2. I am not new, other accounts got deleted due to inactivity.
3. Please do not post here, it is an informational thread only. Anything you wish to say, please message me either directly through the forums, by e-mail or via NS game messaging.

Climate

The climate varies due to the nations large size. To the north west is a cold inhospitable landscape for 9 months of the year, warming slightly (still extremely cold) for the remaining 3. In the south east is a hot desert landscape, very cold at night and the coldest temperature recorded is 27°C (during winter). It varies inbetween the two extremes.

Topography

The country consists of wide rolling plains, with slight exceptions. To the north west are huge snow capped mountains, while to the south east sand dunes and desert landscapes. Forests are plentiful in the more central regions, and there is a complete lack of swamp or marshland. Four main rivers cut through the country, one to the north west (spends 10 months frozen), one to the south east (troubled with severly depleted water reserves), and two cutting through the plains.

The mountains peak is Mount Quelitian, while nestled at the bottom of it is the Quelitian Basin, all part of the "mountain zone".

Biography - Born into the royal family, he was bought up with private education, only son and heir of his father, the now deceased King Phillip, who died when he was 24. For five years he has governed the nation, a graduate of the national military school and well respected man. He is kind hearted but by no means soft, a fair man and a good leader. The people rally around him, and at the outbreak of war after collapsed peace talks, a massive crowd gathered around the palace to show their support.

Biography - The two countries of Wittenburgia and Deltara have always created an unwanted tension between themselves. At the end of the first war with them, a marriage was deemed a successful way to get a peace agreement for an extended period of time. Elizabeth married, at that time, Prince William. The ceremony was stained by the strict border control's treatment of the Wittenburgian royal family, in which the King at that time found himself going their personally to sort out any problems. They lived together, and with Wittenburgia, in peace until Prince William became King. The Wittenburgians would not let their daughter be a ruler of Deltara. A new dispute was started, and the nations were at breaking point. She managed to get peace out of both of them, by demanding her family stand down or she would, effectively, disown them. She bore King William's child, Harry, five years into their reign, which was marked once again by a conflict with Wittenburgia.

Biography - A success story as soon as he left the military academy. He went on to join the 22nd infantry, fighting on the frontline. Stories of how he captured five enemy soldiers single handedly in one day of combat got through to high command, and he was awarded his first medal. He soon rose through the ranks, fighting in many battles and winning the vast majority. When he became general of the 1st infantry, the kings traditional unit, he commanded them out in battle himself, bringing under their control the old Lintonian capital, birthplace of the current queen. Due to death of the previous holder of the title, he became Head of Military. Now a legend within the military, battlescared and victorious in the theatre of war, he holds the respect of any lower rank (the whole military).

Biography - A diplomat born in Minishapelski, he held very low key jobs, until one day during a visit to his department, King Phillip now deceased, noticed his potential. Biography - Born in Opal the son of a diplomat and a housewife. He followed his fathers footsteps to begin with, but found the task of being a diplomat not to his liking. He moved into politics, and eventually came to be on the cabinet of King William when he first came into power. He reportedly has distant links with the Queen (the report saying he was 2nd cousin removed of her brothers son's cousin, which was never confirmed or denied).

Biography - Little is known about his early life apart from birthplace, Flakard. He moved to solitudine to begin a course in economics but was not allowed entry by the facility. He studied privately, and entered himself into exams, excelling, passing at the level of the best students on the course. He worked as a freelance business advisor, which is how he became known to the royal family. He got a call from them one day, asking how the economic decline could be halted. After successful advice was given, he received another call. The finance minister had just resigned, and he was offered the job.

Biography - The only person with a military background in an out of military post within government. He was a soldier for ten years before leaving the army for a dream job of novel writing. His first was the "Guide to Defending Your Own Nation". It didnt really sell well but it got him a new job, one as a member of cabinet. His first action was to set-up the DDC (Deltaran Defence Council).

Biography - An art critic for a few years he became well known for his fair and just comments. At the Kings Art Show, he critiqued one of Prince George's paintings. Background

The royal family has been an institute for 700 years. In this history of the nation, it was very small, with a royal family. When invaded, they went into hiding, secretly orchestrating a revenge. They fought back for their land which they received and continued. It has always been one royal family line, the Depletarian family, who gave their name loosely to the country.

Responsibilities

The monarch is in charge of everyday running of the country. While there is a cabinet in place, it is neither elected nor does it have power. It is their to simply advise the King and to enact his orders.

Heros and Villains of the Family

The most recent monarchs (listed above) have been well liked by the populace, due to their decision making and leadership. However, this has not been the case throughout history.

A long time ago lived King Alfred, who ruled his people with absolute ruthlessness. He murdered countless hundreds during his very short reign (four years) before he died under mysterious circumstances.

There was also Prince Edgar (who never came into power) who was known for his purist views. He hated all things non-Christian, and all things non-Deltaran. He ordered the killing of a whole village while in temporary charge of the nation due to an illness that had struck both King and Queen.

Mountain Divisions

Number of servicemen: 30,000

When mountainous land was captured, normal troops found it hard to work in such conditions. It was this that created the mountain divisions. They are specially trained and equipped troops, for combat within mountainous areas. There is not a great need for them, so little men are trained as such.

The Mountain Divisions are as follows:


1st Mountain Division - 15,000 Men.
3rd Mountain Division - 15,000 Men.

Desert Divisions

Percentage of army: 2%

Number of servicemen: 30,000

Specially equipped and trained troops for fighting in the desert areas of Deltara or desert areas overseas. These divisions spawned when many troops were killed due to heat problems. It was clear divisions such as this were needed, however, not in great quantity.

Each division is broken down as follows. At Battalion stage, consider all below to be the same for each Brigade.

So, each man would belong to each step on this hierarchy, and therefore would belong to a division, brigade, battalion, company, platoon and his squad. Typically, the squad would operate as a squad, not as part of the platoon, allowing each squad to achieve different objectives. Instead of assigning a squad to an area, it is usually the case that a company is assigned to an area. They would usually be within close proximity of its battalion, allowing easier command of units by generals, allowing more efficiency.

Government Policy

Government policy or stance regarding todays major issues are posted below.

On Extradition

Any criminal, with just reason, will be extradited to the nation in which the crime took place. However, this will not be the case if capital punishment is in place and is a threat to the felon.

Advantages: Protects the lives of people.

Disadvantages: May cause political tension, and potential conflict.

On Abortion

This should be carried out if if it can be proven that the mothers life is in danger, it would cause undue upset to the mother or existing children, or that the child would be born with a substantial defect. It is however, under all circumstances, the mothers choice. This is normally assessed by three doctors.

Advantages: Protects against wanton abortion, while still giving it as an option in correct circumstances.

Disadvantages: Against most religious teachings.

On Pollution

For any business that does exist, and obviously the government run ones (around 95% of them), strict pollution regulations are a constant pain. However, the main priority is ecology, and if this comes at this cost, the government doesn't care.

Advantages: Keeps carbon dioxide emmisions down, and provides a better environment.

Disadvantages: Hurts business, which in a loose socialist society is not too bad. However, it can become a pain as industry wants to increase.

On Energy

The government takes the stance that any new energy sources should be renewable, and apart from two power plants, both coal, they are. These plants are to be taken offline (the government hopes) in fifteen years.

Advantages: Renewable energy sources will help cut down on pollution, and therefore cut carbon dioxide emmisions, helping globally.

Disadvantages: Needs quite alot of sources to provide the same amount of energy a power station does.

On Pandemics/Epidemics

All trade of goods that may carry the infection into the country shall be halted with immediate effect, strict border controls will be imposed and extensive screening will be enacted. Any outbreaks found will be treated immediately and any humans quarantined, goods destroyed and animals treated or killed in the worst cases.

Advantages: Will stop or help prevent spread of the disease (both into and out of the nation), while helping control and treat it.

Disadvantages: May be seen as over the top measures.

On Capital Punishment

Capital punishment is BANNED. The most serious offence instead is life imprisonment. This is governed by the terms outlined here.

Advantages: Protects the persons life.

Disadvantages: Some would say it is not enough of a deterrent, and is not a suitable punishment for something like mass murder.

On Religion

The government takes a completely secular stance.

Advantages: None to state.

Disadvantages: None to state.

On Euthanasia

This is a very complicated precedure to explain.

The government allows euthanasia for people who apply for it. However, it has to be approved by a council of 5 doctors, of which two have to be "specialist" within their condition. For example, a person asks for it on behalf of a relative who is in a vegatitive state; Two doctors would have to have either been treating this patient or know a decent amount about their condition. The person also has to sign three documents along the course to ensure they want it, but this can be done on behalf of the person by a relative.

If there exists no relative and the person cannot sign themselves for whatever reason, or express consent in any way, a cabinet of doctors must discuss whether they think it is reasonable. In this case, no documentation is required nor consent given. The verdict must be unanimous.

Advantages: It is available for those who want it, and it can cut down on healthcare costs instead of sustaining someone incapable of a normal life.

Disadvantages: Relies a lot on bureaucracy, takes time, and is irreversable.

Categorisation of Crime

Crimes are split off into three categories.

Category 1: Serious crime (eg. murder)
Category 2: Medium level crime (eg. drug dealing)
Category 3: Petty crime (eg. small theft)

Category 1 is obviously more serious that category 2 and 3, and therefore carries higher punishment. Life imprisonment is the most serious punishment available as capital punishment is banned.

There is however two exceptions to the capital punishment ban. These are classed as "Crimes Against The State" (coined 'Category X'), examples being treason and assassination of a leader. These are considered serious offences, but are not listed under category 1.

Courts System

Due to the complete lack of crime in Deltara, there only exists one court. This is the Kings Court.

The Kings Court is positioned within Solitudine, the national capital, and is large despite having no need for it.

Ten years after its opening, an extension was added so that the court could also deal with civil cases. Very few cases ever came to court, one year only 2 out of the mere 4 cases were ever presided over. A new international court opened within the same area (unattached from the main building), and is quite recent.

Tax System

In Deltara, all money goes to government funds, every single Ticket. People earn money and the government takes it.

How does it work?

When a Deltaran works they earn VT, or Virtual Tickets. These are stored at two locations (for security) on a computer database (http://forums.jolt.co.uk/showpost.php?p=10617384&postcount=26). This is central to the system. At the end of the year, any VT's taken by the government are added up, and every person is given the basic going wage (see economy (http://forums.jolt.co.uk/showpost.php?p=10556553&postcount=7), under Wages for Workers). They get this yearly and it is put into a bank account (set-up by the government when a citizen turns 16 and is eligible for paid work). It is then their money to spend how they like on food and essentials, or consumer goods (some money is given for this purpose). If they spend it all within half a year, they should have been wiser with their Tickets. The government does not make extra payouts.

Any money not given in wages is then put into state funds to be allocated.

Tax System Computers

All information on every citizen (that the government is aware of) is stored on two government computers. These computers are named Fortress "A-111" and Fortress "A-112".

The Fortresses

Both A-111 and A-112 are buried deep underground, with other facilities above them. Each one is huge and stores the same data, one a back-up of the other. The second was an exact copy of the first, just in a different place.

A modest thirty-four floors down lies the bottom, and ranging all the way to two floors below ground level houses the computers. They are both cooled using freon, which is pumped around the computer keeping it cool (the heat produced by such a computer, as you can imagine, is immense). The third level down to the thirty fourth level houses the computer, while two levels are given up to what is essentially a bunker to protect them from the air.

They are both protected in two ways. The first is digitally from hackers which try to break through the computers six point protection system which is ever evolving to prevent anyone from gaining access. The second is through guards, in person, with a shoot to kill policy. Any person entering the facility must also under go six checks. Any person evading a check or gaining access without these checks will be either arrested and charged imediately or if not possible killed on site.

A-111 is located at Fort Louis and was the first to be built.

A-112 is located at NMI, or National Military Institute, the HQ of the armed forces.

Wage Allocation

A worker is allocated a basic living wage (detailed in the economy section), which they can support themselves on for one year, eating, drinking, providing clothes for and sustaining a reasonable lifestyle. Extra funds may be allocated to a worker for the following.

Child Allowance

If a worker is a single parent, then they receive enough to support themselves, then on top of that enough to support their child or children.

For two parents of a child or children, this amount will be split between them, instead of from one parent.

Note that this allowance will only be given until the childs 16th birthday, when legal responsibility for the child is removed from the parent. This child is then expected to go to state funded further education or get a job to fund their own living expenses.

Unemployment Allowance

Any person who delcares not being at work (and after checks) can claim unemployment allowance, where they receive a much lesser wage.

They then have two choices. They can either find a job themselves or accept any offer for work (a sector tells the government if there is a lack of workers). There are plenty of offers and right now, people are given jobs instantly instead.

Note that nobody can claim it if they are not actively seeking a job.

Education Allowance

Any person who enters a higher education (when they turn 16 they have a choice to work or go to college or university) may claim this. It offers them basic living while being educated, and they then receive accomodation on site if it is preferable and available, and equipment, all provided for by the government.

As soon as they leave they are instantly taken off this allowance.

Royal Engineers

The Royal Engineers are the people who keep the machine oiled and ready to roll at any given notice. Out in the field or at home they attend to every single piece of machinery that needs servicing. There is a section of engineers dedicated to the job, but mostly they are joint roled (being part of two corps simultaneously). This allows them to be on site should they be required, and carry out normal combat capabilities. It also cuts down on the number of engineers required.

Royal Marines

The Royal Marines are the go anwhere force of the military. Amphibious assault; hot climates; cold climates; you name it, they can go there. They are split off into seperate groups, listed below. However, they are not fixed into these positions and may be moved to other groups if it is required. These are the positions they feel most comfortable in and personally operate in the best.


Blue Group; Cold conditions, usually mountainous.
Red Group; Warm conditions, usually desert.
Amphibious Group; Deployed anywhere and everywhere.


The Marines are commandos, each man being part of a four man fireteam, seperated into two elements, Alpha and Bravo.

Call-signs

The call sign of a fireteam is signalled by a number. The elements are labelled 'A' and 'B'. So fireteam 27, element Bravo, would have the callsign 27-B. Each individual member has a callsign, a false name. Their real name is never used within combat, and outside of combat their call-sign is usually used out of habit. They are given an open choice, however, they cannot have the same one as another within a fireteam, to avoid confusion.
