As mandated by His Most Just and Righteous Monarch, King Harald II of the Kingdom of Bertling, I hereby extend an offer of diplomatic exchange to the Nations of the World. We hope that like-minded sovereign states will open channels between themselves and our progressive realm.

Our nation’s capital, Port Skogheim, is currently undergoing extensive urban renewals, and several areas have been marked for foreign embassies. This means that Your nation will have the opportunity to influence the architecture, as well as the location of Your diplomatic station.

We deem it necessary to impose the following restrictions on the composition of Your embassy staff:

1 -The diplomatic envoi may not exceed fifty personnel, including family of diplomats, but excluding the security detachment.

2 - The security detachment may not exceed thirty personnel, including liaisons. These may be armed, but we ask that you respect these guidelines:
i -Outside embassy grounds, security personnel may only carry small-arms.
ii -On embassy grounds, security personnel may be armed with personal armor and assault-rifles.
iii-Should you require additional security, the Royal Bertlingian Army or the Bertlingian Security Service will provide such.

3 - The privilege of Diplomatic Immunity is exclusive to diplomatic personnel, and to such personnel only.

I ask that You observe the following stipulations:

Stipulation One: As a free nation, we will not tolerate any interference in our domestic affairs by any foreign party. Such interference will result in sanctions.

Stipulation Two: The Kingdom of Bertling reserves the right to aid any nation who is harassed by third party, or –parties, in such a manner as to impose restrictions on said nations sovereignty.
