Old Disputes, New Oil(21C)

The old boat slowly skidded across the water, its unkempt engine making a racket as it tried to keep the boat going against the current. “Ahour, toss me one.” Damnit. “Alrite, its comin.” Ahour fumbled around inside his pocket, his fingers groping for the pack of cigarettes he had just placed there. Just as his hand gripped it firmly the boat gave a jolt as the aging engine shuddered and the pack flew out onto the deck. The Parvin class patrol boat was older than Ahour and should have been scrapped a decade ago but it was still going strong, one of the workhorses of the Caspian “fleet”. Ahour bent over to grab the fallen pack, cursing the whole way down, before tossing it up to his shipmate who had been yelling for it.

His “job” accomplished Ahour leaned against a gun mount and sucked on his own cigarette. The mission they were on was a little different from the norm but nothing was expected to come from it. The old Parvin patrol boat had been ordered to change in normal patrol routes, and push further into the Caspian sea, into a patch of water that “was” Iranian “territory” but that had been claimed by Azerbaijan ever since the tiny republic had broken away from the Soviet Union. The water wouldn’t mean much if it weren’t for the millions of barrels of oil under its surface, millions of barrels of oil right under Ahour’s feet. Years ago Azerbaijani exploration vessels had gotten into firefights over these very waters but since then everything had been calm. The current situation left those millions of barrels of oil untouched, and unharnessed at the bottom of the sea, something Iran wasn’t going to let stand any longer. And so Ahour and his Parvin were to patrol the region in advance of an exploration vessel coming in to fully map out the oil and natural gas fields for Iran to use, for it was Iranian waters.

Ahour fully expected to encounter an Azerbaijan vessel but he also fully expected the Azerbaijan’s to leave, which is why he didn’t care when he saw an Azerbaijan patrol boat south of the Araz Akiv Sharg fields. Ahour waved at them at first before they got close enough that the Parvins engine didn’t drown out their voices. The Azerbaijan vessel wasn’t thirty meters away when Ahour’s captain, Aghajun Ali-Pel, got up and promptly informed the Azerbaijans they were in Iranian waters. Ahour noticed a honest look of confusion on the Azerbaijans face before he called back holding down a chuckle, ”These are Azerbaijan waters, were right next to the Araz fields.” That couldn’t have been right, Ahour went back inside to double check their cooridinates, but the Parvin lacked a modern GPS system and relied on an older model system, one that wasn’t half as accurate. He could hear Aghajun arguing with the Azerbaijan officer, an argument that was quickly becoming heated. Ahour went over the cooridinates a second time, not believing what he saw. Racing up the stairs, Ahour went to warn the rest of the crew when a gunshot went off. The Parvin’s twin 20mm cannons started pelting the Azerbaijan ship while the Azerbaijans quickly returned the favor with their own guns. At such close ranges the cannon and machine gun fire tore into the two ships, ripping them apart. Ahour stopped and spun around, instead of racing down the steps he just jumped and grabbed the radio. As old as the Parvin was it could throw out more lead than the Azerbaijani ship could and was winning the fight, slowly chopping the Azerbaijani ship down, until the Parvin went up in a fireball.

(OOC: Pending of what Sel Appa decides, I might be getting Azerbaijan, Armenia, and Georgia, under the New Georgian Republic. I know this will mess this RP up, but I hope we can get things worked out.)

OOC: Thats fine, except for that Azerbaijan and Armenia would not join together ever, they are still technically at war with Armenia squatting on a good chunk of Azerbaijani land. Don't know how your going to work it out to get them together.

(Well I havent completely worked it out, but it would of mainly been Georgia siding with one nation and going to war with the other.)

OOC: Well then, unless your willing to give in to my demands as Iran theres going to be a war.

Heres a basic recap of the situation:
As you probaly know the Caspian is extremely rich in oil and natural gas, because of that the Caspian hasn't been divided up betweent he five nations that border it, or at least no agreement has been reached between all five nations. Iran believes that each nation should get exactly 1/5th of the Caspian(As theres 5 nations that border it) while Azerbaijan and two other nations believe that the Caspian should be divided along median lines, and becauseof this a swath of the Caspian is in between the median line and the 1/5th mark, a swath claimed by both Iran and Azerbaijan. There have been some small firefights on the waters before between Iranian and Azerbaijani vessels but nothing to major(In rl), now though the Iranian government is becoming more agressive and is officially claiming the waters as Iranian, and so the patrol craft was sent out.

The promblem is that the little battle between the Parvin and the Azerbaijani vessel actually took place beyond the 1/5th mark in waters recognized by Iran as Azerbaijani, but Iran doesn't know that cause the Parvin went down and it was close enough to the boundary that it could have been either side, so Iran is going to be pissed, I'll get Irans reaction and demands in my next post.

(Always taking the hard way, but the way your describing it, the way both countried have it laid out is kinda stupid. How could Iran enfoce this idea of equal waterfrontage when Kasakhstan has one of the larget boarder and Azerbaijan has one of the smallest. Iran has an even larger board with the caspin sea than it.

OOC: Which is exactly why iran follows the 1/5th idea and Kazakhastan follows the Median boundary idea. Iran gets more out of the 1/5th as Iran has one of the smallest Caspian coast(I think Iran has THE smallest).

(Thats just it, if you look at map Azerbaijan has a smaller coast if not both are equal. Iran would just be bullying Azerbaijan around... And how does attack Azer help out with the fact that the other nations have larger coastlines and would never just give them up to give everyone 1/5th of the Caspin sea.

I'm sorry man but if war does break out, I'm asking for help from the CIS and the surrounding region. But I still havent gotten my claims confirmed yet anyway so this is mostly hot air right now. lol)

Adel furiously typed away on his computer, a fairly new model recently imported from Germany. He had spent the last hour and a half working with the Foreign minister himself on what he was to write. Wrapping things up finally he hit print and rolled over on his chair to the printer. He snatched the paper up and sent it down to another department, it would be someone else’s job to get a final copy sent out.

The paper was the beginning of a diplomatic transmission to the Georgian(?) government. In it, it expressed Iran’s anger for the attack on the Parvin and the subsequent death of eight Iranian servicemen. It wasn’t just an attack but an invasion, the Georgian vessel had trespassed in Iranian national waters. These actions were overtly hostile and aggressive and as such Iran has much to be worried about. Because of the actions of your navy Iran has no choice but to react in a fashion that we had hoped would not ever be needed. Iran will be placing the following conditions on the Georgian nation, first Georgia is to recognize the waters claimed by Iran as Iranian waters. Secondly Georgia is to hand over the surviving crew of the ship that destroyed the Parvin to Iranian officials to be tried for the murder of eight Iranian citizens. In order to see to it that such an incident does not occur again Georgian military vessels are not to be allowed within twenty miles of the boundary and the Georgian Caspian fleet is to be limited to no more than3 patrol craft with tonnages of less than four hundred tons. Georgia is to pay the Iranian navy for the loss of its ship and its equipment and also to pay the Iranian government to cover the costs of any investigations or proceedings that might take place. Georgia is to pay the families of those men who were killed, a sum equal to what their projected lifetime income would have been including interest, multiplied by ten, in American or European currency. Furthermore the Iranian-Georgian border is to be demilitarized and an official apology is to be issued from both the Georgian government and navy to both the families of those killed and the Iranian nation.

Hossein walked calmly down the streets of Pokrovka, in the former nation of Azerbaijan. Most of the people seemed poor, Azerbaijan's economy was in the gutter a few years ago, its only hope being the oil that was found of its coast, oil that was projected to cause a massive economic boom. Azerbaijan's GDP was expected to soar, going up by around 14-16 percent over the next few years, or thats what would have happened. It was all dependant on the oil, oil that was to be developed by American companies and shipped by a new $4 billion pipeline to Turkey, but war came back to the Caucases. Not only Azerbaijan but Armenia were both taken over by Georgia, a move which took the wind out of Azerbaijans economic boom just as it was set to begin. Not only that, but a war like that most likely worsened the situation in Azerbaijan, Georgia didn't exactly have the funds to invest in another nation when it had trouble with its own economy, and that for a situation ripe for dissent.
Hossein was a member of the Pasdaran, and was part of a cell that had been implanted in Azerbaijan years ago.(OOC:Iran has Pasdaran and Quids operatives implanted all across the Caucases and around the world, but mostly the Caucases and Mid East, this is in real life, point being if America ever invaded those operatives and cells would begin striking American interests in the region...I.E. $4 billion pipeline exc.) When he was first sent out he had been briefed on a variety of scenarios, almost all involving America, and non involving the current situation so he had to improvise. He continued walking, eating a sandwich wrapped in a napkin. Finishing up with the sandwich he crumpled the wrap up and threw it to the side. It took him another five minutes to get to where he was headed but he needed the exercise, lately he had been to busy to do much work.

Hossein walked up to the drab looking house and knocked on the door a couple times. He could hear ruslting inside before the door finally swung open."Brother, come in, it's been a while. You should stop by more." Hossein cracked a big smaile and embraced the man, before taking up his offer. "Inayet, how has bussiness been?" "Not to good lately, but it'll pick up. Wait here, let me grab you some coffee...Rita? Hossein is here, could you make some coffee?" Inayets wife, Rita came out from the back and placed a cup on the stove, shutting the door so the two men could talk in private. "So, what brings you here?" Hossein sat down before answering the question, "Been so busy lately, figured it was time to get away from work and see an old friend." "It was time along time ago." They both chuckled at that, while they chuckled Hossein reached into his pocket and pulled out a folded piece of paper. Inayets eyes immediately darted to the paper as Hoseein slowly and carefully unfolded it. Inayet looked back up into Hosseins face before going on, "You haven't been making rounds around this neighborhood lately, where've you moved to?' "Well, I've been making some trips to Saatly, up to Karasu, sometimes down to Karachala and every once in a while I might go as far as Kazi Magomed." "Any bussiness in Ali-Bayramly?" "No, thats for someone else to deal with. I'm not doing any bussiness now though, taking a break untill later." "Ahh I see, so.." They talked for another hour about family, politics, sports. After Hossein finally left Inayet took a drive out to his workshop.

((OOC: check your N/D thread. Also most of you info on the Georgian Republic is wrong. All three of the nations joined peacefully. The fighting was done in a sort of civil war of sorts. Radicals didnt want the three to join. Most of the fighting took place in Armenia.))
