Kane jumped in delight when his energy minister informed him of the huge Uranium fields. "Begin full mining and then i want a full production programme for the enhancement of our Nuclear capabilities!"

Later that day Kane addressed the people of Imperial Nod.

' My dear, dear children of nod.
It is the deepest regret that any nation should want to threaten our glorious empire, However. Do not fear, for This empire will not be hurt, and you my people will not be harmed. Let the world know that the might of Kane is behind our nuclear arsenal and we will use these not as a deterrent but as a first strike choice. Let it be seen that we will not cower in our defeat of socialism and of the weak minded evil democracy. Let those who threaten us know that we wont get the chance to decalre war upon them, because our arsenal will turn their lands to ash!!

Ready your arms my people, ready our lands and let us be prepared!

To begin with, I would like to congratulate you on your new construction of nuclear weapons. It is only fitting that a mighty nation such as yours should possess such terrifying weapons. As one emperor to another, I suggest that we open diplomatic channels, possibly through an exchange of embassies or by holding a conference to discuss trade and other agreements.

However, I would also council caution in your international policy. Yours is not the only nation with a nuclear arsenal, and many of the "weak-minded, evil" democratic and socialist states that you speak of possess vast supplies of nuclear weapons that could reduce your nation and people to gas and molten wreckage, as well as armies the size of your entire population.

If you wish to bring down democracy, it would be wise to proceed in stages, and not without powerful allies. Also, threatening a nuclear first strike is foolish in the extreme. There are many nations that would begin strategic nuclear assaults on your nation for this even if they were not previously involved in the conflict. And always remember: no matter how many nuclear weapons you have, no matter how many tanks and guns and bombers, there is always someone more powerful than you.

The united states ,State department message : this is most disturbing a nation with intentions to turn another nation in to a nuclear carter just because of a war.. we implore you not to build a huge stock pile of weapons of mass destruction, we also state this, that if you in any circumstance launch nuclear weapons first, we ill shoot the missiles down and use the federal military to prevent another lunch..

However, we would like to warn you against using nuclear weapons as a first strike choice. Even the Imperium, with its arsenal of CLASSIFIED strategic and tactical nuclear warheads, has been forced to bow to superior authority in the past, although fortunately that was only infrequently, and never in our rule over this glorious land.

Kane was delighted with the response from many nations much like itself and upon hearing that two nations where viewing Nod as equals Kane was sincere in offering his hand in friendship.

"to the great nations of Helfaer and Banduria,
as the imperial majesty of the Nod empire, I do hearby offer my hand out to you in friendship. Myself and my people are humbled by your desire for peace and the equal ideology of ridding the world of the great menace. To show we are true and fair to our friends, we are putting our nucelar capabilities as a detteran. However if any aggressor decides to move into our borders a nuclear strike will must certainly be a primary choice.

However you have my assurances that until such time all missiles will remain for the present time as a deterrent ONLY.


I also offer a Mutual protection pact between our nations and hope that you will see the benefits of such friendship

The United states will say again that it will retaliate in any first strike situation, it is disturbing that such a nation would result to insults to get thing there way, how ever back to the point, the united states will keep an eye on you and as we have said if you attack a nation with nuclear weapons we will use force if necessary. note that is our own warning , and be assured that its not empty

Do not tellme how to lead my empire. We have every right to defend ourselves in anyway we deem encessary. Isnt that the principles of a pathetic democracy? To have the 'freedom' to do ones own thing?

Calm yourself brother, these nations have no intention of attacking your people, they just ask from some more discression in your actions, all nations need a defense, however nuclear first strikes are no longer effective means of defeating a nation. As SDI and anti ICBM systems improve daily, the best use of Nuclear weapons are now for use on an invading force, as a offensive weapon these days ICBMs are of less effect then 2000 Conventional Cruise Missiles to the same area. 1 or 2 extremely Expensive ICBM missiles can be easily shot down, hundreds of Mass produced regular missiles however aren't.

whilst we have listened to what you have said and appreciate you aknowledge our immense nuclear strength please note that unless we consider you our friend or equal then your advice will not be taken into any consideration. We are a sovereign empire and no outside nation can tell us how to govern ourselves. We are not the outpost of some half breed democratic treaty!
