The rain fell hard. Not an uncommon sight, and the populus of Taledon went about their business as if it were a sunny day, for to them, it was a sunny day. The eternal city stood, ecompassing the seven hills and the river valley in the middle, full of stone houses, and structures and wonders of marble and gold and silver. And the Senate, heart of the Republic. Perfect place for a diplomatic meeting.

And so it was that a message rang through the void towards the current Praetor nation of the Galactic Federation, Humankind Abh, with mention of a meeting to be held to discuss and re-negotiate the treaties shared between the two alliances. Soon, Titans would gather, and the heavens would be united once again against the hells of the universe.

"And so it begins."

The orbiting capital of the Abh Empire shone brightly in the dismal abyss of space. Once a small fortress housing a mere few million Abh had now grown to veritable city that would put any famed Death Star or planet for that matter to shame as it housed well over a billion Abh. Small lights constantly moved to and fro from the city as merchants, residents, diplomats, and military officials went about their daily duties.

A new pillar had been constructed in the Jade Throne room to represent the newly inagurated royal family. The Rahl family was designated as the ninth Imperial Family of the Abh Empire and was the only human one at that. Emperor Abriel Dubeusec sat on the throne for some time contemplating this bit of news. The Abh waved his hands and a holographic screen appeared.

"Yes your majesty?"

"I have received word from the nation of Taledonia that they wish to establish relations between the Republic and the Galactic Federation. Since Lord Dusanyu is currently indisposed, I will act as Praetor myself. Please locate Rangers Parn and Deedlit as escorts. I need you to get in contact with key nations serving in the alliance. Contact the Vice Praetor in New Dornalia, Intelligence and Diplomacy in Tidan, the nation of Tannishar had expressed interest in attending, and Starenell. Make sure that they wish to attend."

"Right away your highness."

Messages were sent to the respective nations informing them that a meeting would be taking place on the planet of Taledon in the Republic Senate. Nations were informed that the Abh Empire would be leaving in one day to attend the meeting.

A message was also sent to Taledonia.
Greetings from the Abh Empire and the Galactic Federation. Your request for a diplomatic meeting has been recognized and we shall rise to the occassion. Meetings of such magnitude are often far too rare and so I shall attend myself along with a small retinue of fellow alliance members that wish to attend. We will arrive in one days time so that you may be prepared.

Somewhere off the California coast, near San Francisco, CA-

Carla Baileygates was on her dad's boat, the Belle Isle. Deep sea fishing was one of her favorite activities, and she was on a trip with her personal Acolyte interpreter and her dad.

She said, "Isn't this great, Dad? The sea, the waves, the wind? It's nice to get away from those damn bureaucrats-"

Her hook caught a big one, and she tugged on it with all her might, saying, "AND FINALLY BE ABLE TO RELAX! HOOAH!"

After ten minutes, she finally was able to get it onto the deck. A fine bluefin tuna. Her dad beamed, this was a fine moment. He patted her on the back and said, "Good one."

Carla's communicator then beeped. She picked it up, and said, "Uh huh. Understood."

She then said to her dad and the interpreter-"We have to go to shore. The GFFA has called me to an important meeting with the Republic. Something about a major meet. Sorry about this."

Her dad just shook his head, and said, "It's a shame I couldn't do this more often. That job of yours..."

Carla then said, "Dad, come on....it'll be like Nixon in China." as she took the controls and maneuvered the ship to shore.

Her dad then said, "Nixon of course, had Watergate too."

Carla just laughed. Her dad was an old coot.

An Hour Later-

The Vice Praetor, having changed into her best suit and showered off that salt spray, and preparing her best documents, stepped aboard her personal shuttle docked at San Francisco's International Airport with her Acolyte interpreter. She then gunned the engine, flew into orbit, and entered hyperspace to meet the Abh, who she would then follow to Taledon.

She wired this message to the Abh:

"Emperor Debeusec-

I am coming to rendezvous with you for our trip to Taledon. This is a confirmation notice.

Vice Praetor Carla Baileygates, Commissar for Foreign Affairs WSND"

Baileygates then arrived at Lakfakallae, docking as quickly as possible (thanks to the Emperor informing the docking crews) and proceeding to make a brisk walk to where Debeusec was.

She then bowed, and said to Debeusec, "I got your message, your Highness."

The message from the Abh was received, and the Emperor sent a message back personally informing them that rooms would be set aside for the guests, while their guards could take lodgements in the palace's barracks.

(OOC: By the way, noticing you guys have it wrong, I'll post a bit of information. Taledon is just the city, Taledonia is the planet. Capitol planet=Taledonia, Capitol city=Taledon. Sorry for the confusion.)

Eidon had been in charge of inter-tribal relations for the Confederation. He knew more than a thing or two about getting people with different values, goals, and attitudes to cooperate. So when the Universal Council had been asked to provide a leader for GFFA diplomacy, the Naroomi had been the obvious choice.

He read the message from the Emperor of the Abh, and acting Praetor of the alliance for this mission, one last time as the Bagala destroyer arrived outside of Lakfakallae. The ship transmitted its identification codes as well as Eidon's personal GFFA codes.

Head of Diplomacy Eidon reporting as requested. Awaiting permission to dock.

Docking bay doors large enough for the destroyer quickly opened for Eidon and a flight path was illuminated by holographic projectors to prevent any mix up in the hustle and bustle of the traffic around the capital city.

Permission granted. Welcome to Lakfakallae.

The Abriel smiled as the Vice Praetor entered the room. "Ah, its good to see someone from New Dornalia once again. It has been a long time since our people have met face to face and it seems far to often that all we see of each other are our ships during times of crisi. I trust all that is well with your people and government."

She then replied to his last statement: "Well, politics is politics; the Huntarian Civil War is our big project right now. Besides that, our nation is doing alright. I trust the Abh people and state are doing fine as well?"

Eidon was lead to the room. As the door opened he turned and thanked his escort, then entered. The Emperor and Vice-Praetor were discussing something, so without interrupting he walked up to the two.

Dubeusec noticed that another member had arrived in the throne room. "Ah welcome Eidon. I see you've made your way to the throne room. It seems that we might as well be on our way and not keep our host waiting any longer. I was recently informed that rooms have been prepared for us. Now, I'm just waiting for..."

Large pearl white doors at the entrance of the Jade Throne room were pushed open to reveal two individuals. One man with brown hair and blue eyes wearing armor and a sword at his hip. By his side was a blond haired elf wearing a half breast plate to cover her chest along with a thin sword. "Your highness, sorry we're late."

"Not at all. You are just in time to meet the Vice Praetor and Head of Intelligence and Diplomacy. Parn and Deedlit, please meet Eidon and Carla. Ladies, these are two members of the Rangers that were recently created for various reasons."

He looked around the room to gather everyone up. "Now, the shuttle is ready to depart for the ship. Is everyone ready?"

She thought, looking at Deedlit, "An elf? Well, it figures. Oregon and South Africa (ooc: places of Elven concentration on Earth SSR) aren't the only places with elves in this universe."

The Emperor began to usher them forward. "Come we can talk in flight."

The diplomatic retinue was lead to the docking bay where a shuttle awaited them all. In the distance awaited the Sylvanna at 3 kilometers in length and was one of the strongest ships comissioned by the Empire to date. On each side waiting as escorts were two Dissith Cruisers. The shuttle entered a docking bay that was on the lower middle of the ship that also housed the fighters and their crew.

Dubeusec lead them along corridors decorated by paintings of magnificent land scenes with rolling waves and snow covered mountains. Their pathes eventually lead up to the bridge with a gilded high backed chair and the respectable stations for the workers. They were on the upper tiar and looking down at the floor they could see a holographic tactical display map. Along the sides were the seats of the gunnry officers, senior aviators, supply officers, and communications. Each station had their own personal glass data screen that allowed them to monitor their own individual tasks.

"Welcome to the Sylvanna."

The Abriel walked over to the railling. "Contact the two cruisers and inform them that we are ready to depart immediatly. Set course for Taledonia."

"Yes your highness."

The three ships slipped into the hole that had been opened and glided into Hyperspace.

Carla walked by, noticing the surroundings. The Abh always did love their artworks, and it showed here. She thought, "Nice..."

Turning to Deedlit as she was on tour, Carla said, "In New Dornalia, there are plenty of elves-albeit a minority. They are scattered all over the Workers State, though one can find significant communities on Earth, Luxembourgia, New Leningrad and the New Territories. Though they have different customs than what you may be used to."

Carla then said, "Then our elves have diverged with yours. They keep to themselves for sure-I worked with one in my early days, and he was friendly, but he sure didn't reveal much about himself or his relatives.

But they interact often with humans and our other great minority, the Catperson. They do so for all number of reasons."

As she was talking, the ship slipped out of hyperdrive. She then said to Deedlit, "Well, we're here."

The Emperor gathered up his guests and his guards and headed back down to the docking bay for the shuttle. Deedlit sat next to Carla while Dubeseuc was on the other side. "There are no such species in our empire though we do have a few rare species dwelling within. They tend to keep to themselves as well for the most part."

The shuttle lifted off from the docking bay and headed down to the planet where the escort would be waiting. Dust flew up as thrusters were fired to soften the landing when it touched down.

The ramp to the surface exited right underneath the nose of the ship. Parn and Deedlit were the first two out to secure both sides of the ramp and would act as the personal guards for those in attendance. Dubeusec was the next one to exit the shuttle (http://www.b5tech.com/isa/bluestar/bluestar.jpg) and awaited the arrival of the Taledonia escorts.

As the ambassadors exited their craft, they took in their surroundings. The massive port that sat outside Taledon was full of large Republican craft, and busy men going about their work. Directly infront of the landing craft, stood a group of men. Two rows of five, all the men in them wearing grey armour that covered their entire bodies, large black blasters against their shoulders, and in front of these two rows, stood a rather aged man wearing a rather lavish white tunic with gold embroidery, and a similar white toga hung around his shoulders. In unison, the guards grabed their blasters and moved them to their left shoulders, then slapped their right fists against their left breasts, the classical legionary salute.

"Ave, Emperor. I am Senator Maximilius of the Republican Senate, well, the Taledonian cabinet. I have been asked by his Imperial Majesty to escort you to the palace, where you shall be given a cool drink to sooth your parched throats from your journey, and a comfortable, peaceful area to rest until the meeting is schedualed."

He stepped to the side and signalled with his outstreched hand for the guests to walk down the line of guards and move towards the awaiting transportation, a long white limousine with two more shocktroopers waiting patiently at the doors for the men to enter.

Parn and Deedlit branched out to both sides of the ambassadors and escorted them towards the limo.

"How much money have we spent on long range surveilance?!" Jones asked the tech at the comm station aboard the Joorian, modified transport of the last remaining Antarans.

Poocher responded with a grunt, "That's not important."

"Is this really necessary? We ARE a part of the Republic."

"Granted, but the cabinet has decided it is necessary to get a better feel for what this Republic stands for, and they don't trust the Republic to tell us."

"The cabinet...? Really now, any orders given by the representatives of a moose..."

"Mendez is no longer leader. The election came early. Hallard's the new PM, and he authorized this mission."

"Hallard?" Jones said softly, in thought. "Haven't heard of him. So, anyway, what if they figure out what we're doing out here? I'm sure orbit around Taledon is well patrolled."

"Not an issue," Poocher responded, turning some dials. "I mean, it's not like they take us seriously at all. As you pointed out, we recently elected a moose, for crying out loud. Not a single Republic official has even asked to see our research. That's what makes a stealth mission like this possible. Not to mention the base being built in orbit of our planet."

"Base?"

"Oh, sorry Jonesy, didn't know you didn't know. Anyway, as soon as this reconnaisance mission is over, we're sharing the stealth technology anyway. It was part of our agreement to join the Republic that we share anything we learn."

Jones frowned. "If we have this technology, why haven't we shared it already?"

"Technically we don't have it yet. This is a test run."

"I hate this plan."

Poocher grinned. "Not to worry, Jonesy. If anything important is discussed, it will be talked about in short order, I hope. We'll gather what little we need, and be gone before anyone realizes we've been here."

Jones paced some more, before sitting in his captain's chair. "Very well. And make sure when we get back that I get to meet this Hallard character. He seems a bit more sneaky than our leaders tend to be."

"Aye, sir. He's the one who orchestrated Mendez's election to make this mission possible in the first place, afterall."

"Orchestrated election?"

"Ssshh, if you want out of here quickly, I'll have to listen closely." It wasn't true, as the computer was recording everything without his help. But he found the topic a little dark for his personal tastes as well.

ooc: Advanced sensors for probing space is about the only thing that my nation has consistently put money towards since its creation, as far as technology is concerned. So, although I didn't actually put any thought into what sort of listening devices they have aboard ship, listening to a single conversation on the surface would probably be within their grasp. Now, when the delegation moves indoors, they'd probably lose the signal, but they don't want the real nitty gritty details, anyway.
As for the stealth, it's a fairly basic electronic stealth system meant to avoid scanners. It's certainly not pretty, but the theory behind it is that space faring races use scanners, instead of their own eyes, so they simply absorb and transmit false data. And, seeing how the people of GCS are new to all of this, I really won't complain if someone who's a great deal more advanced manages to spot an irregularity on sensors. In fact, I almost expect it. :p That, and if there are any around who use their eyes, instead of technology to see, then they'd be quite the eyesore. The only ships we own are transports, although some of them are being refitted with whatever new technologies we can develop.

ooc: ah that makes more sense then. The Abh don't rely on scanners all that much though they do help for certain things. but since they would be no more than transport ships, I doubt they would even care if they were in the area.

(OOC: Relax Abh, he's a Republican, that was probably just a well disguised tag. Plus, being a citizen he has every right to listen in, shouldn't be a problem and I doubt he'll get in the way, we can continue. Let'em have his fun.)

As the car rolled through the high mountains that seperated the port from the city, Maximilius looked out at the surrounding forests of pine that rose high on each side, and he noted the darker than normal clouds in the sky.

"If you didn't know, it rains almost all the time on our humble planet, but it appears that a large storm is moving in. Nothing to worry about, should just interfere with your communications a bit maybe, nothing major, perhaps some static." he said matter-of-factly to the others around him.

As they cleared the mountain pass and began down the hill towards their destination, the city was entirely visible. The great walls of white stone stood high, enclosing the entire city, with many red tiled roofs sitting atop the two story houses of the populus, and the various shops and businesses. Great structures also rose up high into the clouds, the Colliseum, Great Temple to Talean and the Imperial Palace formost amongst them. Truly a sight to see, and the many busling people crowding the streets as they went about their business despite the rain, which they were accustomed to.

Finally arriving at the Senate building after winding through the various streets of Taledon, the guards at the Senate doors ran over to the car and opened the doors for the guests to exit. The Senate building was a large building, circular in design and made of white stone, with many marble pillars going around it, and massive stairs of marble leading up to the doors, in the middle of which sat a giant golden statue of a long lost hero of the city.

"This is where the meeting shall be held in time, gentlemen, behind you is the Imperial palace, where the aformentioned room and drink is waiting. This way please."

The Senator led them across the street, mingling with the crowds he knew as he went, the newly arrived Praetorian guard replcing the Shocktroopers and keeping the interested crowds away from the ambassadors. They were led through the marble halls of the palace, the many Preatorians stationed around it saluted as they went by, and the thousands of court officials and eunuchs, all wearing similar clothing to Maximilius, moved about their tasks, taking a note of the guests as they passed and nodding to them.

"The Imperial Gardens" Maximilius said as two guards opened a set of double doors, revealing a beautiful terrace. Completely shaded by the rest of the palace, various trees were to be found, as well as a seemingly infinite supply of different coloured flowers and shrubs of green leaves. In the middle sat a great fountain which gurggled it's water from the spout of what looked to be the sea god Triton astride two dolphins. Many benches were positioned around the terrace, and tons of small birds flew around, filling the air with their singing.

Carla was astounded by the surroundings. They were lush, beautiful, and utterly a scene from heaven.

Her jaw dropped, as she looked around and took everything in. It was almost overwhelming; LA's arboretums and garden clubs were nice, but paled in comparison--she had to tell them about this!

The Taledonians had not failed in putting on a good show for anybody who decided to pay a visit-the fountain was nice, and the environment somewhat overwhelming.

She then sat down on one of the benches, and after a little, Carla then walked up to the bar, and asked the man for a Coke.

"What's taking so long?" Jones asked for the hundredth time.

"Seems they have a lot of outdoors. We lost connection a couple times. Seems the pick-up isn't very good through vehicles, and there's been some interference from storm activity. On the plus side, they seem to have a whole lot of open, beautiful scenery, which makes this a little easier."

"I thought we were only staying a little while, Pooch."

Poocher shrugged. "If they've seen us, which I think they have if my readings are right, then they don't actually care that we're here. We ARE just a transport, afterall."

"Mobile technology center."

"Whatever. Listen Jonesy, I think we've got all we need here. Seems to be some sort of meeting is going to take place between the Republic and some foreign powers. Really not much of interest, but we've learned some about our own tech, so we may be able to make some adjustments... or design completely new systems. I don't like our cloak."

Jones shrugged, as he began to move the hulking transport ship out of orbit. "It's a good start, anyway. Impressive for just a week or two of research and development. So, what shall we report to our new PM?"

"Seems the leaders of the Republic are environmentally friendly enough. That's always a good indication. Besides, if the area is as beautiful as I heard some of the people saying, then we have our work cut out for us to make GCS even better!"

More ecological banter continued, as the ship quietly slipped into the depths of space, and speeded back home.

Eidon was in his element. While the jungles on Bythan belonging to the paradwyn tribe were perhaps the most colorful lands in all of Tidan, naroomi (http://images.filecloud.com/95762/Trunnksmall.gif) were almost druidic in their love of nature. Like all naroomi Eidon had some natural talent with living things that was almost magical. If he had not gone into diplomacy he might have had time to develop his skill to the point where nature itself loved him and flourished in his presence. But he had made his choice and did not regret the difference he has made in Tidan.

He picked up a small flower in his hand. It spread its pedals wide and seemed to bloom brightly even though the sun was only struggling to be seen through the clouds. He smiled. He had been feeling home sick for the beautiful forests of his home on Bythan since he had been assigned to GFFA Diplomacy. He had not been home for months and this garden made him feel better than he had since then.

Moving to a spot near the benches he sat down on the ground and leaned back against a tree. The tree responded by seeming to relax, which would be difficult to describe if you have never seen it for yourself. Its leaves grew brighter as if sunlight was shinning on them more strongly than any of the others.

Eidon closed his eyes and the peacefulness of the garden enveloped him.

The Abriel smiled at seeing Eidon relaxing in the forests presence. Deedlit lead Parn over there as well to feel a bit more at home. "Come on Parn. It's been a while since I've been around a few trees that looked this good. It almost reminds me of home."

Her tug on his arm was an awkward sight to see such a large man in armor being dragged along but a smaller elf woman. "Slow down Deed. That tree isn't going anywhere."

Deedlit stood next to the tree and cupped her hands over a branch. Almost instantly, small faeries flew into her hand and darted around playing with her hair or teasing Parn. "Oh come on, you know I don't like it when you do that."

Dubeusec shook his head and made his way over to the bar. "Water please."

Some time later, the ship approached the beginning of what would be a giant metal frame for a future orbital base around the new GCS homeworld.

"This is Captain Jones of the Joorian, reporting home."

A few moments passed in silence, before a reply came over the comm, "Welcome home, Joorian. We have visual confirmation. Very funny leaving your cloak on."

"Well, at least it works against our own sensors. Poocher has prepared a report, which I'm uploading to your computers now."

A few moments passed before the confirmation came through. Jones cut speed on the bulky transport, as it came closer to the framework. Only one airlock was operational, and lead to a small workroom where those who were doing work on the new base were stationed.

"Both tests were negative?"

"Yes, command. If you look at Poocher's data, it looks like the foreign ships were responding to our presence, even if only subtly. And the listening devices weren't very useful through solid matter, or storm activity."

"Good work, Captain. We'll get our people on this right away. The information is being transmitted to PM Hallard, who's enroute to Taledon."

"Why's he going there already?"

"He promised to share the technology. Even though it doesn't work, they'll want to see what we've managed. If Taledon didn't detect our transport, they may still be interested, even if other parties could see us. Anyway, he's also putting in the requisition for arms personally. If we're going to have this space base fully operational, we'll need Republic weapons. Or at least they'll give us a good base to start research from."

The weaponization of space had been frowned upon back at Antares by GCS, but times were different now. "Well," Jones said, as the ship rumbled slightly with a clean docking with the station, "Let the PM know that there is a sizeable meeting going on over there. It may be a while before he can talk to anyone of importance."

"Will do. Any more info?"

"They like nature."

"What?"

"Poocher said it sounded promising."

"I... see..." There was a moment of silence. "Welcome home, Joorian. We'll do some more research, refit the ship, and send you out again in a couple days. Relax for a while."

Eidon opened his eyes. He stood feeling relaxed and refreshed and walked over to his colleagues at the bar. He quickly refilled his cantean with water and turned back to the others.

"'The time has come, the Walrus said, To talk of many things:'" He said reciting the old earth poem, showing off a little in regard to his research into human culture, and curious to see if Carla would remember the next line.

She had studied Carroll as part of a Victorian Lit class in college. She found Victorian Literature quite dry, but she recited from her memory:

"Of shoes and ships and sealing wax/Of cabbages and kings/And why the sea is boiling hot/And whether pigs have wings."

She then said to Eidon, "Not bad. Lewis Carroll's Walrus and the Carpenter right? Did a paper on that, got an A-. I'm more comfortable with Jimi Hendrix and Mick Jagger though."

Julian finally finished his discussion and dismissed the eunuch. He turned to look at the assembling guests, and nodded to them. He felt a sudden rush, and shook his head. Looking around, he took in the familiar sights of the Senate chamber. The half circle room, with the escalating rows of benches, made out of the same white marble as the floors and walls. Behind him, the two pillars of, yes, marble, which flanked the elevated platform where the master of debate stood, behind him a massive banner depicting the symbol of the Republic, and above that a great golden statue depicting Talean, God of Power and Patron of the city. He was depicted as a man with great wings, a veritable angel, his nude body a perfect specimen of man, and his great muscular arm outstretched infront of him, pointing his sword at the heavens. A crown of laural on his head, and the eyes lifeless like all statues. Julian never really did know why it was like that, lifeless eyes.

"Ave!" he greated the guests, "Take a seat, and welcome to my modest little city. I trust my people have treated you well since your arrival?"

"Splendid." Julian smiled, "But I am a leader myself and know how precious time is, so let us get right down to it. I have called you all here to discuss the current agreements made between the Republic and the Galactic Federation under the former Praetor Neo Zeta. Here are the terms as they sit:

1. Commerce
a. No tarrifs on traded goods shall be imposed by any nation of either either party upon the goods of the other.

b. No trade of contraban.

c. If hailed, all trade vessels must halt and allow a full inspection of cargo and crew.

2. Rights of Passage
a. In accordance with the laws of each nation, any vessel, whether it be civilian or military, must halt and undergo a full inspection if requested.

b. No vessel may pass into the space of the other alliance's nations that excedes the size or number allotment set aside by the individuall nation.

3. Foreign Policy
a. In the event of a war occuring between members of opposing alliances, it is to be stopped immeadiatly by the ruling parties of each alliance. If order is unable to be restored, said alliance must mobalise forces to halt the actions of its member.

b. In the event of a complete war in which all the members of the alliances in question are engaged, then the ruling parties of each alliance must meet and attempt to bring about a peace fair to both parties.

c. In the event of piracy or smuggling, the culprits must be handed over to the victim nation immeadiatly should they be found taking refuge in the oppositions territory.

I would like to have it understood that we the Republic wish to continue said agreements, and would like to expand them to include a mutual defense pact as well."

Eidon listened to the emperors discuss as he thought through the proposals. Allies and friends were something far too rare in this universe, and so clearly the first part of the agreement was very desirable. He remembered an old d'Reshi maxim, 'an incompetent ally is far worse than a dangerous foe', and so as it always did the second part required more earnest contemplation.

Tidani had a harder time making allies than friends. Their own cautious and paranoid nature along with the government, which if it were an individual would be immediately diagnosed with dissociative identity disorder and carted away, make it difficult for them to tie themselves to the fates of others.

Eidon was not here as a representative of Tidan however, and he immediately dismissed those feelings of uneasyness inheireted from his home.

When Dubeusec addressed him, he thought for a moment and voiced his concern.

"I have one question at the moment. I think the agreement on trade is worth renewing, I would like to hear what my Abh friend wants to add though. My concern is with your description of the mutual defense pact.

While I agree that having the other to support ourselves would be a benefitial deterant, I am concerned that our alliance or yourselves not be used as an added threat in a single nation's agenda. We, as I am sure you would feel the same way, do not want to get pulled into a war that was not necessary, especially in times already as dangerous as these.

I wish to prevent any current or future members of either alliance from using this pact as a fortress from which to provoke an enemy to war. I mean no disrespect to you or your allies, for it has nothing to do with your people, it is merely something one must consider when signing such a document. If we could agree to that I would happily sign the rest, assuming my comrades feel the same."

What I fear is that our alliance will be called upon to help beat back an enemy, that was only invading in retribution, and in turn help invade them. However, in the event of an unprovoked attack on an alliance I would be willing to commit forces and stave off the attack and bring any tyrant to their knees. As far as what I have to add, it is merely an economic gain I believe can be achieved by all and will make trade easier. One thing at a time though."

"Good. I believe we are in agreement then. What I have to add to the commerce part of agreement is something I feel will be to the beneficial of all. The Socialist Republic of Xanthal, who is also a member of the Galactic Federation, is currently establishing a universal bank. This will allow for money exchange to the form of universal credit. A bank can be placed in each alliance for members use and ease of exchange. The idea behind this is to eliminate the difficulty in trade when it comes to each different nation's currency. Some are worth more than others and money gained on a trading expedition, will most likely not be usable in your own nations. That is why I propose to incorporate this universal bank into both of our alliances. I feel that it would trading more lucrative than it has been in the past."

This would have the effect of improving officer quality in the nations involved, and it would help familiarize other officers with the procedures and protocols of our respective allies."
