Korean Army to expand

In response to the Indian War, Our Majesty has announced a call for more soldiers- a total of 180,000 men.

"We are in urgent need of new Infantry units to keep the homeland secure during the war effort. We are therefore authorizing the recruitment of 180,000 men to create an Infantry Corps and a Division, plus an Artillery unit to be sent to India to help suppress the rebel forces."

Limited anti-war protests did occur, though no casualties were reported.

Emperor Gang checks into Seoul General Hospital

Our Majesty today, checked into Seoul General for a medical checkup, his spokesman citing "health reasons."

"Our Majesty is not ill. However, he has been noting negative feelings and symptoms, and thus has decided to enter a hospital for treatment."

He is expected to stay until he is cleared by doctors to return to the Palace.

BOMBAY, India-

Hello, people of Korea. I am fine, and I hope things are fine at home. I have been getting letters from the Family, but it does take them a little to get here, and the Times of India doesn't cover much news in Korea.

Bombay is nice, the weather here is fine, and the people are great. Well, great as can be when there's a war on!

Having said that, I am pleased to be saying I am working with the eminent Field Marshal Viscount Bernard Montgomery. He is an honorable man, if a little proud and cautious. I cannot say what I am doing, for security reasons. But, I can tell you it will bring peace to this troubled area.

I think that perhaps, things are going well, no? Reports indicate the Commies are not doing too well, our boys and the USEA men are doing a terrible blow to them. If there is one quibble, it seems that the Muslims have stirred up quite a ruckus. Though I am not certain what it is.

So, people of Korea, do not lose heart. This will be over soon. And Dad-Hope you're okay!

Russians ask for plebescites in Russian areas

Today, the United Nations saw the Russian Prime Minister, Alexei Romanov, asking for plebescites to determine whether the ex-Russian territories taken by many nations during the Third World War, including the Vladivostok Protected City, to determine if they wish to rejoin Russia.

Speaker Gu has replied he will allow any plebescite if the UN says so, but noted that "I don't think the Russians will get what they want. After all, Vladivostok has prospered, and both Russian and Korean in the city have benefited from representation in the city and in the Congress. So it'll be tough for Mr. Romanov."

Anti-plebescite protesters demonstrated in Seoul, calling for the Government to call off the vote, chanting, "Hey Hey Uncle Kim, Don't You Dare Sell Out To Him [Alexei Romanov]" and carrying signs depicting PM Romanov as his father.

The Asian Space Programme's first launch was a certified succes as the Gio Dong module contaning various Hi tech electronic sensors was launched from the Asian Space Agency's launch facility at Hat Yai in Thailand via a Korean Sejong IRBM.

The launch went off without a hitch and the module, which contained a radio transmitter and reciever and several sensors for studying conditions in near earth orbit, achived sub orbital altitudes over mianland China before and landing in the middle of the sea of Japan.

Whilst in flight communication between the module and a series of purpose built ASA tacking stations, built in member countries, was achieved.

The next launch is scheduled for April 3

Election time nears again!

Once again, election time is upon us.

Incumbent candidate Kim Gu is once again on the ballot. Praised for the recent success of the Asian Space Program and the good economic times under his Government, he does face some criticisms over his handling over the War in India. However, he is largely expected to win once more, seeing as how he is currently up in the popularity polls.

Opposition Candidate Lyuh, meanwhile, is running again. He is not expected to win, according to analyists.

Cho Hyang Dan dies

Famous Socialist Cho Hyang Dan, known as "Comrade Cho" among Old Socialists in Korea and responsible for the rise of a powerful Korean Workingman's Party that ultimately fell during the Civil War, died today of natural causes.

The Social Democratic Party issued a statement mourning her death.

She is remembered for becoming a powerful voice in Korean politics, and a thorn in Rhee Syngman's side during his Government. Her moderate policies, which softened during the 20's and 30's, enabled her to build a massive following along with aid from the then existing Soviet Union using charity programs and even microloans to small business. However, after the Third World War and the Civil War, she fell into obscurity, hounded as a puppet of the Union even after she salvaged the moderate remnants of the KWP into the Social Democrats of today and tried to distance herself from the Union and the radical Kim Il-Sung led elements of her party.

She will be buried in a private ceremony outside of Seoul.

OIL SHOCK!

Today, markets suffered a severe blow as economists and analysts have confirmed that due to current instability in the Middle East, production has dropped significantly.

Many automobile and shipping companies saw their stocks decrease dramatically, and stock in Hong Aircraft reported a massive drop in prices as well. In addition, there are reports that fuel costs may go up dramatically-bad news for many Korean motorists and families, who depend upon foreign oil.

Speaker Kim called for calm, and assured the Korean people that "we will weather this emergency."

Prices go up, consumers expected to take a hit

Today, gas prices have gone up dramatically, and many motorists are now crowding onto railways to try and get some relief. Also, the stock slump that began last month is still on, with Hong Aircraft reporting low earnings for the 6th straight week in a row. Reportedly, consumer spending has begun to decrease, and inflation has also begun to occur.

Bank of Korea is marshaling government resources to try and prevent runs on its branches, and is trying to work with the Kim Government to prevent the Crisis from spiraling out of control.

"The Crisis as it is could be worse. We have not experienced mass unemployment and our currency is still sound. But, we need to take steps to bring this Crisis under control before we see Koreans begging on the streets," says Congressman Lyuh.

Kim Gu reelected

Today, election results have returned an obvious victory for Kim Gu. However, Mr. Kim, who was challenged by a sudden surge by the Social Democrats in the Congress, finds his party's almost-total majority now that the Social Democrats have attained seats giving them 15% of the Congress-a huge jump from a previous 5%.

Kim also must deal with the oil shock, and other crises as well. However, Mr. Kim has assured the people that "Korea will prevail."

Emperor Gang Dies!

At 6:37 AM today, it was offically announced that the Emperor of Korea, Gang, had died of natural causes.

The Emperor oversaw Korea's continued economic expansion, the rise of the Seoul Conference, and witnessed his nation becoming torn by the Communist-Capitalist divide in the Civil War. However, he was also remembered for being active, and well-loved leader, and members of the family noted he was "a busy man, but a man who was always there." (SIC: What they don't say is that Gang was a ladies' man...)

His body will be publicly viewed in the Royal Palace until the 25th, where a public funeral will be held.

In other news, Korea today has entered a day of national mourning to honor the Emperor. Citizens have been seen with black armbands, and churches and temples alike have been filled with memorial ceremonies honoring him.

Funeral held for Gang

Today, in a ceremony presided by the Archbishops of Seoul and Pyongyang, the head priests of the Confucian and Buddhist temples near Seoul, and the Bishop of Vladivostok, Emperor Gang was laid to rest outside Seoul in what observers described as "a solemn ceremony with pomp and dignity."

Princes Wu and Yi Geon were in attendance, as were Former Prime Minister Lin Yen, President Nyugen Ai Quoc, and present Prime Minister Mai Tuyet of the USEA. Mr. Kim and Mr. Syngman Rhee gave eulogies, as did the Princes.

The ceremony was also attended by at least 5,000 people, some from as faraway as Vladivostok, and police had to be called in to help keep calm from the mourners, some of whom were reportedly "hysterical" and "deeply struck."

"Today we have lost a great man," said Mayor Nikolai Gibarian, head of the Vladivostok City Council (the city's legislative body). "Though our city was relatively recent in joining his domain, we in Vladivostok must acknowledge he was a man who ruled without regards to party and with regard only to the welfare of Korea, and indeed, all of Asia."

Coronation of Yi Geon expected to occur soon

The Coronation of Yi Geon as Our Majesty Geon (OOC: The Joseon Kings actually used their own naming system, but it proved quite baffling to decipher) will occur two weeks from now. Preparations have already begun with plans for an elaborate pageant and parade featuring the Parachute Brigade.

Prince Yi Geon Crowned Emperor!

Today, in an elaborate ceremony, Prince Yi Geon was crowned Our Majesty Geon.

The ceremony began with a parade by Prince Wu's Own Parachute Brigade, whom Yi Geon reviewed as they marched by the Geyongbukgong Palace. Then, the ceremony began in earnest, with Yi Geon being crowned in Korean tradition, followed by a state dinner.

In a speech given to the Congress broadcasted on national radio, the newly-crowned Emperor said "...I promise to be an excellent ruler, much like my father and his father before them. Though we are in the midst of crisis, I will maintain the democracy built by my grandfather, and resist the temptation to backslide into despotism. I also can say that I am proud to be not just Korean, but an Asian as well...."

Economy looks somewhat better

Economic analysts from the Bank of Korea and the National University in Seoul have released a study that says the Shock may be ending.

"Recent oil purchases from the Central Asian Republic and worldwide economic conditions, as well as the cooling off of the crisis in Europe, seem to be producing more positive results for Korean investors. Judging by the way things look, the economy may be back on its feet soon," said on Professor.

This comes at a vital time for the new Emperor Geon, who is being watched by the Korean people to see what his abilities are. Also, this is fortunate for Kim Gu's government, which was facing pressure to adopt emergency measures to fight the recession. However, Kim Gu had this to say:

"Our country may have weathered its first severe economic test. It may be too soon to tell, but it can be said that capitalism works. Unemployment and inflation, though it did increase somewhat, may stabilize soon enough and fall even.

However, this has left us with one choice. We must take charge of our energy needs. Our domestic coal and hydroelectric sources are maxed out. We have oil from abroad. But, analysts say we are a growing population, and we need more than these to establish a secure Korea in terms of domestic energy.

Effective immediately, I am calling for the creation of a domestic atomic energy program, centered around a Nuclear Reactor at Yongbyon and in the Tae'baek Mountains. I am also calling for the establishment of a Korean Atomic Regulatory Agency which will monitor the proposed reactor complexes. We have plans, we have the know-how. Now, we need to make them a reality. We cannot afford another Oil Shock."

Social Democrats are naturally up in arms.

"The atom brought ruin to America. The atom brought ruin to Russia. Now, you wish to bring it here? What will happen to our children? How will we know it won't sicken them and their parents? What assurances can you give us that it is safe?" said Congressman Lyuh.

Nuclear Infrastructure laid at Yongbyon, construction expected to finish next year.

Today, the Korean Atomic Regulatory Agency has confirmed the completion of nuclear infrastructure at the new nuclear plant at Yongbyon, which will become finished and fully operational next year.

"We are pleased to report that the Yongbyon facility is halfway finished. We are in the process of building a stable reactor now, thanks to the help of our fellow Asians. With this step, we hope again to put ourselves on the path to secure energy management," said the statement from the KNRA.

KNRA also hinted that with this construction, much of North-Central Korea will be supplied with cheap, efficent energy. In addition, confirmation was given that the planned Tae'baek reactor will be built, and a facility constructed nearby in an old mine to be used to house atomic waste. Plans for a third reactor in the North were scrapped, sources close to the KNRA say, citing the existing hydroelectric dams there.

Protesters from the Koreans Against Atomic Proliferation gathered outside Yongbyon, and five were arrested for trespassing.

YONGBYON REACTOR ONLINE!

Today, in a two hour groundbreaking ceremony broadcast to the nation, Speaker Kim Gu officially opened the doors to the new Yongbyon Atomic Power Station. Meant to power most of North-Central Korea, it will provide clean atomic fuel meant to help provide some security after the Oil Shock. Based on foreign designs (purportedly from the USEA, though this has not been confirmed by the Kim Government), it represents Korea's first nuclear reactor.

"This reactor is the key to our future. I now hereby commence it, and pray it gives us good service and benefits the Korean people well," the Speaker said in an excerpt from his speech.

The Speaker then attended the "powering up" of the plant, as he and several newspapers and KBS Radio commentators witnessed the reactor turn on.

The ceremony was generally smooth, though police arrested several protestors who tried to distrupt proceedings. A poll by the Korean Register found 67% of Koreans support the project.

Kim Government to initiate "Operation Breadmaker"

Kim Gu today announced a new initiative to reduce government spending and help stimulate the economy, in a stunning turnaround from previous policies.

"Korea is an economic force, make no mistake. But to stay competitive, we must encourage the private sector to become more productive. Our industries have been criticized by a few in our country as stagnant and complacent, and its time to shake things up," said the Speaker in a speech to Congress.

In part, Mr. Kim references a recent memoir by an ex-Korean Motors employee, Rusting Iron, who charged that its leadership had become "complaicent, incompetent, and everytime I suggested a change to make things more efficent, they brushed me aside." Similar complaints from Hong Aircraft employees and a National University report on the state of the Korean economy also factored into his decision.

The plan calls, as its centerpiece, for a major tax cut in general, as well as a battery of tax incentives for existing companies to purchase new electronic equipment "to foster efficency." It also provides liberal tax breaks and travel discounts for companies who wish to enter the nascent electronics industry, which so far seems to have benefited from extensive government subsidies and limited breaks. Other austerity measures in terms of business are to be included as well.

Social Democrats have criticized the plan, calling it "a boon to the rich only, and not to the Korean taxpayer."

Austerity measures passed, Korean Motors to be split

Mr. Kim's "catch-up" plan, as Operation Breadmaker is called, has passed Congress by a narrow vote. The narrow majority was caused by last-minute Social Democratic filibustering, which held up debate for six hours until the Emperor intervened to stop debate.

The revised plan is very much the same as Kim's, but exchanges the general tax cut for continued subsidies to businesses in the electronic field and an increase in the education budget, as well as a shifting of some business breaks to the Korean civil taxpayer.

"Well, its not quite what we wanted. But it will work...." said one Korea First Congressman.

In unrelated news, the Congress also passed an act to finally, once and for all, completely privatize Korean Motor Company. The company, which had been established in the 1900's, had produced cars, motor scooters and light motorcycles for the home market and for limited export for some time to countries such as Italy and the MEU (when it existed).

However, with the recent waves of austerity measures and the Oil Shock hurting sales, the decision was made to try and privatize the company to increase competition.

"It's a good outfit. But we can't keep it on the baby bottle forever....KMC will have to enter the market fairly, and rise and fall on its own merits. Besides, it might make Korean autos worth buying again."

The head of KMC, Park Yung, has announced his retirement in protest. However, Chung Ju-yung, head of KMC's Hyundai Division (which handled export for many years abroad, and became semi-independent in the 1930s-1940s), will take over the company. His first act will be to, reportedly, restructure the company and spin off the motorcycle and scooter division as soon as possible into a seperate outfit.

Korean Automotive Association announces plans to hold a Siagon to Seoul Rally


The KAA today announced to the world a proposal to host a Saigon to Seoul Rally, calling for a "test of skill to show that we can compete in the auto and motorcycle fields."

"We of the KAA have always espoused racing, and feel that Korean racers ought to be placed against their fellow Asians in friendly competition. It will increase Korea's stature, and help boost our auto industry-its a win win. So far, we have the Indochinese on board with us; they seem to appreciate the idea. However, we have yet to hear from other nations in the SCT, especially China. Their involvement would be helpful," said Rhoo Bak, KAA Chairman.

Suggesting a form of rapprochement and tension easing, Mr. Rhoo even suggested, "Perhaps even Western competitors could come into the race."

Hyundai Cycle announces retooling of existing line

Hyundai Cycle today announced that it will release a new series of bikes starting mid-term next year. The bikes will include a 500cc twin engine tourer to be dubbed "Black Dragon," (and a 550cc touring version called the "Blue Dragon,") a 350cc single engined machine called the "Crusier," and a lighter 300cc two-stroke machine dubbed the "Taebaek Climber."

National University Student Film Festival Held!

Korea's National University Film School today held its 1st Annual Student Film Festival. Showing 20 films produced by students in the University as part of final exams, the works were judged by a panel of professors, as well as prestigious directors, including Kim Ki-Young.

"One of the more interesting works was by a student, Kim Jong Il. The cinematography was well executed, if surpassed by the others here, but I'll be darned if it didn't keep me in stitches. He also had some great actors in there," said Kim Ki-Young.

The film he referred to was the black comedy Vengance by senior Kim Jong Il. Featuring a couple in the throes of divorce waging literal war against one another, Kim Jong Il claims it is "a satire on the materialistic society of our times."

Mr. Kim Jong Il's work won Best Comedy that night, but lost to a zombie horror film set in the Northlands by another student during the early 1900's, which won Best Picture.

South Africa would be willing to send both univeristy-level students and scientists to Korea, though at the present time we cannot accept Korean citizens; the political situation in South Africa is such that the safety of foreign citizens cannot be absolutely guaranteed. In the future, though, South Africa looks forward to welcoming Korean citizens into our universities.

OOC: Basically, South Africa wants to avoid the political fallout that would occur on the off-chance a foreign student was killed in a riot.

This arrangement is acceptable; we understand things perfectly. NUCLEAR WAR!

Today, chaos continues to reign in China as reports of warlord violence, atomic fallout, and general havoc continue to plague that nation. Similar happenings in Indochina are occuring as well, though anarchy has been replaced, apparently, with sheer disaster.

Korea, meanwhile, is still under a State of Emergency; the Speaker and the Emperor urge all citizens to stay in their homes and limit travel unless it is absolutely needed. We have no reports of what the Congress is doing, but given the circumstances it is understandable.

The Bank of Korea today declared a three-day bank holiday, and Markets are ordered by Imperial Decree to remain closed for three days as well.

Prayers have been ordered by the Government as well via Imperial Decree.

We have been told by the Kim Government to say this. REMAIN CALM. Everything will be okay.

Imperial Decree #34 issued, Government to initiate "National Effort to save the nation"

Citing "climactic data recently released to us by the University of Seoul" and the "present continuing economic and physical/social health emergency," Emperor Geon has issued a nationwide Imperial Decree, ordering the emergency release of government funds and aid recieved from the FNS to aid in domestic economic recovery and to provide help to the Chinese and the USEA, so damaged by recent war.

"It was a tough decision, but after an emergency meeting with the Speaker, scientists and economists, top business leaders and Congressmen, we decided that we must release funds into the economy for the duration of the Emergency to keep our economy alive. Failure to do so will no doubt result in chaos," said the Emperor in a statement discussing the new Decree.

Due to Emergency conditions, we cannot discuss more.

Seeing as how we are one of the few remaining functioning Asian powers, we would agree to your request, though with the Emergency, it might be difficult to get students in. As for South Africa, you may want to consult with them about making this a three-way agreement.

In the 9 months since this nation was approached by the SCT concerning closer ties, the global balance of power has changed tremendously. We all live today in an age of chaos, for 1964 will surely be looked upon as the most terrible year in the history of man.

As such, the Commonwealth of Australia and New Zealand is prepared to more seriously consider close ties with Asia. The Oceanic Alliance is dead and Australia's allies are dispersed and concerned with their local tragedies. As such, we must consider alternatives.

We hope that the tragedy of the previous months has not divided us from our neighbors and we beg forgiveness on behalf of the Oceanic Alliance. We would urge you to remember that when Asia was attacked, Australia remained on the sidelines, ordering American aircraft based in Darwin to remain on the ground. And of course, recall our long history of cooperation with the major Asian powers.

As such, this nation formally requests a limited membership in the SCT, to be active as of January 1st, 1965. This nation would hope to be able to send observers to SCT meetings, with further membership in the organization to be discussed at a later date...

Imperial Decree #6 issued, Government to destroy Sejong IRBM stockpiles

Following upon a UN Resolution passed banning long and medium ranged missiles, save for space launch vehicles, the Emperor today announced the issue of an Edict that has ordered the destruction of the numerous Sejong I IRBM missiles in Korean hands. Used previously by Air Force and Asian Space Agency forces as a means of defense and as an early launch vehicle,the missiles will be destroyed by a combination of disassembly into small chunks, thermite destruction of electronics to prevent future use, the destruction or storage of their high-explosive warheads, and the ultimate disposal of the rocket remnants themselves in the Yellow Sea.

1965-1969:

Korea continues fuel rationing. By now, the government by decree imposed by the State of Emergency is in full swing. Government reports (unedited ones) suggest Korean food production has not been seriously affected by the fallout and that exports may actually be possible. An Imperial Decree mandating the export of food aid to China is issued to help provide further relief.

During this time, protests begin to emerge over the government by fiat, and many wish for a return to normal democracy. Faced with the prospect of the fall of their government, the Kim Government promptly ends the State of Emergency on November 12th, 1967, and orders elections.

The elections result with the Congress split down the middle. Many feel the Korea 1st Party was to blame in some small way for helping to start the crisis, but their handling of the aftermath had saved themselves from total political disaster. Kim resigns, but with no majority in Congress, a runoff election sees the rise of Park Soon-ji, a woman candidate who had been a lawyer in the past and is dubbed "The Accident" and "The Non-Offensive Candidate Everybody Can Agree On." She proves, however, to be more than a pretty face....she possesses a natural charisma, a quiet sense of determination, and is a policy wonk, working to build a consensus and try to get the nation back together.

In the meantime, the Moonies continue to gain acolytes, as the Government wages a war against them for the Hearts and Minds of the Korean people. The late 1960's see a virtual Dirty War against them, with arrests made and pirate radio stations and underground newspapers destroyed. In the end, the government campaign serves only to solidify Moon's control over his flock, but the efforts do weaken him some, forcing him to move often.

A disaffected youth movement, feeling the old ways are worthless due to the Asian Holocaust, begins to grow, fancying motorbikes and rebellious fashions. Youth bands begin making protest songs condemning the American nuclear attack as a crime, and K-Pop takes a darker turn, with some rock bands experimenting with heavier sounds, eventually producing a kind of local rock that is almost punklike, or even metallic. A drug subculture begins to emerge.

As many are on hard times, some of these motorcycle clubs begin dabbling in crime; NKPA finds itself recieving reports of extortion and prostitution rackets and youth gangs emerging in rough-and-tumble neighborhoods. City police are hard pressed to keep up, as the crime wave turns into a major problem in Pyongyang and other major cities. It is only after the end of the Depression that the crime ebbs.

Religion is convulsed; some turn to Athiesm. Others find themselves joining new fundamentalist Christian or Buddhist sects, feeling perhaps that the wisdom of men is not enough. Philosophers have a field day.

But all is not darkness. Kim Jong Il, a renowned filmmaker out of the National University's Film School, makes his directoral debut with a horror-comedy film, known as "Mr. Kim's House." A macabre yet strangely hilarious film about a man who secretly is playing Frankenstein in his basement, complete with gore and laughs, the film is a smash hit, and both a reflection of and an escape from the anxieties of recent events. Art in general takes this direction, and a sense of pessimism inflects Korean art during this period. Only the Manhwa artists have any optimism left, it seems. Even then, gangster stories and dramas fill the manhwa monthlies, and the movies.

A large number of Chinese immigrants also fill the cities; they bring skills and a mixed bag. On one hand, many need extensive medical assistance, considering their situation. And, some bring their own brand of gangsterism toplay when they become targets of harassment by youth gangs; a Turf War erupts in 1968 when the Korean "Burst Angel" motorbike gang clashes with the White Tigers, a Chinese gang, in Pyongyang.

But this is not the norm in many communities; many establish Chinatowns peacefully in Pyongyang and Seoul, and become the beneficiaries of small business loans and government work schemes on farms and factories, using government funds and their own fecundity to try and pull themselves up by their own bootstraps. A good portion elect not to go back to China; there is nothing left there.

Also, Korea, along with Japan, is better off; Korean scientists at Seoul U and National U find themselves still working on microcomputing projects, and the government, pumping funds into the economy via Imperial Decree #3, orders the dissemination of funds into a public works and employment program to keep people in work for the short term, and hep fund new businesses to keep Korea going for the long (ooc: represents spending on Prod. Centers). The effort keeps Korea going during this time. It is so successful that Korea keeps it going until 1969, when political pressures finally force an end to it.
