Not only have you failed to provide some sort of consent from the Djibouti government, you've also put Lithuania in a precarious position between Australia, Russia, and France [not to mention any other nation with interests]. Slow it down a bit, seeing as Djibouti is a very tender issue right now.

DUDE, WTF ARE YOU DOING?!?!?! I was working on Djibouti and made that clear to you many times, why are you coming in with your own...crap. Can you please nullify all this and it is seriously unrealistic for a poor-ish country to do something like this. Even Russia is struggling to keep its programs here and you are destabilizing it, as is Austrailia.

Perhaps I could take Djibouti as one of my lesser states - NPC if you will.
