By First light on January 1, 1786 Franchez was ready. He knew that the French people had come to expect great things from him and he had come to rule one of the most powerful countries in europe. He told his people outside his Palace in Paris that he was going to prepare France for the worst possible conditions imaginable, and that he could eventually "restore France to it's god-sent glory". With that remark he left the cheering crowd and began to deal with his foregin policy. Knowing that France, while militarily powerful, was in no condition to fight the rest of the continent. So he began proposing major alliances to the major powers in Europe. Also, Franchez begins to make dealings with Spain about a possible defensive alliance, and will also have such talks with Austria, Russia, Prussia, and Britain.

I would at least wait until war is legal (2 years) and you do realize that 10,000 isn't enough to take the great plains (U.S. tried this and it resulted in the Battle of Little Bighorn), the United States to your south that will oppose all British expansion in the New world, and Spain owns the territory you can expand into.

Milano, Lombardy

King Marcos of Lombardy stepped up to the platform. His subjects, expectant, waited for him to speak. All had heard rumors of a new royal declaration, but the contents of such had been confined to the Privy Council. With a sigh, the youthful king began to speak.

"Since the end of my father's reign, Lombardy has halted his policies of expansionism. Since then, I have ushered in an era of relative peace and prosperity. The navy has swelled, and Lombardy has grown rich! Some say it is high time to take this wealth and bring it to all of Italia, to unify Italy!"

At this, the crowd broke out into cheers. The people of Lombardy were ready for unification. Then, the King's voice cut through the clamor. "But no! Are you so quick to forget war? Are you so quick to cheer for taking Roma? War is men killing men, cities sacked, trade hampered, all for nought but the honor of kings!"

At this outburst, the crowd quieted, merchants murmuring as to this young king's brashness.

Marcus wiped his brow of sweat before continuing. "From this day on, Lombardy will not war! We shall have peace, peace and prosperity. Let us join our Italian brothers in bonds of friendship, not in bloody battle! I declare Lombardy to be a neutral kingdom. We will not make war so that the great nations can profit! We shall hone our blades and cast our cannon in the hopes that we need not use them. And at this, I must warn the nations of the world. Do not seek to attack Lombardy, for we will fight with the power of God at our sides!"

The crowd was silent, unsure of their king.

Lombardy purchases a Conscription Post and a Smelters. This depletes the Lombardian treasury to 10 million. Lombardy also seeks trade deals with the Papal States, The Kingdom of Two Sicilies, Austria, France, the Ottoman Empire, and Spain.

The speech is recieved by a bemused crowd, but almost nothing is donated to the government.

BTW, it is now 1782.

Franchez, knowing that Spain not only supported France in this move but was participating in it, refuses the Austrian demands. He gives a calm speech that blames Austria for France's defeat in the seven years war, pointing out that Austria lost to a country and eighth of it's size and that it, not France was horribly lead and orginized costing them what could have been an easy victory. He says "the Austrian commanders have no idea what even the word strategy means"

Franchez also points out that almost no one would support Austria if they declared war, and the French troops continued to march happily towards almost certain victory. So if Austria wanted to invade, they would surely fall to the larger and more balanced French/Spanish army. Also, Franchez says that he has soom other interested parties that would benefit greatly from war with Austria, but refuses to give any names.

France however proposes that friendly diplomatic realtions could continue if Austria openly supports Frances act of frienship to Spain, and Austria promises to never make war on Lombardy for 10 years.
