“The duty of the Cluster Police is to sustain the peace and to prevent fighting. For this reason we have been granted the authority over internal politics of the Cluster itself so we may enforce the Rules.”
“The Cluster Fleet is under the Authority of the Council and their duty is to protect the Cluster from direct outside intervention or to assist the Police if they are needed in the event of a large internal disturbance where we would need the assistance. If an event is too much for me I would not hesitate to ask for assistance. The safety of The Cluster is worth much more than our pride.”
“Now in the matter of WaterHelper, I feel we need to create a quarantine zone around their territory. I request that all non Police forces withdraw from WaterHelper territories. The Cluster Police will take over the safe keeping of their territory while they undergo this transition. Any who wish to enter may stop in international space and request passage. WaterHelper will be contacted to verify their acceptance of the waiting vessels. This process will stand for both Cluster personal and for outside visitors. Automated markers will be placed to inform visitors of the situation. Once permission has been verified the visitors will be escorted safely to their destination within WaterHelper territory. Once WaterHelper feels it is ready, things will return to normal.”
“In the event of someone bypassing the borders or an invasion, then appropriate steps will be taken. The Council needs to plan for that eventuality and prepare steps so a fast response can be given. The Cluster Police will attempt to hold them until help arrives.”

"I shall contact Admiral Pskov to withdraw his fleet from Waterhelper space in accordance with your request," Deala said.
"We would still seek permission to provide humanitarian aid to the people of Waterhelper, even with such restrictions. The Balroggans will know of our every move as a matter of course, and will be capable of requesting our departure should we go beyond the 'scope' of our objective. We will of course comply with such without hesitation."

Ralth stood again. "Humanitarian aid is more then acceptable, so long as this does not consist of weapons." Ralth surveyed the council again with a steady gaze, trying to measure the reactions..or hidden thoughts of those he was sharing this chamber with. "However in this case I believe they should be set up in Cluster police way stations, either outside of main cities or nearer to main population and residential areas inside the cities, for those that can not leave."
"The coup itself started with the seizure of the parliament, however Loyalist units are still fighting as are marines of the Fedral union, in this case it is an internal matter though as with the rules of the Cluster council there shall be limitations." he smiled.
"Fedral forces may leave at any time but should not expect reinforcements, this could turn it from an internal matter to a true invasion, so long as Fedral troops are working with Loyalists to combat those that performed this coup, this is legal. The moment they overstep their bounds or attempt to conquer the territories it of course becomes an illegal war."
"As for the matter of who is truly in charge of the cluster, that was settled long ago, we the council are..however as for this matter..the people of Waterhelper did sign over their rights as founder or steward to the Fedral union, it would be up to the Fedral Union to return the power to Waterhelper."
"This raises a more important issue, just how powerful should the steward be? Just how powerful should we security members be in comparison to the council." Ralth smiled.
"The Prefecture was the first democratic government in Tannelorn, tracing its roots back to the power share between the knights of the Grahfsberg federation and the civilians of the Grahfsberg federation. We believe strongly that the Council itself should be the prime body, as we stated before..so therefore we leave this choice to the council. Those that oppose the change over have voiced their concerns, as have those that favour it, this is the essence of Democratic debate, to disagree. In this case the disagreements could lead to dangers like strife and war."
Ralth paused for a moment before continuing. "Today then, as this coup and the resulting strife are taking place, we must fully and totally draft the treaties that bind the cluster police and the steward firmly to the council itself. In this way it will no longer matter who is steward or who is police, it will alleviate fears and bring us unity under the cluster council." Ralth smiled...if a Knight of the DCC or DCNT was here to witness these words, he surely would be fuming..which was precisely why they were sending this broadcast to the combined DCNT/GTFOA fleet base in the Terturaga system.
He chuckled softly before he sat back down.

It was a busy day within the Prefecture. The Balroggans were gone, now they were left in charge of the Cluster itself. Quickly and quietly they were preparing their war fleets to annex the territories of Tigerlan and the now treasonous Fedral's.
Within hours of the ruse at Vespasian Station, orders were filtering down to the Grand Army of the Prefecture naval and marine assets across the Prefecture. Of course fully half of the military of the Prefecture was otherwise engaged, however strict rules on military sizes inside the cluster, pioneered by the Prefecture meant they still held all the cards.
The vaste majourity of functioning HMAF add on armour units were still happily at home in the Cluster. Their jump drives and the small area of space that contained the cluster made them perfect for any sort of operation in this tiny corner of the galaxy.
The tiny one man attack frigates were arrayed in their hundreds above the capital world of the Prefecture. Fully two thousand frames had been completed. This was a majour component of the planned annexations. The one man frigates would quickly swarm and overwhelm any of the small fleets stationed in the territories they wished to capture. Then the heavy battleships and daughter craft would move in to finish the beleagured enemy fleets.
Of the remaining fourty Solaris and ten Divinity carriers in the Cluster, twenty five of the Solaris were arrayed in formation flanked by over four hundred Endymion HMAF armour's. These were the forces being sent in to the treasonous Fedral territory, they expected a majour fight.
Two Solaris Battleships and one hundred Endymions prepared to jump to the Tigerlanian Lavarian colonies. They were peaceful by and large, and would likely surrender to reasonable and enlightened individuals such as the Tannelornians of the Prefecture rather then destroy their worlds with war.
Across the Cluster a transmission was broadcast. The Cluster compact is no more, the Territories of the Miehmish control zone as well as half the territory within the cluster of the Balroggan Empire is being seded to Chronosian Imperium. The Fedral traitors territory is forfeit, and now belongs to the Prefecture of Tannelorn. The Tigerlanian Cluster Territories are now under the enlightened rule of the Prefecture. Any attempts to resist our rightful presence shall be met with extreme force. We enter a new age of prosperity for the entire Galactic Empire.
With that the two attack groups entered the Aether, preparing to jump in to the Fedral Cluster holdings Capital world, and the Lavarian Utopia world in the Cluster, to demand their immediate surrender, and fight if need be.
As ships left GTFOA ships moved in to position. Though the Greater Tannelornian Federal Army would not take part in any annexations, it would defend the Prefecture while its ships of war were away...
