*Extract from a recent Tilean News report*

In light of the recent protests in the Tilean Capital, the old Government has resigned and fled, leaving a power vacuum that has quickly been claimed by many different groups. By far the most powerful of these, however, and the group calling themselves "The Red Sons of Tilea", this group is fiercely Dictatorial Group, leaving many in the capital concerned that this Pro-Communist group may leave tilea in a crippled state.

What follows is a communique sent from Tilea to the UN

The Red Pants Monarchofascists recently attempted to attack a police station. They tried to blow up a bomb which succeeded, but was not powerful enough to blow through the front door of our police bunker. It damaged two armored anti-road piracy patrol cars as well. The police quickly overpowered the lone bomber. He was taken into custody, but hung himself in his cell. We know that he was wearing red pants, was carrying no identification. He was a caucasian in his early 20s with brown hair and eyes. We have not identified him.
The second attack occurred during a Green Trees demonstration against our new Ocean Thermal Energy Converters which were causing large fish die offs. Several men and women in red pants threw ethanol cocktails at the police sparking a riot. Two police officers died and two more were severely burned. This caused a riot. We managed to capture five of them. Two of them are talking because the punishment for terrorism is execution in the Commonalitarianism. They both claim that they are fighting for the just cause of a fascist monarchy led by a genetically engineered tyrant.
One of them is from Tilea. His name is Hans Obedient. This one is very self righteous and is telling us everything. The other is from a military dictatorship which we cannot find anywhere on the map, he is lying. We do not believe in torture otherwise he would be squealing.
We had a demonstration with over 50,000 people yesterday against terrorism in Freedom Square. The leader of the anti-piracy police Luk Cruon has stated he is willing to send the brigades anywhere they are needed.
We propose staging a false rally if you have collaborators, we will campaign for a huge rally at one of your stadiums to draw a very large crowd, inviting the leadership of the Red Sons of Tilea, then seal it and capture the collaborators. We are willing to use a combination of riot police and anti-piracy police brigades to do this. If you can help we would appreciate it very much. We wish to mount a maritime operation against the "Red Sons of Tilea", our satellites have located a dock facility for arms shipments to the Tilean front. We wish to attack and interdict some of the freighters entering this port. We will board and seize the vessels. We are prepared to send 100 xtra fast attack and patrol craft with ten men each. They will have combat leathers-- heavy leather jackets, pants, and gloves with teflon lining, gas masks and be carrying grenade launchers, automatic shotguns, and smaws. A few will have stinger shoulder launched missiles to take out helicopters. A variety of boarding equipment will be available, shoulder launched grapples, bamboo climbing poles, magnetic climbing equipment for moving up hulls. Their job will be to attack and overrun as many ships going into port as possible. The fast attack craft will mount a variety of weapons including machine guns, 20 mm twin barreled anti aircraft guns, some will have torpedo tubes. They will attack at night and attempt to overrun the ships and take them back out to sea. First they will plaster the decks with gas grenades, then board and seize as many vessels as they can taking them back out to sea. Once out to sea they will be escorted by subs and a few heavily armed military catamarans to our waters.

The Government of the Tilean Free States will endorse this attack under the strict condition that it be supervised by Military Personal from the Tilean Navy.

They will take no direct role in the operation, but will provide reports on the operation to the Tilean Military Command Centre.

Alright here goes.

First we send in small uuvs-- unmanned underwater vehicles these are very small torpedo like things with tracking equipment, they are about eight feet long. They will map out the harbors and provide telemetry data so we know where all the ships are in the harbor. They have sensor heads with radar, video links, and sonar. They do not move fast but will give us exact positions. They have a stealth coating, small sonar absorbing tiles and are very hard to see. We send in about 20 of them. They will map out the harbor. 10 of them will have explosive heads. They will be running about 20 feet deep. Some people will controlling them remotely at video game like terminals.

On signal we will attack sending in the ships. They will move in using silent runnning firing nonlethal stun and tear gas. Some of the SMAW shells will be gas shells giving us decent range. Also the grenade launchers initial rounds-- 6 shot round feeder chambers will be loaded with gas shells initially.

We want to move in quickly before we use the gas. One round of gas then board. It will take about 2-3 minutes for trained men to get on the decks of the ships. No heavy weapons until we get on board the ships. Our goal is to board in the blind spots of the ships. We will go in silent running. Our men will use a system of body signals (chopping, waving, etc.) to indicate actions. It will be dark.

Once fighting starts, The remaining crew on the ships 4 stay, 6 board our first goal will be to knock out any aircraft which are approaching. Also anything too big to take will be torpedoed using the torpedo tubes on the boats and explosive drones. So we should have 600 boarders. The boarders goal will be to get inside and get the ships moving out of the harbor. They will blow off the doors if necessary and try to take out any crew that resists. If the ships are not takable we will leave after several minutes and attempt to destroy them. We want to act quickly overpower the crews and leave. We are not trying for cruise ships, or small personal yachts things like that.

If there are prizes we would like a percentage of the ships taken. This is up to you.

This is a most agreeable plan, well though and should be easy to execute, however, the Tilean Navy has expressed concern.

We request that ships be taken, and as many prisoners as possible along with them.

There has been a long standing tradition in Tilea that anyone who rebels against the norm be made an example of, as such, we ask that you hand over any prisoners to us.

Of course, we do not wish to put your glorious warriors in any more danger than they will already be in, but that is stance of the Navy and I will have to agree

We will try to take as many ships as possible. However, if there are too many ships are in the harbor and we cannot take all of them, we will have to take out any ships which fire on us. We should be able to get most of the ships. We will only kill people who show excessive resistance. We will capture if possible. The gas will take out many of them. We will also use barrier foam grenades, a super fast hardening super glue grenade. We have solvent to get people out of this messy stuff. People captured will be turned over to you. However, nonmilitary crews which are of international origin not of Tilean origin we wish to repatriate in our own harbors.

The Socialist Imperial State of MelekTaus once again states it does NOT support the actions taken by the terrorist organisation the "Red Pants", as they follow dictatorial policies. However, we strongly state that the actions taken against them are almost Over-kill, and demand that fair treatment, and a right to trail be given to any and all members of the group captured. They have the same rights as all others.

We strongly condem the actions taken to bomb police stations, and other areas of security, as well as the endangering of lives, and strongly urge the "Red Pants" organisation to take to the ballot box, not bombs, aproach and implement more political, and democratic ability.

Any further actions taken to damage innocent lives by our fellow Communist leftists will mean that MelekTaus will have no option, but to support the WACL's attempts to quell their dangerous actitivies. Tonight the dockland areas of Southern Tilea have fallen silent after a brutal gun battle between elements of the terrorist group "red pants" and soldiers of the Commonalitarianist Armed Forces.

Initial Reports indicate that the operation has been conducted with total success, the Commonalitarianist forces attack a little after dawn this morning and caught the Rebels completely unawares, they moved in silently and withing 2 hours all objectives had been completely for the loss of just one Commonalitarianist soldier. Sources indicate that over 1500 Rebels were at the base when the attack and atleast 1000 of those have been taken prisoner, those not of Tilean descent will be repatriated back to their home nations where they will punished according to their own law, however the Tileans fighting against the government have been arrested and now await and almost certain execution.

It is this reporters opinion that the Commonalitarianist forces simply outclassed those of the rebels and that the ill equipped and poorly trained terrorists had nothing but their political zeal to defend themselves.

Suggestion,
A more practical solution to your problem other than execution may be to send your terrorists to Helfaer where they will be kept in appropriate conditions for the rest of their lives. It is not our wish to see a massacre committed in our name.

We agree to this, under the condition that a Tilean Navy Destroyer be allowed to to way anchor at a 1 mile distance. This is merely a security measure anything that cannot be tracked on land is a cause for suspicion in Tilea.
