Count Dmitry Alekseyevich Milyutin, Minister of War has enact the following reforms with Tsar support

1. Military service is declared compulsory to all males aged 20.
2.The system of military education is also reformed, and elementary education was made available to all the draftees.

Also the Khanate of Khiva, has falled to General Konstantin Petrovich von Kaufman forces as of 28 May 1873 and short after the city of Khiva fell, it was offically made a protectorate as of 12 August 1873.

Also Tsar Alexander II Nikolaevitch has another 20,000 troops to be send to Turkistan in order to support Governor General Kaufman in his goals of crushing any remaining Turkstani resisted to their rule.( He already has 18,000 troops assign to his command already.)

Adrian walked up to the door to the Tzar's court after passing through numerous check points and random people wanting to know what he was doing. He was on a secret mission from his majesty the Prince of Romania Carol I.(for what it was worth) The Ottomans had long had control over his peoples territory and they were about tired of it. Prince Carol I had sent him with a message asking for assistance from the Tzar, and under no circumstances was he to give it to anyone else, or else it may fall into the wrong hands.

He was greeted by an attendent who asked what his business was, Adrian quickly showed him a paper signed by Carol I. The man at the door didn't know where in the world this Romania place was, but it sounded important so he let him in.

"You majesty, we have a courier from the far away land of Romania, who seeks your audience!" Adrian swallowed and prepared for what came next.

Adrian bowed to the Tzar before starting,
"This humble courier brings a plea from Carol I, asking for assistance against the occupation of our lands by the evil heretics of Turkish lands. They have enslaved our people, and in some cases don't allow Romanians to live in our own cities! It is a terrible state of affairs in our homeland, with our brothers and sisters being pushed aside for the Muslim. We are tired of this calamity and so we beseech you to act in our action against the oppressive Muslim, and cast him back to the wastes where he belongs!"

Adrian was getting so worked up he almost overstepped himself so he decided to stop there before he made a fool of himself in front of the Tzar.

The words of the Tzar brought mixed emotions, they had been waiting for 50 years now, but the promise of action soon was heartening. "Thank you for your kindness in this issue, we will celebrate the day when Russia delivers our freedom, until then, the Prince sends his best." Adrian bowed and did a smart about face and walked out of the court, his news would be met with the same feelings he had, mixed emotions of action soon, but not now. It was better than nothing he told himself though, Carol would be pleased.

Tsar Alexander II has order 60,000 troops to mobilize in St.Petersburg and Baltic Military Districts, also the Tsar has order the call up of all reserve regiments and corps in the Imperial Army west of Urals and he has order his commanders in the Ukraine to be put on stand by.

Secretly within the military, junior officers were going north into Russia to recieve training. On the surface it seemed that they were still with their units but any time they were needed by family or friends they were merely said to be outside of the garrison, and no other information was given. Higher up officers were going on vacations into Russia and just so happened to recieve training during their visits.

Tsar Alexander II has issue a new mandate, stating that Russia will build up its up its arm industies to keep pace with Western technological developments in the construction of rifles, machine guns, artillery, ships, and naval ordnance.Also Russia will use this building of the defense industies to expand her industrial base by 1877. The Tsar hopes by then Russia will be able to keep pace with latest techological developments.

Brazilian and Russian Goverment have sign a pact of friendship, and the Brazilan Emperor given Russian Government 200 men with an Brazilian military commander, so that they get first hand chances to fight in European wars, yet currently these Brazilian soilders are being assign to Turkistani front and will see action against the Turkmen tribes for now.

Tsar Alexander II, has order the Complete mobilizations of the Russian Army in the Ukrainian , and Caucasus regions of the Empire.. roughly around 340,000 troops are being mobilizes for war games in the regions. Brazil pulls out its token 200 troops.

In addition, the largest Brazilian Humanitarian Force ever is assembled for a journey to the areas where the army is mobilized. As the last two forces haven't had to do anything onerous at all, recruits are plentiful. Some 1000 men are mobilized for this journey, about half doctors.

The 1st Russian Army in the Ukraine, under the command of Field Marshal Joseph Vladimirovich Romeyko-Gourk, began its march into Romania to join up with the Imperial Romanian Army.(Total number of 200k troops.)

The 2nd Russian Army in the Caucasus, under the command of Count Mikhail Tarielovich Loris-Melikov and second in command of General Lazarev Ivan Davidovich, began its march on to the Key city of Kar, in Eastern Turkey.( Total number of 80k)

The Russian Black Sea Fleet, left Sevastopol and head out to raid Ottoman Shipping lanes.

The Empire of Brazil offers a home to any who wish to escape the situation in the Balkans and settle in more tranquil Brazil. Skilled professionals (doctors, scientists, engineers, accountants, etc.) will be able to immigrate and receive citizenship immediately. All others must complete five years of paid service (military or otherwise) in the Brazilian government upon arrival.

The Brazilians mobilized to help save lives request that neither side engage in wholesale slaughter, looting, or any other form of attack aimed at civilian populations. The 500-man contingent at Pula moves south towards likely areas of fighting, while the ships attached to them sail along the coast, taking any who wish to come to Brazil onboard.

The news had finally come. Rushing between the empty corridors of the Lord-Protector's sparsely furnished quarters, a young aide-de-camp, yellow telegram in hand, made his way through the darkness of the early morning.

Reaching the outer sanctum of the His Majesty's personal corridors, a pair of guards, once half asleep, leaped to attention, crossing their rifles to halt the young man's advance.

"Halt!" shouted one of the guards half-heartedly.

At once the boy, his demeanor cast in annoyance beyond his sweaty exterior, came to gradual stop, yellow paper waving to and fro in his hand as he made a series of bold waving gestures with his hands.

"I must get through!" he shouted vehemently. "I have a message for His Majesty's Eyes only. It is of the utmost importance that I deliver this cable as soon as possible."

The guard, still drowsy, did not quite notice the urgency of his lower counterpart's quest but after scratching the mangy scalp below his green cap, yielded to the messenger's desires and stepped aside.

Moments Later...

"What is the meaning of this disturbance!?!" demanded Lord-Protector Kapodistrias as the wooden door that shielded him from such disturbances was struck upon with fury.

Taking the red wool robe from the chair nearest his gargantuan four post bed, he shuffled towards the door, unhinged the lock attached to it and slowly pulled the barrier open, revealing the young messenger.

"My lord." he began, still panting after his long run from the local telegraph station in the Ministry of Defense roughly 2 blocks away. "I present to you this message straight from Moscow. It has been addressed specifically Your Highness."

Grabbing the flimsy paper from the messenger's palms, Antonios pushed the document up near his aquiline nose and read each word slowly.

"By the Gods." muttered the old General. Setting the message upon the nearest table, Kapodistrias placed his gaze, now filled with firey passion, upon the young envoy.

With a prompt salute and a robotic 'Yessir!' the messenger was off, his new mission to be completed.

In response to the continued oppression of Greek peoples throughout the Balkan Penensulia and Mediterraean Sea, the Kingdom of Greece, under the grace of the National Assembly and Senate and the enternal wisdom of His Grand Majesty, the Lord Protector, hereby declares a state of open war between herself and that of the Sublime Ottoman State.

Under such terms for conflict, the following territories, being illegally possessed by the state in question, shall be, through force of arms, returned to their rightful mother-country:
