Criminal Escapes from Hataria... to Multiland

It was 7:15am. An alert sounded at the HeadQuarters of the Multiland Protection Service. A small boat had been spotted on radar. Quickly MPS sent out it's Water Defence Team, ready to fire if necessary. On meeting the vessel however, it was soon discovered that the boat was no threat. There were three people on board, all of whom were searched, as was the ship. All they had with them were the clothes that they were wearing, plus a few tins of baked beans.
After some discussion, it became apparent that the boat had arrived from Hataria and that the three crew members were escaping from Hataria to find a new life in Multiland, though they would not yet say why. Suddenly the Water Defence Team received a radio call from base. The Hataria government had asked about the Multiland Leadership about any people who were trying to enter the country, and the crew members of the unannounced vessel matched the descriptions. They were wanted for treason against Hataria - however, it was quickly realised that there was no formal agreement between Multiland and Hataria, in fact Hataria had acted in a rather hostile manner towards Multiland.
The Multiland Leader, PJ, was contacted. As there was no formal agreement between Multiland and Hataria, he decided that it would be pointless to send them back to Hataria. Instead, he ordered that they be kept in the Refugee Area of Multiland until a decision could be made as to whether they would become Citizens of Multiland. They were taken to a Refugee Building, where they shared the same room as they wanted to remain together. Each had only a matress to lie on, but it was comfortable enough and bedding was provided. They would have access to showers and be provided with one hot meal daily, plus a limited supply of cold food. It was basic, but they had a roof over their heads, warmth, and food. They would stay here until a decision would be made about their status.
Meanwhile, the Hataria government was getting angry...........

......the Hataria government began to back down as the Leader of the Multiland Protection Service described its capabilities in great detail. However, at about 9am, just as the day was beginning to lighten, there was another alert. At the opposite end of the country from the previous event, an emergency was occurring. Five miles from land, just a mile inside Multiland's National Waters, a rowing boat had upturned. An Office of Safety Water Rescue Team were immediately dispatched. Thankfully the WR Team were able to save the woman and child who were on board.
Concerned more with the safety of the people than about immigration laws, the WR Team took the two people to the nearest hospital, under heavy armed guard. After a lot of coaxing and a visit from the Leader himself, the woman finally admitted that she just wanted a safe place for herself and her child, as she was due to be prosecuted under Talimakaka's strict import laws.
Having not yet received a formal extradition request from Talimakaka, the Multiland Leadership simply awaited notification from Talimakaka about two fleeing criminals....

Talimaka News Breaking Story
A young lady of 25 has escaped justice so far she appears to have fled the country after using her babies pram to import highly addictive substances. The lady wanted in court today seems to have vanished with her child who was also a named article in the court case of who will have custody of the child.
Her name is Liz Baker and we appeal to anyone out there who may have any clues to their location to come forward.
The law of importing illegal substances is very strict and she could be looking at a minimum 20 year jail sentence making her miss her whole daughters life.
We will kepp you posted on this story as and when we get more information.

Multiland's Special Services, known as MIS, had read the Talimakaka news story and asked the Leadership for advice. Unsure what to do, as there had still been no contact from Talimakaka, they contacted the Leader. He was disturbed that the harsh prison term would have an adverse effect on the woman's child, so made the order that no communication would be made with Talimakaka unless they initiated the first contact.
The woman and her child were taken to the Refugee Area of Multiland and house in a family room of a Refugee Building. Due to the information from MIS, the procedure to ascertain whether citizenship could be granted was suspended whilst the Leadership awaited contact from Talimakaka.

Talimakaka read through the files one last time, his intelligence had dug out an unknown fact about this Ms. Baker she has strong family ties in the south of MultiLand in fact her far cousins still lived there. Could she have really gone to MultiLand if so this was good surely he had recently signed a agreement on this situation.
The following message was broadcast a few minutes ago to the leader of Multiland.
"Hello to you my friend, I was just looking at a file for one of our most wanted smugglers, she may have ran to you nation as she has family ties there. Please could you release her information to you police forces or I wil have to send my own task force into your nation. This woman is HIGHLY wanted and must br presented justice.

Occupation: Hair Stylist
Wanted For: Importing Strong Narcotics with intent to deal, placing her child in unneccesary risk, using her child to help move drugs.
She was stoped entering the nation with around 4,000 Talins worth of drugs and 2,000 Talins worth were later found upon her child.
She must be captured and brought to trial and convicted for her crimes.
In the case of her child Susie Baker she is of 9 years old and will be taken care of my her grandparents and placed on social care. She will be visited by a worker and also recieve a small amount from the proceeds her mother makes in jail and an amount each month given to her grandparents to help sustain the child.
I hope to find this woman soon. We do not stand for this here.

We can confirm that this woman has entered Multiland as a refugee. We are unable to return this woman at the moment, due to fears over the safety of her child. However, her application to become a Multiland Citizen has been temporarily suspended. She is currently being housed in an area of Multiland specifically set aside for refugees and we can assure that both the woman and her child are being well cared for.
We would therefore request that you inform the Multiland Leadership what evidence you have against this woman, specifically what evidence you have that she used her child in such a way. We would also like to know what safety procedures are in place to ensure that her grandparents are acceptable guardians.
Somehow, some details had been leaked to the press. It is believed that a bug was placed in the Refugee Building...
THE MULTILAND INDEPENDENT
WOMAN AND DAUGHTER ESCAPE JUSTICE
A 25-year-old woman and her 9-year-old daughter, both of whom can not be named for legal reasons, have escaped from the nation of Talimakaka. The woman is wanted for a serious offence in Talimakaka, but the Multiland Leadership has refused to send her back, instead allowing her to stay as a refugee.
Though the usual procedure to gain citizenship has been suspended, this is apparently only temporary and could re-start at any moment. We have asked the Leadership for an interview but they refused, stating that too much information had already been discovered.
The information, which was obtained by one of our reporters, is believed to have been gathered covertly. We have printed the information because we are outraged. If a serious offence had been comitted in Multiland, a citizen could face life imprisonment - but because this person is a refugee, she seems to have been given special rights. We urge you to write to the Leadership and demand that this woman be extradited for her crimes, as agreed in the new Extradition Agreement.
LEGAL NOTE: Crimes classed as 'serious crimes' in Talimakaka may not be classed as serious crimes in Multiland, and vice versa. Talimakaka has not yet formally requested that the woman be extradited, a condition of the Extradition Agreement.

Talimakaka watched in horror as the news feed splashed out Multilands steps in proceedings, she was a criminal did he not have the right to take her back.
"Get me the phone!"
He punched in a few keys and got through to the Talimakan embassy in MultiLand which was still being finished.
He only said a few words then hung up.
"Prepare for me im on my way"
He called his secretary in and told her to write this letter.
"MultiLand in a few hours I will be landing in your nation with the intent of taking back the criminal a small task force will be with me but will not be used if you hand the woman over during my time i will not be taking part in any "hunting" but will meet with you to show you the evidence obviously not the originals but stills of the narcotics, cctv camera feeds, statements from all officers present in the search and a classified eyewitness statement.
Her parents have gone through thorough research and are deemed fit to take on the child, as stated before the child wil have a social worker visit regularlly and a smal funding to keep her in clean clothes, fed, warm and in school.
The next step is yours, either have the prisoner ready for extraction or waste time and sift through a file of evidence and past cautions against the woman.

With that he turned to look out the window, the secretary scuttled of to send the message. He caled for his commander. Ensemble the task force for extraction. The task force was a ten man team highly decorated and hiigh in the trust list of the commander hand picked for the excellence in each field, intelligence, signals, logistics etc.
The commander crisply saluted and barked out
"Yes Sir"
"Your dimissed" Talimaka said
He turned neatly on his heel and marched towards the door.
"Wait!" Talimakaka said quickly
"Sir?"
"Put the forces on standby, weve only just began negotiating with MultiLand and he is fresh in our dossier we best be carefull
"Yes Sir....anything else?"
"No that will be it, dismissed"

If you havent read it already, Hataria ignored this RP. You cannot say what HIS people do at all. That is against RPing Etiquette and thus considered Godmodding. I suggest that you stop this RP at once, or change the nation that these people are fleeing from to a nation that does not exist on NationStates (or contact another nation and ASK them to do this type of RP. The regulars will just keep ignoring you if you don't ask them before doing something that relates to their nation.

The Multiland Leader had no intention of handing over the woman without being sure of her crimes. But even if she had comitted the crimes, unless she had harmed her child or put her child in danger, it still seemed very grim that she would be imprisoned for such a long time, unable to see her family.
The Leader was also slightly peeved that Talimakaka had announced they would send in a task force, despite having no security clearance whatsoever. The following message was relayed to Talimakaka:
We have every intention of co-operating with you to the best of our ability, so long as it is in line with Multilandese values. However, as you are aware, we have never previously had dealings with your nation and therefore you do not yet have security clearance. If you attempt to enter Multiland without security clearance, there is a real possibility that you will be shot dead - whilst it is true that we normally use tranquiliser darts for reasons of peace, we would defend our country as much as possible.
Should an attack situation arise, we request that you demonstrate your honour by engaging in HAND-TO-HAND combat only - but we must warn you, all of our elite team of MPS personnel are trained in the best techniques from various Martial Arts, including Wing Tsun Kung Fu.

Talimakaka replied just as they were nearing closer.
MultiLand as a fellow nation and who have recently seen eye to eye on a this matter implore you to think before you act, we are not bringing in a major taskforce its merely 10 of my men to carry out extra investigations if you do not abide to the agreement and hand over the girl once i have presented evidence to you.
I have called for the womans extraction and would like it now, i am on my way with my men to take her back, yet i will also ask to meet with your leadership and parle somemore and perhaps reach other agreements.
The converted millitary carrier plane, hung on the night sky like a sleepy albatros, the stars only giving away its presence.
As the plane neared MultiLand borders it dropped slowly several hundred feet to regular alltitude and turned on its signal lights.
This message is relayed to tower control.
"This is the transport for our Lord Talimakaka, can we confirm rights to enter into Mulitland airspace?"

Tower Control immediately contacted the Multiland Protection Service Base, the nearest MPS facility, to warn them that an unauthorised aeroplane was close to the Multiland Borders.
There was sudden panic in the MPS Base. How had a vehicle managed to get so close without being discovered by radar? And right near the Base too! The General announced a Red Alert situation, and the words "RED ALERT! RED ALERT!" along with a warning siren were sounded all over the base.
Emergency fighter jets were sent up to the aircraft, 3 on each side and one in front, as the General was patched through on the radio. He tried to communicate with the pilot:
"You are in Multiland Airspace. Idenitify Yourself. If you do not identify yourself, you will be shot! You are in Multiland Airspace! Idenitify yourself NOW!"
As the General waited for a response, the MPS Water Defence Team and Ground Defence Team were sent out, just as a precaution. Air ambulances were drafted in in case the plane was shot down. Two more fighter jets were sent out as back-up. The general turned to a member of his team. "Get me the Leader".
The Leader was soon on the phone with the General and the situation was relayed. As the general continued trying to contact the pilot of the aircraft, the Leader contacted Talimakaka. "Talimakaka, you have not been given security clearance. The fact that you have sent a team of men, however many, without security clearance suggests that you are a threat to us. This may not be the case, but this is how things appear. You must order your pilot to speak with the General and follow his orders. We have no objection to you entering Multiland once you have been security cleared. However, you have not yet been cleared and are therefore considered a threat. Order your pilot to do as the MPS General orders, or the craft WILL be shot down. The safety of Multiland is our priority."
Somehow reporters had got hold of the story - they were from the Leadership-annoying Multiland Independent News, rather than the Leadership-controlled Multiland National News. The situation was broadcast on Channel 6.
"We interrupt your ordinary viewing schedule to bring you a newsflash. We've just received word that an aeroplane is trying to enter Multiland without authorisation. Somehow the plane got close to the borders of Multiland before it was spotted. We go live now to May O'neil. "This is May O'neil, reporting from Goodness City. The details are a bit sketchy at the moment, but what we know is that an aeroplane has tried to enter Multiland, apparently without any kind of authorisation. We're not yet sure of the intentions of the pilot, but we understand around 6 to 10 fighter jets have been sent alongside the plane and the General of the MPS is trying to contact the pilot. We can now speak to Lieutenant Herohater. Lieutenant Herohater, how on earth did this plane manage to get so close?"
"Well it's got to be those turtles hasn't it? I mean, we know they like causing trouble. Yeh."
"Lieutenant, you don't have any evidence that the turtles are anything but nice people"
"Those Oldage Medically-different Hero Turtles are behind all this. I'm sure of it!"
"Well it seems we're not going to get much sense out of the Lieutenant tonight viewers. This is May O'neil, reporting for Channel 6 News."
BACK TO THE STUDIO: "We'll bring you more as we get it. In other news, several people have reported seeing a giant mouse training giant turtles in Smackjitsu..."

As the jets levelled in front of Talimakaka's plane and to the side, he recieved a distorted message from Multiland
"You ... ... . in Multiland.. ... .Idenitify ...rself. If you .... identi yourself, you will be sh....! You .......Airspace! Idenit..... ....NOW!"
"SitRep pilot" the leader of the team asked on a headset
"Sir, we have technical difficulties tuning into the multiland radio waves, we have made contact with the pilots of the fighters and they have relayed the message to us."
He opened up the cabin speakers and hit repeat.
"You are in Multiland Airspace. Idenitify Yourself. If you do not identify yourself, you will be shot! You are in Multiland Airspace! Idenitify yourself NOW!"
"Jeees were not in Multiland airspace yet this is international air territory" 2IC of the unit remarked
"Yeah technically we can blast these boys and not worry about it"
Talimakaka stood up
" Ok men pipe down i just received a direct message from Multiland"
The men all looked straight at him all had sat back down and all were as quite as mice.
"This small force apparently represents a threat to MultiLand, i'd say you bunch of rabble are more of a threat to the women there than the nation but we wont waver from the current subject"
A ripple of laughter flowed over the men.
"OK heres the deal, i wil be requesting to land in MultiLand you boys however cannot go"
A small groan sounded, the plane had been going for 12 hours already and to fly back again without stopping for as little as a few hours made the travel daunting.
"But I AM the leader of the great nation Talimakaka and obviously fear for my saftey so you men will work on shifts as "Close Protection"
The men cheered
" This has not yet been authorised yet but without the authorisation.....its a whole new ball game"
Talimakaka turned back to his chair and began relaying his message to MultiLand. The basics of the message were that he must be able to land in MultiLand at least to refuel, that he Talimakaka will meet with the Leadership to discuss extraction of the said criminal, his men WILL attend but only as a close protection unit and will not carry out personal investigations.
He closed up the communications device and looked up his men were all doing there things. 3 were playing cards, 2 were cleaning their sidearms, one man had a radio completely apart and was tinkering around inside whilst three others slept and one man the 1IC of the unit was up towards the front of the plane communicating with the forces on standby.

where as the largest portion of my budget goes into Defence, thus i see your forces are very small and to have 9 jet fighters onto one plane would be a serious overstatment of your nation im sure you cant afford and jets with a 0% budget for them.

OOC: Sorry, but you said you had neared the borders. As far as I'm aware, a country's airspace reaches OUTSIDE of that country, just as national waters do, but to a limit. This is the case with Multiland. Even if I'm wrong about most countries, Multiland is in the Region of Love Peace and Safety, which is owned by Multiland. The airspace is the airspace covering the country, PLUS an extra few hundred miles in diameter.
I hadn't meant to make it look as though you hadn't answered any radio signals. Only one was sent out, leaving you room to respond. I guess I messed up by putting the thing about the news story after it.
P.S. I had no idea about that budgets site. In my eyes, we were spending plenty on defence, but I guess that website goes by how you respond to issues. And I don't know where they get their info from. But anyway, if I'm gonna have to play by their rules, then we already had lots of planes and have already trained the Multiland Protection Service to a very high standard, which is why the defence budget has been used up :-)
IC: The Multiland Leader checked the co-ordinates. "What the heck?! They're not even in our airspace!", he said to himself. Quickly he issued an alert to the MPS General: "Temporary Stand down! Keep flying whilst a situation is dealt with, but inform the pilot you now have no intention to fire. Let them know the Multiland Leader is speaking with Talimakaka and traying to deal with the situation. If they try to land, let them, but stay alongside. Relay all this information".
He spoke again to Talimakaka. "I offer my most sincere apologies. It seems that just because you were picked up on radar, a new Tower Control employee panicked. We do advice our citizens to err on the side of caution, so he was just doing what he thought was right, instead of speaking to a Tower Control member of a higher rank first. As we are a nation that likes to help people, we will send a mid-air refuelling plane. However, until security clearance has been passed, we can NOT allow you to enter Multiland. We are checking files and should be finished within about 10 minutes."
After the files had been completely checked, it was decided that Talimakaka would have Clearance Level BASIC TEMPORARY. This would allow Talimakaka to land the plane but they would be under constant guard. The Multiland Leader relayed the message: "We have had no dealings with your country before. Therefore, we can neither assume you are a threat nor assume you are safe. You have passed our most basic security level. This means you will be accompanied by an MPS Officer and all of your men will be searched. This is standard security procedure for any person entering Multiland who has only passed basic security checks. No personal items will be searched, such as sensitive documents. You will be able to visit the Leader, and if he decides there is enough evidence against the woman and girl, you will be free to collect them - transport will be provided if requested. I understand the reasons for having your men protect you, but we must also protect Multiland. You will only be accompanied by ONE MPS Officer per every ten men, to show that this is not a hostile action - it is for protection purposes only.
You may now land. The fighter jets will follow for reasons of protection."

"We thank you and ask for 2 MPS members 1 to escort myself and 5 men and 1 to take a further 5 men to a place they can rest. We understand we have to be searched so each bag has been layed out on the floor with all contents near so when we land you can check straight away, my men will only hold sidearms also, as long as this is subject to your decision.
I wish to have a car awaiting to pick myself and the other 6 men up, your man and my 5. I will proceed straight to your leadership to present the evidence.
Our ETA is two hours"
The message was relayed and two Harriers screamed up onto radar level as the Euro Fighter dropped out of high altitude into level and stationed with the harriers, which abrubtly yet in time banked sharply and pulled back towards the waiting naval carrier, which was just within fuel range.
The pilot of the carrier plane immediatley radioed as they appeared to the tower and close fighters.
"FRIENDLIES FRIENDLIES they were our escort"....... "we have them RTB i repeat they are RTB".......no threat, again no threat over"
The carrier returned to its serenity the stars twnkiling in and out the sun raising its sleepy head on the horizon the faint burn from the escort jets glowed out towards the darkness the light of day destroying their brightness.
The serenity reflected in the cabin to the men were at ease all their kit laid neatley on the floor, the high calibre rifles lay dormant and stripped near to their casing.
This could be a good trip Talimakaka thought.

The Multiland Leader responded sleepily:
"We will send two men out to escort yourself and five men. For security reasons, even when there are less than ten men, there must never be less than one MPS Officer escorting any person or group of persons. We thought that you were bringing more people, which is why we said one MPS Officer per every ten men. Therefore, if it is acceptable to you, we will send TWO Officers to escort the five men who need a place to rest, and TWO Officers to escort yourself and the five men you want to bring. We will send three MPS vehicles to escort you. They will be coloured dark blue and look like ordinary vehicles. You will be taken directly to me. For security reasons, we will station some MPS vehicles and some MPS Officers outside your plane. They will all be coloured dark blue and are not a threat. Some will look like ordinary vehicles, some will be MPS open trucks, and there will be three tanks.
The men you have asked us to find a place to rest will be taken to the Guest Area of the MPS Base. They will each have a private room and will have private shower and toilet facilities, unless you request otherwise.
I must warn you though, the press have somehow gotten hold of this story. We'll try to keep everything under wraps, but there may be a few cameras going off, so you might want to cover your faces. We'll also offer some food - do any of your men have any special dietary requirements?"
After this message, the Leader had some apple pies with vegan dairy-free custard. He hadn't eaten since he woke up, and the stupid amounts of sugar in the pies helped him to wake up. Now he was more fully awake, he contacted MPS to tell them the situation. Vehicles were immediately despatched, with sirens blaring and lights flashing.
The air ambulances were still hovering close to the Talimakaka plane. They were ordered to follow it and then to land nearby. A re-fuelling vehicle was sent to where the air ambulances would land. The Multiland Leader waited for Talimakaka's answer to his response, especially the bit about dietary requirements...
