Since the death of our dear emperor Leon II at the hands of terrorists, the Divine Empire of Kreynoria has been ruled by the 12-member Interim Council, headed by Patriarch Romanus Michelosis.
It has never been the intention of the Council to be a permanent governing body. "I've never been a political man. I just want to go back to holding Mass and spreading the word of God. Lord almighty, being a national leader is a hard job!" said Patriarch Michelosis when interviewed about his opinion of being head of the Interim Council.
A new constitution has been drafted in secret and ratified by eighty-six representatives from across the Empire, including all twelve members of the Interim Council.
This new constitution divides power between a hereditary office of Emperor and a popularly elected Senate.
The Emperor shall remain Supreme Commander of the armed forces. He will also have the power to propose and veto legislation, appoint federal officers and judges, and control all foreign policy, including the making of treaties, establishment of embassies and consulates, and declaration of war.
The Senate shall control the Treasury and pass all domestic legislation, which must be approved by the Emperor. The Senate may also call for the dethroning of the Emperor. If such a measure is passed, the trial will be conducted by the Supreme Court. The Senate also has the power to amend the constitution, with the approval of a majority of provincial legislatures. The leader of the Senate is the Chancellor, who will step in as a temporary replacement should the Emperor be unable to complete his duties.
The Supreme Court shall have jurisdiction over all cases involving government officials, including the Emperor. It shall also have jurisdiction over cases involving treason, foreign nationals, maritime issues, and cases involving more than one province. It shall also be an appellate court for lower cases.
The new constitution guarantees freedom of speech, press, assembly, and protest, although these rights may be suspended during times of war or national emergency. The constitution also guarantees the right of citizens to own firearms, property, and motor vehicles. It also guarantees equality to all citizens regardless of race, religion, sex, ethnicity, and social class. The new constitution legalizes lesbian marriage, but gay, bisexual, and polygamist marriage remain illegal. The constitution also continues to uphold the ban on tobbacco, alcohol, and non-prescribed drug usage. The constitution also sets the age of legal adulthoood to fourteen.
Free elections open to all citizens across the country have taken place. General Manuel Lascaris was elected with an overwhelming 89% of the popular vote, and has now officially been sworn in as Emperor Manuel III.
Nine major political parties formed to compete for the 100 seats of the Senate: the Federalists, Populists, Pacifists, War Party, Progressive Party, Mercantile Party, Technologists, Industrialists, and Universalists.
43 seats went to Populist party, with another 28 going to the Universalists. 19 of the remaining 29 seats were won by the Populists. The War Party, Pacifists, Industrialists, and Mercantile Party each won 2 seats, while the Progressives and Technologists each won only 1 seat.
The international relations and alliances of the old Empire will continue to stand.
