The Chambers of Diet, 10 33 AM

The men and women of Diet sat patiently, awaiting the arrival of the unusually late PM. They were to discuss a proposed plan to begin an Exchange program for Embassies, to try and bring those allied to the Japanese people closer. Junichiro Koizumi, Prime Minister of Japan, finally arrived 35 minutes late. With his apologies to the Diet, the meeting and mild debate began. The Diet who were for the Embassies presented their argument to the Prime Minister for his thoughts as the ones who wern't quite for it awaited to protest. The basic idea was to pick up where the Empire left off, to tighten Japan's alliances in these times of conflict and turmoil just outside of the Japanese realm. It was intriuging, but it was then the ones against it's turn. There wasn't much opposition, but mainly a 'We should wait and remain neutral' rebuttle. It was true, the Japanese should wait but that is all the Japanese have done and that is all the Empire ever done.

The Prime Minister soaked it all in, and gave out his response on the issue.

"Yes, it has become apparent to me that the waters just beyond our realm are filled with such a turmoil. Japan has gotten minorly involved in such conflicts, those revolving mainly around Australia. But now foreign powers seak to make Japan and her new acquaintinces with-in Australia to pay in blood. This must not be allowed, however, and such a proposal to begin exchanging Embassies is one of a grand idea. I believe it would better influence the world's view on our People, and it would help force open that door which has been nailed shut by our Empire before us. I am for such a Proposal, and I leave it to the Diet to vote on it." The Prime Minister finished and took a drink of water as the ones against it went into a murmuring state. The Diet met in the center area of the Chambers and began speaking and then prepared to vote. Some time later the results came back, and the result was not very surprising to those of the Diet and the Prime Minister. They read out:

The Prime Minister recieved the results and read them aloud to the Diet, as he did this the ones for the idea cheered as the others tried to get into the small moment of happyness. Then everyone's face became serious and stern again as the Prime Minister stood up.

"As we all know now, the Exchanging of Embassies shall occur between us and several allied nations. I believe this will be for the greater good for our people and our national defense, and I thank those for putting together such an idea for voting for it. Now, I believe there is nothing else on the agenda, so I shall be leaving now to arrange meetings Globally about such Embassies."

The Prime Minister smiles and waves to the Diet as he begins to walk away with Security. He sighs, knowing that the day ahead of him will be a tiresome one.

We feel that in such times of Conflict that it would be best to strengthen ties between our nation and those of our wonderful friends beyond our realm. We know now, unlike our predecessors, that it is only smart to open up our doors wider and allow other nations get a deeper link with our wonderful one. But, the real reason why we are adressing this is because of the impending Conflict to ensue in the following months. We find it prompt to establish Embassies with-in our friendly and allied nations and allow them to do the same to help keep communications and ties stronger, and perhaps this may aid in eliminating any International Threats to rise in the following months to come. We hope to recieve several responses on this.

Dear sir,

His Majesty's Government wishes to congratulate the Republic of Japan on its decision to open Japan for foreign embassies. Due to the many Cots living and working in Japan, we feel it to be in its place to request that the Realm be allowed to open a diplomatic station in Japan, preferably in Tokyo. In return, the Realm will allow the Republic of Japan to open an embassy in Oslo, the capital of the Realm.

If allowed, the Realm wishes to construct an embassy no more than ten stories tall, with a basement complex no deeper than three sub-levels, designed by Cottish architects. We wish for it to include a garden, so that the embassy staff and guests to the embassy may enjoy the outdoors.

The staff of the embassy, should it be allowed to be constructed, will include between fifty and ninety members, as well as the ambassador. We also wish to station a detail of Marines, no more than twenty and no less than ten Marines will be stationed at the embassy. Their task will be two-folded.

1.) Provide security to the embassy and its staff.
2.) Provide a ceremonial and honorary guard at occations where such is required.

For these tasks, the Marines will be lightly armed. They will have no more than personal weapons (AG11A1 assault rifles, MP6A2 submachine guns, P33A1 sidearms) and assorted other protection equipment. We shall bring no heavy weapons into the embassy, nor shall we stockpile weapons or explosives there. We also wish to bring in a few vehicles, two Mercedes-Benz S500 coupes and three Chevrolet Suburbans, for transportation.

We hope that this request will be approved, and that it will be the first step in the walk that is the renewed friendship between the Realm of Cotland and the Republic of Japan. In advance, domo arrogato.

The first of many telegrams to arive was one from the Realm of Cotland. It was very pleasing to see such a nation to respond to this at such a speed, with it the Prime Minister wrote back.

'Greethings,

Although the Diet and I have not stated what is specific about what we will allow as an Embassy on our land, I do not feel it a problem to allow you to construct your own Embassy. I find that all you have requested to be fair, and after the Diet has had another meeting I shall be sending you our specifications of our Embassy details.

[Two months later]
The design of the building in question was chosen, and the staff was calculated to come to 79 staff, the ambassador and his wife, as well as 16 Marines. It would be 10 stories tall above ground and three stories below, with floors four through ten having 784m² worth of floor-space, floors one through three having 1,050 m² worth of floor-space and the three sub-levels having 800 m² worth of floor-space. All in all, 11,038 square meters of floor-space inside the embassy would be available, as well as a garden some 300 square meters large. That came in addition to the roofs. Anyway, it was large enough for the 97 Cots to live and work in.

The construction of the embassy started shortly after the area where it was to be constructed on had been purchased. The area cost a hell of a lot of money, seeing as Tokyo was one of the most explensive places to buy land in the world. However, with the Government of Cotland paying, money was no hindering in purchasing land. After the trillions made from Terronian and Azimeth, the Cots could easily afford a few million dollars for the land in downtown Tokyo. After the land had been purchased, the Cots hired construction workers and got started on the construction. Inspectors from Cotland, secretly officers in FO/E (Cottish military intelligence) watched the construction, making sure no foreign intelligence listening devices were planted in the embassy. Expected end of construction was expected in half a year.

The embassy will include two helipads, a fully fresh-water irrigated garden with native Japanese and Australian plants, a staff of 200, a defense force of 50, and 25 acres of land to construct a 9 story building. This embassy will be maintained by the following Azimethian equipment:

The Patriarchal Federation of Bjornoya would be happy to establish diplomatic and economical ties with the nation of Japan. Japan is welcome to establish an embassy within the Bjornoyan capitol of Esthar and would like to establish an embassy within the Transitioning Republic of Japan.

The Holy Republic of Hawdawg would like to congratulate Japan on its recent move to incorporate foreign embassies. Having a long track record with the Empire and now the Republic, we would like to further advance our diplomatic ties by opening a large embassy. We have contracted with the Hirohito Architectural Firm in Osaka to design and construct our new facility pending government approval. We fully expect to use 100% local labor to construct these new facilities. A sum of $100 Million Gondor's has been wired in advance to cover any fees or necessary settlements to begin the construction process.

The Hawdawg Parliament nominated Sir Edwin Fortenberg to take the post of Ambassador once the new facility is constructed. We have also arranged to purchase a large 4 acre compound South of the Embassy construction site for the residency of the Ambassador. Hirohito Architectural is managing the construction of the Ambassador's Residence. We look forward to a fruitful relationship between our two nations.

The construction of the embassy in downtown Tokyo had been completed, and the staff started arriving in commercial flights from JAL. A C-17A Globemaster III also landed during the wee hours in the morning at Tokyos airport carrying equipment and the five cars for the embassy. It arrived early in the morning so that it wouldn't take up valuable space at Tokyos airport. Having delivered the cars and equipment, it left again before 7 AM.

Trucks carried the pallets filled with equipment to the embassy, where it was all placed in the areas where they were needed. It was mostly furnitures, weapons, ammunition, file cabinets, pictures, fine china and crystal, super computers and various other such items which were flown in. Things like personal computers, water coolers, fridges, TVs and other electronic things had been bought in Tokyo and carefully examined before being placed in the embassy. Around the perimeter, infrared sensors and surveilance cameras were placed, providing more security. However, the main security would be the 16 Marines who were barracked in the southwestern part of the second floor.

At last, 200 days after construction began, the embassy was opened for business with the ceremonial raising of the Cottish flag at the embassy grounds. It was a technological marvel, having loads of electronics installed. Surveilance jammers, intercom, sensors, cameras, etc. And the beauty was that all the internal electronics were just that. Internal, on a sealed off system. The only connection to the outside was the telephone lines, which were secure, and the internet hook-up, which also was secure. Everything was ready for the embassy and ambassador Erik Dahl to be ready to accept visitors.

OOC: What else can I say? The embassy is open for business!
