(OOC) This RP is an introduction to the new regime that takes power in Kravania after the downfall of the former Fascist regime and the dictatorship of Atne Pavelic. This RP is NOT going to be a war RP nor do I wish for this RP to become one that invloves military actions or combat with other nations. Nations are free to use diplomacy to establish ties with the new Imperial Government, if you so wish.

Zagreb, Northern Kravania

The Fascist era was now over. The former Kravanian dictator, Atne Pavelic, was now in the hands of McKagan, after that nation carried out a spectacular attack on the ex-dictator's bunker, flushing him out with a strike with a small tactical nuclear missile, forcing Pavelic to surrender, along with his government and his loyalists.

McKagan has already sent Pavelic and his followers back to their nation, with the intention of putting them on trail for war crimes.

Pavelic brought Kravania to it's knees. Whilst being a genocidal tyrant, destroying two Kravanian cities with nuclear tipped ICBMs in an attempt to crush a pro-democracy uprising in Kravania and killing many other Kravanians in the many death camps that he built across the country; Pavelic was also an incompetent and rather unintelligent tyrant. Pavelic declared war on the Lone Alliance and for the first half of the war, Kravania seemed to have the upper hand, both tactically and numerically, for Kravania and Pavelic had the military superpowers of Roach Busters and Parthia on his side. However, in a move that was typical of Pavelic's incompetence and one of his worst miscalculations, he attacked the Lone Alliance with nuclear weapons, thus bringing McKagan, Velkya, Willink, Voxio and other nations into the war against Kravania.

After a stalemate which saw little action, Pavelic then attacked McKagan with nuclear weapons. McKagan hit back with a strike of 1000 nuclear tipped ICBMs, mainly hitting infastructure and military targets across Kravania.

After this and the use of nuclear weapons against Kravania's own cities by Pavelic, made him detested by all Kravanians.

Kravanians are a strongly patriotic people, also proud of their independence and their self reliance. However, most Kravanians celebrated the news of McKagan sending in it's special forces to overthrow the Pavelic regime and arresting him.

McKagan got help in capturing Pavelic, after they were given a tip as to Pavelic's location by Cornelius Constantine.

Cornelius Constantine, a 32 year old man of aristocratic background, was one of Kravania's richest men, valued at around 25 billion USD. Unlike Pavelic's cronies, Cornelius made his wealth via legitimate means, builing up a huge real estate conglomorate. Given his immense wealth and status, his keeping distance from the Pavelic regime and his extensive charity work, Cornelius was a popular figure in Kravania, especially in his home city of Zagreb.

Cornelius also belong to the House of Constantine, a huge and once very powerful family of noble blood, that rose to power under the Byzantine Empire and kept it's position secure under the Ottoman Empire, the Austro-Hungarian Empire. It lost it's status and it's land under the communist regime of Josef Tito when Kravania was part of the Yugoslav Federation. However in 1991, when Kravania was formed out of the regions of Slovenia, Croatia, Bosnia and Montenegro, the House of Constantine got it's wealth back.

Cornelius, given his huge status, the high levels of respect paid to him by the Kravanian people and the fact that Cornelius helped put and end to the Pavelic regime; now felt it was down to him to save Kravania from it's current state of despair and ruin.

After a series of meetings with the military command of Armed Forces Kravania and other government officials and civil servents who had also abandoned the Pavelic regime and the Fascist cause as well as Kravania's top businessmen and corporate representatives; Cornelius called for a meeting of all these individuals, with the aim of giving Kravania a new government.

The meeting was a modest affiar, but an important one.

At it's conclusion, Cornelius Constantine proclaimed himself Emperor of the new Empire of Kravania. From now on, Cornelius Constantine was to be addressed with the title of Emperor Constantine I.

A new document was released to the Kravanian Empire, it's people and the international community. The document contained Imperial decrees that were to establish the new Empire.

It was the first step to establishing a more documented and detailed Imperial Charter, which would be made later, once the new Empire had established itself firmly.

With this, the Empire of Kravania was born.

Official Imperial Proclamation of the Empire of Kravania

This is the first Imperial Proclamation of the Empire of Kravania.

This Imperial Proclamation enforces the founding laws of the Empire of Kravania and mark the official end of the former Fascist Republic of Kravania.

This Imperial Proclamation has been written and enforced by His Imperial Majesty, Emperor Constantine I.

Imperial Decree No. 1: The Fascist Republic of Kravania has been abolished by the supreme authority of the Emperor. In it's place, The Empire of Kravania replaces the former Republic.

Imperial Decree No. 2: The concept of Citizenship has been abolished. As of this day, ALL Kravanians are now subjects of the Emperor and the Empire.

Imperial Decree No. 3: The former capital city of Kravania, Kravania City, having been destroyed by a nuclear attack during the war, will now be rebuilt and upon it's completion, shall be known as Imperial City.

Imperial Decree No. 4: The Kravanian currency, the Kravanian Credit, has been replaced with the new currency of the Empire, the Imperial Credit.

Imperial Decree No. 5: The former ruling party of Kravania, the Fascist Party of Kravania (FPK) is now a banned organisation. ALL political parties are now declared illegal throughout the Empire. The Emperor has seen the damage political parties and political ideologies, whether they be Communism/Marxism/Anarchism/Liberalism/Conservatism/Fascism/Nazism/Religious Fundamentalism, have caused to the people of Kravania and the amount of suffering caused by these various groupings, all of whom inflict this to further their own agenda and power games. As of this day, the Empire shall be free of the tyranny of party politics and the Emperor alone shall be the ONLY source of authority in the Empire.

Imperial Decree No. 6: The former National Assembley of Kravania has been abolished. As of this day, the Empire shall have no more need of Assemblies or Parliaments. The Emperor shall appoint all cabinet members to the new Imperial Government. The Emperor alone has the authority to remove those cabinet members. Elections are now banned in Kravania for any level of Governence.

Imperial Decree No. 7: The Emperor shall always act as the Head of the Imperial Government, for only the Head of State can be the Head of Government. The Emperor is thus supreme in his authority.

Imperial Decree No. 8: ALL Trade Unions are now illegal in the Empire, as is the right to go on strike in ANY sector of the Empire's economy. The Empire will not tolerate industrial unrest and economic sabotage. The Empire, however shall make a pledge to uphold decent pay levels, working conditions and employment benefits for ALL workers in the Empire.

Imperial Decree No. 9: The Empire shall be a secular entity. The Emperor abolishes the position of the Catholic Church of Kravania, as the State Church. ALL privileges and power that the Catholic Church held under the Fascist Republic are now void. ALL religious schools are now illegal and religion, in any form shall NOT be tolerated in the education system of the Empire. ALL religions will now be liable to government taxation and their tax-exemption status has been revoked. The Empire shall tolerate ALL religions, provided they are non-violent and refrain from influencing the political and social institutions of the Empire. Religion is now a private matter of faith for those individuals concerned. The Empire shall also uphold and defend the rights of non-believers and athiests.

Imperial Decree No. 10: The Kravanian Armed Forces are to undergo a phase of re-organisation and then a phase of expansion and rebuilding.

The Armed Forces are to be divided into the following branches:

1.) The Imperial Army of Kravania
2.) The Imperial Navy of Kravania
3.) The Imperial Air Force of Kravania
4.) The Imperial Guard

The Imperial Guard is to be the elite of the Armed Forces, for they shall act as the last line of defence for the Empire and shall also act as the Emperor's guardians, protecting the Emperor with their lives. The Emperor has direct command of the Imperial Guard and the Imperial Guard answer to the Emperor's authority alone.

The Armed Forces of the Empire shall keep and expand it's stockpile of chemical, biological and nuclear weapons. However, the Empire shall ONLY EVER use those said weapons if attacked first by another nation in time of conflict.

Imperial Decree No. 11: The Empire shall defend itself from terrorism, espionage and political subversion with it's own intelligence agency and secret police, this new agency shall be known as the Imperial Intelligence Agency (IIA). The IIA have absolute powers and will have the ability to arrest suspects without warrants or court orders. The IIA is immune from the judicial system and IIA agents are immune from prosecution.

Imperial Decree No. 12: The Empire shall NOT interfere in the private lives of it's subjects. The former Fascist Republic banned many natural human practices and other non-harmful activities. The following are now LEGAL:

1.) Homosexuality and bisexuality
2.) Homosexual marriage
3.) Abortion
4.) Pornography, with the exception of child pornography.
5.) Recreational drug use, ALL drugs are now tolerated and regulated by the Empire.
6.) Divorce

Furthermore, The Empire will NOT tolerate open displays of racism, sexism, homophobia, religious hatred or any other hatred based on an individuals inherent condition.

Gender equality has now been enacted, with equal pay and employment protection for women and protection for all races and for homosexuals in the employment system.

Imperial Decree No. 13: Those Kravanian subjects who openly reject the above Imperial Decree's shall be punished for terrorism, treason and subversion. Those said individuals shall be exiled from the Empire or re-educated in the Empire's political prisoner facilities. Those Kravanian subjects who reject the above Imperial Decrees via means of violence shall face the death penalty.

I have honestly never come across your nation before, as you did not RP with me when the Fascist government of Pavelic was in power.

The idea for an interesting story just occured to me. I explain everything in the TG.

President Robyn Cavalt had been elevated to a whole new level. The McKagan military had been elevated to a whole new level. Over the last decade trillions of dollars had been blown into weapons research and organization that some thought would never pay off. Now they had.

McKagan, not only on a military level but on almost all levels, was now a megapower. It was official, too. The recent events surrounding Atne Pavelic had gained McKagan so much respect that almost every part of everyday life was improving. The economy surged upwards to new heights and, after several highly patriotic speeches by commanders, massive new funding for the military was approved.

President Cavalt had made her speech about the war and her approval rating had hit nearly 80 percent of the nation.

All was not well in Triesa, however. McKagan's newest world class city had seen a creeping rise in violence and religion based warfare. The TCPD had created new anti-crime Special Forces teams to take certain people down. What was causing this? It was simple. Triesa is a World City. Atne Pavelic is going to be brought to be justice legally in that city.

A vast majority of the Christians in McKagan lived in Triesa. The city was still huge and boasted a massive secular identity as well.

During the Kravanian alliance the McKagan media had proclaimed Pavelic a "Christian extremist," considering being called a Christian in McKagan was mostly a bad thing this had led most McKagan's to actually believe that Atne Pavelic was a decendent of Jesus Christ who was being destroyed by the evil, secular McKagan government. Finally, the vast media machine of McKagan had turned the people of McKagan against each other. Once a trial date is set for Pavelic a number of foreign people will be coming to the city. All that is needed to start wide scale civil unrest is a spark...

Our other goals are to restore order and aid in the formation of the early stages of the new Kravanian military in order to prevent internal strife from rising in the early days of your government.

I gives me great pleasure that my first letter to a foreign Head of State as Emperor, is to you.

First off, I agree with you on the need for a treaty.

I think in the months to come, it is of great importance that an official alliance be made between the Empire and McKagan. My Imperial Minister of Foreign Affairs will be approaching your nation soon with the details of such an alliance.

With regards to the chemical you posses that removes radiation, please inform us of the market price of that product and the Empire will wire the monies over to your State Bank in order to make a purchase of the said chemical.

The Empire has trained teams of professionals who will remove the radiation, all we ask of you is that you ship it into space, for the Empire has yet to develop a space programme of our own, though this will change soon.

Your worries of civil unrest in the Empire are, whilst understandable, not needed. Atne Pavelic hardly has ANY loyalists in the Empire left. Pavelic is so hated that no Kravanian of a sane mind would seek the restoration of his Fascist State. The pro-democracy movement in Kravania is also non-existent, given the attacks Pavelic made upon his own people. Terrorism is vitrually unknown in the Empire and despite Pavelic's racism, now Kravanian's of many different races and ethnicities are in harmony, for they all support the new Empire.

There is zero chance of Pavelic and his band of followers/thugs causing trouble, thus the Empire will decline your offer of McKagan forces being deployed in the Empire for security duties.

The Empire is respectful of other nations and their inherent right to sovereignty and the Empire asks the same of all nations, to uphold and respect the Empire. The Empire cannot permit foreign troops on our Imperial soil.

The ICBM strike made by McKagan killed 50 million or so Kravanians. At the time of that strike, the Kravanian Armed Forces was 32 million strong.

60% of the fatalities of the ICBM strike were civilians and thus 20 million members of the Armed Forces were killed, leaving 12 million troops and personnel in the Armed Forces.

As you can see from these statistics, whilst rebuilding does need doing, the Armed Forces of the Empire are in NO WAY destroyed or on the verge of collapse, as some of our enemies would like.

During the War against the Lone Alliance, the Kravanian Armed Forces, as a fighting force, showed skill and bravery. The start of the war saw the Lone Alliance government flee it's nation and it's populus turn into refugees, such was the success of the Kravanian military.

The point I'm making is that the Kravanian Armed Forces are well trained, well equiped and battlehardend, the War was lost because of the incompetence of the Pavelic 'leadership' and his insane use of nuclear weapons first, thus provoking the War to escalate and end in Kravania's defeat.

McKagan, Willink, the Lone Alliance, none of these nations made Kravania lose the War. That goes to Pavelic, who was as bad at fighting a war as he was as bad at running a country.

The Empire will rebuild and grow strong and this will be done with our own will, determination and our own people.

The Empire will NOT accept chairty, we are too good for that. If you wish to give us weapons, then the Empire shall buy them, not rely on freebies.

The Empire is not some third world, poverty striken dump, but a large, militarily strong European power.

The Empire shall soon be a global power, on all levels. The Empire wishes that upon our elevation to global power status, that your nation and you, President Calvat, are our loyal partners and allies in this great future that the Empire WILL construct.

Before I sign off, I'd like to inform you that the Empire is, by the definition of political analysts, an Autocracy and an Absolute Monarchy and that is the way it will laways be from now on.

However, given that you would be correct in calling me a dictator yourself, I'm not insane, illogical or extreme, say like 'President' Pavelic.

I base my Empire on those of the Roman Empire under Julius Ceaser, Macedonia under Alexander the Great and France under Napoleon I.

I do not follow any political ideology, I hate the Left as much as I hate the Right. Thus I have made ALL parties illegal in my nation, closed down the folly of parliaments and elections.

On the issue of political freedoms, I am autocratic and will NOT tolerate ANY opposition. However I support a free market economy and won't interfere in the world of business, save for my own business activities. On social issues, I'm a liberatarian, as you can see, I have just legalised drugs, homosexuality, gay marriage, divorce, abortion and pornography. As long as my people support the Empire and don't get involved in political activities, they can do what they want with their lifestyles and in their own homes.

Imperial Rule will rebuild my nation into something that other nations will want to aspire to.

However, given all of that, I respect other nations and their choosen paths, be it from the extreme left to the extreme right. As long as nations don't try and impose their systems on other nations, the Empire is at peace with them.

We have no fear that this price is fine with an empire as wealthy as yours.

We've been informed that your military is also trying to recover from the nuclear attacks. McKagan has strict weapons export laws and at this moment our catalogue is frozen to you. There is a great chance, our inside sources tell us, that select items from it will be unlocked within the week. Until then we can only guess and hope that we have the chance for future business.

“Of course,” interjected President Boon, who was lying on the couch, “anyone would be more competent then that fanatical pinheaded man-child Pavelic.”

“Yes,” replied the Foreign Minister, “Pavelic certainly lowered the bar, which possibly explains why the Lone Alliance, Mckagan and the Beltway have been so quick to offer the Constantine government recognition, economic relations, and in the case of Mckagan a military alliance. All have employed the absurd rationalization that the recent war was against Pavelic, not the Kravanian State. Such a rationalization is either delusional or opportunistically cynical. Pavelic might be gone but structurally things have not changed in Kravania. All power remains concentrated in the hands of one man, instead of a President for Life there is now an Emperor, and the majority of the surviving Kravanain elite have kept their positions. The Emperor has proclaimed peace and made promises of friendship but could easily change his mind on a whim. Rushing to embrace an unpredictable autocratic regime that has been in power for such a short period of time is nothing if not irresponsible.”

“Constantine in his public statements has also shown himself to hold imperialistic aspirations of ‘Great Power status,’ and a belief that Kravania did not really lose the war (that Pavelic lost it through sheer incompetence). He also has stated his intent to keep Kravania’s WMD arsenal… So a massive war was fought, millions perished, and yet little has changed. Kravania remains a dictatorship, it is keeping its arsenal, and it is still set on imperial ambitions… This has all the trappings of a farce.”

“All very troubling,” the President remarked.

“Recognition is thus out of the question,” the Foreign Minister continued. “Let us keep Kravania distant and under watch.”

The State of Amestria has decided not to extend recognition to the present Kravanian government at this time. All sanctions placed upon Kravania by Amestria will remain except those prohibiting the sale of food and medicine. Because of health concerns and the lack of a recognized government, travel between Kravania and Amestria will remain restricted.

Amestria is willing to setup an impartial organization so as to provide both public and private humanitarian aid to the devastated Kravanian people under condition that strict monitoring of the distribution be maintained.

The Empire of Kravania welcomes your correct analysis that all past ills that existed between our two nations were down to the insanity of the Pavelic regime, who brought ruin to both our nations.

Do not worry about relations between the Democratic Imperium of McKagan and the new Kravanian administration becoming too prevalent. While the alliance and pledge of military support should either nation need it be required is on the sheet - McKagan isn't going to walk into an offensive with Kravania because of this 'alliance.' Your worries of McKagan corporations making the current administration there too powerful are unneeded. The senate hasn't (and doesn't plan on) allowing Avalt Systems International to release most portions of their catalogue.

The Kravanian mainland had been decimated by a massive McKagan nuclear retaliation. Everyone knew that - but few had the ability to profit. The McKagan companies that had humanitarian resources couldn't find people willing to go into a radiation zone - and they couldn't afford suits to protect them. For the most part the people who sold the suits didn't do anything OTHER than that - and didn't have a thought of giving away profit to help a nation McKagan was at war with.

What was worse was that the McKagan government was ordering these people to do anything. They'd set up an email account and made it public (to corporations) for what the corporations were willing to do for Kravania. That way Cavalt had an organized listing of just what she could offer to Kravania. In the grand scheme of things Constantine had hurt himself by not allowing McKagan to send troops. Cavalt wanted to help Kravania. She didn't worry about profit margin. If Constantine had allowed troops into Kravania the nation would be rebuilt so much faster than it would relying on corporations who do worry about profit margin.

That was pointless though. McKagan, an Imperium, had obviously colonized too many nations for it to be trusted for a "restore and leave" mission.

A massive supertanker sat at the docks. Several pipelines and ladders connected to it, along with cranes that reached over its open cargo holds. The ship was Slither, a massive vessel that ASI had contracted to move the first of three shipments of the chemical radiation absorbant to Kravania.

While Slither was still hooked to the pier several trucks moved around its base. Some were contractors carrying out official work - some were workers... and some were more shady than that. Late in the evening while the sun was disappearing over the horizon of the ocean (creating a red-ish effect on nearly everything) a COV-TMSC pulled up.

The scout car, somewhat resembling the humvee's that some nations used. This was the less overt model. Painted in a white/grey color and with no weapon on top it was the general type of vehicle used by troops stationed in cities during peacetime.

It turned behind some massive (but empty) cargo containers that lined the pier and parked. Exiting it was a tall, thin man of about thirty. With a leather vest and sunglasses on he looked like a fighter pilot trying to look like a rockstar.

Following him were five shorter people, three males and two females, all looking obviously younger and less like they had just came from a Guns N' Roses concert.

Walking up the pathway and onto the deck of the ship with the red sun in the background reminded John Favre, the rockstar looking figure, of waiting on the tarmac at Walker AFB in McKagan City for the arrival of Omar al Zarqawi after McKagan forces captured him.

Just like then he could see several small, civilian boats in the bay near him. Were they simply citizens enjoying an evening with the feeling of peace? Or were they Global Jihad terrorists waiting to ambush the super tanker, sink it in the harbour, and shut down about one third of the cities port?

Favre had always been paranoid. After the Global Jihad group tried to take over Saharistan on his watch he'd made it a personal objective to kill any Jihadist that touched a McKagan asset.

The only problem? He wasn't in the McKagan Defense Department anymore. He wasn't even in the military. Five months ago he'd retired and joined Avalt Systems Inc.'s new Corporate Security Detail. Basically a Corporate Commando force, it had promised a few secret engagements and even more secrets than IMAF had intrusted in him surrounding the air security around McKagan City.

He walked into the superstructure of the ship. After wandering around for just a few moments he found his office and set up his laptop. After turning his TV to SRN News he walked to the bridge to meet the Captain for what would for sure be a healthy conversation...

Early the next morning the supertanker broke free from the pier. Slowly gaining speed it exited the harbour and moved into formation with the three cruisers and covert SSN that was escorting it.

For the next few weeks it would journey through blue water to Kravania. Delivering its cargo would make ASI billions of USD's and boost their reputation.

He'd been assigned to get it there safely.
