21-C Cruiser Accident in New Caledonia! ATTN France!

Today an Australian Cruise Ship named "Ulyicille" suddenly exploded in flames and sank off the coast of New Caledonia, a french controlled island off the coast of Australia.

The ship sank with 2000 passengers and crew...it sank so fast that not even a single lifeboat was launched. It appears as if the sinking was a result of several explosions that ripped the ship apart.

Prime Minister Aramaki has sent an inquiry to France over the nature of the sinking. As french forces protect the small island.

Closed as in 21-C only....but this is an international incidient. Obviously an investigation is underway...but this is just happening the nature of the sinking seems military-related and its only common sense to speak to another nation about there happenings if your civilian ship suddenly explodes in their vinicity.

If a Russian sub sank off America, Russia would think its because of an American attack and would not 'investigate' because it would be war-like to go into another's territory to do the investigating in the first place.

That said, we are utterly shocked at the explosion, seeing as there are no major military operations in Nouvelle Caledonie. We have sent investigators to determine the root of the cause.

OOC: Still I couldn't do the investigation in their waters as it would be an act of war as said before.

A report was sent to France by Aramaki, it appeared as if the ship was a standard cruise ship for civilians on tour similar to this ship:

It is confirmed that it was not carrying weapons.

The wreck is located 10 miles north of the tip of New Caledonia, but Australia wishes to obtain permission to do its own investigation.

OOC: Something shouldn't seem right about the sinking, but the investigation would be proper action from Australia.

Seeing as it is an Australian wreck, the French government wouldn't mind allowing a joint investigation, bearing in mind that the investigation is being conducted within French territory and thus subject French administration. Any kind of separate investigation cannot be allowed.

Our preliminary research suggests that remnant mines [from WWII] could be a problem, although we personally hold that proposition unlikely. Other than that, there is no plausible reason that be can be determined in advance of our investigation.

Report from Prime Minister Aramaki from the research, primliminary result.

The ship did not suffer hull damage, ruling out the possibility of a missile attack.
The explosion came from the inside of the hall above the surface of the ship.
The explosion appears to be multiple and shows that this was not a engine explosion or the result of a technical malfunction.

The first report states that the ship did not suffer any kind of exterior damage. All of the blast points were interior implosions, which further suggests that the ship suffered several explosions instead of one explosion. Chemical examinations from the sites revealed no significant carbon soot residue.

Second report from the investigation team...our explosives experts have confirmed that it appears plastics were used on the ship, and more than likely caused the explosions on the ship...

Aramaki sent word to France that the notable use of this was C4 charges, possibly from the Somalian warlords who have been removed from power, however Australia is not sure of the location of the suppiler of the arms.

The Australian report concurs with the findings of our investigation team, although we are not so ready to place a blame of location. For certain, it has terrorism written all over it, and it seems liikely that Somalian rebels are the culprit. Furthermore, seeing the current state of war between Australia and Somalia, this may be an illegitimate extension of the war.

Australia does conclude it is terrorism, but is placing the blame on the warlord for Puntland, using Djiboutian C4 from the American or Luthuanian move to blow up the cruise ship.

Australia wishes to raise and recover the ship off New Caldonia and is urging the French Government to allow this action.

French recovery teams have already been sent to New Caledonia to begin excavation, seeing as the water is not too deep for the operation [another couple of miles and it would have been at the bottom of the Pacific a loooooog way down...]. If requested, we will send the cruiser to the parent company for their own analyses at their leisure, seeing as this vessel is private property of that respective company.

OOC: Not from your actions and your not in this really....your claim and influence has been denied by Sel. You have yet to take that action and that's a military invasion. When you haven't invaded. So don't give me that.

IC:

Australia thanks France and since the attack was on its people also must accept its investigatation to the parent company as well, the matter is in the hands of national security.

Seeing as our investigation regarding the sinking of the ship is concluded, we have nothing else to say on the ship.

We have secured the ship in Noumea, ready for transportation to the cruise company. If the cruise company accepts a government review of the sinking, we will accept that, seeing as it is no longer within our boundaries of sovereignty. Bearing that in mind, I would strongly suggest that Australia increase its security at home, since it seems that their attacks on the people in Somalia have diverted their attention from more important things.

in my opinion, it's ended...you've blamed Somalian warlords for a terrorist bombing on one of your national's company's cruiseliners...I concur that this was an act of terrorism...to France, it is a problem of domestic security, perhaps stemming from an invasion of a foreign country by Australia...

[BTW, you do realize that people in Somalia are either starving, militant Muslims, or starving and militant Muslims? you've got more than warlords on your case...]

You can stay in Djibouti and help out. If Austrailia causes trouble, Russia will gladly defend its fellow Slavs as we have done always.
