Chile, as most of you know, is located west of Argentina on the coast and tip of South America. The Andes Mountains run down the eastern border of the country. It is extremely long and narrow, in fact the longest on the planet. The economy is very good (not as good as the USA, but, still above average.) It's military is 45,000 strong and Chile has a respectable Army, Navy, and is expirimenting with an Air Force. It also has the Carabineros, internal police. It's military comes to 165,000 soldiers, 6 destroyers, and eight smaller ships

(OOC: most other people have more, and as far as air force goes, in 1910, almost no countries had one, although many were experimenting)

(Yea I believe there are like maybe 2 or 3 exceptions. RUssia being one of them.)

A single ship sails towards the CHilean coast. Inside is an ambassador, his hair seemingly plastered down as he steps off towards the shore. He speaks Spanish with a strange accent, his language definetly not SPanish as it's clipped.

Two guards approach him. "Who are you?"

"You wish to see the President? Follow us..."

The men walked towards the Presidential palace, and were joined by three more guards.

The man was silent, in itself no Russian soldiers couldn't accompany him due to the secrecy of this mission. But it must be done. He slowly followed after them, his feeling of security held by his own personal pride.

The doors were opened, and the President stepped into the doorway. "What is it?" The guards replied. "A Russian envoy."

"Ah! An alliance, I presume?"

"Actually, no. Russia is having enough problems in Asia and Europe to get entangled in the problems of America. Were the United States more inclined towards a RUssian envoy, we'd be more than willing." He coughed in his hand, feeling the disappointment in this rather militarily dependent nation. A single corp of the RUssian army could have fought the Chilean Army on even terms. But that wasn't what he was here to do.

"My service her is to simply as an informer. Russia knows that the US is overall the more powerful of this continent's powers. However, Argentina was the ally of our former enemy of Japan. We believe it was two Argentinian ships that sunk some of our ships off Tsushima. Because of this we wish to give a "hand" as it were to other countries that may wish to protect themselves from the Argentinians." He felt a sly grin crossing his face.

"You see Russia can not join any alliances with Chile for this doctrine. We do not wish to anger the United States when so much of Europe is playing off the other. However, we are alarmed with Argentina having so many alliances. We are afraid that their alliances may allow them to conquer your region. How long do you believe it may take before an army with Argentinans and perhaps Japanese or Germans may be?"

"Now Russia can not offer an alliance. But let us say that it so happens that an unregistered Chilean submarine were to sink an Argentine battleship, well that would be unfortunite. Or if say a Russian ship were trading with Chile due to a trade agreement we are more than willing to create with you, and ships from Argentina attempt to stop it, or blockade you, then we would be more than willing to support "our" shipping."

"I hope that this "agreement" to not set up an alliance, but to set up... something else, would work for you."
