A Large man came into the room with grey hair. He sat fairly near the Ramissle Delegate. He seemed like he did come prepared with an agenda. He stood up, and began to speak.
"The Allied States would like to put forward the issue of international waters."

A very chisled male with long silvery grey hair braided in the back down to his lower back was seated in a well cushioned lounge chair with a glass of water in hand.
"ICCD has a number of items for the agenda, the three major ones are respect of our sea boundries especially around the Eastern Island chain off the coast of ICCD, the second being trade in and out of the Inner Sea Area, and the third being understanding of dangerzones for international ships, especiallly around our Naval Building and Testing facilities and varous Offshore Rigs.

A fragment of a newscast was broadcast to the entire continent. It was released to every known media outlet, and relayed to wherever convenient. The timestamp was eight hours before it was initially transmitted everywhere, and it would be known to be completly valid. The only strange edits to be found were just the leftovers from assembling the clip from the news.
"Hello this is No Endorse News, I'm Laura Smith. Today the No Endorse Navy laid claim to a previously unclaimed area of Irathria. It is the new No Endorse territory of Valoria, and is located at the southern penninsula of the chokepoint to the Inner Sea. No Endorse officials have commented little on the move, except to confirm its veracity, and the existance of numerous forces moving in on the area. Little is known about No Endorse intentions, but the High Minister has said, quote, "There will be no significant changes to passage in this strait in the future. There will be a short-term difficulty getting in and out due to No Endorse naval vessels and construction or colonization fleets. This is expected to die down in the near future however. We shall do everything we can to facilitate trade during the transition, but please be patient."

A fairly large man with an ancient warrior's build walked in. His long Orange beard and hair were neatly trimmed. He wore a dark suit of Navy Blue, and wore a sash from his right shoulder to his left waist bearing the O'Neill Clan pattern, and the crest, a large white sheild, with two lions holding up a man's left hand in red, palms out. Following him came two men in white robes bearing the same Coat of Arms.
The man carried a briefcase with him, and both of his assistants carried attache cases. They all apeared very full.
"I am High King Niall O'Neill of the Nation Niall Noiglatch. I am prepared to start this meeting."

A knock came on the thick redwood mahogany door to the large conference room.
The Dian Diplomate as host rose and went to the door, "If you'll just excuse me from the discussion while I see who is here," looked onto a monitor next to the door and pressed a button. "Click" He then "Just a moment, just press that green button if to open the door, feel open to talk amongst yourselves, I'll attempt to keep this breif. He then left the room closing the door behind him stepped out closing the door with a 'click'.
A few moments latter the regal representative returned looking pale. "My freinds, I may be required to substitute my presence for reasons of an state emergency, I will be here until lunch recess however. It appears that there was a broadcast from No Endorse, if our state intelligence service is accurate, that No Endorse intends to claim the Irathian Straight solely as a colony of No Endorse"
"This brings up a very important issue for the conference, and that is insurance of prime trade routes to the offshore continents and elsewhere." The man pauses takes a sip from the bottle of water. "ICCD is seeking international partners for the International West Central Straight Development and Security Taskforce. W.C.S.D.S.T. to insure the South Straight stays in 'International Control' rather than single state control, each state could still have a 'zone' of control in presubscribed numbers, i.e. military bases of independant control, but subject to a multilateral treaty stating that forces will only be used for securing the International Zone for all signatory Irathian Nations, as well as foreign trade to and from Irathia.
There may be a war escalating, I would like to suggest a short recess so we can if need be discus with our respective state departments.

A middle aged man entered the room. He was of average height and build, but clearly a man of the seas. His slicked black hair gave the air of man who had just stepped off the ship. He was dressed in an Imperial Admiral's uniform, the blue coat with red and gold trim, and white pants. He bowed to the other dignitaries at the table and apologized for being late. He graciously took his seat at the table.
He introduced himself as Admiral Lord Charles Clancey.

Father Homam came into the room and smiled and took his seat as if he wasn't late at all. He listened quietly, the priestly man had a big grin on his face. It appeared as if he would just listen until the topic got really rolling.

There was a sharp rap at the door. "I apologize about my lateness, there was a storm over New Heisen. They're going to get dumped on tonight, at least a foot of snow."
Lauren Brown, the No Endorse Ministress of Foreign Affairs, cut a dashing figure. With short brown hair over bright green eyes, she seemed to see strait through you. At one point eight meters, Lauren was far from the shortest in the group, and her voice was quite disarming
"I understand that you all have recieved our little transmission no doubt? I was supposed to be here before hand and introduce it, but no matter. This way I can avoid beating around the bush. Well, what questions might you have for me? Or should I just start from the beginning?"
Hyun Kyung, a Koryan ambassador, followed by two security guards, both carrying a briefcase in their left hands with their right resting on their holster. Kyung had brought a small, multi-purpose PDA with a direct digital link to Lord McKnight and his advisors. Kyung took a seat and allowed both briefcases to be placed in front of him along with his PDA, which he turned on. His security guards stood back against the wall, removing their hands from their holsters but staying alert. The ambassador placed one briefcase on the floor and opened the other, revealing a small laptop and some papers. After a few minutes, Kyung finally spoke:
"Lord Ryu McKnight hand-selected me to represent the Republic of Koryan and it's glorious people. All comments and declarations by myself are the official words of Koryan. May the delegation soon begin."
Head Scientific Director of the Yurkan Colony Zion finally walked into the room as well, a dour expression on his face as two guards walked in behind him. He was forced to go in the civilian leader's stead, as he was busy getting knee surgery at present. There was something almost unspeakably wrong about the man as his single eye focused on each individual member of the room, almost as if he were looking right through them all individually. Then, as quickly and emotionlessly as he had come in, Director Zion took a seat, ironically next to Father Homan.
"For now I will be listening. Lets get these proceedings underway." He said coldly, leaning back as his guards walked to the back of the room.

"Welcome your eminence and excellencies, it is great to see more of you ariving safely, hopefully any other representatives with find there way if they decide to join us. I Lord Lin Haut'An as acting Apocrisiarius for the Imperial house in matter of this conference would greet you. If you would like anything do not hesitate to ask, we have a wide array of refreshin fruits and juices, as well as stimulants ranging for coffee, java, expresso, and harder stimulants such as cocain diffusion. We ask that no smoking occur in the coference area, and ideally not armed gaurd be positioned inside the conference area, they can however wait in the lounge area just outside. We can however proceed with them here, however we may need to adapt to any requests for security for the party members, understandable that the presence is defensive, our protocol is that if any armed gaurds are present we must have security inside the conference area for all geusts.
Four gaurds wearing protective armour including face masks enter the room shortly after the parade finishes with two moving to the back of the room where the Dian speaker is standing and two standing like statues at the sides of the door.
"To bring you up to speed a number of ideas have been floating around for the progression of aerial and nautical movements througout the continent of Irathria."
As mentioned by 'Dame Brown the Irathrian Straight area. A number of forces have been dispatched to that area for a number of reasons. Clarity on the intentions and bondries proposed seem important to avoid confusion in the area. ICCD has previously formalized it's desire to secure the area for an inter Irathrian coalition for secure economic prosperity by easing trade in the area.
Other comments were raised prior to the organization of this conference such as cooperative multilateral aereal travel arangments.
Fishing and drilling as well as fixing our respective expectations for naval zones of control, and limits.
ICCD would like to inform you that an engineering task force was dispatched to the Island in the Southern offshore area, on route it droped off other forces as part of the International Plan. These forces have been placed on altert since the broadcast. We do not have up to the moment intelligene on the situation over there due to our operational method. There is a potential for confusion should our forces be mutually be seen as hostile to one another in the area. Dame' Brown if you would be willing to contact your home to arange for an immediate ceasefire for your forces and stopage on any advance until we can insure clarity on the situation it would be very helpful to ease the potential for loss.
The summit was not launched to discus war, the opposite was the intent, that is to insure peace and our security while fosterin mutual repsect and economic prosperity for the parties envolved.
We in addition to an inner sea route out of the area, trade routes to the interior through Corpsac's Bay entrance to Yurka and Nial Nioglach.
Florintine: What specifically would you like to propose in regards to international Waters. ICCD has two key Island chains which seem to be of importance in our zones of intended control. We have provided two international no blocade zones throughout our the Dian Isles. We would like to extend our favour to allowing parties that are willing to sign bilateral, or in the case of multiple parties, a treaty stating the allowance of safe ports of presence and open movement in accordance with respective states maritime laws that the concept of international be extend to signatories for all waters, in regards to merchant marine and presubscibed naval tours. ICCD would like to be the first to offer open sea movement to any interested partners.
On matter of aeral issues we would like to suggest international fly zones for commercial air traffic. To and from major destinations around the continent and abroad.

" I feel now is the proper time to announce Koryan's neutrality. All unarmed aircraft may pass through unrestricted Koryan air space, with a maximum of 20 small arms onboard. Seeing how Koryan's waters may be required for outer shipping lanes, all waters 10 miles from the coast are open to unarmed shipping and personal ships with a maximum of 40 small arms onboard. All dangerous cargo must be verified and tagged at Koryan's border or it shall be considered a hostile aircraft/ship. Random cargo checks shall be administered. Those that resist cargo checks will suffer the same fates as armed vehicles. Should Koryan's neutrality be voided at any time, all Koryan air space and waters shall be closed except to Koryan citizens. Any other issues will be gladly discussed later."

Niall Noiglach. We would be more than interested in building such a thing, and have enough manpower to begin construction whenever you would like. Of course you would be helping, and the Eternal Empire would be able to access it without toll, as we plan on paying more than half of the costs, correct?

"I am pleased to announce that My government, in correlation with the government of Yurka, shall be building a canal to bypass Corpsac's control of the straight into our sea. There will be a small tax on all non-Yurkan vessels, but it shall reamian small so that our government can keep it in good working order."

Director Zion looked at the message and almost scowled in amusement as the overblown thing. A simple affirmative gesture would have been more than enough rather than some monotheistic poetry. Quickly putting it back into his pocket, he nodded as the representative of Niall Noiglach spoke, so that everyone could know that it was true. He then stood up as well.
"The Empire of Yurka is also currently interested in setting up alliances and trade with any nation willing to." He said plainly as he stared at everyone for a second, "Simply message the empire and we can work things out, or we can do things here."
Lord Clancey rose from his seat and gave a slight bow to the other delegates.
"At this time the Empire would like to open trade negotiations with any nation willing. A list of the Empire's primary trade goods will be sent to all nations involved in this summit (In my factbook). Unfortunately, I am unable to offer any treaties at the moment, however the Emperor is most willing to accept most agreements."
He took a brief breath and continued.
"Currently, the Empire feels that the most important agreement this summit can agree upon is unrestricted trade lanes throughout the various seas. Dependant upon a time of peace, of course. We ask this council to agree upon something along those lines, as it would be most beneficial to all nations in Irathia. Thank you."
He took his seat, and waited patiently for a response.

As the Florin left, the Ramissilian stood up. "The Incorperation does not like the idea of unrestricted trade lines, as we worry this will interfere with our hold on fishing in the Inner Sea. All foreign ships in Ramissilian waters found not to have an escort or permission from the Ramissle Naval Authority shall be considered hostle.
Father Homam spoke clear and proudly, "Let's agree to a 12 kilometer or 12 mile limit border for international waters, in such case they over lap anothers border, let's call that duel-waters, in which both nations are allowed peaceful use of that water."

Lauren nodded at Lord Lin Haut'An, not missing a word. "First off, I would actually rather be called 'Lauren,' we are all on friendly terms here. When one gets too formal, one gets stuck inside a very frame way of thinking."
"Secondly, no cease-fire will be called, and the advance will not stop until we have reached the extent of the area we have claimed. There never was any engagement in the first place. We are adament about claiming the land, and we will negotiate only if absolutly necessary."
"However, it is not our intention to suddenly freeze all international trade. It would completly negate the worth of the land to us. To sing it out to the world, our intent was to gain more ports in the South. No one wants to ride on a ship from New Heisen, and if you doubt me, visit yourself. Caranda lacks the deep docks needed for heavy trade ships, we have a hard enough time getting aircraft carriers and battleships into there. We intend to start several new cities and manufacturing centers, build a couple of military bases for regional defense, and open multiple ports for trade."
'I am not concerned about the presence of your troops, a sudden eruption of violence is unlikely. You should be advised, however, that the territory in question is considered No Endorse territory in our eyes now. I shall warn the men there of your presence, but I recommend that you leave as rapidly as convenient."
"I would be far more worried about the Florintine-Rammisile annexation than our possession of the strait. With Wolfe Island in such close proximity, we won't try anything there. But Ramissile-Florintine will cause problems. We refuse to recognize any soverign waters that would block No Endorse from the southern sea through Caranda. That is another point where we will not waver, and any violation of such WILL be considered a declaration of open war."
Lauren tapped several items into her palm, sending messages to the No Endorse high command. The encryption was not high, and could be broken readily, but the message was mundane, only warning of ICCD presence, the merger of Florentine and Ramissile, and other matters. Anyone here at the meeting would know what was being sent.

Back inside No Endorse, an order went out for troops to mobilise. They would watch Florintine closely. The move was deliberatly made in such a way that it could be easily seen.
Father Homam placed his hand on the table and continued to grin, "Florintine merging with Ramissle, just as our forces are being victorious in defending our homeland, what a wonderful day. It appears as if all borders will stay constant, even though our people wish for the northern-most part of Florintine to be stripped from them for their actions to allow the main portion of Asbena to fully utilize the ports of former Florintine territory.

Our Combat Air Fleet would be willing to come to your aid in matters of Self Defense, for we to are a nation based on religion, Roman Catholocism to be exact, and we allow the church to take care of Education, Welfare, and Healthcare. I would feel that we have a mutual interest to see each other suceed. Our new Canal will be open to your use, provided it is non-military."
The Director once again pulled forth the small notebook-like computer as it began to vibrate, removing it from his pocket as he scanned it emotionlessly. Then, his eye now refocused on who was talking, he quickly began to input a message to Niall Noiglach, regarding an Embassy Program.

We agree with the idea of unrestircted preorganized tradelanes to all major port destinations that 'are open' trade oriented. ICCD is an open trade state and will take signatories on to a treaty for joint trade. ICCD will grant seabound access via these routes to any partner states.
Lauren ICCD has set up installations in the two southern zones and claims those zones on behalf of the whole of Irath(r)ia, administered by ICCD until a time in which partners may be found for the use of the territories. Any advance into those zones without confirmation of the international basis of the areas will be seen as a hostile act of undeclared war. We furthermore require that the straight seazone south of Transylvainia stay Neutral to all states within the inner sea, as an open sea zone and that it is not to be militarized except as agreed on the basis of 'an international basis' and that no seazones may be claimed by any states in the that zone area. Any advance will be seen as an act of independant hostility and violation of peaceful cooperation, it will be seen as agressive and ignoble. Any ships blockading the straight area will be seen as pirates and will meet with the full force of the ICCD navy in dispatching them from the area. Any stopage of ICCD tradeships will be seen as an undeclared act of war.

Lauren was tiring of this political tightrope, and decided to get strait to the point. "Well, we can negotiate on your possession of those areas, just tell us the extent and we can find a compromise. I imagine that we have already penetrated most, if not all of the territory we have claimed with recon units."
"However, we have claimed the area, and it is now No Endorse territory. The main channel will not be militarized, but we reserve the right to handle our own territorial waters as we wish. Respect our soverignty, we would do no less to you."
"If you wish to go after ships blockading the strait, then you'd best leave now, as they'll be out of the way soon and you'll have no one to hurl politics at. Again, you appear to be missing our intentions. We do NOT wish to block any or all trade, this will be massively counter-productive for our holdings. They are a massive investment, and there'll be no payoff without trade. The only change from the way things were before is the existanece of territorial waters, no more. It's not like there wasn't already capability to strike there from any dozens of places, especially Wolfe Island. There will be no change whatsoever."
"If you'd like, we could sign some sort of trade treaty. However, you are attempting to tell us what we can do with our own soverign territory, and we don't especially enjoy that."

'No Endore, We don't recognize your claim'
We have not suffered any causualties and we have not been fired on by any forces you have in the area, as far as we are aware you have not spoted any of our forces to date.
We do not speak for all states here, we feel that they are all intitled their own voice, if ICCD is the only party that has any concern of a single state controlling the open side of the straight, then ICCD is no different than that state, I would hope that other nations here would understand how it is better for our peace and cooperation to insure an open straight one which ships need not have worries of being fired on or for us to required to escort all trade in the area with anti missle ships etc..
I don't understand how No Endorse cannot see the benifit of an equally operated zone of interest one which all parties have equal share in the zone, to remove any feelings of maluse or strategicly vital areas out of their control. only a council that requires the open access for all will keep the area free from hostility. The added incentive of mutual interest in the area will make it more jointly defensible against Non Irathrian forces by the whole of he continent, and serve as a general unifier, with the small conflict going on between the nations in Irathria we should take this oppourtunity to send a message of peace and cooperation and respect not one of personal interests while ignoring other parties.
All the areas blacked out are considered strategically important to peace and security in the area.

That is our initial claim objection. If you can highlight on this map where you feel the vital requirement to obtain can you provide 'your map' we will claim the rest for all irathria ... including yourself, we don't seek a violent confrontation it is in niether of our interests at this point.
Our failsafes are activated, the Imperial Houses and the Senate has no control of our military in that respect, unless the situation is disarmed our military will act based upon intelligence. We of sane reason do not see any reason for conflict, but this unrightful claim being stated after a number of states agreed to the area as an interational zone seems whole selfish and backward.
With free trade the economics are not slowed or hindered, we are all free to develope. With a joint military in the area, we are not weakened we are all retroactively stregnthened, not only against one another but against foreign intervention. Why fight ourselves when we can gain economic hardening and the capacity to gain and protect territories outside of Irathria. We are not asking for war, but you must understand your claim in this case completely goes against the nature of peace and economic security.
We deplore, join the International Plan, stop solitary advances in the region, support the freetrade zone and develope your enterprises freely. Join the area joint defence force, support the planned forward bases don't send solitary troops send them as part of the inter Irathian Force. Of what sane mind for the situation remains, do not we wholely yourn, Lauren support prosperity not turning the area into a barren wasteland devoid of all life. For that matter all Irathia as such. Beyond this point, it is not in my hands, it is in the hands of the Casa Militar. I am a diplomat not a warlord.
At the very least surrender your claim to the southern half of the area, and we can continue negotiations on the north. We are not against you having a base in the area, quite the opposite we ask you to have a base, but not one that is No Endorse territory, but one that is Irathrian Territory, you do not loose any powers in the area, as no nation onboard the plan will, it is strengthening the area for security of all.
Join Us. For the love of humanity.

Maritime Naval Treatise
1.) All waters within 50 nautical Km shall be declared to be soveriegn waters, unless they intersect with another nation's nautical borders, in which case they shall extend in a straight line that divides the conflicted area in half.
2.) All non-military maritime vessels shall be declared off limits to attack by Naval Forces of a Beligerent Nation in times of war.
3.) State-Sponsored piracy, known as Privateering, shall not occur in times of War or Peace.
4.) The Southern Straight shall be declared an Internation Waterway, andd all waters ther within shall be declared to be International Waters.
5.) An International Body shall be composed of experts from each nation on various Nautical Topics, with the sole purpose of passing laws to effect those travelling in International Waters.
6.) These laws will not infringe on an individual Nation's Sovereign waters.

The Dian Delegate after hearing the proposal for Maritime Naval Treatise seemed to sober a little from what was previously what seemed to be angst over the chokehold situation, but it appeared to be simmering down now, and the 'real' purpose of the summit was unfolding.
"Ah what fine ideas. I think that having a larger territorial waters is a fine start, we are wondering will 50km satisfy EEZ (exclusive economic zone) rights as well. We suggest atleast a 400 KM EEZ zone, and rights to our adjoining undersea contentental shelf to their full extent where upon it meets with another contiental shelf it be divided in half between the two on the common meeting point.
An Irathrian Merchant Data base needs to be established listing all 'commercial' vessels and all 'military' vessels. Military Vessels would be seen as legitimate targets during war, while 'commercial' vessels would be seen as chattle.
Piracy is definately an issue especially on the open seas, we should respect one anothers property. We actually push this notion to establish a IRATHRIAN ANTI PIRATE FLEET where we all volunteer a couple ships to police and hunt down vicious pirates together, this same fleet could be used to back up the international zone and the international straight zone.
A Conference on International Nautical Law is the naturaly next step. We agree.
Yes Commerce is vital to our well being lets assit it's growth, in respect to seeing as to benifit it's economy, by allowing development in our respective territories for whatever economic purpose, however I think in the Southern Streigh leading to the Ocean outside of Irathria we should insure there are no blockades along the southern shore. So that our military forces may easily leave the continental area for foreign destinations.
I think it is fair to have port charges for ships not in distress though, but we should consider having a system for dealing with ships in distress."

And as for point two in Territoreal Waters, I would have to say that I feel that it should, though this treaty prevents such a thing from occuring. It will still be considered a Crime of War.
As for the EEZ, I would propose that it would be 200 nautical Km (OOC: to mimick RL laws)
As for the 2 and 7, why do you oppose them, they protect innocents in times of war. Remeber the Lusitania, It was sunk by a German U-Boat in WWI because it was entering a blockade zone.

While it is importaint in war to keep civilion casualties low, The Incorperation has found that stopping civilian trade is very benificial to the war effort. Therefor, we request that this is completly taken out.
As for number 3, the same applies. Ramissle has found that piracy also has a benificial effect for our side during times of war. This, of course, does not include times of peace.
On a side note, while the Incorperation does not think that number 8 is a viable solution to designating trade ships because of smuggling, we do not find this a serious problem, especially if number 2 is changed.

In a different topic, Koryan would like to warn it's fellow nations that testing of certain weapons may be performed at sea and on small uninhabited islands owned by Koryan. Naval ships are not allowed within 10 miles of the islands unless authorized by Koryan officials and, due to safety reasons, fishing is not allowed within 30 miles. In the event that the weapons to be tested may cause fallout, poison winds, or other such problems, Slarchers and, if neccessary, other nearby nations shall be warned 45 days in advance. Extremely hazardous or long-range fallout or drift will not be tested on these islands for safety reasons. Any damages caused by weapons testing that were not due to violation of these rules will be paid for by Koryan and the Koryan Military will accept full responsiblity.

Ah it is a shame we could not support naval peice and cooperation in writ, at that point.
I would like to announce that Niall Noiglach have started an Irathian Continent Security Fleet, that will act in assisting peaceful interaction in the Irathian Waters. The forces are independantly administrated at this point. ICCD has announced a number of ships, with the largest commitment being a rescue carrier, with search and rescue and recovery equipment, and two subs both of which are equipted with search recovery equipment, and two frigate/corvette(s) also equiped for search and rescue and other peace office duties.
We would like to ask other states to join this safety group for the international waters and for the member states who agree to have assistance in thier own waters and EEZ zones. This force may also assist in stopping commerce piracy against that both Niall Noiglach and ICCD do not support. "We ask any other ships that would like to take part in an Irathian Security Fleet to assist.
We would like to Mirror Corpsacs basic claims between Palamos Provincial and the West Farland Area we would like your acceptance of a contigious zone reach from east farland to palamos Island, which we will provide international shipping lanes.

ICCD accepts the treaty with Niall Noiglach Bilaterally. Respective of our State.
ICCD would like to propose that any sea bound persons so 'captured' by any other Irathian State may have right to extradition, and that an Irathian Naval Court be established having 1 judge from each of Irathia's nations, for any court processes that are protested. That this high court be presided on this Island and that all prisoners so convicted serve their time if so held on this island, and that no harsh or barbaric penalties be enacted, rather that they have a choice to live as fruit pickers and to make their own survival on this island.
This could stop any 'conflicts of interest' note that only 'Irathian Citizens' may be tried by this court and only Irathian Citizens may serve their time on this court.
With respect to paying off debts, that such debts may be payed off by the fruit picking here on this island but only that which is realisitacally posible, for instance if someone sinks a 993 Million Dollar Carrier (somehow) that would take them longer than thier lives to pay off. We should have a time period added to the pay where they work towards paying off either till they pay off or till their term of exile ends. After all these pirates are highly valuable individuals should their skills be used effectively such as assisting the Irathian Security Fleet with information on Piracy tactics.
The major concerns right now are freedom of movement thus I think that it would be wise to establish International Shipping zones too and from all major ports for any states being peaceable.
We still insist on the whole of the Outlet Straight Area being wholely InterIrathian with each of our respective areas of administration but equally in mind of wholey international waters and wholey untaxable development on land by any parties, with any conflicts being resolved via a high Irathian Court of all Irathain nations ascenting to the International Zone plan. It becomes difficult to protect the waters if the security force is cut out of areas such as those imposed by sole territorial seaclaims especially in potentially high conflict areas such as the Irathian Outlet Straight.
It would also be prudent to allow this ISF the capacity to enter into waters for rescue operations, there is nothing worse than being stranded 10 feet away from drowning sailors because that territory isn't accessable and the people occupying the state don't care if they drown.

Koryan would be happy to host ICCD's weapon testings however, due to wind and weather restrictions, ask that weapons that generate medium or high amounts of fallout not be tested. Also, we ask that ICCD be very cautious of testing cleanup, as ocean currents could potentially carry hazardous materials into major fishing areas.

Ramissle: Wonderful, how about we get you a nice lunch, we can have some drinks and get to the here official asencion send copies to the respective parties for any final oversight we can leave a copy on this island and each of our respective depositories.
Corpsac: ICCD wouldn't whole be against sharing of the waters in and around our areas such as join EEZ between us, if you for some reason feel it is commercial wise to allow a sharing of those specific overlap areas. However, we may need to reach further agreements such as fishing quotas or environmental processes.
Koryan: That is good, yes we will check with you on proper times for testing, open slots etc.. if you are interested in any joint weapons testing or research sharing we wouldn't be deadset against that as knowing the testing that goes on there may be of benifit to both of us. We are looking at perhaps testing a variety of missle and laser defences, and robotics, and UAV projects, also chemical biological operations training. We've proposed small scale controlled testing rather than very large tests.
