Allanea Appeals to the World's Liberal Nations

To: Leaders of the world's various liberal nations.

My dear friends!

For a long time, we have struggled for the cause of individal liberty separately – the brave Juumanistrans, the righteous Farminans, and the valiant Allaneans. Many other nations had done a lot to promote individual liberty as well – but one feels more should have been done – especially today, when the recently-defeated Kraven menace showed us just how dangerous evil can get if it is organised.

But what about good? Would our capacity for good not increase manyfold if it, too, were organised in a powerful alliance? Would individual liberty not benefit from a powerful force defending it? Of course it would! You know that, and I know that, and our enemies know that – and they fear us, fear what would happen had our forces joined together.

I would like for us all to meet in sixty days in the Allanean capital, in Liberty-City, and discuss just such options. The fact that slavery is growing stronger and liberty is not advancing a bit should be changed. We must – we must – we must unite in the cause if Individual Rights and Free Markets, or we all shall surely 'hang separately'.

The Democratic Republic of Hamilay is interested in this subject, and we will be present at this conference. Unfortunately the President cannot attend as he has already flown to the Gilabad conflict peace talks, but if Allanea permits the Minister for Foreign Affairs would very much like to attend this summit.

Public Condemnation of the United States of Allanea by the Amestrian Ministry of Foreign Affairs

Interestingly, President Atchinson in his most recent letter has failed to mention one of Allanea’s more recent attempts at promoting the cause of “individual liberty” and “free markets”; that of Antanjyl. During the bungled and incompetent Allanean occupation of that country over two million people were killed directly by the Allanean military, Allanean mercenaries, and terrorist groups armed by Allanea. Collectively an additional six million died in the civil war and resulting social breakdown brought about by Allanea’s bombing campaigns and targeted assassinations. Millions froze or starved to death because the Allanean Air Force torched the cities, producing waves of refugees, and bombed the nation’s tunnel system, disrupting the distribution of food and essential medicines (among other necessities). There is no doubt that during its “occupation” of Antanjyl the Allanean government engaged in the systematic targeting of the nations civilians. All eight million died in Allanea’s imperialistic attempt to remake Antanjyl in its own image.

The State of Amestria calls upon the nations of the world to sever relations and economic ties with the United States of Allanea and all its private entities until the Allanean government apologizes for its actions in Antanjyl, provides reparations to Antanjyl, and allows the extradition of those responsible for the genocide (namely former President Klotchovsky and the Allanean military leadership in charge of the occupation) for trial by an international tribunal. The State of Amestria also calls upon the world to recognize what Allanea’s proposed Liberal alliance really is, a mere tool designed to for the exclusive benefit of Allanean interests.

Official response of the United States to the Amestrians

We are amazed at the duplicity and the hypocrisy of the Amestrians. They speak of 8 million who were killed, some due to the actions of our armed forces, others through other reasons, attribute their deaths to us, and now proclaim us as the evil – not the tyrant that ordered the slaughter of 12 million people and their use as food. They proclaim us as evil for stopping the movement of terrorists and genocide victims to their slaughtering places. And then, they preach of tolerance. Apparently, that is a breed of tolerance that allows one to tolerate the likes of Emperor Galf – but not the opening of a new restaurant in his nation if it allows one's people to eat a different kind of food.

This kind of tolerance Allanea does not subscribe to, and never will.

Liberty-City International Airport

The foreigners would be greeted with almost absolute delight at the airport. A flurry of colorfully-dressed journalists strafed the descending foreign ambassadors with a virtual cannonade of camera flashes. An honor guard of Girl- and Boy-scout in fresh new beige uniforms escorted them to their cars – gleaming-white sport-utility vehicles decorated in the flags of the various nations, and those spirited them off onto the I-64 highway towards the capital of Allanea.

The highway was a feat of engineering typical of a 'nation of the automobile'. An eight-lane broad-access highway, it was one of many veins and arteries pumping the blood through the heart of Allanea. Everywhere, one could see a variety of vehicles – from private Kasahela tanks colored in all the colors of the rainbow, to motorbikes, to cars, to obscure wheeled contraptions that would make a Greenpeace executive have a heart attack. Slightly below the edge of the elevated road, one could make out the red, green, and other roofs of suburban roads streak by as the honorary escorts sped into Liberty-city at amazing and vaguely unsafe speeds.

Soon enough, dropping their speed to only one hundred miles per hour, the vehicles would be onto Liberty-Street. Down it's end, standing on the very sea-shore, was a domed building of enormous proportions – the building of Congress, it's dome built to house up to 7,000 delegates in the main debate hall. The morning sun reflected off the polished marble dome, and the symbol on it's top – a golden star supported by two crossed rifles – a symbol of Allanea's treasured liberty, and the continuous effort it took to sustain.

The ambassadors were not taken there, but instead to their varied hotel rooms, luxurious – indeed, overtly so. There, they would be treated to the different pleasures of Allanea's society – some that would be of vague legality at best in their home nations.

In the morning after, when they have rested, they would have been taken to a large building on the sea-shore – possibly even bigger in internal space then the House of Congress, but not quite as symbolic. It was a private convention hall, normally scheduled for international sci-fi conventions and other such events, and, the geekish Allaneans would say, perfectly suited for this occasion.

The sovereign government of the Eternal Republic condemns Allanea’s proposed “liberal alliance” as little more then a poorly disguised means by which it hopes to insidiously expand its own political and cultural hegemony over unsuspecting foreign nations. The High Ecclesiarchy calls on the international community (and particularly liberal democracies, such as our own nation) to, as one, shun Allanea’s openly imperialist attempts to export its own peculiar legal and political concepts throughout the world.

One need only look at the Antanjyl affair in order to gain a clear appreciation of the threat posed by the United States of Allanea to other sovereign States. During their hopelessly bungled occupation, the Rule of Law was blatantly violated by the Allanean government on innumerable occasions for their own political ends. The Allanean military illegally armed Antanjyl insurgents with military grade weaponry, essentially with the intention of elevating those who held a similar political ideology to them above the law of the people of Antanjyl. Allanean authorities also engaged in the arbitrary and criminal murder of their political opponents, chiefly members of the Antanjyl government.

In brief, the Allanean government considered itself free to shamelessly break the laws of Antanjyl within Antanjyl's sovereign territory and with impunity.

The United States of Allanea also showed a disgusting disregard for the doctrine of national sovereignty in their bloody occupation of Antanjyl, and attempted to dictate the policies that could be implemented by the Antanjyl government via extortion and violence. The Allanean government demanded the adoption of its own policies in regards to such areas as firearm regulations, education, and the economy.

This attempt, by a foreign power, to imperialistically govern the laws of a sovereign nation was (in the opinion of the members of the Xirniumite Parliament) inherently anti-Democratic, and a violation of the cornerstone principle of popular sovereignty and self-determination. It is proof of the imperative need to diplomatically isolate the United States of Allanea.

Official Allanean Government Response to Xirnium

We in the United States of Allanea, as representatives of an advanced culture with a centuries-old perception of the meaning of 'democracy' and Liberty, feel obligated to remind Xirnium's representatives, that 'democracy' is in itself only a tool – a tool to serve the same purpose for which all Governments are created on this earth, and this is to protect the natural, individual, god-given – spell it how you will – Rights of all Individuals to Life, Liberty, and Property. A government that infringes upon those Rights, no matter how democratically elected, is not legitimate, and a government that kidnaps dissidents for their speech and sends them into camps without trial – as Antanjyl's government did – delegitimizes itself, no matter how many votes it got in the last elections.

We make no apology for the liberal reforms we suggested in Antanjyl. All of them, with no exception, were suggested in order to prevent another reinstitution of slavery and oppression in the nation. It was for that purpose that we clamored for the creation of fair trial, protections from search and seizure, and so forth. It was for that purpose that we demanded the elimination of a state monopoly on education – so that the government – democratically elected though it may be – would not be able to enforce a system of sly indoctrination and cultural oppression on its people.

It was for that purpose that we promoted the privatisation of the transport system – a central government that has a monopoly on the transportation system has a terrible tool in it's hands to manipulate the flows of population, a tool that can be easily misused – as it was in Antanjyl, in the late and unlamented Kraven Supreme State, and the late and equally unlamented Edolian Scarlet Empire. If Individual Liberty is to be secured in a nation, the power over transport needs to be wrenched from the hands of the rulers, lest one day, the monopolized mag-levs will, yet again, carry your people to a steel grate bearing only three words: Arbeit Macht Frei.

Yet you seem careless – to you, apparently, the actions of the Galf Regime were not a crime. To you, Galf had a 'right' to slaughter his people by the million. After all, where were you when he began selling his people abroad for profit? Did you cry out against slavery? Against oppression? Against the wanton murder of 12 million Antanjylians – exceeding by a wide margin any crimes of which you accuse us? No. What, then, is your moral right to decry us?

You cannot answer.

When the Christians and slaves in Antanjyl were slaughtered, when their blood screamed out from the rocks for help, when their rulers feasted on their very flesh, when they sacrificed the blood of thousands to their false God – you were not there, and yet, in your hypocrisy, in your despicable duplicy you decry us. Not for murder. Not for eating human flesh. You don't decry anybody for that. You decry us for exporting our 'own peculiar legal and political concepts throughout the world.' That is the crime you accuse us of. Of exporting the 'peculiar' concept that all men are enodowed with certain Rights – Rights to Life, Liberty, and Property. Why do you consider that to be a worse crime then those of Emperor Galf and his 'democratically elected' successors?

The not particularly cutting-edge executive transport plane descended from the heavens like an injured bird of prey, screeching as the Mauvasian pilot attempted to control and maneuver it into landing on the runway instead of a nearby plot of grass or a fence. Amazingly enough, the plane did touch down in the right place, although within a few minutes it veered off the runway inexplicably and ground to a halt in a cloud of dust, a wheel popping off and rolling away as the door opened, a stairway descended, and Senior Vice-President Sylvia Tharn descended onto the tarmac, coughing slightly from the smoke and dust.

Once she and her bodyguards had emerged from the partially wrecked aircraft and the surrounding area and adjusted to the light, they became aware of journalists photographing them. As they were completely covered with dust, this did not have quite the expected effect, but it nonetheless managed to bring the point across. Sylvia was a woman in her later 30s, with blonde ringlets of hair done up in a once-fashionable hairstyle that had long since seen its prime, brown eyes, pastelled features, and about 158cm in height. She and the other aides and personnel were escorted into a car with a Mauvasian flag on it, which promptly set off at speeds comparable to those of a Mauvasian Sunday driver in a hurry.

As the car streaked past, Sylvia attempted to converse with her aides, although with the noise that was increasingly difficult. "Who else is attending?"

"Well, from the reports," a Mr Ivor Christman answered—one of several aides—"the Democratic Soviet Republic of Kahanistan and the United Kingdom of Questers are sending diplomats. They're the only ones we've heard of."

"Yes, I see." She tucked a fine strand of hair behind her ear and said almost musingly, "I'm not surprised... aren't they Woodstock Pact nations after all?"

A second aide, Alexandra Pennywythe, corrected her: "Questers is, Kahanistan is not. In addition, Juumanistra, Commonalitarianism, and Brydog appear to be sending delegates as well."

"H'm." Sylvia emitted a noise that she generally made when she had no clue what the other person was talking about but did not want to be impolite.

"However, there are some concerns. Amestria and Xirnium have both condemned this organisation." Alexandra continued.

"Ah. And why might that be?"

"It involves a rather complex situation... in Antanjyl, or some such name..."

"Never heard of it. But Amestria and Xirnium are both known to be human rights advocates..." Sylvia mused. "Well, we'll keep both eyes open during the conference, I suppose."

At that point, the car pulled up at the hotel and the delegates trooped out, heading upstairs to their rooms.

Amara Cruon, Trade Minister of the Commonalitarianism arrives at the airport. She is surrounded by four fairly large eurasian men in dark suits, black tricorn hats, and mirorr shades. She is wearing a high collared blue dress jacket, slacks, and is wearing a blue tricorn hat. She has silver lapel and collar pins of tortoises. She is a short somewhat dark energetic woman of Cruonian descent-- a cultural mix of democratic Greek and Eastern European.

She steps in front of the cameras and says the following:

"While we are a democratic nation, we are not a nation devoted to warfare, we are a trading nation, and we are here to specifically cement trade, cultural, and scientific exchange. We limit our military embassies to proven allies who have helped us in times of need." She pauses for a moment.

"It is our wish to expand our markets, improve our educational institutions through exchange of professors and students, learn about each others cultures, and exchange scientific and technical breakthroughs. We come with open arms for these objectives. " Another pause.

"We wish a long peaceful and beneficial relationship between different members of this alliance. May peace and prosperity be with you."

She moves away from the camera to a waiting limousine with a turtle on it followed by the four men in suits.

On the way to the hotel one of the men hands her a thermos with some fruit juice in it. She will take a short break before talking to the delegates.

Mr Stirmeg: The Xirniumite Foreign Ministry recently conducted a withering political attack on the Allanean Government's foreign policy, primarily condemning their prominent role in the Antanjyl affair. The Allanean government did not hesitate to respond in kind, and its Secretary of State issued a response earlier today.

When Deputy Secretary of the Foreign Ministry, Dr Carolyne Daentra, joined us in the studio earlier tonight to talk about the Allanean response, I asked her for a reaction to the statement, by the Allanean Secretary of State, Mr JK Arvin, that,

“We in the United States of Allanea, as representatives of an advanced culture with a centuries-old perception of the meaning of 'democracy' and Liberty, feel obligated to remind Xirnium's representatives, that 'democracy' is in itself only a tool – a tool to serve the same purpose for which all Governments are created on this earth, and this is to protect the natural, individual, god-given – spell it how you will – Rights of all Individuals to Life, Liberty, and Property.”

Dr Daentra: [laughs] In other words, Michael, what Mr Arvin is suggesting is that a foreign power, such as Allanea, has the right to usurp the Legislative function of a sovereign government in order to impose its own idiosyncratic social and economic agendas. It does so ostensibly based on the pretext of supporting liberal civil rights, despite blatantly violating the inherent human right of all people to self-determination. Mr Arvin outrageously dares to cite liberalism as a justification for his government’s imperialistic efforts to impose its own ultra-Conservative socio-economic ideology (which included the privatisation and unrestrained deregulation of industries, the legalisation of military-grade firearms and advocating of vigilantism and mob-violence, the promotion of religious-based home-schooling and other partisan political positions).

In the process, Mr Arvin is completely unconcerned with the fact that such a policy is a disgusting breach of national sovereignty (that a State has the right to govern within its own territory to the exclusion of foreign powers) and popular sovereignty (that, ultimately, the people determine the laws of their State, and that government must have the consent of, and be accountable to, the people - not to the interests of a hostile foreign power). Mr Arvin's government purports to have the right to wrest sovereignty away from the people of Antanjyl, and to rule imperialistically in their stead and above the law.

“Democracy is, in itself, only a tool,” that was Mr Arvin’s declaration – no doubt many a brutal tyrant said as much.

Mr Arvin also advances the jingoistic argument that Allanea’s “advanced culture” provides carte blanch for his government to remake other nations in Allanea’s own image, a comment which should deeply trouble the governments of nations throughout the world.

The Eternal Republic certainly does not need to be reminded that the ultimate purpose of government is the enhancement of the inalienable liberal civil and political rights of its citizens. What a government’s purpose is not, nor has ever been, however, is to submit to the imperialism of the Allanean war-machine.

Mr Stirmeg: The Allanean Secretary of State, however, was quite unapologetic about his government’s actions in Antanjyl. He declared, and I quote, “We make no apology for the liberal reforms we suggested in Antanjyl.”

Dr Daentra: Michael, that statement is a joke. Allanea “suggested” nothing. They, in fact, demanded that the sovereign (and democratically-elected) Antanjyl government adopt the partisan policies of the Allanean regime or face destruction at the hands of their criminal Armed Forces, irregular military formations and terrorist organisations.

Like gangsters bent on destruction, the Allanean government threatened to murder, without trial, members of the Antanjyl government and to obliterate the institutions and infrastructure of the Antanjyl state. When their demands were not met, they attempted to do just that, ruthlessly killing vast scores of innocent people in the process and pushing the nation into civil war.

The blood of millions stains the hands of the Allanean government for its criminal attempts to impose their own political beliefs on the people of Antanjyl.

Mr Stirmeg: But Mr Arvin contended that “All of [the ultimatum's demands], with no exception, were suggested in order to prevent another reinstitution of slavery and oppression in the nation.”

Dr Daentra: That is a bold-faced lie. A great many of the Allanean ultimatum demands were aimed at imposing the far-right ideology of Mr Arvin’s Government on the sovereign nation of Antanjyl. They had nothing to do with civil liberties, and everything to do with political dogma.

Mr Stirmeg: What is the Foreign Ministry’s response to the Allanean assertion that the education policies it attempted to impose on Antanjyl were to advocate civil rights?

Dr Daentra: That it is absolute rubbish. The Allanean Government advocated home-schooling in order to support the social and fundamentalist religious agenda of its own ultra-Conservative constituency.

Their justification for attempting to interfere in the domestic education policies of a sovereign nation was unconvincing at best, completely ludicrous at worse.

Mr Stirmeg: And what about the apparent Allanean rationale for their demands in regards to the privatisation of public transport?

Dr Daentra: Yet more nonsense I'm afraid, Mr Stirmeg.

The Allanean Government demanded the privatisation of numerous Antanjyl industries in order to promote its partisan economic agenda, nothing more. It sought to deregulate the economy and remove both government control and involvement in the market.

In brief, it insisted that the Antanjyl State adopt the peculiarly unbridled, laissez-faire Capitalist economic system present in the United States of Allanea.

Mr Stirmeg: There was also the claim that, and I quote, “to [the Xirniumite Government], apparently, the actions of the Galf Regime were not a crime.” What is your reply to that, Doctor?

Dr Daentra: That is an absolutely outrageous ad hominem attack on the High Ecclesiarchy. The Xirniumite Parliament completely abhorred and unequivocally condemned the atrocities of the illegitimate Galf slaver regime. What the crimes of the Emperor Galf have to do with Allanea's extortionist demands against the later democratic and representative Antanjyl government, however, I have no idea - no doubt their allusion is designed to serve as a particularly crude red herring.

I note also the shameless hypocrisy of the Allanean government. Despite making this disgusting slur on Xirnium, Mr Arvin neglects to inform the international community that during the Antanjyl Civil War (caused, in no small part, by the incompetence of the Allanean occupation and their recklessly destabilising military adventures) Allanea provided support (in the form of weapons and bombing raids) for the Loyalist Galf faction.

Mr Stirmeg:: Dr Carolyne Daentra, we'll have to leave it there. We thank you for very much for coming in to talk to us tonight.

Dominique de Villepin, the Honorable Minister of Foreign Affairs, relaxed in his hotel room, drinking black tea mixed with brandy, reading Le Monde diplomatiqu, and leafing through reports and articles sent to him by the Foreign Ministry. Another day, another district, and another at risk Social Democrat to prop up… De Villepin sighed and glanced out the window. It was slightly cloudy and light rain was expected. Fortunately, the speech he was scheduled to give was indoors at a University. How fortunate… The Foreign Minister returned to the papers before him.

The one thing I really hate about elections is how they take me away from Central and distract from my Ministerial duties or disrupt my leisure at Vignerot… Oh, this looks interesting. De Villepin picked up and flipped through the report on the recent public diplomatic exchange between the Eternal Republic of Holy Xirnium and the United States of Allanea. Despite his own legal and philosophical disagreement with the Xirniumite ideals of “popular sovereignty and self-determination”, the Foreign Minister found the Xirniumite position well written, well expressed, its listing of Allanean atrocities damning, and its conclusion (the need to diplomatically isolate Allanea) unequivocally correct. The Allanean “rebuttal” on the other hand was collection of Ad hominem attacks, self congratulatory statements, and transparent false hoods.

‘Well, it’s nice to see someone else on the other side of Xirnium’s fire,’ the Foreign Minister thought cheerfully. The Xirniumite Foreign Minister, Heather Gilda, had consistently out maneuvered his Ministry in the past and he was glad that they were taking the same position on Antanjyl and Allanea’s genocide. I can sense that Amestria and Xirnium are both headed towards reconciliation. Over the last few months recrimination has slowly ceased and both States have found themselves inadvertently working towards shared goals on a number of issues. It is likely that the next government will restore relations with the Eternal Republic and I will be rid of that constant headache.

De Villepin picked up a copy of Magazine De Politique Étrangère, which had an article by Professor Jean-Bernard de Murville examining the history and possible future of Amestrian-Xirniumite relations. De Murville was the Duke of Cossé and a distinguished member of the Foreign Policy Institute, an independent nonpartisan think tank. The Professor was a person of substantial influence when it came to matters of international relations and the Foreign Minister regularly had lunch with him on monthly basis. De Villepin opened the magazine to de Murville’s article and looked it over.

The article began with a summery of the stress the two societies had been under before they had come into diplomatic conflict. Amestria was faced with an increasingly large and uncertain military occupation of Western Torontia and a lame duck government dealing with the domestic controversy of economic/regulatory reform and whether they had gone too far or not far enough. Xirnium had just survived an attack by the Kraven Slave State and was domestically dealing with the rebuilding of the damaged areas while politically instituting liberal reforms to end the threat posed to the Parliament by the Monarchy. When interests had clashed in Torontia both governments lacked the disposition for compromise.

What occurred will be recorded as one of the greatest failures of communication in the history of foreign relations. Future generations will constantly ask, how could minor legal and geopolitical differences between the two Liberal European Social Democracies result in schism and both nations actively undermining each other? The answer, a lack of dialogue between the Amestrian and Xirniumite political classes and an unwillingness to empathize which blew all differences and diplomatic conflicts out of proportion.

The article found fault with nearly everyone involved.

Chief Minister Nidor, Xirnium’s ancient head of government, found himself worn out dealing with the Kraven Wars and unable to summon the necessary energy to develop a policy towards improving relations with Amestria or establishing a dialogue. He should have stepped down from the leadership of the ruling party far earlier, as there has been no conceivable benefit from his remaining Head of the Government for another year and several failures caused by Nidor’s lack of energy, among them the breakdown in relations between Xirnium and Amestria.

Lady Galdria, the then Director of Public Prosecutions and current justice of the High Supreme Court, was blood thirsty and out of touch. Her decision to go for the death penalty in the sentencing of the New Order war criminals, as well as her tin eared justification for such action (even if the Xirniumite Parliament did not have the authority to agree to forbid the death penalty in exchange for extradition, Lady Galdria should have recognized the possible implications of her actions and shown restraint), resulted in bad blood between the two States that played a significant role in leading to the current breakup.

Under Heather Gilda, the Xirniumite Foreign Ministry concentrated more on hurting Amestrian interests rather then engage in meaningful dialogue. During a period of diplomatic calm when Amestria presented Xirnium with satellite photos of Xharn, Heather failed to use that moment of generosity and cooperation to improve relations (however, to be fair, the Nidor Government and the Parliament did not provide the Foreign Ministry with a concrete policy, resulting in haphazard on the spot decision making). Heather Gilda also prolonged the acrimony by using the Edict that declared the establishment of the Constitutional Convention to denounce the "terrible era of occupation by inept foreign governments," a direct slap at Amestria's successful occupation of Western Torontia. The resulting diplomatic row could have adversely affected the Constitutional Convention, but fortunately it did not.

President Boon, although deeply involved in the drafting of economic reforms and courageous in making the decision to ask Parliament for the authority to dispatch peacekeepers to Torontia, was personally disengaged from Foreign Policy in his final year. When he did personally issue a statement it was often confrontational and only served to worsen the situation (although to be fair to him the Xirniumite Parliament as a whole proved equally confrontational). He gave the Amestrian Militaries Central Command too much control of the diplomatic machinery in regards to Torontia, allowing the Amestrian Occupation Authority to at times sideline the Foreign Ministry and out of “military necessity” participate in the drafting of Amestrian diplomatic policy for the region. Although that made sense given Torontia’s precarious situation, it inadvertently led to tunnel vision and policy development focused exclusively on the regional implications rather then the international implications of implementation. What that system of decision making produced was a string of regional military successes, a string of regional diplomatic successes, and a string of international diplomatic failures. As a result the Amestrian Ministry of Foreign Affairs was reduced to a reactive role. The role of the Military also placed a martial appearance on Torontian Policy that alienated the Xirniumite Parliament. Misunderstandings with Xirnium multiplied.

The article ended with a positive note.

Many in both nations have grown to recognize that allowing to current schism to continue is not rational. The State of Amestria and the Eternal Republic of Holy Xirnium both share similar geopolitical interests, similar State structures, and rich Western European cultures. In Torontia, rather then undermining one another, the two States are now cooperating in the drafting of a new constitution. The present Amestrian Presidential and Parliamentary elections and the Xirnium Progressive Democracy Party’s leadership caucus promise to establish new governments in both nations mostly unburdened by past mistakes and willing to look to the future. A future of reconciliation and mutual cooperation appears inevitable.

I agree, thought de Villepin as he put the magazine down and took a sip of his brandy laced tea.

Rebuttal to Allanea’s Statement by the Amestrian Ministry of Foreign Affairs

We are amazed at the duplicity and the hypocrisy of the Amestrians. They speak of 8 million who were killed, some due to the actions of our armed forces, others through other reasons, attribute their deaths to us, and now proclaim us as the evil – not the tyrant that ordered the slaughter of 12 million people and their use as food.

The old Antanjylian order was depraved and got what it deserved. However the actions of the former regime in no way justify Allanea’s systematic targeting of Antanjylia’s civilians ONE YEAR after Galf was deposed and a democratic administration established in an attempt to coerce the before mentioned democratic government into adopting elements of Allanea’s laissez-faire social system.

The Allanean government, whenever confronted with the atrocities it committed in Antanjylia, often resorts to the Ad hominem attack that those bringing its atrocities to light were supporters of Emperor Galf or opposed the overthrow of his regime, which is just completely false. In addition, the Allanean government during the civil war provided weapons, supplies, and military support to the Loyalist faction once the Democratic faction had fallen out of favor…the same Loyalist Faction that was led by military officials from the Galf regime and whose leader was Galf’s successor. Allanea’s objective clearly was not to help the Antanjyl, but to subjugate it.

They proclaim us as evil for stopping the movement of terrorists and genocide victims to their slaughtering places.

As stated before our condemnations apply to the actions of the Allanean government and military ONE YEAR after Emperor Galf and his genocidal regime had been deposed. The Allanean military started attacking Antanjyl’s tunnel system during the winter when it was the only means that could be used to ferry food, medicine, and other necessities between population centers (because of the winter snowfall that each year regularly blocks all the roads and mountain passes). Furthermore, Allanea employed incendiary weapons directly against civilian population centers during the occupation and laid waste to Antanjylia’s cultural monuments.

And then, they preach of tolerance. Apparently, that is a breed of tolerance that allows one to tolerate the likes of Emperor Galf – but not the opening of a new restaurant in his nation if it allows one's people to eat a different kind of food. This kind of tolerance Allanea does not subscribe to, and never will.

Foreign Ministry has never mentioned “tolerance” in any of its condemnations concerning Allanea’s actions in Antanjyl and fails to see the relevance of such a bizarre statement. The regulation of Amestria’s economy and its policy towards international fast food conglomerates is also not relevant.

The State of Amestria repeats its call for the nations of the world to isolate the imperialistic United States of Allanea and to refuse participation in its proposed alliance.

At the Convention Center

The President of the United States greeted all the delegates in person, leading them through the glass doors. Inside, they were greeted by a host of corporate CEO's, captains of industry and commerce, and several writers and political activists who were too invited to the conference. Everywhere, one could see colorful booths by a variety of Allanean and other organisations, each with their own approach to global liberty.

The delegates were shown the way past the colorful crowd and into a debate hall. Every chair had a jack-in Internet connection and an electric feed for anybody's laptops, and a variety of plugs for any equipment they may have had.

Just to clear something up (your post puzzled me a little), Carolyne Daentra is not a man, but a woman, and not an Amestrian, but a Xirniumite.

As for how Xirnium knows of the United States' assistance of the loyalist faction during the Antanjyl Civil War, the Allanean government itself air dropped thousands of leaflets all over the populated areas of Antanjyl. These specifically indicated that Allanea would back the loyalists “to the hilt” and numerous examples of the leaflet have become known to the Xirniumite Parliament.

Furthermore, the Allanean policy of backing the loyalists was well reported in the Allanean media as well.

They have not denied that they attacked the Democratic Antanjylian government because they would not agree to Allanea’s demand that they restructure their economy to fit in with Allanea’s libertarian ideals. They do not deny their military targeted civilian population centers with incendiary weapons and bombed Antanjylia’s transportation network, causing famine. They do not deny that the United States Military, which’s purpose, motives and methods of operations I apparently do not understand, directly killed two million Antanjylian civilians and indirectly caused the deaths of an additional six million. The Allanean government also has not denied that it backed the Loyalist faction in the civil war, those who formerly supported Emperor Galf, when the Democratic Faction refused to support Allanea’s plans for Antanjylia’s subjugation… They supported the very people who they originally went to war with on human rights grounds and deposed…kind of chips away at their credibility if you ask me.

And do you know why their government and media do not deny any of this and respond only with Ad Hominem attacks and logical fallacies? Because they cannot deny any of it, it all happened, clear as day, no doubt what-so-ever. When Allanea ended its failed occupation of Antanjyl (if their attempt to control the country by air coercion can properly be called an occupation) and pulled out in disgrace they left eight million dead Antanjylians; that is a widely accepted fact. Charter of the International Alliance for Individual Liberty

Chapter 1. Introduction

A. All men are created equal, that they are endowed with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. To secure these Rights, governments are instituted among Men.
B. Today, the threat to Individual Liberty is manifold, coming from both Corporate Police States in the Kraven image, and from Communist Republics of different stripes, and even – sometimes – from supposedly liberal States. Sometimes, the efforts of one government are not enough to hold back the the onslaught of slavery, much less to push it back an inch.
C. To secure the Rights of Inidividuals and to spread the message of Individual Liberty and the Free Market, the International Alliance For Individual Liberty [AIAL] is Hereby Formed.

Chapter 2. Requirements to join

A. Any new signatory must comply with the terms below. If a signatory ceases to comply, a 51% vote by the membership will allow him a thirty-day period to return to compliance, upon which time he will be automatically ejected.
B. Any signatory must recognise the rights to life, liberty, and property. As such, nations in which there any of the following violations exist are not eligible to join:

c. Censorship of the media

Chapter 3. Obligations of the Alliance Members

A. The Members of this Alliance will maintain a free-trade area encompassing all states of this alliance, and not tax, block, or boycott any imports from member nations, unless products made in the home nation are also equally taxed or prohibited.

B.The Members of this Alliance will be prohibited from committing acts of aggression against each other. A member that violates this clause is automatically ejected.

C. The Members of this Alliance will maintain a mutual-defense obligation to each other.

D. Every signatory of this Alliance will also be seen as signatory of the RFTA


Chapter 4. Other Alliance Activities.

D.The Members of this Alliance will use their economic, military, and diplomatic power to the furtherance of Individual Liberty and the Free Market.

E.. The Alliance will create a Freedom Defense Taskforce, of size no greater then 500,000 combat marines, jointly funded and staffed on a voluntary basis, which will be allowed to recruit volunteers in all member nations, for the purpose of member defense and the furtherance of the above goal.

The Alliance will set up an Explanation Task Force, comprised of an international radio station network, a system of websites and other educational facilities, tasked with promoting the values of Individual Liberty and the Free Market. The United States of Allanea will donate ten billion Universal Standard Dollars out of it's Education budget for this purpose. Other members will donate as they wish.

G. The Alliance will manufacture, and promote the development of, cheap versions of basic consumer goods such as private automobiles, cellular phones, laptop computers and so forth, for the purpose of distribution in low-developement zones and post-war zones in order to promote the values of liberty and the Free Market.

F. Members of Alliance will use the all authority availalble to their central government to promote the teaching of the basic principles of the Austrian School of Economics, and principles of liberal policy in the field of Individual Rights in public schools throughout the alliance.

G. A Liberty Fund will be established, to promote Individual Liberty and the Free Market in all other ways not interfering with the national independence of the Alliance membership.

H. The leaders of this Alliance, or its Ambassadors will meet regularly at [location] to discuss other ways to promote Individual Rights and the Free Market.

Chapter 6. The President

A. The President of the Alliance shall be the President of the United States of Allanea.
B. The President of the Alliance will appoint Secretaries to the different Departments of the Alliance, as created by further agreement. He will command the Freedom Defense Taskforce in war, or appoint a commander if instructed by the membership.
C. The President shall have no authority over the national institutions, and no authority at all outside what is granted above.

Allanean Embassy

A crowd of about 60,000 Kahanistanians protested outside the Allanean Embassy. They were strongly opposed to Minister Delray's decision to attend the Allanean conference, and they were even more opposed to the Allaneans' alleged targeting of civilians in Antanjyl.

Earlier, allegations of Amestrian war crimes had led to massive riots (http://forums.jolt.co.uk/showthread.php?t=461318) throughout Kahanistan, which had led to the deaths of thousands, millions injured, and billions of shekels' worth of damage. 1,000 Najaster Police officers stood on guard with riot shields and stun rods. However, the demonstrators here were still relatively peaceful, calling on the Allaneans to prosecute the war criminals whom they believed had butchered the innocent Antanjylese.

This represents a totalitarian agenda against freedom and liberty. It speaks of a state where members have few if any rights and no right to defend themselves as a free people. This agenda is not a liberal agenda, but an agenda designed to thwart people and hold them in thrall to a morally intolerant and corrupt government.

1) The ban on private gun ownership goes against our constitution. The right to bear arms is a fundamental right given to all citizens. Because we have conscription all members of our nation know how to handle guns properly. Requiring an additional license is both unncessary and ridiculous. We have areas where most firearms are publicly available. This is not in the home. It is in a grange system, a mutual military association.

2) We have a public healthcare system. This was done at the request of the people. The voters decide not the corporations. Our system is structured on the fundamental right of the majority of citizens to decide what kind of political and social system we will have. An inefficient nonworking healthcare system is not a choice, it is a disaster. We are not a totalitarian corporate state. Corporations must have checks and balances like any other form of organization.

3) The ban on home schooling is a direct attack on freedom of religion and separation of church and state. By banning home schooling and forcing people to attend the public school system you are imposing a form of state religious and moral doctrine. This is not a liberal statement. It is a totalitarian system masquerading as a liberal nation. Separation of church and state is one of our founding doctrines. This is a strong liberal cause which maximizes freedom. Without this there is no freedom. We will not impose a state religion on our people.

4) Your moral laws are immoral. They represent tremendous intrusions into the privacy of citizens lives. Virtually all of the activities you are describing would require massive police monitoring of individuals. To find out if someone was homosexual or drinking coffee would require you to monitor their homes closely. Motor sports are not a direct threat to anyone if they are kept inside a public arena. The intrusion into the privacy of the home shows a big brother mentality.

5) Women must have few if any rights in this society. The total ban on contraception and abortion is a fundamentalist religious position taken by very few countries. Only the most theocratic countries in the world do this. Your country is masquerading as a liberal nation while in actuality women are treated worse than in some of the most totalitarian regimes in the world. If you care for the rights of women you will not support this agenda.

6) By forcing television into the homes of all countries you are creating a form of forced propaganda. It is not the business of our country to control the media of foreign lands. We do not make state sponsored childrens cartoons designed to control people in their political views. You are at best reprehensible in your actions.

7) We will not sign up to a form of economy that is both outmoded and inefficient. We are not economic fundamentalists. We take the best of the different economic systems and use them to our best advantage. Our economic system is stronger than the one you would be forcing us to use.

As a free nation we ask you not to sign up for this agenda which at best is an intolerant attack against freedom, economic rights, privacy, individual rights, religious liberty, and human dignity. We are leaving this convention noting that few if any delegates will agree to the terms you are describing
if they review the actual content of the agreement.

A. Any new signatory must comply with the terms below. If a signatory ceases to comply, a 51% vote by the membership will allow him a thirty-day period to return to compliance, upon which time he will be automatically ejected.
B. Any signatory must recognise the rights to life, liberty, and property. As such, nations in which there any of the following violations exist are not eligible to join:
