The Municipality of The Thames River

This is my (Ramissle's)third world, crappy-place-to-live country.
History
The Thames River is a largish citystate of 20 million located in Ramissle along the river of the same name. Built in the 1920's as a haven for trade and commerce while the rest of the world was experienceing the depression, its people grew rich very quickly. The key to this was the extensive modern factories built, and the amount of trade with other nations in the region, such as Ramissle. Other countries provided raw goods for the factories, while the plants built top notch military products. The city quickly modernized, and by the 1940's, it was not only the largest but the most technilogically advanced city in Irathria, if not the world.
However, this period of greatness did not last for long. Fueled by high interest rates, a war to the west, ,loss of consumer confidence, and the lack of trade because of modernization of production plants elsewhere, the Thames River Stock Market finally crashed in December, 1953. The days following, known as "Black Christmas", were marked by fierce riots and general disorder in the Municipality. Finally, the riots were calmed when an underground Stalinist group took control of the goverment, and forcefully ended the violence. The years after were grave. The corrupt, psychotic goverment implimented strict regulations on civil rights, and the people of The Thames River were reduced to an almost slavelike status. A movement known to this day only as "The Rebellion" overthrew the powerful goverment through a violent coup in early March 1990. The new capitalist presidency, although removing an evil goverment, caused many people to become unemployed. To this day, almost 30% of the population is unemployed, because of corrupt goverment policies and a slow market for The Thames River goods.
Boroughs
The Thames River is divided into five areas. The Upper East Side Slums is a dangerous area, and many of the homeless, unemployed, and those who work for the more unforgiving companies in The Thames River live here. Industrial Park is where almost all business goes on in The Thames River's imploaded economy. Although once a thougouhly modern area, many plants have been shut down, and the ones still in operation are in desperate need of repair. The Commercial District is in the same boat, and many of its huge skyscrapers have been transformed into huge apartments for the poor and unemployed. An exception to the disrepair for both sections is the buildings occupied by Grumblings, International. Although what they do is a complete mystery, they employ almost 20% of the population, and are said to have every politician in there pocket. Some even say they are the ones that keep The Thames River in the state it is in now. Riverside Park has the homes for the more well off in the Grumblings company, and huge condominiums and estates are found here. Lower Central Slums houses many of Grumblings massive security personel, who are essentially the only armed force in The Thames River, save the horribly corrupt police officers who might as well work for Grumblings.
Security Personel of Grumblings:
10,000 total, with:
2,000 in logistics roles such as security camera operators, cooks, medics, and the like,
3,000 in riot control, fully armed with complete body armour, tear gas, all varients of the XM8, and rubber rounds.
2,000 in Insurgency control, armeed with complete body armour, 12 gauge shotguns, all varients of the XM8, LAW's, conventional fragmentation grenades as well as smoke and HE grenades.
3,000 in guard positions, equiped with complete body armour and all varients of the XM8
(*A Note* Grumblings can operate with a considerbly smaller logistics group because as they are not actually military personel, they can use regular hospitals for treatment and regular homes to live in. I mean, its not like they are for force projection, they are staying in the country, and they are staying there for good)
Economy:
As stated above, the economy of The Thames River is in shambles. As almost nothing is imported in, save the essentials, it is very poor indeed. The only company that does anything at all is Grumblings, International, and what they do is a complete mystery. So basically, I have:
No money
No services
Almost no imports
Unknown exports
Grumblings supplies the essential, such as food, water, and electricty to its workers, but basically, if you don't work for them, or your not in the goverment getting bribes from them, your pretty much screwed.
