OOC: Technically, Shining Path shouldn't be too bad-Alberto Fujimori led a strident campaign against them during his term of office.

Anti-terrorism-

When Fujimori came to power, large parts of Peru were dominated by the insurgent Maoist group Sendero Luminoso (SL or "Shining Path"), and the Marxist-Leninist group Túpac Amaru Revolutionary Movement (MRTA). According to some estimates, by the early 1990's, more than sixty percent of the country was under the control of the insurgents, in territories known as "zonas liberadas" (liberated zones), where inhabitants lived under the rule of these groups and paid them taxes. When Shining Path arrived in Lima, it organized so-called paros armados, work stoppages (strikes) which were enforced by killings and other forms of violence. They had infiltrated the national universities. Two previous governments, those of Fernando Belaúnde Terry (AP), and Alan García (APRA), first ignored and minimized the Shining Path, then launched an unsuccessful military campaign to eradicate it, undermining public faith in the state and an exodus of elites.

In the course of his two terms in office, Fujimori was credited by many Peruvians for ending the fifteen-year reign of terror of Sendero Luminoso and the arrest of their leader, Abimael Guzmán. As part of his anti-terrorism efforts, Fujimori granted the military broad powers to arrest suspected terrorists and to try them in secret military courts with few legal rights. The justification given for this abridgement of the usual guarantees of open trials was that under previous governments, the judiciary was too afraid to charge captured terrorists; afraid of terrorist reprisal against them or their families. At the same time, he armed rural Peruvians to form the groups known as rondas campesinas ("peasant patrols"), to which part of the success of the fight against terrorism was attributed.

Insurgent activity declined from 1992 onwards, and Fujimori took credit for this development, claiming that his campaign had largely eliminated the terrorist threat. After the auto-coup, the intelligence work of the DINCOTE (National Counter-Terrorism Directorate) led to the capture of terrorist leaders from SL and MRTA, including SL leader Guzmán.

Critics charge that to achieve the defeat of terrorist cells in various towns and cities, the Peruvian military indulged in widespread human rights abuses, and that the vast majority of the victims were poor highland campesinos caught in the crossfire between military and the insurgents. The final report of the Peruvian Truth and Reconciliation Commission, published on 28 August 2003, revealed that while the majority of the atrocities committed between 1980 and 1995 were the work of the Shining Path, the Peruvian armed forces were also guilty of having destroyed villages and having murdered campesinos, whom they suspected of supporting the insurgents. According to the report, the great percentage of deaths caused by the armed forces occurred during the Belaunde and Garcia governments. During the Fujimori period the numbers decreased, with a shift in tactics away from general butchery and toward isolating support for the terrorists, with Army engineers building rural roads and schools.

The 1997 Japanese embassy hostage crisis, the major event of Fujimori's second term, was one of the last major episodes of terrorism. It began on December 17, 1996, when fourteen Movimiento Revolucionario Túpac Amaru (MRTA) militants seized the residence of the Japanese ambassador in Lima during a party, taking hostage some four hundred diplomats, government officials, and other dignitaries; the action was partly in protest of prison conditions in Peru. During the protracted four-month stand-off, the Emerretistas gradually freed all but 72 of their hostages. The government rejected the militants' demand to release imprisoned MRTA members and prepared in secret an elaborate plan to storm the residence, while gaining time by negotiating with the hostage-takers.

On April 22, 1997, a team of 140 military commandos, given the name "Chavín de Huantar", raided the building to free the hostages. Two commandos, one hostage, and all fourteen of the insurgents died in the assault. President Fujimori visited the ambassador's residence to inspect the scene and speak to the former hostages. Images of Fujimori taken during the last minutes of the military operation, surrounded by some of the liberated dignitaries and soldiers, and walking among the bodies of the insurgents were shown on television. The successful conclusion of the four-month-long standoff was used to bolster his image as being tough on terrorism.

However, the success of the operation was tainted by subsequent revelations that at least three and possibly eight of the insurgents had been summarily executed by the commandos after surrendering. In 2002, the case was taken up by public prosecutors, but the Peruvian Supreme Court ruled that the military tribunals had jurisdiction. A military court later absolved them of guilt, and the "Chavín de Huantar" soldiers led the 2004 military parade. In response, in 2003 MRTA family members lodged a complaint with the Inter-American Commission on Human Rights accusing the Peruvian state of human rights violations, namely that the MRTA insurgents had been denied the "right to life, the right to judicial guarantees and the right to judicial protection". The IACHR accepted the case and is currently studying it.

So yeah, they are still making terrorist actions, but as an immediate threat? They can be put on the back burner (though I'd still watch out).

A massive breakout occured today at San Cristobal High Security Prison, in which over 200 violent criminals escaped, killing several dozen gaurds in the process. Among the escapees was the former leader of 'Sendero Luminoso' -better known as the Shining Path - Jose Carlos Mariategui. Other escapees included prominent members of the organization, as well as an estimated forty former guerillas. Though the Peruvian government has made no comment, Shining Path guerillas are believed to have staged the breakout.

In other news, there was a four car crash on Route 66....

It has taken steps to consolidate a possible free trade agreement with United States of America by April 2006; both countries wait for the approval of the terms by their respective congresses. Peru is negotiating a Free Trade Agreement with Chile, Mexico and Singapore which may be finished between March and April 2006.

Peru currently has a free trade agreemente with the Andean Community, which is composed of Colombia, Ecuador, Bolivia and Venezuela. It also holds free trade agreements with many of the countries in Mercosur as well as Thailand, and during the recent APEC summit, Peru voiced intentions to sign free trade agreements with China, Japan, South Korea.

It is also pushing for a free trade agreement with the European Union.

Australia is not to set foot on South American soil. Any invasion or "peaceful mission" to any South American country will be seen as a declaration of war on Argentina, and troops will be sent to fight against Australia. Also, if you sent troops to any other nations while still in your little African conquest there would not be enough troops/support in the homefront, Australia, and it would be likely there would be attacks there. Do not underestimate our military, ever.

Our fleet will arrive in a few days, they are passing through the Panama Canal. There is a Corvette, transport ships, and a cargo ship carrying your order of tanks, that were ordered a few weeks ago. The cost is 1.2 billion dollars for 100 medium-tanks. We will not offload them until we recieve the money. We have an additional 200 commandoes and 500 Army Infantry soldiers. We have 2000 more troops at our main airbase on standby if you request them. We will need intelligence reports and known terrorist troop movements. If your intelligence agency is, shall we say unequipped to handle gathering intel, we will lend our, expertise. We need to know where we will be needed.

OOC: They aren't tanks, they are IFVs. And there's no way they could be ready for at least another year. I expect to recieve the last of them from you in late 2013, at the earliest.

If 7 days = 1 year, then each day = approx 1.66 months = approx 50 days = so an hour = about 2 days. So for anyone who is thinking that Australia's 30 minute responce is a bit quick: its not.

Sure. Peru could use some more modern firearms, so we will enter a contract for enough SAR-21 & Ultimax LMGs to supply the 1st Mechanized Division. However, we do not require the IFVs, as our military has already purchased 100 Pandur II 8x8s, which we veiw as a superior vehicle.

OOC: You can just RP sending the funds with something like "Money wired." Seeing as how I know how guns work, but not how much they go for...though this shouldn't be more than a few hundred thousand USD.

They had heard of the troubles going on, the PM wanted them to use their counter-terror skills to help them (besides, it would help get that free-trade agreement passed), so they did so. Now, they were over here....waiting for the President to show up.

Kwok turned to Tan and said, "So....."

Tan then said, "Yes?"

Kwok then said, "Well, how is it like being a Commando?"

Tan then said, smiling, "Well, I'm not sure how a CID man would understand."

With almost no official declaration, the President of Peru entered the breifing room of the Lima Military Base.

"Gentlemen, we have much to talk about. Our intelligence services currently believe that the Shining Path guerillas have fled to the north...."

Kwok pulled out his BDAO, and loaded a magazine into it. Tan, meanwhile, whipped out his MP5, loaded it, and equipped himself with a few grenades.

Kwok then said, "Looks the Shining Path decided to rise on us. We'd better get out. Where's the fire escape?"

Simultaneously, more armed guerillas grabbed the President, stole a Humvee, and took off into the hills....

Tan then said, looking outside, "They've taken the President. We're farked."

Kwok then said, "These Commies don't know who they're messing with."

Tan then said, "Not sure they've heard of CID, but go ahead."

Kwok then said, "Save it smart guy. You help the Yanks. I'll go after the President."

Kwok then reloaded, and went to the backdoor. There, he peered out, and scanned for more terrorists, before quickly going down the fire escape and taking cover, saying, "CID Mission, this is Kwok. I need backup!"

Our analysts believe that they plan to ransom him off in exchange for the release of more of the guerillas we have imprisoned. He pulled out several small UAVs. "We've got about a dozen of them scouting the area, and..." He pointed outside towards several larger helicopter UAVs that were hovering in eerie silence. "We had one of those tracking the terrorists when they tried to get out. We've had them heading towards the south. Probably towards the Amazon Basin to avoid our satellites..."

Colonel Tan then said, "We will comb the countryside, meanwhile, with the aid of theUS Intel. 1 Commando will look in jungle paths, remote villages, caves, any place where they can conceal the President. If possible, aid of Delta Force and Peruvian troops can be solicited. We must take care to reward local villagers who help us, and remind them that Shining Path hurt them when they were in power in the countryside, so they must not give shelter to them."

Kwok then said, "We must also consider deeply infiltrating the organization if at all possible. Media can also be useful allies in this effort, we must try and make public appeals to the Path."

He then eyed the Americans, and said, "We know a thing about terrorist hunting too. Try dealing with Indonesians and Jamaya Islamiah."

Argentinan intellegence saw movement of a vehicle from the site of the kidnapping into the Andes Mountains. We believe this vehicle had the president in it, and will send some of our Regional Use Forces into the mountains to assist the recapture of the president if needed.

Yes, satelittes are not very useful in such circumstatnces. The military is relying on the US to find the President's location with their UCAV toys, etc., and then move in to kill the terroroists... (which won't work, because frontal assualts on people w/ hostages doesn't usually end well.)

The now polish helicopter flew away from the capitol, still UNABLE to get in contact with the Peruvian commander that had first met with them. They had learned that Americans had come and believed the terrorists were near a lake. After flying several miles the teams repelles out of the helicopters and quietly moved toward their destination on foot.....
