Conference is being held in the old Parliament building in Concord, there are around 120,000 regular troops in Concord, and 880,000 conscripts, militiamen, and retired soldiers there also. There are about 3 Divisions about 120 kilometres southeast waiting to reinforce by air. Only a small company of foreign troops are allowed per delegation. (60-120)

Formal Invitation to all involved parties

The situation has escalted and the Tiberium spread and the Kraven incidents have made the continued conflict unacceptable. It is time to explore the avenue of diplomacy and hopefully a way to peaceful disarming and unity. We are inviting all parties involved in the conflict to come with a small delegation and no more than a company of 120 security forces. There are more than a million soldiers guarding the city against further attack, and 60,000 airborne ready to reinforce at any moment. This invitation is also to other countries and our territories.

You may use our Concord International Airport and you are to used an approved flight route only. You'll be escorted by Su-82s and I-89s upon coming within 20 km of our airspace.

Hope she does a fine job ensuring a good stay in Leafanistan for the duration of the conference. You have permission to move into the city and keep at least 3 bodyguards per diplomat in the building itself.

As the plane sat down on the runway and slowed to a stop, Lt. Kint prepared to step into one of the most potent situations in his life.

The airport crew took down the stairwell and in the overcast skies over Concord a red carpet was laid out toward the bus to the terminal and dapper soldiers in full uniform with AK-104s strapped to their sides were standing next to the carpet. Lt. Col. Shun Fang Chang stood by the stairwell, waiting to extend her hand for shaking, worrying a bit about how the delegation would react.

He walked down the stairs with his staff on a delayed follow behind him. Quickly and nervously walking towards the Leafanistani officer on the red carpet Lt. Kint was trying to speed things up by getting through the ceremony type greeting.

Dressed in a McKagan Officers BDU, Lt. Kint had actually toned down the military appeal of his outfit. He didn't go for the usual infantry battlesuit - which would have gotten people to think McKagan military designers had been playing too much Killzone.

Instead the 6'1" Officer, who's outfit was based around a light green, looked more formal. He eventually made his way to the Leafanistani Officer.

"Pleased to meet you," he offered his hand and also lowered his voice, "I really need to get the MCID to lend me a private plane to make a more discreet entrance for these things."

A BTR-130 drove by the plane and a few elite soldiers with berets and such began to inspect the underside of the plane.

While they moved away from the media blitz at the airport the McKagan military presence started to become active. The cargo plane holding the military assets touched down just a few moments after Lt. Kints plane did.

After landing and allowing the Leafanistani military to integrate the plane on the tarmac the troops began to exit the craft. A dozen COV-12 Infantry Fighting Vehicles emerged from the rear of the airplane. These were the Stryker-like vehicles of the military. With light wheels so that they didn't destroy the local roads it was a highly effective vehicle. It still wasn't the light, hummer like vehicles that had been offered in the diplomatic message - hopefully the Leafanistani's wouldn't mind.

The vehicles lined up on the tarmac - they wouldn't launch for a few more minutes. Until other things started moving more, that was.

Lt. Col. Chang ordered her men to clear away the few press that were still around in Concord and took a look at the vehicles. She whispered to a soldier and the man quickly ran off. A few minutes later he returned and she smiled and sent him back off to patrol. She stood with Lt. Kint as the vehicles were directed to a gate that let them leave the airport and back toward the terminal for loading.

Ten of the COV-12's left the airport. The other two stayed at the plane for tactical support and any emergency uses.

Kint turned to Lt. Col. Chang and started to talk. "Are you expecting this conference to end the fighting or merely give everyone time to prepare to fight again?"

"I expect what I'm ordered to expect, that we are going to keep the security while the diplomats unite us. But off the record, this won't go anywhere." Lt. Col. Chang coughed a bit and took out a tissue. "I've heard rumours the Reformists are turning the tide outside the mainland, ships from nowhere, a ghost fleet of 4 or more Nimitz that tore up one of our Kreigzimmer built fleets. Most of the ships made it back but the supporting Dreadnought fleet was the worst hit, their screening ships were gone or shot up to hell. And those oppurtunistic infections outside our lands. Dictators from nowhere spring up, come with radical beliefs. My real bet is whoever wins, the people of Leafanistan lose." She blew her nose and tossed it into a nearby garbage can. The COV-12s pulled up to the front of the terminal and the few press were cleared by the guards. She gestured toward it and began walking.

"Probably it, though the Reformists have something new up their sleeves, the naval officier I talked though mentioned some sort of new cruiser or destroyer. At any rate we are too far inland and too far north for this to affect us. Our problem is the fact that the 3rd Army is sitting here on top of us with nearly 40% of the Confederate Guard along with thousands of conscripts. If this all goes to hell, well...we'll be screwed to say the least." She opened the door to his vehicle and then walked over to her BMP-3 and told the Scout Cars to move forward and protect the diplomatic convoy.

Lt. Kint had a mission in assuring the loyalists that they were safe alongside his diplomatic mission.

"Look, I know that McKagan hasn't did much on the ground in this war. If this starts back we're making so many amphibious landings that the 3rd Army will be gone within a month. IMAF is keeping the bomber lane open - we're not letting Concord fall. That said - we're knocking the reformists out of this fight if they act up at the conference."

While Lt. Kint was being transported into the city for the conference the other COV-12's spread out on defense patrols. Some soldiers formed foot patrols into the city.

The paranoia structure was paying off.

Five Capitol Police, approached a harvester in the dead of the night, the machine was working away, as each trooper approached, their armour and gas masks protecting them from harm, one Trooper prepared a pack of C12, and as they approached set the Primer, the pack was stuck to the rear of the Vehicle, as the Capitol Police retreated some distance away, using the cover of a small ditch, and a hedgerow, not yet harmed by the Tiberium...

The Trooper detonated the C12, a bright plume of flame errupting out across the field of tiberium, as the vehicle and its payload exploded in one violent torrent of fire...

Instantly the Capitol Police got up out of the ditch, and made thier way further inland with much haste, covering as much distance as possible...

Instantly the Capitol Police got up out of the ditch, and made thier way further inland with much haste, covering as much distance as possible...

Most of the mining team was killed instantly and lethal Tiberium shards flew into the air. A patch of Tiberium muck also caught fire and it sent thick black smoke into the sky. 2 guards survived and ran around looking for survivors while they called in for air support to help medivac the injured.

Off in the distance, a pair of green eyes regarded the scene and saw the troopers move. The clack of rifles were heard and more pairs of eyes descended down the Tiberium encrusted mountains. The Capitol Police would have a surprise for them as they were approaching an IED set up to disable harvesters in front of them. And another pair of green eyes eagerly waiting to detonate it.

Concord City Limits - Speedway Checkpoint

The Loyalist troops were nervous working with the Reformist troops, both sides showed their animosity. Two seperate flags were flying next to each other, one of the old Leafanistani flag scheme and of the new one.

Cpt. Sanderson of the Loyalist Brigade assigned to this city quadrant was bored, he couldn't care any more for the conference, all he cared about was ending this and getting back to his friends at the bar, finding a new girlfriend, and all the things normal people worry about. That day a supply convoy was supposed to be moving in to help reinforce the outer walls and to set up 20mm cannon emplacements.

He saw in the distance some cars approaching with a bunch of trucks. He lifted up his SmartScope and saw the lead car flying a Loyalist Flag and with a 14.5mm Gun manned by a heavily suited person. He ordered the gate lifted up and the Isherman's and T-54's guns lowered. The guy manning the 14.5mm Quad AA gun and the 12.7mm MG nest guy stayed on alert as usual. Cpt. Sanderson decided to wave to them to come through when his smart scope fell out of his pocket.

He leaned down to pick it up when the soldier behind him was torn to shreds by a burst of gunfire. He dropped to the ground and rolled behind the concrete barrier. A missile flew over and destroyed the Isherman behind him. Throwing metal and body parts all around. He raised his AK-104 and fired a burst at the car's wheels and the Quad AA opened up. He went down and saw the 12.7mm nest had not opened up. He crawled over and tapped the soldier when her arm fell off.

He screamed and jumped off the corpse and saw the pool of blood collecting at his feet. He yelled into his radio..

"RAIDERS, REPEAT RAIDERS ATTACKING CHECKPOINT ALPHA, QUADRANT ZULU-INDIA! REPEAT ANY NEARBY UNITS RESPOND TO ATTACK AT CHECKPOINT ALPHA, QUADRANT ZULU-INDIA. THEY HAVE LIGHT ARMOUR AND HEAVY GUNS."

He held us breath, averted his eyes as he slid the dead soldier off the MG nest and he picked up the heavy gun. He opened a burst onto the lead car which was hitting the guard post hard and keeping his Reformist comrades from returning fire with their guns. He held down the trigger again and aimed straight for the drivers compartment, blood splatted the inside and the horn was held down by whatever blood soaked body part had clattered down. Cpt. Sanderson turned his gun toward the gunner and tore through his arm when he noticed a few of his rounds being deflected. He picked up his SmartScope and took a closer look, green crystals were visible where he tore through the BDU with the gun. He got back down as a Reformist manned the MG nest.

"Checkpoint Alpha, Zulu-India under attack by Shiners with..."

He looked back up when the T-54 fired and cleared away group of thin-skinned Scout Cars. It turned toward the trucks which were unloading more Shiner soldiers firing a variety of guns and rifles when the T-54 took a hit from a shell. The ERA went off and deflected it well, the T-54 turned as another shell struck it, and another one. The gunner on top was killed by the explosion and the driver was injured by shrapnel. The commander tried desperately to turn the tank around for one more shot when another shell hit the rear and penetrated the shell compartment. The tank went up in flames and the turret bleched a huge turret of flame. Cpt. Sanderson lifted his SmartScope again and spotted 3 light tanks.

"...A large group of stolen Scout cars and 3 LBTs, we have lost our Anti-armour capabilities, we are retreating to Checkpoint Bravo, Sanderson out!"

He picked up his AK-104 and fired 3 bursts at a Shiner to take it out. He shouted "Retreat!" And the stationary guns were abandoned, smoke grenades were thrown and they began running down the road, behind a hill and ran the 300m to Checkpoint Bravo. Cpt. Sanderson started waving to them to get to arms and shouting into the radio. They began running around, lowering gates, moving up portable barriers and taking positions.

Sanderson and his surviving soldiers all made it and then turned around. It was oddly silent as they waited. He knew something was wrong. He heard the air raid sirens going off in the city. Checkpoint Charlie was a kilometre away and 200m above them. They had artillery and he went to find the Checkpoint commander. He radioed in to get ready to open up with their 120mm mortars. He took two men and began scaling the mountainious hills to get a good look at Checkpoint Alpha. When he reached the top they hid behind the limited tree cover and he again took out his SmartScope. There was nothing to be seen besides the desicated remains of the checkpoint.

All the trucks were stolen, all the guns were mission from the people, the dead had been stripped naked, the destroyed tanks were gone with drag marks in the ground. Then he saw in the middle of the pile of naked bodies and parts a Tiberium crystal.

He cursed under his breath and radioed this in.

"God fucking dammit!," Colonel Yemit, Commander of the 17th Tactical Cavalry in Leafanistan said as he got a briefing from the MCID envoy that had just arrived at his forward operating air base a few days earlier. "Can't those mother fucking Leafanistani's do anything without getting someone shot up?! This is it. We're locking that city down NOW."

Several moments after the Colonel's profanity filled remaks on the Leafanistani ability to stop things in their country from blowing up, a strike was put in the works. A group of twelve GF15 Valkyrie Anti-Armour UCAV's launched towards Concord. Futhermore, six KHaU-13 Vala Attack Helicopters launched from a base near Berkut.

Major Dougherty was the commander of the company of soldiers supporting this diplomatic mission. He was an expert at operating in diplomatic zones such as this. That's why he'd chosen to send a dilberately small number of armored vehicles. Any scouts that were on the outside of the city looking in would probably underestimate the true number of McKagan troops.

During the attack most of the IMA personnel had been unloading the plane and setting up a peremeter around it. None were close enough to be of any help to the attacked Leafanistani position. However - now they would be. A scout team of 16 lightly armed soldiers discreetly left the airport.

They'd split up into small groups and recon the entier city. Laser predesignating targets of any interest such as artillery pieces and AA emplacements made the Carrier Based Light Bomber which was en'routes' job much easier should a conflict break out.

Retaken Checkpoint Bravo

Cpt. Sanderson was cursing under his breath as a Colonel chewed him out for failing to take extra precautions. Above him Ka-52 Helicopters and MD-530s fanned out to find the intruders but they had disappeared into the massive Tiberium fields. Mining teams were being sabotaged by the Shiners and intelligence was poor. Spying on them seemed to be impossible, it was like they had a sixth sense.

He took out his trusty SmartScope and looked over at the Hazmat team moving the crystal and chipping away the surrounding earth to prevent Tiberium growth within the city.

He spit as the ground as he looked into the air. He saw the McKagan patrols running around screaming orders in their fancy battlesuits. He looked at his own and cursed a bit, he couldn't wait for the new Mark 7's to come out but with the Civil War the project fell apart. He was now unsure if the Loyalists had an equivalent to replace his clearly obsolete Mark 2 battlesuit. He smacked the thing and his EVA unit blinked a bit and went offline. He cursed himself again as he smacked the unit repeatedly and it came back online. This time his local RADAR showed a blip behind him. He swung around with his rifle trained at the trees and saw nothing. The blip was gone. He cursed again.

He turned around when he heard a cracking noise and felt warmth in his chest. He then felt extreme pain and looked down in confusion. There was a red Tiberium shard straight through his lower torso. He looked at the Colonel who took one in the shoulder, his escorts had also recieved shard blasts. The Colonel dropped first along with his escorts.

Cpt. Sanderson felt his hearing leave him as he heard his fellow soldiers firing their rifles at the raiders hiding in the trees, who had used Gillie suits and the mountain as a sheild for their personal RADAR units. He turned toward the McKagan patrol and started stumbling toward them screaming. He wasn't sure he was screaming because he couldn't hear his own voice too clearly. He started to lose feeling in his legs as he stumbled. He saw the patrol had spotted him and looked at him in horror. Sanderson wondered why he didn't bleed. He fell to his knees. He looked down as the crystal grew on his suit. He felt the shard push into him. Consuming his flesh. He cursed again as the McKagan Patrol rushed toward him.

He could feel the distinctive sound of Helicopters moving in. He heard the whooshing of their rockets as they pounded the Shiner's position. He turned and saw a few torn to crystals as they were killed. He stared up into the sky and fell on his side, unconcious.

The IMA patrol stopped dead in its tracks when the man who was obviously experiencing some... technical difficulties, approached them. The squad had a medic.

He was actually fairly good at his job.

His job was treating gunshot wounds and removing shrapnel.

Not extracting tiberium from random people who ran at him.

"What the FUCK is wrong with him?," a young sniper yelled while aiming his 12.3mm rifle at the injured officer.

"Doc, can you do anything for him?"

"Not so much. I don't know what to do. I've not had the tiberium classes yet!"

The squad backed away from the man incase the tiberium decided to randomly combust. The sniper targeted the rifle at the mans head, waiting to put him out of his pain.

In the distance where the Shiners were on the ridge battling Leafanistani helicopter forces was an area about to be pounded. The KLA-124 Naval Bomber was already overhead. It's 30,000 pound payload was very large to be deployed from a carrier. Stealthing around the area above Concord was always fun for the bomber pilots.

Soon after McKagan Scout forces inside the city noted an engagement they had communicated the coordinates to the bomber overhead. Quickly it turned from the other side of the city and started its high altitude run. The ordnance for this operation was a simple one. A 2000lb. fuel-air mixture on the ridge set at a 20 second detonation fuse. This meant that the 'fuel' would spread outward for a full 20 seconds at a very quick rate before being airbursted in an effect similiar to that of a small nuclear warhead. Anything on the ridge would be moved a long ways in a short period of time.

The troops noted the McKagan advance and ordered a tactical retreat. They began dragging the injured along as the Helicopters covered them. They yelled at the McKagan troops to get back.

At the same time Cpt. Sanderson felt a renewed vigor and opened his eyes to be staring down a 12.3mm rifle. He screamed, loudly and covered his face and began screaming not to shoot at him. He whimpered slightly waiting for his end.

As red Tiberium shards pinged around everybody and damaging one of the helicopters and forcing it to land, the Colonel stood up too. The soldiers around him paniked and the Colonel stared at his hands in amazement he was alive. He turned toward the McKagan troops and began yelling at them to stand down. An unusual sight to say the least, a Colonel with a massive red crystal in his shoulder yelling at McKagan troops to not shoot a whimpering man on the ground with an equally large crystal going from one end of his torso to the other.

The young sniper (Specialist Kinman) from November City who had never actually been in a combat zone suddenly felt good that he was being respected. It might be because he was holding the gun - but it didn't matter.

"Dude, I'm not going to shoot you. Just don't turn into a zombie on me, ok?"

He relaxed the gun a bit and pointed it in a more friendly direction - the ground.

The squad had pulled back a bit. They thought the officer was dead and there was nothing anyone could do. They'd put the Specialist on guard duty. After hearing the conversation the medic rushed to the officers side.

"Now I don't know much about tiberium - but I know how to fix impalement wounds. Will this thing do some weird shit to me if I start to remove it and fix you up?"

With the Leafanistani military having a massive presense in, but not being able to protect, Concord the McKagan military sees that it must react to the unseen Shiner threat.

Things in Concord were quickly falling apart. The Conference was no where near to being started as far as the scouts could tell and people were already being shot. Tiberium was slowly inching into the city and the McKagan soldiers didn't know how to react to it. The situation was deadly.

The IMA didn't know how to react to the inhuman aspects of the wide scale threat. However - the Shiners WERE combatable. They somehow had adapted to the tiberium forest in a way that kept them from being phased by it. The IMA was the most advanced ground force in the conflict. If some random dudes with a problem could adapt to a forest, surely the IMA could?

It was time to find out.

On the runway in November City an ASI-172 Medium Transport Plane stopped on the tarmac. A few buses from the local IMA base were waiting there. A total of 70 Krisona's loaded onto the plane.

Krisona's were the IMA's version of the Rangers. An elite force that's more numerous and cheap than small DART teams.

A few air refueling stops later and many, many iPod shuffles would put the plane over Concord - where they would airdrop in to locate and destroy the Shiner base of operations.

It was at this point that a UH-60 helicopter flew in and troopers wearing a new form of the standard battlesuit landed. The troopers had a golden faceplate and their IFF markers showed the Reformist flag next to their ranks. One was marked as medic and walked over to the impaled men.

He lifted up his faceplate and turned toward the McKagan medic. "Be careful, this tiberium stuff spreads quickly..."

He took another look and he mumbled: "Red Tiberium, thats new."

Cpt. Sanderson who had witnessed this whole exchange felt that he was entitled to an explanation and stood up. Everyone backed away. And from the reflection on the faceplate he could see his eyes were a bright red and his face had the characteristic tiberium build-ups.

The medic said, "Red Tiberium, this stuff is nearly 100% chance of making mutants. They are breeding Shiners with this. To sow dissent into our armies. If they would only realize the scum they are and let us put them into ghettos to concentrate them..."

Cpt. Sanderson cut him off, "Excuse me? I thought we were in Rovonia for a second. Or maybe Saharistan before we got through with it. They are citizens nonetheless aren't they?"

"Shut up you dirty communist scum!"

Mountains near Concord, 43 km away

The Tunnel was dug in a zone called a 'Genesis Pit'. At least that is what the Shiners called it. The area was filled with Blue Tiberium and its derivatives and stray dogs and Siberian wolves were brought in to bred Fiends. The Shiner's limited telepathy allowed them to control the Fiends. Their foreign purchased weapons were being coated in Tiberium crystals to help camoflague them. The stainless steel stolen from destroyed harvesters were being used to prevent the crystals from consuming the weapons.

Their members were given a new name following a ceremony where they received their first Tiberium crossbow. For firing Red Tiberium spears to 'convert' the enemy.

Juno was the commander of this Genesis Pit and the commander of this Tunnel. He looked at his 3 light tanks and at the dead Kraven trooper. He was in a corner pinned to the wall by yellow Tiberium, a non-reactive variety that could only be grown from Tiberium itself. He was stripped a while ago to discover the secret of their armour. Kraven must have known, or did so by accident, their armour was non-reactive with Tiberium and was extremely valuable to the Shiners. Their kevlar vests or stolen Leafanistani battlesuits were quickly consumed in a few weeks by their own Tiberium skins. A few left them on for too long and were entombed in them.

She watched as a few of her men pranced around in pieces of Kraven armour, including one person who had been lucky enough to assemble a nearly complete suit of it.

Juno wandered outside and rallied the Fiends, they howled together and chilled the bones of every harvester crew in the area.

One of her troopers came running and told her to get back inside and to seal the Tunnel's false Tiberium walls. He showed her from a RADAR of a downed I-89 interceptor an aircraft approaching and its IFF showed McKagan forces.

Juno was ready for a fight, but first she readied the propaganda vans, the UGVs based on the Sungri Scout were modifed to fit a stereo system built around a CD playing a loop of propaganda calling 'The Forgotten' as poor victims of government oppression and someone needs to assist them. She sent 4 of them out.
