In a totally unexpected move, the Zecro government announced today that 90% of the military will be disbanded or reformed, in an exchange for new missile programs.
"Current world policies are not in favor of armed combat," read the government report for the day. "Gone are the days when brave soldiers would clash on the battlefield for supremacy and glory. War is no longer glorious, and, as is fitting for the virtual elimination of space and time, there is no longer any reason for close-quarters combat."
The government followed up the report with further details: over fifty percent of the army reserves, air force and navy will be liquidated within the following months. Thirty-five percent of all military forces will become part of the newly-formed Homeland Protection Force, a branch of the National Defence Department. Another five percent of the military will become integrated into the National Police. The other ten percent of military forces will be what forms the Revised Zecro Army.
This move frees up a large part of Zecro budget, where 18% of the national budget is spent on defence. This budget is set to drop to 7%, with 1% of the naitonal budget to be relocated to Law and Order. The other 10% will be used to fund new missile programs and to continue funding for the mandatory 2-year military service. Some surplus will be carried over to other programs.
"Should there ever be a conflict, armed battle can be avoided with the use of ICBMs and other long-range missiles," read the report. "This is what we see happening the world over, even in armed battle. Militaries use missiles more than men, and it is only logical that Zecro follow suit and develop a much more effective military than the traditional ground, air, and water forces." The new missile armament will include countless conventional ICBMs, new smaller precision-based ICBMs, and a few large bio-chemical and nuclear weapons.
There was no plan to stop the mandatory military service. "We see mandatory military service as part of the education of the public, and have no plans of cutting it." There might be some revision, the Consul admitted; there are discussions going on about integrating military service and education into regular schools, but no move has been made to implement this.
"We hope that the international community acknowledges that Zecro is much more inclined to resolve issues diplomatically, rather than with armed forces. We have created the new missile programs for the figurative 'rainy day' becuase there will always be some crackpot government in the world that wants to wage a war. This is not a move of agression, as we realize that should we use these weapons, the enemy will retaliate, and Zecro will be levelled."
