President Villepin waited in in the Elysée Palace as he expected news of President Putin's arrival in half an hour. Unfortunately, it was arriving sooner than he expected, and his entire entourage quickly left for the airport Charles de Gaule.

The plane landed slowly, as a distant crowd watched it all. Villepin took a deep breathe as he thought over what they would discuss. There were so many things that the world had gotten to: Albania and Greece; Brazil and Venezuela; Australia and Africa; Argentina; heck, it seemed as if the world was secretly destroying itself. Nonetheless, the old rivalries of the Cold War seemed to press the world to further conflict, something that Villepin thought was certainly outdated and needless. Russia would be a friend of France again, just as much as America would remain a friend of France. If the alliances didn't hold up, something had to hold the nations together, and despite all of his hopes, Villepin saw how power the UN had back in 2003. He little doubted that the UN could prevent WWIII now, and therefore new alliances may be needed to remedy that. But the CIS? ALN? Those were not alliances fit for world peace; only old order rivalries...

Putin arrived in the Palace and was brought to the prime minister. Putin thought to himself of Napoleon threatening the Motherland centuries ago and wondered if France were trying that kind of schtick again. He decided it was unlikely and sat down. "So, why are we here, Mr. Villypen? Could you be interested in investing in our great country or wish to purchase our weapons? Or do you want to join the CIS, but want it to be secret?"

OOC: Go off on a rant about Putin pronouncing it wrong just for humor...not to start a war or anything.

Villepin chuckled at hearing his name. "Vladimir...I think it is quite an honor to say that the former President Bush pronounced my better, and I once thought his was the worst." Putin remained rather stern about it.

"You know what you need?" Villepin then said. "A bottle of fresh wine. It is my custom at least. You need to have good French spirits before you leave. But alas, we meet on such a short occasion, and I feel that we have much to do."

In front of them, a large screen appeared with the world review upon it. Red dots appeared locally around the world, especially in Africa and South America. These were the hot spots of the world and Villepin wanted to make it clear about his intentions here.

"We need clear solidarity about these world crises inn Brazil, Venezuela, Australia, and Africa. Gladly, we can say that the Sudan crisis is resolving rather nicely without any significant problems, although I must also state that this is far from over. Australia's unsolicited intervention in Somalia brings us tensions that are unnecessary and most definitely threaten the world order today. Brazil and Venezuela are simply uncooperative states that we need to rein in under control. And the other various crises in Indonesia, Algeria, and Spain...it's a horrible world out there. Everything started to change after the millennium.

"Well, old rivalries seem to be the one thing that didn't change. The old NATO and Soviet blocs are seemingly running for a new confrontation under new names: the ALN and CIS. Personally, I think France's obligations lie to Europe, and in our best interests, it is best to resolve this ALN-CIS confrontation peacefully and to greatest profit for all sides. Having said that, France views Russia's position in Europe as a necessary and sometimes overlooked prospect. Our cooperation for the past decade has led to some moderate dialogues between the EU and Russia. France would like to see these dialogues increase. Granted, Russia will always the most Oriental of the European nations and the most Western of the Asian nations, so we cannt anticipate a full integration of Russia into the European order; but as much as we can, we can tie our prosperity and security together, likewise integrating our infrastructure, economic interests, and industrial manpower. We are aware of the various tensions between former Soviet Republics, and while we are a little anxious of the assimilation of many other nations into a larger CIS bloc, we feel that something of worth could be gained there.

"We are hoping that Russia will also like to pursue friendlier relations with her European neighbors, seeing as our interests may yet intersect in the near future. That said, we would encourage Russia to pursue friendlier relations with the USA - not that the most amiable friends may be found in such a relationship, but more to insure a safe foundation of future cooperation with their state may be more easily presented. Especially now that there is perhaps a more cooperative administration in power, it might benefit the world better."

Villepin stopped at that. His mouth was slightly dry from talking so much, just in time for the wine to arrive. He smiled.

"Would you care to toast?"

Just then, the speaker rang out. Both leaders paused.

"What was that?" Putin said.

"A warning..." Villepin replied. "It tells me when something major has just happened." Pressing the button, the world map focused on Algeria. A subtitle appeared on the screen: "NUCLEAR BLAST DETECTED IN ALGIERS". They read on what the crisis was.

"It appears that terrorists have detonated a nuclear device in Algiers, killing a great number of people, although the casualty and fatality reports remain unconfirmed. We must go to the assistance of our traditional ally in North Africa."

Villepin shook his head. "Any good news these days?" he asked. And just then, the screen zoomed on New York with the subtitle: "UN Resolution passed today." A bright smile came to Villepin came to his face. "I suppose that we have something to smile about today then...a toast, Monsieur Putin?"

Putin: "A nuclear detonation in Algeria by terrorists?! What is the world becoming? I am facing an election home soon and any bad moves could prevent my re-election, even though I am slated to win. *drinks wine* Not as good as our vodka, but still high-quality. Anyway, we had a plan for something like this: if the world collapsed into somewhat of chaos. The Permanent UNSC members would coalesce into one union with maybe India and Japan as well to keep order. Our militaries would be centralized until order could be achieved and then be returned to their respective nations. This may be the only way to stop the world from decaying into chaos...if it hasn't already."

OOC: If things aren't as bad as I think they are, please tell me and I'll change this.

Villepin glanced over at Putin, sighing and somewhat despairing. "Election pressures? Don't worry about that, mon ami :). I can assure you that the people are much smarter than most governments take them for. Right now, we have a large coalition willing to stand against Australia's aggression in Somalia, and our diplomatic resolutions have led to improved conditions in Sudan and other parts of the world. Even the situation in Italy and Tunisia is seeing some resolution in part, with intense diplomatic pressure persuading the Italian government against extensive action, although we have yet to convince them to stop. You have many reasons to have a successful electorate back in Russia."

With that, he popped the cork. Putin nodded slightly in response. As a waitperson served the wine, Villepin looked to the world screen and joined Putin in the nodding. "Algeria will become a sore side for France, and granted for the rest of the world. Their government is apparently succombing to military pressures after the nuclear attack. But given all these things, we will prevail. The nations of the world will see that peace and order are the meaningful and prosperful means." And then holding his cup high, Villepin offered a toast [finally!]. "To us, Putin - the sensible powers of the world."

OOC: I know, but we might need to make a new thing that is independent...sort of like NATO. Is this summit over? Also, Putin still is here...as far as this is concerned...the election hasn't happened yet.

And for first point, France wouldn't be supportive of anything that detracts from the power of the UNSC...

I'll be honest with you; France is the one country in Europe that is most like the United States of America...]
