A chemical attack. If that happened, Hollywood would be worst (due to all the popularity. It would tak ehuge toll on the economy in temrs of movies and stuff)

Depends on the objective. Do you want loss of life, property damage or just plain fear? For the first, a nuke would do the best if you don't want to frag half the planet, while a bio attack is great if you don't give a damn about collateral damage. For property damage, nukes, chemical spills off the coast, and wide spread bombings do wonders. For fear, bioweapons pull into the lead again, with nukes and bombing campaigns right behind.

How about taking over two planes, dispersing biological agents from the planes, releasing chemical agents in the airport before boarding, flying one plane into a supertanker and thus sinking it, and then flying the other into a nuclear reactor? Oh, and one last terrorist uses a suitcase nuke. There!
