Proletarian Regulation Act
Introduction: To promote stability, deter inter-class warfare, and preserve law and order, this bill has been drafted for approval by the Chamber of Deputies and the Senate. Should the bill pass, the Generalissimo shall sign it into law, and it will take effect immediately.
Part 1: Segregation of classes
Section I: Roach-Busters is henceforth to be divided into four sectors: Lower-class, Middle-class, Upper-class, and Nobles. Each sector shall be divided into subsectors. Lower-class will be divided into bottom-lower class, middle-lower class, and upper-lower class. Middle-class shall be divided into lower-middle class, center-middle class, and upper-middle class. Upper-class shall be divided into lower-upper class, middle-upper class, and top-upper class. Nobles shall be divided into Aristocrats and Lords.
Section II: The Lower-class Sector shall be surrounded by walls not less than 10 feet in height or 6 inches in thickness, topped with electrified barbed wire. Lower-class denizens shall be allowed out only to work. They will be transported to and from their job by train. Lower-class denizens may not leave without a pass, and those who are Middle-class or higher may not enter without a pass.
Part 2: Taxation
Section I: The income tax rate imposed upon Lower-class citizens shall be 90%.
Section II: The Middle-class will pay no income tax, but they will pay a 15% sales tax on purchased items.
Section III: The Upper-class will pay no income tax, but they will pay a 5% sales tax on purchased items.
Section IV: The Nobles will never pay taxes in any way, shape or form.
Part 3: Legal Issues
Section I: Lower-class citizens shall be prohibited from owning firearms, owning property, or marrying or breeding without express permission of their employers, to whom they legally belong.
Section II: No one may legally marry a member of another class without written permission of the government. However, marrying a member of a subdivision of a class is permissible (except in the case of Lower-class citizens, who need permission).
Section III: Violation of any any section or sub-section of this act will be considered high treason, and the perpetrator will be subject to life imprisonment, life enslavement, or disembowelment, depending on the judge's decree.
The bill, drafted by Congressman Joseph MacDonald will be introduced to the Chamber of Deputies. If it passes, it will be introduced to the Senate for approval. If it passes, the Generalissimo will either veto it or sign it into law. Needless to say, if he vetoes it (or any bill), his veto cannot, under any circumstances, be overridden.
