and the demeanor. The attitude seemed different here, impossible to describe. Premier Nochtli turned to his host to speak, that is, until a hand landed on his shoulder...His aide leaned over and said to the Premier in a low voice, “Intelligence reports have confirmed that there have been revolts in the Purvian city of Cusco, which is now under Inkan control...We now can contact them direct;y and have our contact work with the team.”

“Good, I’m sure our host would be glad to know this.” Quetzalcoatl smiled.

As the aide went back and started talking on a satellite phone, Premier Nochtli finally was able to say something Datijao Eduardo del San Acero...

“Well, my friend, it appears we have much in common. Tell me, what do you seen in the liberation of the Inka? If we have similar goals, maybe we can work together on this; brothers and sisters giving power to brothers and sisters. Our Aztlán Intelligence Agency has just informed me that the major city of Cusco has been taken over, a major development. The ANL is finalizing plans on initial actions to help expedite the process, and with our desire for unification in this area, this must be our moment.”

This was the first time Dr. Wellington had ever signed a letter with someone else’s name...Although it was indeed permited and a favor for the Premier, he still felt somewhat awkward.

Eduardo thought about the liberation. The Inkas were under the same oppression as they were not too long ago.

The motorcade was passing throught the center of the Centre Plaza when Eduardo ordered the limo to stop. Eduardo guided Nochtli outside infront of the largest monument in the city.

"This Premier is the Guerrero Monument, in honor of our greatest soldier and my mentor, Guerrero. Not too long ago we were under the oppression of a corrupt democracy. See, after the Spaniards took our lands so long ago, some of the Taino tribe fled to Mesoamerica. There we saw that they were even taking out the mighty Aztec. So the Taino and the Aztec, two completely different cultures, put aside their differences and fled across the Pacific, where they settled down in our island. From there they combine both of their abilities to survive and create this country. Using the Taino navagation and boating skills as well as the Aztec strategy and fierceness, we raided ships and stole various technologies from the Americas and Asia."

"Soon Spaniards found us but this time we were advanced enough to fight back so instead they asked to live on the island as well. We allowed this but were very skeptical about this. After awile, the first Spaniard became the president in our new democracy that the Spanish brought over. His name was Christobál Cortes. We didn't know at the time but the Spaniards orchestrated his presidency to rule over us. He seized power immediately and began controlling us. We began fighting back, but he had Spain behind him. But soon his lust for power began to oppose the Spaniards and soon they were the ones oppressed as well. Although we were very bitter with them, we all united as one against Cortes and his empire. It was a long battle and they had incredible technological advances. I fought them alongside Guerrero when I was only eight. I was a child soldier conscipted by the Tyrrany, but Guerrero and his Liberation Army rescued me and other like me. I chose to fight along with his cause. Soon he even liberatied one of the tyrrany's genetic super soldier projects. after 13 long years, we finally toppled the Empire and I killed Cortes with my bare hands. But we had our losses."

Eduardo looked at the statue with sorrow and a tear rolled down his cheek. "He was like a father to me. He had taught me about being loyal to the people first, government second. I am 26 but because of him and what we lived through, I feel older than even our oldest bohiti (shaman). Guerrero had found a powerful weapon that the Tyrrany had created that would have destroyed our cause. He went in alone and destroyed the machine, sacrificing his own life for his people. So you see Premier, we too know the iron grasp of a despot. And so we shall help the Inkans become free of their bondage. For whether you are Aztec, Inkan, or us, the Dioyoquetzios, no one has the right to oppress. We are the Dioyoquetzios, the children of the wind. We have countless beliefes, from those who believe in the great spirits of Jurakán and Monzón and their father and mother, Yocahu and Atabey, or who believe in the great Skybearers, Ehecatl, Mictlantecuhtli, Tlahuizcalpantecuhtli, and Huehueteotl and the creator, Quetzalcoatl, or those who believe in God almighty and The holy trinity of Jesus Christ and the Holy Spirit, we are all united against one cause. Oppression. So my answer is that we will help end the opression of the Inkans. For we are all brothers in this world and brothers help each other."

The Premier could associate with Eduardo. “It seems Eduardo that we both grew up under autocracy and dictatorship in the same era. My nation, however, was oppressed by class stratification. The lower classes of all races within our nation were being forced into dangerous jobs such as mining, or, such as myself; being conscripted into the military to oppress our own people. We rose up in 1987, nearly succeed, but in the end failed. I was only nine then, but I had already was aware of the brutality of the fascists. When I was fifteen, I was forced to join the revolution by virtue, I either had to join the revolution and eventually die in battle in a hopeless cause to liberate my people or help the oppressors. I lost many friends, not much older than myself at the time. I unfortunately had to kill, from pulling the trigger all the way up to knifes and hand to hand combat. Although I was never injured because of my armor, I was also shot several times. We claimed independence in 1997 after taking over Guatemala and Honduras, and, eventually, were able to take over Mexico.

However, the aftermath was chaos. The people, fearful of an iron dictatorship, voted for a weak confederacy. People even started to wonder if they should’ve rose up, nearly hundred thousand dead, including my entire family, for a joke of a government. The thing nearly fell apart right away; and, ultimately, became undemocratic to maintain cohesion. In 2003, we were on the verge of becoming a dictatorship…I ran on a third party ticket, that of the Socialists because I felt we needed massive change, central planning with compassion for people’s lifestyles. I won in a landslide, and, while the ANL has some problems, we’ve become one of the most stable governments in the world. Furthermore, poverty is almost non-existent, religious persecution is extinct, and the people live life as they see fit without fear of jail or torture. We may have had to use an unconventional vehicle, democratic socialism to get there, but, because the people kept our government in check this time, we haven’t reverted to totalitarianism.”

The Premier looked outside, thinking about the revolution. Despite its horrors, it was something he had the most amount of pride in, not in killing, but in standing up and, as a leader, not selling out the people. “You see, Eduardo, we’re the same age, twenty-six. We both lived under dictatorships, we rose, we fought and we won and became leaders. Our blood lines are from a common point, and, although we may have different systems, maybe we can learn from the past.
Even if this plan for South America fails, I would still like to see our two nations work together. My nation won’t tread on your nation’s rights or influence your politics, and your nation won’t do the same either, we’ll help each other when needed, we’ll exchange technologies and work together on projects.”

"Agreed," said Eduardo. He took out his cell phone and called Picardo. Eduardo turned to Nochtli and said, "We haven't gotten word of anyone from the Inkans arriving. Do you know if they are coming?"

Quetzalcoatl got the attention of his aide and asked, "Any news from Wellington?"

The aide opened his phone and looked for any notifications from the Ministry of Foriegn Affairs. After a few seconds of searching, he said, "Nothing. Plus, is no word from the military indicating aircraft that could possibly be Incan.

(OOC: At this point, I'm assuming my entire party is with you)

After studying the culture from simple observation, Angelica, the Premier's wife, said "Your culture is absolutely fancinating. I would love it if me and Quetzalcoatl got to partake in the ongoing cultural event."
