Invitations were sent to several nations throughout the world to come to Voronej to discuss a possible secret defense pact. Those invited were asked to get to Voronej as stealthily and covertly as they could. Officially this was a cultural exchange meeting, however in reality it was something much more.
Colonel Cash flew the miles from native Sri Lanka to western Russia himself in a private jet, paid for discreetly by the government. He landed on a small runway near a very small town, where a long black car picked him up and began his trip to Voronej.

Minister Jeremy Pruitt had been all over the place. He tooks several trains, transferred to several different aircraft. And then was finally carted away by car to Voronej.

The Tyrandisan delegation was led by Foreign Secretary Eiji Kurosawa, and arrived at the conference site without any complications.

The compact conference room has been checked for electronic bugs 21 times. Only a few people in the Russian government knew about this meeting and they also knew what would happen to them if the lick any information whatsoever to the press or to anyone else. Vladimir officially was in a small mining city in Yamalia looking at how the pillar of the Federationa's economy, Russian natural gas gets pumped out of the earth. There were 2 guards in civilian clothing outside the door of the room and two more in lobby of the hotel. Nobody knew anything, it was all perfect.
Vladimir looked around the room, he had representatives from all 4 nations willing to join together to fight for a common cause. It was time for him to make his speech.
Vladimir: Greetings gentlemen, 5 of us individually represent 5 great powers. Great nations, nations that do not choose to watch from the side as the world is changing but participate, dominate, command the process of its change. We represent 5 proud peoples, our histories are tales of glory and heroism, our legacy is to guide humanity now and forever. We are the light in today's world of darkness. We are the light but we are surrounded by enemies, by evil empires and warmongering nations that do nothing but wage wars and torture their own citizens. I am talking about nations involved in the October Alliance as well as others. Remember Poland, remember Kaliningrad, remember those people that are suffering in the death camps of the Fourth Reich. The legacy of states who are responsible for these attrocities is nothing but war and human suffering. We are the only ones who can end this, who can strip the world of its greatest evil. But although we are strong no one can fight our common enemies alone. For that reason i ask you to unite, to add up our strengths so one day we may win the greatest war this world has ever known, the war to end all wars so humanity can leave in peace and harmony. United we stand, apart we fall. Then the time comes i would like to know that i can call on someone to aid us in our holy quest, wouldn't you? Will you join me in this alliance?
