General Chang waited in his office arranging maps of topographical relief featuring Siberia and Kazakhstan were placed on his leather table. As delegates from nations all over the world would arrive at his office in half an hour, there was much preparation to do.

To whom it may concern,

On behalf the PRC, I would like to invite a representative from your nation who is authorised to discuss the current geo-political situation in Asia and
who can make the neccesary decisions, to attend a secret summit in China. The location will be revealed at a later time.

The telegram was encrypted and sent to Spyr, LRR, and Japan.

Foreign Minister Shimizu shrugged as Prime Minister Minase sat back in his chair.

"What shall we do? I mean, I can go if you'd like; I have authorisation as they requested, and I can go to China for some party or whatever. I'll require some backup though, someone who knows about all this cloak-and-dagger stuff."

Minase smiled as he reached for his phone. "I'm sure Shinseiki Tenno knows someone somewhere."

Parliament is rather surprised when it recieves an invitation to the Chinese Secret Summit. It isn't often that a nation trusts the INU with secret information, given the very open nature of Parliament, so this likely important summons is handled through the relatively more secretive Foreign Ministry.

Faisal Amer, a Parliamentarian currently slated for diplomatic service, will probably be sent to attend the conference, armed with the usual volumes of government projections and studies.

(Heh, stop whining! The INU and ISC actually had to fight the Chinese to keep them off the sub-continent, just a few years ago! And the Drapoel, way back. Russia's privileged by not having had to defend its much weaker and more attractive borders up to this point :) )

The Central Committee of the Strainist Party had assembled for debate on the matter of the Chinese invitation. The addition of Javanese Strainists to fill the thinning ranks of Lyong's septuagenarian 'old guard' had done little to change the committee's reputation for heated debate.

"... and do we know anything more of the Chinese intent with this? The 'current geo-political situation in Asia' at present is so broad as to tell us nothing, and much is happening which might rouse Beijing's concern. The Philippines, instabilities amidst the 'New States' of the Southeast, Tsarist regression in Russia, conflict and revolutionary transition on the subcontinent... we can hardly authorize a delegate to deal with all such matters."

"Do you really think it matters what the Chinese want with us, Reiden? Our continued prosperity is contingent on export trade, and there are few markets more desireable than that of China. We are hardly in a position to refuse them much of anything."

"Prosperity is not vital to our continued survival... if it were, would we not open our Russian border and abandon the Baltic embargo? We do not, for the noose of the Holy League draws ever tighter around the neck of Asia, because we deny our common cause. They are paper tigers who will crumble if only we stand against them, as the peoples of Africa now seek to do.

Chairman, Shiwen-daisu, grant me authorization from the Party for this meeting. I will do what must be done to ensure Beijing understands the dangers we face."

The Committee spends a moment in silence... though Shiwen Sutreiin has stood at the helm of the Party and its Central Committee from its inception, a direct appeal was nearly unheard of. The daisu's word carried with it an authority disconcerting for the ostensibly democratic Party, and so for the past thirty years his instructions had remained indirect at best, leaving the rest of the Committee to debate over the details.

Reiden Harsk, you spent time in Beijing during the rule of Mao... you will go there again, with the blessing of the Party. You will speak with our voice, you will be cautious, and you will decide our course of action there."

(Excellent, now things can continue. I originally envisaged this happening ICly a few hours after the Indochine thread)

In the meeting room, security was the tightest it had ever been. A signal jammer operated outside, with noise generators stopping any attempts at eavesdropping. Needless to say, there were no windows in the room. As the delegates gathered, General Chang addressed the group. He was blunt and to the point.

"Thank you for attending this meeting at such short notice. I am sure that many of you have already heard of the latest events in South East Asia over the last 7 hours. I'm also certain that the leadership in your homelands know of the threat posed by the resurgent Holy League.

Before I begin China's proposition, is there anyone who wishes to add anything?"

Foreign Minister Shimizu raised his hand.

"I have something to say. The Japanese people are in uproar about this! The imperialist actions in the Philippines stirred up a lot of dissent about European actions; the Philippines situation was at least partially responsible for the nationalist Aikoku Toko becoming the second-largest party in our legislature. Now we find that Southeast Asia has been assaulted, and I guarantee you that Japan will not sit quietly. We are already discussing the possibility of trade embargo on the aggressor nations, and a formal protest will be sent via our embassies ; if a certain vote is passed, then said embassies will be recalled.

However, despite Aikoku Toko's belief, we cannot act militarily against the Europeans. At least, not on our own."

When the League struck the distant Baltics, we warned that failure to stop them there would mean we might soon see them closer to home... we still maintain an embargo upon Russia and the League, though alone such a measure has proven meaningless.

"Excellent. I'll begin China's proposal for military co-operation against the Holy League.

A pre-emptive strike against Russian ports* on the Pacific by our armed forces, to be conducted within two weeks at most. The PLAN is probably capable of doing this on our own, but we will require considerable logistical support from Lyong and Japan."

*OOC note: Vladiovostok? Or is that part of Lyong?)

[OOC: Vladivostok is in Lyong, though it was home to a Russian naval base once upon a time... a (rather shoddy attempt at a) map (http://img92.imageshack.us/img92/2748/eastasia1zw.jpg) which properly shows the peninsula integrated into the surrounding geography... 'Gochu' is the Lyongese name for what the Russians call Vladivostok].

It is some time before the Indian National Union's representative arrives in China, due to the roundabout route necessary to keep one of the IAF's precious few Tu-154s over friendly skies. Faisal Amer bursts in unexpectedly and takes his seat, pretending to ignore any awkward looks being directed his way.

(I don't know if it's significant, and Depkazia's not invited to make a fuss about it, but, across the Chinese border, where Tchokareff continues to accuse Russia of stealing, "Kazakhstan, and my water", state media is publicising the presence deep inside Depkazia of, along with a few hundred soldiers, Adrianna Groznyy, Queen of Nigeria, along with persistant rhetoric about [highly questionable] developmental aid to western China that leaves on in little doubt as to where Samarqand leans on this potential conflict. Unless Tchokareff is just lying, or about to have a random change of heart, which is entirely possible.)

"I can tell you right now that we aren't necessarily opposed to an invasion of Russia, but any such invasion should concentrate on destroying the Russian pacific fleet. Tsarist naval assets constitute the number one threat from that direction, since the Russian ground army is probably too small to undertake much in the way of offensive actions. If the ports on Sakhilin and the Sea of Okhstok are put out of action, the French and Spanish will have no easy way to send troops to the Southeast Asian theater. Between China and Sujava, all the approaches to the region can be held from the French. They really have put themselves in a tough spot."

"If we are talking about an invasion of Russia, then Japan will reclaim 'Sakhalin' and the 'Kurils'. We cannot simply declare war and then return to the status quo afterwards, especially not if we have an opportunity to regain rightful Japanese territory.

Besides, as I am sure we all realise, the navies of Lyong and Japan will be on the front line...in fact, our very nations will be on the front line. I realise that China also shares a border with Russia, but you can guarantee that they would launch strikes against Lyong and Japan because our suffering would cause less consternation amongst the Chinese populace. A sad fact, but a true one."

Foreign Minister Shimizu took a sip of water. "I can tell you right now that if we are going up against Russia, then Japan wants those islands back."

"Lyong is confident of our ability to hold the Russians at our border should they seek to advance, and Japanese authority over the 'Kurils' and 'Sakhalin' is certainly an acceptable outcome should conflict with the Russians break out. Indeed, 'Sakhalin' is the site of the best naval ports left to Russia since the fall of the Soviet Union left us in control of their Vladivostok port, as well as being in easy range of the mainland ports from which they might manage to maintain a navy that is not blocked in by ice for more than half the year.
Seeing it in Japanese hands would mark the end of Russian capacity to maintain a worthwile fleet in the Pacific, and would curtail any French or Spanish intentions to ship reinforcements or supplies to the Asian theatre for either their campaign in Cambodia or any future campaigns.

However, I must advise that our ability to project forces into Russia is limited by several factors, however... our forces have plentiful rocket artillery at both short and long ranges, as well as some long-range tube artillery captured in the war against Bonstock. These forces are already in position in the north of Lyong, either on the river Meyon marking the Russo-Lyong border or near the border with Dra-pol. We also utilize fighter aircraft derived from Sukhoi-27 designs, capable of delivering ordnance at long range and of equalling any Russian or French fighter craft currently in operation. But, we lack bomber and transport aircraft, with only a small number of paratroopers and no long-range missiles... our effectiveness as a partner in these matters will be dependent on skillful cooperation with allied forces more capable than we at delivering massed ordnance against distant targets."

A fax arrives all of a sudden on Chang's desk, interrupting him.

"It seems the French fleet has turned back all of a sudden. I guess we won!"

"From Vanuatu and New Caledonia, they stepped to the Philippines... while the iron of the chains was still hot in Manila, they stepped to Cambodia. Then, faced with the united will of a continent, they fell back.

Can we afford to rest easy because they have chosen to leave for today? Can we continue in the hope that in future we will not face a Holy League made more potent by further expansion in Europe and Africa, or more confident by the exploitation of tensions between China and India?

We will not have won until we ensure that this is more than a temporary reprieve while they wait for a more advantageous time to strike."
