Voloia's Nuclear Ambitions…. (INTRO THREAD MT OPEN)

The Central Federal Command Center….
The newly elected Grand Chancellor Joseph Larkin was sitting in his Grand chamber. He was reading one of several important issues that had to be decided upon. The one that caught his eye was on the top of the list of his paper work. It was a giant report from various scientists that wanted to start a Voloian Nuclear Power Program. These scientists were applying for governmental funding and to be contracted for their efforts. The report also had the support from several Military leaders.
The Grand Chancellor read through the report. He then laughed and said out loud, "It seems the military wants to develop nuclear weaponry and they wanted to use the excuse of creating a solution for a cleaner more efficient energy source."
The Secretary of the Grand Chancellery Samantha Harden responded, "Grand Chancellor, are you going to allow the issue to be voted upon by the Federal Assembly?"
The Grand Chancellor Joseph Larkin looked at the report and thought about the issue at hand. The thought of making nuclear program was very tempting for the power supply problem but the idea of making weapons was scary. The United Federation of Voloia had been in a self imposed Isolationism since the Federation's founding about fifty years ago.
The idea of giving the outside world a reason to bother the Federation would not be very beneficial to the Federation's health in the long run. On the other hand he could veto the issue and not allow the Federal Assembly a chance to go through with voting on it. That would however, anger the military and the scientific community of the Federation. The thought of making such enemies from the two largest branches of his supporters in the election was not a pleasant thought, especially since the Grand Chancellor was definitely going to go for re-election when his term ended in ten years.
The Grand Chancellor sighed and said, "Tell the Federal Assembly that a new issue has been sent for their approval." The Grand Chancellor then signed his signature on the bottom of the report and stamped approved upon it.
The Secretary of the Grand Chancellery took the report and had it sent to the Federal Assembly for it to be voted upon by the United Congress and the Federated Senate.
The Grand Chancellor Joseph Larkin looked at the issue as it was taken away and sighed. The Grand Chancellor knew that most issues that went through the Federal assembly. The ones that had powerful supporters backing them up tended to be passed and quickly rather than ones submitted by your typical run of the mill citizens.
Four Months later……..
The issue had been passed in a matter of days since it was sent to the Federal Assembly. The General-Chairman's of both the United Congress and Federated Senate had gotten the approval of over 75% of the elected Federal Assembly.
The United Federation of Voloia had begun to build its first nuclear power plant.
The many independent news networks had quickly discovered this new an interesting story.
The various news stations had suddenly started to report about the Voloian Government's efforts in building a nuclear power plant. The plant was not very well hidden and had begun being built several miles outside of the Federal City.
The people of the Federation had mixed feelings about using nuclear power. Some thought it was time for the Federation to use what ever was necessary to ensure Voloia's power problem was eliminated. The other Voloians were worried about the environmental effects of a possible nuclear meltdown. There was also fear that the military might try to develop nuclear weapons.
The Grand Chancellor Joseph Larkin had refused to use the second veto to stop the Federal Assembly from making this a set course for the United Federation. The more conservative and patriotic Voloian citizens supported the Grand Chancellor's decision while the more liberal and civil rights supporters condemned this act saying that Larkin had allowed a massive tyranny of the minority.
The Grand Chancellor made no comments about his refusal to veto the Federal Assembly's decision.
The Voloian Military branches made no direct comment about any goals to develop nuclear weapons but they have stated they will not hesitate to do everything in their power to protect the United Federation from any foreign or domestic threat.

Asbena wishes to note that although Voloia has become a nuclear power, abuse of nuclear technology to produce weapons is a very bad thing as almost every nation also has them. Think before creating WMDs, is all we ask.

Though nuclear waste is a problem, there are many ways to store it until it loses its radioactivity. The only danger involved with the use of nuclear power is a meltdown, but I am proud to announce that we Tadjiks have developed many safety systems into our nuclear plants that ensure complete safety for the people and enviroment.
I am willing to lend your nation help with the building of powerplants and storagebunkers, should you request it, we will even send military experts to aid you in the production of your own nuclear weapons.
Offcourse there are some who say that others already have nuclear weapons, but is that a reason to stay behind? If an imperialistic nation attacks you with nuclear weaponry, how will you respond? It is sometimes better to have 'a stick behind the door' in the form of nuclear weapons, with which I mean not to imply that they should be used, atleast not until all other options are exhausted.'

The Grand Chancellor is in full agreement with you on the development of nuclear weaponry. The only problem is that the Federal Assembly has to approve of such actions before we can start such programs.

As for the Nuclear Weapons program, that subject is still as stated before being debated. The Grand Chancellor himself has given authorization to the secret development of the nuclear weapons. This secret program is to be hidden from the public and from certain elements of the Federal Government.

Within hours after the last message from Voloia, The military airfield of Dushanbe had prepared three military jets for take off. One of those carried Maximov and his team while others flew supplies to other military bases in Tadjikistan. They departed at intervals of two minutes to confuse outsiders and each went a different direction.
The Major hoped to get some time to prepare his arrival in Voloia during the flight but it was shorted than he thought ... or time had passed quicker. They were in a course to the Voloian runway and before he realized it, the jet touched down and taxiied to its bay.
Maximov was an experienced officer, who had operated outside Tadjikistan before, helping rebels or simply making contact with important people. Every nation was different he knew and he didnt know what to expect here. anxious as he was he looked out of the window as the jet stopped, seeing the reception committee, trying to find out what kind of people they were.
Maximov cleaned himself up, put his cap on and left his seat, telling the others to follow him. He stepped outside as soon as the stairs were down.

The reception committee was led by the scientist DR Vito Valetta an extremely small thin man who was guarded by two Federal Guardsmen. The larger man next to him with a scar on his face was Colonel Schaffer of the Federal Guard was acting as the military's liaison. Three subordinate scientists followed them with a total escort of ten Federal Guardsmen. This area of the airport had been cleared by federal order allowing the committee to pick up the Major and his team without the hassle of the usual crowds.
The Colonel Schaffer positioned himself in front of the party as soon as he saw the major coming. The Colonel wanted to give the impression that the military was in charge of this operation. Vito Valetta took a step back and allowed his military counterpart to take command. He hated dealing with new people and having the Colonel handle the dirty work made his job that much easier.

'Goodmorning, Maximov said as he saw the Colonel coming his way, uncertain of his name he paused a second and allowed his assistent to whisper it in his ear before he continued '...Schaffer, I am Yuri Maximov, Major, Tadjik secret services.'
Dr Morozov, the lead scientist of the team allowed Maximov to handle stuff on the Tadjik side because the cooperation with Voloia might involve nuclear weaponry, Morozov never complained about a military man in charge because it allowed him to focus on his own job.
The doctor did not hesitate to greet his hosts, it was the least he could do to ease Maximovs task: 'Goodmorning, My name is Alexei Morozov, I am the lead scientist. ' Morozov was always eager to meet scientists from other nations to share knowledge and experience, he saw the Voloian scientist and asked :'Are these the men we may work with? allow me to introduce myself, Alexei Morozov'

The Colonel Schaffer quickly replied to the Major, "Welcome to the United Federation of Voloia." The Colonel then hesitated for a few moments, he seemed to be thinking about his response until finally he said, "As you seem to know, I am Colonel Schaffer, the current Military liaison to this project. My current orders are to escort you and your team to the Central Federal Command Center."
The Colonel then turned to respond to Dr Alexi Morozov, " Yes, The men over there are your Voloian scientific counterparts. The man slightly behind me with his own private guards is Dr Vito Valetta." Colonel Schaffer, then slightly whispers, "He is a little anti social but he is the best scientist in the area of nuclear physics."
Dr Vito Valetta's face turns beat red as the Colonel starts laughing. The guards also start to chuckle. The other scientists pretend not to notice…

Dr Morozov laughed, but he assured Valetta that there was nothing to worry about 'Good thing Tadjikistan is a capitalist nation then! The communists lost the only chance for power years ago.'
He had no time to wait for a response, Maximov, who did not laugh, was sent here for a mission and he wanted to get on it as quickly as possible. He interrupted Morozov and Schaffer, urging his Voloian collegue to move on 'There is much work to be done. Bring us the Central Federal Command Center where we can exchange idea's.'
By this time the luggages with clothing and paperwork had been unloaded, while MID agents protected the aircraft and its passengers. Only a handful carried assault vests and rifles. The others wore a suit, so that it seemed as if they were scientists too, under their clothes they had their pistols ready. a single word in their earphones was enough.

Colonel Schaffer quickly gathered his composure and said, "Sorry, I will take you to the Federal Central Command Center." The Colonel made a waving motion with his right hand and the Federal Guardsmen started to take positions around the area to better secure the area and to make the escorting mission to the capital easier.
Dr Vito Valetta looked his colleague over as he was heading to the exit. This Dr Morozov seemed decent enough. He just hoped this guy would not try to hurt his efforts to deal with the political difficulties. Dr Valetta personally did not like the idea of nuclear weapons but funding was needed for his personal research and only the military had shown interest for such funding.
The Government limousine was already parked and ready to take the Tadjikistan representatives to the Central Federal Command Center. They would then meet the heads of this operation. The Dr and Colonel Schaffer and his people were being lead to a separate limousine.
The Colonel Schaffer decided to warn his counterpart Major Maximov before they entered there assigned limousine of possible dangers, "Just to give you a heads up. The whole nuclear business is sort of controversial. The fear that the Federal Guard is developing nuclear weapons has led to a fairly large protest near the capital. They have for the most part seemed fairly mild and have yet to become an unruly mob. I however, feel obligated to warn you there could be trouble if they found out about our plans. So we are using the cover story you are here as a purely diplomatic party. We hope you do not mind using this cover during your short time in the public spotlight."

OOC: Sorry for being late, RL issues kinda kept me away from NS these past few days, I'll try to follow up in the coming days but I cant promis anything. And I think Red Tide wants to sell that stuff to you.
Maximov was a secret agent, it was not hard for him to play a role, 'Then maybe I should not have come in my uniform.' Maximov had taken his precautions and packed some civilian clothes to.
'I am hoping that you have this situation under control, I can fend for myself, I'm a soldier after all. But if my scientists are in danger, I might have to call in extra personell from the Main Intelligence Directorate in Dushanbe.'
Maximov smiled as he came up with a possible solution to the threat 'Or ... you could influence the public opinion that nuclear weapons are a good choice ... you know ... piss off some random nation and tell you people that you need to defend yourselves?'
